Unpaid family worker are protected against the risk of an industrial accident or industrial disasters through Guarantee basic right to exist to them through appropriate compensation in the event. Safeguards to the realization of human dignity unless this is a personal level as well as social dimension in them a great loss and industrial insurance. There are subject to the need to expand to include social safety net.

In terms of deregulation requests from business, incidents at construction sites are rapidly increasing after reducing the regular safety training hours. Especially, to prevent incidents through safety trainings for construction site workers, who have lots of hazardous tasks than general manufacturing, is not only to protect property of both the companies and the country but also to increase their profits. That is why there are loud voices regarding that the safety training is a core mandatory to prevent industrial incidents. But, most companies, as soon as the deregulation for safety training is implemented, mitigated conducting safety trainings to prevent incidents. With this, the incidents are currently to be increased and caught in a vicious circle of many incidents at the smaller companies because of their absentmindedness regarding safety training due to their poorness as subcontractors of major companies, comparing to major companies. This study explains that the difference between managers and workers are existing about safety awareness and knowledge. And, we confirmed that the educational factor led by deficiency of safety awareness and knowledge was the major factor.

Unpaid Family Worker is blind area of industry safety. Danger of industrial accident is some high but because was excepted in industrial accident compensation insurance application. This study was designed to analyse the performance and the mechanisms of workers' participation and communications in industrial accident prevention activities leading to the reduction of industrial accidents. This study also aimed to find out the causal relationship influencing the promotion of prevention activities of industrial accidents. Of the manufacturing businesses with more than 5 workers as the population of the survey, a questionnaire was conducted with 2,500 workspaces chosen by stratified sampling. Out of 2500 workspaces, 971 workspaces equipped with industrial safety and health committee were analysed in this study. According to the results of this study, the primary influential factors on safety activities were the management of industrial accidents and the cooperations between supervisors and workers on site. The secondary influential factor was the establishment of industrial safety and health committee. Regarding the effectiveness of industrial accident reduction, -0.01 was shown by workplace safety activities by themselves and -0.09 was shown by participation and communications through indirect safety activities. This indicated workers' participation and communications play an important role in the reduction of industrial accidents. By discovering the clue to the mechanism of the workers' participation and communications, this study is expected to stimulate the reduction of industrial accidents by emphasizing the importance of workers' participation and communications in resolving the safety and health problem in the workplaces.

The government separated and established the industrial safety and health law from the Labor Standard law since 1981 to promote the labor's working environment and to improve the conditions of laborers. The government made a lot of effort to discharge the industrial safety and health law by continuous revision of the law thereafter. it is, however, difficult to establish clear-cut lines of authority and responsibility due to the fact that the substantial application of the industrial safety and health law is adapted by enterprise's autonomous management. There are frequent industrial disasters on the small and medium enterprises which have financial difficulty and it means this causes much more social cost. Finally, for the improvement of laborer's safety, health and working environment in the small and medium enterprises we need to raise the effectiveness of the industrial safety and health law through enhancing a government-office's administration and surveillance with the changing mind of a business proprietor. On this paper, we research on the actual condition of the administration, inspection and regulation of safety and health by means of the industrial safety and health law. Thereafter we analyze how much the Korea Occupational Safety & Health Agency and vicarious businesses of safety & health management help. we used the survey method to gather data from 380 laborers directly and analysed the data by SPSS v17.0.
