본 논문은 농업인의 신재생에너지에 대한 인식을 살펴보고, 신재생에너지 수용성 및 보급 활성화를 위한 결정요인을 파악하고자 하였다. 이를 위해 농업인 397명으로부터 얻은 설문조사 결과를 기초로 프로빗 분석과 다항 로지스틱 분석을 실시하였다. 분석 결과 농업부문에서 발생하는 온실가스를 감축해야 한다고 인식하는 농업인들은 신재생에너지를 도입할 가능성이 높았다. 이는 농업인들이 신재생에너지를 온실가스 감축의 대안으로 인식하고 있음을 의미하며, 따라서 기후변화의 주된 원인인 온실가스를 줄이기 위해 농업인들에게 신재생에너지의 중요성을 교육하고 홍보하는 것이 필요함을 시사한다. 또한 분석 결과에 따라 신재생에너지를 인지하고 있는 농업인들을 중심으로 농업인이 주도하는 신재생에너지 사업모델을 발굴하고, 농촌지역 주민-신재생에너지 사업자-공공기관이 함께 참여하는 협의기구를 조성해야 한다. 그리고 경영비 절감을 위해 신재생에 너지의 중요성을 인식하는 농업인들에게는 경제적 인센티브와 전기 이동 선로의 연결 개선 및 지원을 확대해야 한다. 마지막으로 신재생에너지의 유익·가치성을 인식하는 농업인들에게는 신재생에너지 기술의 지원 확대가 이루어져야 한다.
PURPOSES : Safety Evaluation of Wind Loads of Renewable Energy and Photovoltaic Power Structures. METHODS : Structural safety evaluation was conducted on the wind load of 3kW Photovoltaic Power Structures using ABAQUS. Wind speed was reviewed for 36m/s and 60m/s. Effective Mass and Mass Contribution of Photovoltaic Power Structures was utilized up to 90%. 7 steps were set and applied to structural analysis. RESULTS : As a result of the structural analysis, it was confirmed that the long-term blowing load was affected rather than the size of the wind load. Weak areas were identified at the point of the horizontal beam rather than the modules of the Photovoltaic Power Structures. In particular, it was confirmed that stress exceeding the allowable stress was generated at the junction. In order to secure the safety of Photovoltaic Power Structures, it is judged that reinforcement of the branch is necessary. CONCLUSIONS : The safety of Photovoltaic Power Structures structures for wind load is influenced by persistence rather than the size of the wind load. Therefore, in order to prevent this, it is judged that reinforcement of the branch is necessary.
As the environmental impacts of fossil fuel energy sources increase, the South Korean government has tried to change non-environmental- friendly enery sources to environmental-friendly energy sources in order to mitigate environmental effects, which lead to global warming and air pollution. With both a limited budget and limited time, it is essential to accurately evaluate the economic and environmental effects of renewable energy projects for the efficient and effective operation of renewable energy plants. Although the traditional economic evaluation methods are not ideal for evaluating the economic impacts of renewable energy projects, they can still be used for this purpose. Renewable energy projects involve many risks due to various uncertainties. For this reason, this study utilizes a real option method, the Geske compound model, to evaluate the renewable energy projects on Jeju Island in terms of economic and environmental values. This study has developed an economic evaluation model based on the Geske compound model to investigate the influences of flexibility and uncertainty factors on the evaluation process. This study further conducts a sensitivity analysis to examine how two uncertainty factors (namely, investment cost and wind energy production) influence the economic and environmental value of renewable energy projects.
While protecting its lives and property from natural disasters such as floods and droughts, North Korea needs to develop into an informationized industrial society by securing renewable energy power in the era of energy transition. In addition, existing research has considered that a policy of continuous and consistent expansion of renewable energy based on the safety of the lives of ordinary people could be the solution. South Korea needs to recognize that the supply of energy for a minimum of living is more important to the North Korean people than the economic benefits of securing North Korea's renewable energy market. Therefore, in this paper, from that point of view, we have calculated the amount of electricity that North Korea lacks necessary for the lives of its inhabitants that can be replaced by renewable energy, and considered ways to estimate the market value.
Renewable energy is frequently seen as one of the world’s most promising industries, as it promises a sustainable future in the surge of climate change. Nevertheless, several trade disputes emerge as nations implement policies to boost the domestic green energy industry, putting current trade laws to the test and leaving the detrimental effects on the development of renewable energy technologies. As a result, trade tensions have risen, particularly in bilateral relations between the United States and China. It is impossible to deny that current trade disputes over renewable energy products have practical consequences for governments, institutions, and enterprises. Rising trade protectionism in the energy industry may endanger the fulfillment of specific sustainable development targets. Keeping that in mind, this study aims to examine the recent trade disputes over China’s renewable energy products at the multilateral forum of the WTO, while analyzing protectionism in the context of international trade and practices.
