        여행객 휴대 수입금지식물에서 발생하는 금지해충(과실파리류, 코드린 나방 등)의 유입 가능성이 높아짐에 따라 지속적인 모니터링을 통하여 품목별, 국가별로 검출되는 해충의 정보 축적이 필요하며, 검역해충 종 동정을 위하여 표본 확보 및 분류학적 정보가 필요하다. 2018년 1월부터 12월까지 인천공항 및 인천항으로 반입되어 압수한 휴대식물 중 사과, 배, 복숭아에서 검출되는 해충을 조사하였다. 그 결과 형태학적 동정 및 DNA 바코딩 분석을 통하여 Carposina sasakii (복숭아심식나방), Grapholta molesta (복숭아순나방), Grapholita dimorpha (복숭아순나방붙이) 등이 검출되었지만 우려하는 코드린나방은 검출되지 않았다. 본 연구결과는 휴대 반입식물에서 검출되는 해충 종 구성에 대한 검역자료로 활용될 수 있을 것으로 판단된다.

        선박의 오염물질 배출에 대한 규제는 최근 IMO/MEPC(국제해사기구/해양환경보호위원회)를 통해서 진행 중이다. 선박오염원 에서 배출된 오염물질은 국지적인 요인에 의해서 연안지역을 비롯하여 육지로 확산될 수 있다. 인천과 같이 선박 배출 오염물질에 노출 되어 있는 항구 도시에서 선박오염원 조절은 연안지역의 대기질 관리정책을 효율적으로 고안하기 위해서 반드시 필요하다. 연안지역의 대기오염물질 중 선박에 의한 NOx와 SOx의 농도는 전체 NOx와 SOx 농도의 각각 14 %와 10 %를 차지한다(NIER, 2008). 연안도시지역의 대기질은 국지적인 순환에 의존하는 오염물질의 확산 경향과 선박의 수에 영향을 받는다. 선박오염원으로부터 배출된 오염물질의 확산 을 WRF(Weather Research and Forecasting model)의 기상장을 기초로 CALPUFF(California Puff model)를 사용하여 분석하였다. 그리고 연안도 시지역의 대기확산모델은 정박한 선박과 입·출항하는 선박으로 나누어 각각 점오염원과 선오염원으로 구분하여 모의하였다. 선박척수 82~84척을 기준으로 NOx의 총 평균 배출량은 입·출항시 각각 6.2 g/s, 6.8 g/s이었고, SOx의 총 평균 배출량은 입·출항시 각각 3.6 g/s, 5.1 g/s 이었다. 정박 중인 선박의 NOx와 SOx에 대한 총 평균 배출량은 각각 0.77 g/s, 1.93 g/s이었다. 육풍의 영향으로 인하여 인천항으로부터 내 륙으로 진행되는 오염물질의 수송이 억제되었고, 내륙의 SOx와 NOx 농도가 일시적으로 감소하는 원인이 되었다. 해풍에 의해 NOx와 SOx가 내륙으로 확산되었고, 내륙의 NOx와 SOx의 농도가 점차 증가하였다. 인천항과 인접한 지역의 오염물질의 농도는 해륙풍의 영향 보다 인천항에 정박 중인 선박오염원에 의한 영향이 더욱 크게 반영되었다. 본 연구는 연안도시지역의 대기질 정책고안과 배출기준을 정하는 것에 유용할 것으로 기대된다.

        Incheon Port has many advantages for import of log and timber for furniture. More than 50% of lumber which was imported is through Incheon Port. However, most companies move and set up their business by taking lease of workshop. Because of expensive cost of transportation, it is suggested to construct a lumber Industrial district in the North Port in Incheon. By researching the national plans about the North Port and Incheon Ports, an adequate acquaintance of lumber industry in Incheon has been realized. ills study conducted the economic effect analysis for lumber industry clustering and the necessity of cluster composition is derived. Then effectiveness analysis for lumber industry cluster composition is sequentially operated.

