이 연구는 구(舊)일본해군의 군사적 요충지 역할을 맡은 군항도시 사세보 (佐世保)가 관광도시로 전환되는 과정에 기반을 두고 있다. 사세보는 1889 년 7월 진수부(鎮守府)가 개청된 이래 군사 전략적 요충지로 자리잡았다. 1946년 다나카 마사스케(田中正輔) 시장의 취임 이후, 군항도시의 이미지 를 벗고자 평화산업항만도시의 실현을 위해 관광산업을 추진하였고 사세보 주변 해역을 포함한 서해 일대를 국립공원으로 지정받기 위해 최선의 노력 을 다했다. 하지만 사이카이(西海)국립공원 지정 논의가 한창 진행된 시기 인 1950년 한국전쟁이 발발하였고 미국에 의해 일본의 재무장을 촉진 시 키는 계기가 된다. 1950년 7월 맥아더에 의해 해상보안청이 설치되었고 그 총감부가 사세보에 배치된다. 니시오카(西岡) 현(県)지사와 다나카(田中) 시 장은 지역경제를 고려하여 군상(軍商)항이라는 두 마리 토끼를 잡겠다는 목표로 의지를 표명했다. 1955년 여러 난관을 뚫고 서해 일대가 만장일치 로 국립공원 1순위로 결정되었고 3월 16일 정식으로 지정되었다. 본 논문 은 사세보시가 군항도시에서 관광도시로 전환하기 위하여 추진했던 사이카 이(西海)국립공원 유치 활동과 지정 과정을 고찰하고자 한다. 아울러 동아 시아의 역사 속에서 사세보라는 군항도시가 평화산업항만도시로 변천되어 가는 과정을 규명하고자 한다.

This Commentary provides a detailed analysis of the US-DPRK Peace Treaty, a proposed bilateral peace treaty between the United States and the Democratic People’s Republic of Korea (i.e., North Korea). The US-DPRK Peace Treaty was conceived as the first in a series of legal instruments to be executed in furtherance of the establishment of “peace as a system” on the Korean Peninsula. In this monograph, the authors envision that such a peace treaty would serve as a basis for peaceful co-existence between the two countries and, ultimately, a peaceful, non-volatile situation on the Korean Peninsula. The Commentary offers an in-depth explanation of each provision of the US-DPRK Peace Treaty, including the meaning, background, rationale and legal implications of individual provisions of the Peace Treaty. Additionally, it provides insight into relevant international law issues and the history of negotiations and engagement among interested parties in the context of the inter-Korean conflict.

저지대에 위치해 고대로부터 어려움을 겪은 네덜란드는 BC 1세기 로 마에 편입된 이래 항상 정치적으로는 종속되었다. 하지만 경제적으로는 13세기 이후 전국에 제방을 쌓고 상업과 무역을 장려함으로써 크게 성장 하였다. 특히 스페인의 식민지였던 16세기 후반 네덜란드는 종교탄압과 폭정에 못 이겨 80여 년에 걸친 독립전쟁을 추동했으나, 독립 후엔 상업 적 이익을 우선시함에 따라 군함을 상선으로 개조하고 영국이나 프랑스 와 격돌 시 항상 평화조약을 통해 적당한 선에서 휴전하는 전략을 택했 다. 그 결과 18세기 접어들면서 보다 호전적인 경쟁국인 영국과 프랑스 에 밀려 쇠퇴하고 말았다. 이는 국가의 목표를 지나치게 단기적인 상업 적 이익에만 집중하는 것보다는, 마키아벨리나 리슐리외가 주장한 바와 같이, 안보를 포함한 장기적인 국가이익의 관점에서 재고할 필요가 있다 는 것을 우리에게 상기시킨다.

