우리나라는 선진국 진입을 눈앞에 두고 있다. 하지만 세계시장 진입의 장벽과 고객 신뢰 및 자원의 한계로 인해 어려움을 겪고 있다. 이러한 한계점을 극복하기 위해서는 신인성경영시스템을 기반으로 한 기업 평가가 이루어져야 한다. 즉 제품의 기능과 성능 등의 적합성(Conformity)특성 중심의 기업생존을 위한 기본전략 평가에서 이제는 기업노력 대비 고객만족과 경영성과를 높일 수 있는 수명과 내구성, 안전성 등의 시간 종속성(Dependability) 중심의 평가가 시급하다. 본 논문에서는 국가 품질상에 대한 구조를 분석해보고 국가 경쟁력 분석을 통한 문제점을 도출하여 신인성경영시스템을 기반으로 한 기업 평가 방안의 타당성과 구체적 실행방안을 제시하고자 한다.

우리나라는 비약적인 산업기술발전을 통해 선진국 진입을 눈앞에 두고 있다. 하지만 선진국 진입에 있어 크게 세 가지의 걸림돌이 있다. 첫째로는 세계시장 진입의 장벽, 둘째로 제조물책임법(PL법) 대응방안 미흡, 셋째로는 고객신뢰 및 자원의 한계 이다. 이러한 한계점으로 인하여 신뢰성경영시스템의 필요성이 대두되고 있으며 국내의 신뢰성경영시스템의 활성화는 필수 요소로 다가오고 있다. 본 논문에서는 신뢰성경영시스템의 활성화와 이를 위한 지표개발의 필요성 및 개발 방향성을 제시해보고자 한다.

Nowadays worldwide leading companies try to establish more efficient and comprehensive management system for getting high quality, reliability and safety. In this paper, we investigate standards for quality management, dependability management and risk management. We also suggest an integrated and comprehensive system of quality(ISO/TS16949), dependability (IEC60300)and risk(JIS Q2001). The evaluation method on the performance of dependability management systems are developed and applied for the semiconductor equipment company.

본 연구에서는 신뢰성경영시스템(IEC60300)을 기반으로 반도체 장비개발에서 신뢰성 확보를 위한 신뢰성기능전개의 개발과 적용을 다룬다. 고객의 신뢰성 요구사항에 가중치를 부여하여 설계요구 품질표, 기획 품질표를 실행하고 이를 이용하는 절차를 제시하고 이를 고신뢰성을 요구하는 반도체 장비업체 개발공정에 적용하였다. 제품개발과정에서 신뢰성우위를 갖는 구체적인 전략적 제품개발방안을 제시하였다.

현재 기업에서는 제품인증과 경영시스템인증의 신뢰성 확보가 중요한 과제이다. 이는 제품개발 중심에서 제품 및 프로세스의 통합 개발 중심으로 연구의 필요성을 제시 해주고 있다. 따라서, 정적인 제품인증에서 동적인 시스템인증의 필요성이 대두되면서 신뢰성경영시스템(DMS; Dependability Management System; IEC60300)이 요구되어진다. 제품개발의 프로세스에서 발생되는 신뢰성 문제점들을 해결하기 위하여 트리즈(TRIZ ; Theory of Inventive Problem Solving) 기법을 활용하였다. 본 연구에서는 창의적 문제해결 방법론인 트리즈기법을 활용하여 신뢰성경영시스템에서 제품 및 프로세스 통합개발(IPPD; Integrated Product and Process Development)을 하고자 한다. 결과적으로 창의적 신뢰성경영시스템(CDMS; Creative Dependability Management System)을 제품 및 프로세스 통합개발 모델로 제시한다.

It is hot issue to get the competitiveness of product through reliability-growth as well as availability and safety in almost high-technology industry including military, chemistry, nuclear, telecommunication, transportation service and so on. In advanced countries, worldwide leading companies have tried to improve and develop high-reliability product as well as reliability management system(IEC60300). We investigate reliability certification systems for product and management system. Additionally, we study the feasibility on the adoption of dependability management system(IEC60300) by empirical survey on companies with product-reliability certification(R-mark) in Korea.

Corporations are faced with the key strategic task of adopting a comprehensive management system of a new paradigm in order to enhance their products' quality, safety, and reliability, as well as to minimize the cost of quality. The purpose of this paper is to present a methodology that can be used by corporations to ensure a product's reliability, safety, and maintainability, with minimal costs, by measuring dependability levels and conducting DEA analysis. The methodology will be a way for corporations to adopt an optimal dependability management system based on a quality management system of ISO 9001:2000 standards.

IEC 60300 series, the international standards on reliability management system are newly developed and introduced rapidly worldwide. In order to meet this fast-changing situation, it is necessary to apply them to the Korean industries effectively. It includes the establishment of the infrastructure such as documentation of Korean Standards, introduction of test equipments and test manuals, accreditation of the certification bodies and training of the specialists etc. IEC 60300 is upgraded management system of the ISO 9000 and ISO 14000. In this regard, the Korean companies which were certified with the ISO 9000 or 14000 should endeavor to find new strategies and methods to be certified with IEC 60300. This paper introduces a Quantitative method of estimating the level of the reliability management system by applying the MIR(Maturity Index on Reliability) technique. This enables the estimation of the operation level of the system and can upgrade the maturity level of it.

We consider some alternative management models(IEC300, NASA AHB 5300.1, IEC1508) based on dependability, especially reliability and safety, including resources on world- wide leading standard- bodies and informations.

We consider some dependability management systems(IEC300, NASA AHB5300.1 and DIN VDE 0801) with reference on IEC300. Part I of IEC300(IEC300-1) covers the essential features of a comprehensive dependability programme for the planning, organization, direction, and control of resources to produce products which will be reliable and maintainable. We consider the contents of IEC300-1； scope, normative references, definitions, management responsibilities, product or project independent programme elements and project specific programme elements.