        Incheon Port has been served as not only the center of the Yellow Sea and port for trade with China but also domestic gateway port for the metropolitan area, playing a professional role as the greatest domestic Port which processes a variety of items such as imported raw materials, bulk cargo, oil and gas and so on. This study was conducted based on step by step business process between port entry and departure of ship, and incurred cost according to port industry classification and performance on the port facility. Bulk cargo and general cargo such as grain, food, steel, scrap metal, wood, coal, LNG, LPG and oil etc., which have a vast majority of import goods, have been treated by 57,062 thousand tons and 7,409 thousand tons of container cargo were processed at Incheon Port in 2009. Bulk vessels and carriers moving items such as LPG, LNG and oil recorded 38,836 thousand won and full-container vessels recorded 11,001 thousand won as the amount of notified port facility usage fees in 2008.

        As basic study on effects of the decasualization of port labor, this paper watched labor supply framework reorganization, focused on port worker in Incheon port at before decasualization(2005~2007.9) and after decasualization(2007.10~2010.5) and analyzed disposal quantity, workers, workdays, productivity, accident and disaster data that was apt to influence by the decasualization of port labor. Though commercial traffic of Incheon port was decreased in global economic depression, individual workday per month after decasualization compared with before decasualization is decreased by 3.3days from 22.7day to 19.4days, on the other hand, indivisual annual loading and unloading throughput is increased averagely 71.6%, and labour productivity, when 2005 labour productivity are 100, are increased by 67%. After decasualization, overall loading and unloading productivity is improved. But, according to loading and unloading, the number of accident and disaster are increase by 11.7% after decasualization for loading and unloading operation.

        본 연구는 우리나라의 대표적인 해항도시이며, 우리나라의 해양수도 및 동북아 관문항을 지향하는 부산광역시와 인천 광역시의 해양환경 관리역량을 비교·분석하고 이의 제고방안을 모색하고자 하였다. 이러한 연구목적을 달성하기 위해 본 연구 는 해양환경지표로서 수온(C), 염분(‰), 수소이온농도(PH), 용존산소(DO: ㎎/ℓ), 화학적 산소요구량(CDO: ㎎/ℓ), 용존무기질 소(DIN: ㎎/ℓ), 총질소(T-N: ㎎/ℓ), 용존무기인(DIP: ㎎/ℓ), 총인(T-P: ㎎p/mℓ), 규산규소(Sio2-Si), 부유물질(㎎/ℓ), 클로로 필(Chi-a: ㎍/ℓ) 등의 총 12개 지표들을 사용하였다. 연구의 결과, 부산광역시와 인천광역시의 경우 2000년도부터 2003년도까지 는 해양환경상태가 악화되는 것으로 나타났다. 또한 부산광역시 및 인천광역시의 해양환경상태를 악화시키고 있는 해양환경지 표는 총질소, 용존무기인, 총인 등으로 나타났고, 이들 해양환경지표들은 해가 갈수록 악화되고 있는 것으로 분석되었다.

        The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. Now frequency of cargo handling accidents in port is highest for the second time among all industries. The purpose of this study is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 45 accidents happened at Incheon Port during the period from 2007 to 2009. And the result of analysis, we proposed the new safety management system and safety education to reduce cargo handling accidents and to promote the quality of cargo handling in Incheon Port. Within the framework of effective safety management of cargo handling in port, this study will help to revise and establish system, education, and standard working manual with respect to the port loading and unloading system.

        In this study, we offered a way that is to make warehouse industry clustered in Incheon port for getting competitive and high end value added activities like advanced port logistics center considering trend that is changing functions of port and importance of port-hinterland. For this, we studied the existing research about port cluster, the present condition of warehouse industry in Incheon port and importance of value-added logistics activities. Also, we offered needs to build a high value-added and integrated logistics center by examples of advanced port logistics center in Singapore, Netherlands(Rotterdam) and Hongkong. We get the questionnaires for gathering ideas of port logistics industry about to set integrated logistics centers by strategy we offered that is making warehouse logistics clustered.

We have collected 923 accidents happened at Incheon Port during the period from 1994 to 2003. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.

        We analyzed the questionnaire survey for the current maintenance of Incheon port's loading and unloading equipments and the possibility of TPM(Total Productive Maintenance) application. Results of the survey indicated that the current maintenance of Incheon port's loading and unloading equipments was not good. So we suggest TPM as the future maintenance methodology of equipments. Using TPM to the loading and unloading equipments we will expect to improve the productivity of the loading and unloading operation and to increase the life time of equipment. And also it will raise the safety of Incheon port.