본 연구의 주제는 평화체제와 평화협정이다. 본 연구는 한반도 평화체 제는 국제정치 보편의 맥락과 닿아있는데, 최근 논의들이 시간적으로는 현안, 공간적으로는 한반도에 국한하여 이루어지고 있다는 문제의식에 기초하였다. 이와 관련, 한반도 평화협정과 특성을 공유하는 - 관계정상 화와 협정 주 객체의 지위 변화 – 일소 공동선언(1956), 일중 공동성명 (1972), 바르샤바(1970) 및 프라하 조약(1973), 2+4 조약(1990)과 오스트 리아 국가조약(1955)을 분석, 이를 관통하는 공통 요소를 추출하는데 연 구 주안점을 두었다. 관계정상화의 성격을 띤 조약들의 경우 외교관계 회복 및 상호관계의 포괄적 발전 방안에 대한 내용을 포함하였다. 또한 분쟁당사자간 관계 재설정 차원에서, 청구권, 포로송환, 국제법 원칙 확 인 및 국경의 안정성과 관련된 내용이 비중있게 반영되었다. 조약 주 객 체의 지위 변경 관련 조약들에서는 조약 서명 당사국의 보증 아래, 영토 와 군사력 등 지위 변경된 객체 규정 관련 내용이 중요 부분을 구성하였 다. 본 연구는, 평화체제 관련 기초적 데이터를 제공, 향후 한반도 평화 체제 논의 국면에서 한국의 국익을 투영하면서 그 체제의 안정적 작동을 위한 요소 구상에 기여할 수 있다는 의의를 지닌다.

A step toward world peace could be achieved by Korea, Japan, and the United States jointly celebrating their promotion of cherry blossom festivals based on Jeju Island native Prunus Yeodensis, or Somei- Yoshino Cherry trees. Based on bio-diplomacy, this celebration of new beginnings and the emphemeral nature of the material world could be a foundation for peace-building by these three nations and others and for putting aside past grievances.

The proposal in this paper outlines an idea for a Korean Peninsula focused Peace Cruise starting from Jeju World Peace Island and going up the eastern coast of the peninsula ， taking in a port or two in Japan (such as Fukuoka) to accommodate potential Korean-descended passengers there and ending at Wonsan, where a grove of Jeju King Cherry (Prunus Yedoensis var. Nudiflora) trees could be planted progressively as a welcome avenue for those on the peace cruise ship. This grove of Jeju King Cherry trees will grow each time a Jeju World Peace Island Peninsula Cruise arrives. Wonsan has been a holiday place for the DPRK for some time and with the permission of that country could become a limited and controlled international destination for Peace and, perhaps, other cruise tours. There are precedents internationally for special zones to be declared for specific activities. Such places frequently become economic development zones for the host country. After successful itineraries have been shown, the Jeju World Peace Island ship could extend its cruise north to ports on the Kamchatka Peninsula and west to Chinese ports interested in the concept

We assume that, even though Jeju Island ‘Peace’ Cherry Trees (1913), happened at different time and places, it connects each other as (1919) and Busan UN Forces Cemetery (1951) as an important connected diplomatic event of Provisional Government and Republic of Korea positively. Especially, it will bring a significant positive impact to Asia Community if we organize 2023 Korean Week Event: The First Korea Congress (1919) and Busan UN Forces Cemetery (1951) and suggest the invitation issues of UN Asia Headquarters to the Republic of Korea (2023) into Busan metropolitan city(Seoul, Kyunggi, Jeju Special Self-Governing Province) of Republic of Korea. We also assume Korean’s tolerance philosophy will Koreans to unite each other together if they will succeed to share spirit of tolerance from Busan UN Forces Cemetery. We have 2314 graves from 11 countries at the graveyard for UN Forces in Busan, which was built as the UN Headquarters Cemetery in January of 1951 and used as memorial space for participation in the Korean War, who had involved the War beyond their sacrifices. Recently we had 13 veterans, who got buried coming from 4 Americans, thre Hollanders, 2 Frenchmen, 2 Germans, 2 Englishmen, 1 Canadian and 1 headband after they died in their countries. (Joongang daily newspaper June 19, 2022). In the end they become Asian spirit of Toleran명 at the Busan UN Forces Cemetery beyond borders.