재생에너지 육성을 위한 각국의 정책적 개입이 강화되는 가운데 우리나라도 2002년 발전차액지원제도(FIT)를 도입하여 재생에너지에 육성을 직접적으로 지원하였으나 2012년 의무할당제(RPS)를 도입하여 발전차액지원제도를 대체하는 정책수단의 전환이 발생 하였다. 이는 현재 우리나라에서만 발견되는 독특한 배경으로, 발전차액지원제도와 의무할당 제의 비교를 다룬 기존 논의에서 나아가 정책수단 전환의 성과에 초점을 맞춘 새로운 답이 요구된다. 이에 본 연구에서는 의무할당제 전환이 이루어진 2012년 전후 정책 효율성의 변화 를 자료포락분석(DEA)과 맘퀴스트 지수(Malmquist Index)를 사용하여 분석하였다. 그 결과 에너지원에 따라 의무할당제 전환 이후 정책효율성의 제고에 차이가 발생한 것을 알 수 있었 다. 이는 재생에너지 사업자들이 기술력 또는 가격경쟁력이 확보된 에너지원에 대해서만 자 발적으로 시장에 진입하였고, 이것이 의무할당제 전환 이후의 재생에너지 보급 성과가 특정 에너지원에 편중된 것으로 해석된다. 본 연구의 결과는 재생에너지 정책의 목표가 보급 확대와 성장동력화에 있음을 고려할 때 정책수단의 선택에 있어 기술, 시장 등을 고려한 다면적 분석이 필요하며, 이를 바탕으로 각 재생에너지원의 현황에 맞춘 다각화된 개입이 필요함을 시사한다.
Wood sawdust from an invasive arboreal species, Parkinsonia aculeata, and seeds from a tropical fruit of massive consumption, Pouteria sapota, were used as precursors for the development of activated carbons (ACs) directed to CO2 adsorption. Chemical activation employing KOH as activating agent and pre-established experimental conditions was applied. Main physicochemical properties of the ACs in relation to their CO2 adsorption performance were examined. The ACs developed from the wood sawdust and the seeds presented specific surfaces areas of 770 and 1000 m2 g−1, respectively, with their porosity development resulting essentially microporous (< 2 nm). They also showed a similar content of acidic surface groups, but basic functionalities of the former duplicated those of the latter. Maximum CO2 adsorbed at equilibrium (273 K and 100 kPa) was 5.0 mmol g−1 and 4.4 mmol g−1 for the samples derived from the sawdust and the seeds, respectively. On the other hand, CO2 adsorption capacities mimicking post-combustion conditions, as evaluated from thermogravimetric assays and breakthrough curves obtained in a packed-bed column, were approximately 1 mmol g−1, indicating a good CO2 adsorption performance for both ACs. Nevertheless, those derived from the wood sawdust with a notorious preeminence of micropores (~ 93%), narrower pore size distribution centered around 1 nm, and a higher content of basic functionalities than the ACs obtained from the seeds showed a relatively better performance. The CO2 removal capacity of the activated carbons was not noticeably affected after five CO2 adsorption–desorption cycles, with both samples almost keeping their initial CO2 adsorption capacity.
온실가스 감축이라는 국제 사회의 대응에 따라, 한국에서도 2002년 신재생에너지 발전 보급 사업의 일환으로 발전차액지원제도(FIT)를 실시하였다. 그러나 2012년 의무할 당제(RPS)로 전면적인 제도 변동이 이루어졌고, 지금 현재에도 정책의 실효성으로 인한 정책 변화를 모색하고 있다. 이러한 제도의 급격한 변동을 설명하는 요인에 대해 기존 연구에서는 정책 과정에서의 외부적 요인을 주로 이야기 하고 있었으나, 최근 연구에 따르면 정책 과정 내부에서의 변동 요인을 찾으려는 움직임들이 진행되고 있다. 본 연구에서는 후발국에 서의 제도가 새로운 제도로 급격하게 변동되는 요인에 대해 살펴봄을 목적으로 한다. 이를 확인하기 위해 사례로서 한국의 신재생에너지 보급 확대사업에서의 발전차지원제도(FIT)에 서 의무할당제(RPS)로의 전환 과정을 살펴볼 것이다. 그 결과, 기존 논의에서 외부적 요인으로 정책 변동이 일어난 것으로 설명한 것과는 달리, 내부적 요인인 의사결정방식 (Top-down)과 외부적 요인인 정권변동이 결합하여 정책변동을 일으킴을 확인할 수 있었다. 이러한 변동 요인을 살펴봄으로써 향후 정책 설계 및 진화 과정에서의 정책 실패를 최소화 할 수 있도록 정책 형성자들에게 유용한 함의를 제시하고자 한다.