We try to find an inter-solution of harmonious balance between Nature and Human. We also recognize dependency of humans on nature. we need also intemational peace dependency of humans on nature. We gave our message to the audience how does environmental peacebuilding become that it is significant for us to recognize meanings, implications and contexts of Peacebuilding for E∞system: Peace from ‘Korean Cherry Trees and World Peace' (March 22, 2022) at the Korean Garden of American University, which succeed spirit of 2021 Marseille’s World Conservation Congress in September 2021.

본 연구는 한국 여성 국회의원들이 외교 안보 이슈와 관련한 호명 투 표에 있어서 남성 의원들과 다른 투표 행태를 보이는가에 관한 질문을 규명하고자 한다. 젠더가 의회 정치의 행태에서 어떤 영향을 미치는가의 연구는 지속해서 증가하고 있으나 대부분의 연구는 서구 민주주의 국가 를 중심으로 이루어져 왔다. 본 연구는 16대와 17대 국회 회기 당시 이 라크 전쟁, 아프가니스탄 전쟁 파병안 찬성 여부의 호명 투표의 행태에 초점을 맞춘다. 정량적 연구 결과 한국 여성의원들은 남성 동료들과 비 교하면 파병안에 찬성하는 확률이 낮은 점을 발견했다. 또한 여당 여성 의원들의 경우 이전 선거에서의 득표율이 높을수록, 선거 선수가 높을수 록 파병안에 찬성하는 확률이 줄어든다는 점을 발견했다. 이를 통해 본 연구는 그동안 정량적 연구가 부족했던 한국 국회에서의 여성의원들의 투표 행태의 요인에 대한 이해를 높이고자 한다.

This study attempted to reinterpret the meaning of the Roh MooHyun Jeju-Declaration in accordance with the age of artificial intelligence based on the liberal theory. In the era of artificial intelligence, a new aspect of the U.S.-China hegemonic competition was considered. The Roh MooHyun Declaration, which declared Jeju Island a peaceful island, was reinterpreted from three points of view of liberal theory. This study presented the necessity and orientation of the World Peace Island Network International Organization.

WAIS in South Korea and WEU Inc. in Philadelphia hosting the 22nd World Peace Island Forum: Remembering Jeju King Cherry Trees Bio-diplomacy (1943) in Washington D.C. and the first Korean Congress Democracy (1919) in Philadelphia which organized by the Korean Provisional Government from March 22 to 24, 2022. We want to propose cultural historic events which connect American and Korean society, such as the Trip to Faith and Liberty Hall that relate to the integration processes of Korean and American Democracy. Dean Max Friedman of American University calls the Jeju King cherry trees cultural event bio-diplomacy among world citizens. In addition, the Korean embassy evaluated the cherry tree event as a new kind of bio-diplomacy approach which paves the way for understanding different cultures in different countries. The aim of this paper is to share present contexts and meanings about both the first Korean Congress Democracy (1919) and Bio-diplomacy (1943). We had also the 2022 GAN Korea Jeju to Philadelphia Webinar Conference: Diversity as a New Diversity for Global Ageing Network in New Normal: Jeju Village Healing, PASSi Asian Culture, Japanese Indigenous Peace Culture, and Busan Smart Health Care approach.

In 1943, Koreans and Americans gathered at American University for a simple ceremony affirming friendship between our peoples and voicing the hopes for world peace. As we gather here today, we are again on the precipice of world war-a war from which no one may survive. Three years ago, former president Jimmy Carter, calling the United States “the most warlike nation in the history of the world,” said that the United States has only enjoyed 16 years of peace in its 242-year history. This time it is who threatens world peace. But the lesson is clear. As the proponents of environmental peacebuilding understand unless we quickly end this war and find a way to solve problems without resorting to violence, especially in the nuclear age, humans will not long be here to enjoy these beautiful cherry trees or nature’s other gifts to humanity.