This paper discusses enactment and enforcing processes of the Japanese renewables Feed in Tariff (FIT) Law and its amendment of 2017. Thanks to the introduction FIT in 2012, the installed capacity of renewable energy is growing rapidly. As of 2015, the renewable electricity ratio in the generated electric power amount of Japan is 14.6 percent. Meanwhile, the levy burden (surcharge) reached JPY 2.1 trillion (aprx. USD18.7 billion). Through the enactment process of the FIT Law, the upper limit of the burden initially determined by the Japanese Diet was removed. A fundamental measure could not be taken to control the installation and the burden since the law does not allow for revisions on the system based on the results of renewable installation, even if the financial burden increases rapidly. Therefore, the Japanese Diet weakened the efficiency of the FIT Law in Japan.
The abandonment of wind and PV power has become the Achilles heel that restricts the development of renewable energy in China, which is associated with institutional defects in China’s Renewable Energy Law. As a priority area in energy development, renewable energy is not substantialized. Instead, it is undermined because the guarantee system for purchasing electricity, generated by the use of renewable energy resources, in full amount, is alienated by lower-level laws. The unestablished mandatory legal obligations and responsibilities in power grid transmission networks lead to difficulties in renewable energy power generation, transmission, and accommodation. Due to the lack of continuity and stability in the feed-in tariff and subsidy policies for renewable energy, investors cannot have reasonable expectations. China’s Renewable Energy Law must be remedied to correct these existing institutional defects, and to solve the problem of wind and PV power abandonment in order to promote the healthy development of renewable energy.
This study examines the contribution level of greenhouse gas(GHG) emission reduction and installation costs of renewable energy facilities. The GHG emission forecasts and industrial structures in the 16 regions of Korea are then analyzed to identify the proper supply of renewable energy sources for each region. The results show that water power is the most effective and efficient renewable energy source to reduce GHG emissions, followed by sunlight, wind power, geothermal heat, and solar heat, respectively. The 16 regions are then categorized into 4 groups based on their GHG emission forecast and industrial structure: high emission and manufacturing group, low emission and manufacturing group, low emission and service group, and high emission and service group. The proper supply of renewable energy sources for each group is then determined based on the contribution level and cost efficiency of GHG emission reduction.
In Jeju Island, Korea, a demonstration complex for smart grid technology was established to demonstrate the efficiency and feasibility of five fields, such as ‘smart place’, ‘smart transportation’, ‘smart renewable’, ‘smart power grid’, and ‘smart electricity service’. The demonstration of the efficiency and feasibility of this technology ended in May 2013 and now the second stage projects are proceeding to expand the scope of the above fields. Also, Dae Kyung Engineering Co., Ltd., one of the professional engineering businesses in Jeju Island, is steadily expanding its green industry domain in the ‘smart renewable’ and ‘smart transportation’ fields by establishing consortiums with major companies. I would like to introduce how a small and local company’s passion for a ‘green’ technology led to establishing ‘green’ communities and inducing changes in the world through developing ‘green’ technologies. A case of ‘Gapado (Gapa Island)’ which is a small island belonging to Jeju Island is quite relevant example of this kind of change and experience. Gapado has become a green island and dreamt about making the world greener through the networks with other islands and local governments around the world. In the future, the International Green Island Forum Corporation will hold forums on environment and green technologies regularly and build networks with local governments at home and abroad and businesses which aim at supporting ‘green and carbon-free islands’. Through this, the forum will contribute to conserving islands’ unique ecology and culture and pursue development in island areas using new and renewable energy and realizing where no carbon is emitted. We are looking forward to seeing people all around the world who dream green islands, and eco cities join forces with us.