동아시아 지역의 역내 안보 질서의 핵심이 될 수 있는 지역은 무엇보 다 한·미·일과 북·중·러가 오랫동안 이해관계에 마찰을 빚어온 한반도 지 역이라 할 수 있다. 물론 남중국해와 양안문제 등 여러 곳에서 안보의 불안 요소가 존재하지만, 핵을 포함한 대량살상무기를 통해 안보질서를 위협하는 북한은 가장 불안정한 변수이기 때문에, 미국을 비롯한 동아시 아의 강대국들이 항상 주시하는 것이 바로 한반도 지역의 안정과 평화라 고 할 수 있다. 이에 남북정상회담이나 북미정상회담 등 북한과의 평화 관련 회담은 전 세계가 주목을 하고 있으며, 그것에 대한 연구도 활발히 진행되고 있다. 하지만 우리가 간과해서 안 될 것은 남한이 인식하고 있 는 ‘평화’와 북한이 말하는 ‘평화’가 같은 것인가 하는 문제이다. 본 논문 의 연구 질문은 여기서부터 시작한다. 따라서 남한과 북한이 ‘평화’에 대 해 어떤 개념적 인식을 지니고 있는지 분석하기 위해서 본 논문에서는 개 념사적 분석방법을 연구분석틀로 구성하여 남북한이 ‘평화’에 대해 어떻게 개념화하고 있는지를 분석하였다. 개념사적 분석방법 중 하나인 라이하르 트의 사회사적 의미론을 중심으로 분석하였을 때, 북한이 인식하는 평화는 남한이 생각하는 화해와 번영을 위한 한반도 지역의 비핵화와 같은 평화 가 아닌 자주를 강조하는 체제의 존속과 한반도 지역 내 주한미군 철수 등과 같은 다른 식의 평화 개념을 지니고 있다는 것을 알 수 있었다.

Ms. Hee Choon Oh was a Jeju Haenyeo(woman diver) and one of the few surviving victims of the Jeju 4.3 (1948). As a Haenyeo: Jeju society was very poor at the time during the Japanese colonial period and the division of the two Korea, especially after the Korean War, so she had to work regardless of gender. It was hard to go into the sea, but it was the only thing to support my family. In retrospect, Going out to work in the sea was like a life-threatening adventure every day. While there were many emergency moments, She becomes one with the sea and forgot all the pain. After having spent a lot of time together with the sea, I had to stop working as a Haenyeo because it was hard to take care of nine children after having heart surgery. I was able to receive Honorary Haenyeo through continuous exchanges and dedication to the society. As a victim of the Jeju 4.3: I had no choice but to explain it why I had to do work as a Haenyeo and to understand my life. I am a woman who chose the job of Haenyeo, but I have lived through the pain of the dark modern and contemporary history of Korea. The unfair one-year prison life that I wanted to hide even from my children hurt me all my life. Over the past 70 years, sharing pain with the sea, neighbors, and family, serving the region, and hopefully waiting for a better society and justice to come. and finally It was not until 2019, 70 years after 1948, that I was officially acquitted by a Korean court. I regained my honor as a Haenyeo and was able to get rid of my deep sadness.

This paper is based on the presentation I made for the online conference as part of Peace Talks series in Paris, June 10, 2021 and as a follow up to the 2021 World Peace Island Forum: 6+1 Culture Forum in Jeju. A blending conference on Education, Peace, Sustainable Development and process of designation of Jeju 4.3 Victim Records as UNESCO World Program of Memory MoW. This is constructed from my perspective as Doctor in anglophone studies and gender and development studies, main IFBPW representative to UNESCO, member of the NGO-UNESCO Liaison Committee and the CCNGO-Education2030 coordination group, UNESCO key mechanism for reflection, dialogue and partnerships for the implementation of SDG4.

인류는 늘 평화를 염원하지만 현실은 이러한 소망과 달리 다양한 갈등, 폭력, 전쟁 등으로 고통을 당하고 있다. 한편 평화를 위해 기여해 야 할 종교들마저 많은 곳에서 분열의 한 원인으로 작용하고 있다. 이런 상황에서 세계 평화에 남다른 관심을 가져온 세계교회협의회 (WCC)는 JPIC를 주장하면서 평화를 선교의 한 목표로 설정하였다. 평화를 중시하고 평화를 위해 교회가 기여하는 것은 아무리 강조해도 지나치지 않는다. 하지만 평화를 교회의 윤리적 과제가 아닌 선교의 목표로 삼을 때는 다양하게 고려해야 할 점들이 있다. 이러한 점들을 고려하지 못하면 교회는 선교를 수행하면서 예상치 못했던 다양한 문제들에 봉착하게 될 수도 있다. 이런 점에서 본 연구는 평화 개념을 선교의 목표로 삼는 것을 재고해보는 것을 주된 과제로 삼았다. 즉 본 연구는 세계교회협의회가 추구하는 평화에 대한 관심의 흐름을 역사적으로 살펴보고, 협의회가 주장하는 평화 개념의 주된 특징들을 분석해보았다. 또한 협의회가 말하는 평화의 주된 강조점들을 분석하 고, 그 후 평화를 선교의 목표로 설정할 때의 기여점과 한계점 등을 분석하였다.

The thought occurs that through “Korean Tolerance” Wonsan and the Jeju “Peace Port” at Gangeong village could be linked as “sister holiday places” by ferry, which sailing could include other ports to promote peace and Korean tolerance cruises featuring entertainment from all parts of the peninsula. Those Korean relatives in Japan could meet their DPRK families on Jeju and at other places on the Korean Tolerance cruise itinerary. There no doubt are many barriers to such a proposal as a peace and Korean Tolerance voyage between the DPRK and RoK, but the principle of Korean Tolerance and exchange between Wonsan and Jeju World Peace Island should be able to overcome such difficulties with good will throughout the peninsular polity.. “Korean Tolerance Peace Cruises” would serve to promote cultural exchange by using artists from all of Korea to learn from one another’s experiences, using their common language, shared culture and deep history.

현재 분단시대를 사는 우리는 앞으로 통일시대를 열기 위해 남북평 화통일을 이루어야 한다. 그런데 평화통일이라는 용어가 언제부터인지 평화와 통일로 분리되어 사용되고 있음을 보게 된다. 이것은 통일이 지연됨에 따른 피로감 확산과 평화적 공존을 추구하려는 움직임 그리고 평화와 통일에 대한 개념의 차이와 접근법의 차이로 보기도 한다. 분명한 것은 통일은 평화적인 방법으로 이루어져야 하고 통일은 평화를 가져와야 한다는 점이다. 평화 없는 통일은 불완전한 통일이고, 통일 없는 평화 또한 온전한 평화가 아님을 기억해야 한다. 선교는 다원화된 사회에서 평화를 추구하며 평화를 가져오는 선교가 되어야 한다. 무엇 보다 남북의 평화통일을 위해서는 용서와 화해가 선행되어야 한다. 아울러 교회내의 분열과 갈등을 줄이고, 철저한 회개와 교회 갱신을 통해 윤리의식 정립과 공신력 회복을 이루어야 한다. 평화는 구호가 아니라 실천임을 명심하여 화평케 하는 자로서 대사회봉사에 신중을 기해야 한다. 평화를 분모로 통일과 선교와 목회가 유기적으로 연계되 는 평화가 이 땅에 정착되어야 할 것이다.

RAM represents reliability, availability, and maintenance, and is a key performance indicator that is utilized throughout the life cycle of the weapon system from the stage of requesting to disposal. If the RAM target value is set to a too high value, development may be delayed or development cost may be increased. If it is set to a too low value, frequent failures may occur during training, or a problem may arise that the number of available weapon systems is insufficient. The currently most used method to set the RAM target value is to write an operation mode summary and calculate it through an equation. However, as the definition of the operation mode is not standardized, different RAM target values may be set depending on the authoring organization. This study aims to analyze the current situation and suggest an alternative to this problem.