There is scarce research in the domain of sustainable marketing and renewable energy, despite the importance of this area. The consumers should adopt and increase the use of renewable energy (RE) because renewable energy sources contribute to reduce the dangerous gas emissions and resource depletion. Therefore, the understanding of what drives the consumer demand for RE is essential. Sustainable marketing has an important role in creating and promoting sustainable patterns and levels of consumption of the end users. In this study, considering the theory of reasoned action (TRA), the knowledge about renewable energy (RE_KNOW), the attitude toward RE (RE_ATT), the willingness to pay more for RE (RE_WPM) and the predisposition to ecological consumer behaviour (ECCB) were analysed as determinants of the intention to use RE (RE_INT). Moreover, the effects of RE_KNOW on RE_ATT and on ECCB and the effects of RE_ATT on ECCB and on RE_WPM were also assessed. Based on an online survey, the reliability, and convergent and discriminant validity of the constructs were assessed presenting good values. Structural equation modeling (SEM) was used to test the proposed relations. The results confirm all the determinants of RE_INT except the RE_WPM. The ECCB is the stronger determinant of the RE_INT, followed by the RE_ATT. The beliefs – attitude – intention link was found which supports the TRA. The effect of RE_KNOW is stronger on ECCB than on RE_ATT, and the effect of RE_ATT is stronger on ECCB than on RE_WPM. Furthermore, the moderator effects of sex and age were evaluated through multi-group analysis. For women and men, the proposed relations do not have significant differences. However, for the younger group, RE_ATT is the only significant determinant of RE_INT whereas, for the older one, ECCB and RE_WPM are the significant ones. For younger individuals, RE_KNOW has a direct, positive effect on RE_ATT which in turn has a direct, positive and strong effect on RE_INT, in accordance with the theory of reasoned action; RE_ATT has a direct, positive and stronger effect on ECCB than RE KNOW has. For older individuals, the relation RE_KNOW– RE_ATT – RE_INT is not significant. This research offers insights that help the electricity companies to develop sustainable marketing strategies in order to increase the use of RE. The results of this study indicate that the theory of reasoned action broadly support the attitude-behavior link for consumer RE use. However, for specific groups, the older one, this is not the case. To capture younger consumers it is important that companies develop marketing strategies to increase RE_KNOW and consequently to strengthen RE_ATT to obtain strong RE_INT and RE use. However, to conquer older consumers the effort should be putted more on the reinforcement of ECCB and on the RE_WPM. Therefore, the marketers need to develop different strategies for different target groups to promote the electricity products. Campaigns about renewable energies, their advantages and impact on the environment should be targeted to younger consumers in order to increase the knowledge and attitude toward RE However, to attain more willingness to pay a price premium for green electricity by the older consumers, the companies should document and communicate well the environmental benefits of their green offers. Moreover, for this older group, the promotion of other consumer sustainable behaviors will be desirable since they will have a positive impact on the intention to use RE.
본 연구의 목적은 신기술을 바탕으로 급속히 성장한 신재생에너지 분야 기업의 재정적 어려움을 계량적으로 파악하고 부도위험과 지속가능성을 예측하는 것이다. 태양광 및 풍력기업으로 대표되는 신재생에너지산업은 신생기업이 많은 분야이며, 또한 한국의 현실상 중소기업이 많은 영역이라 start-up기업, 중소기업의 연구란 관점에서도 의의가 있다. 기업의 부도가능성 측정에 관한 연구는 재무비율을 이용한 초기모형 구축을 통한 분석, 기업의 지배구조 분석을 통한 모형분석, 위험과 생존요인을 이용한 분석 등이 주를 이룬다. 본 연구의 분석방법으로 많은 국가에서 이용되고 있는 ‘Altman Z-score’를 채택하였다. 분석 표본은 한국의 태양광과 풍력분야 상장기업 121개 이며, KIS-VALUE Data를 중심으로 수집, 분석하였다. 분석 대상기간은 2006년부터 2011년이다. 알트만 스코어로 분석한 결과, 태양광과 풍력기업 중에서 ‘경계 태세(on-alert)’로 분류되어 부도위험에 크게 노출된 기업은 38%,’예의주시(watch)’가 필요한 기업은 38%로, 합하여 76%가 지속가능성에 의문을 받는 기업으로 측정되었다. 신생기업의 경우 순수한 중소기업이 대기업군에 속한 기업보다 지속가능성이 낮았다. 기업규모가 대체적으로 큰 풍력분야 기업과 규모가 작은 태양광분야 기업의 부도위험을 비교한 결과, 풍력기업군의 부도위험이 다소 높게 나타났으나 유의적이지는 않았다. 결과적으로 Altman Z-score의 유용성이 한국의 신재생에너지 산업군 분석에도 검증되었다고 할 수 있다. 본 연구는 신성장산업인 태양광, 풍력기업의 상당수가 부도위험에 직면하였다는 것을 실증적으로 보여준 점에 의의가 있다. 또한 신생 start-up 기업의 연구, 중소기업과 대기업군 기업과의 비교연구를 진전시켰다는 점에 의미가 있다.
Bioenergy is classified to one of the renewable energy resources such as solar, wind, hydro and tidal energies. It should be noted that all the renewable energies contribute to the reduction of greenhouse gases emission. In some cases, energy from wastes was also categorized as a renewable energy in our country even though it has only negligible effect on the emission reduction. In this paper, we tried to identify the bioenergy in order to follow the global indices of the renewable energy. The indices evaluated here were whether a resource is renewable, iogenic, biodegradable, combustible and organic. Biogenic and combustible were selected as the indices to identify the bioenergy. It was also suggested that combustible as an index can be exchangeable to organic.
