The manner in which education will be delivered in the 21st-century has often been debated. Various literature has agreed that an interactive teaching and learning method is required in parallel with the emergence and development of cyber technology. The conventional method of teaching should be reconstituted to emphasize aspects associated with innovation and creativity in attracting the attention of students in learning. Despite the current Malaysian education emphasize the learning features that include 1) Creative thinking, 2) Critical thinking, 3) Collaboration, 4) Character and 5) Communication. However, 21st-century approach requires exposure, skills, and creativity to be implemented by the Malaysian educators. Therefore, the aim of this study is to propose a new maritime interactive teaching model towards a Sustainable Development Goals (SGDs) and industrial revolution 4.0. Three (3) secondary schools around Terengganu in Malaysia were chosen to participate in a pilot case study. The results of the study found that more than 90% of students now understand more about the maritime industry based on their acquired knowledge and education in this area. While, more than 70% of students described that this method of teaching is appealing. Maritime education innovative learning through an interactive learning model was successfully achieved based on the findings of this study, called the ‘Mariner’s Fantasy’. Additionally, through the inspirations of IR 4.0 and the Malaysia Education Development Plan, 2013-2025, the study has demonstrated the usefulness of the Maritime Education Innovative Learning (MEIL) program through an interactive learning method, in enhancing the delivery of maritime education by adopting an effective teaching-based approach.

Vietnam is located in the centre of Asia - Pacific, on international maritime routes. With a long coastline of about 3260 km stretching from North to South, Vietnam has many favourable conditions to bring import and export goods to the world. Not only its production, but Vietnam is also an ideal place to conduct transhipment activities such as transit, border-gate transfer, and temporary import for re-export. Vietnam is a country with favourable natural conditions and geographical location to develop logistics services. Along with the process of opening and integration, the volume of goods produced, domestically circulated and exported and imported in recent years has grown strongly, which is the premise and driving force for the development of logistics services. Logistics is becoming an essential service industry of international trade activities and attracts extraordinary attention to the economic community. The role of science and technology in development has been widely accepted. In today's increasingly competitive international environment, technology is a vital strategic element for rapid socio-economic development. Thanks to technological innovation, businesses have many opportunities to improve productivity, product quality, as well as to improve the ability in designing new production lines, new products and improving the efficiency in business management and operation. In order to survive and develop sustainably, all countries have preferential policies to encourage businesses to innovate technology. Moreover, businesses also recognize the need for technological innovation to keep pace with the world's development trend; this is the experience gained from countries with developed economies. This paper presents some issues on trends and applications of information technology, blockchain technology in the field of supply chain management and logistics to improve the competitiveness and develop logistics services of Vietnam. On that basis, the article also proposes several recommendations to support businesses in innovation and technology application in managing and operating this critical economic sector.

Da Nang is situated in central Vietnam and at convenient cross-roads of the railway and road systems as well as the airport. Moreover, the city has a deep-seaport system and well-invested infrastructure in connection with other transportation modes. It is a favorable condition for the city to move towards a Logistics Center for seaports serving the central region in particular and the whole region in general. This paper presents the current operating status in Danang seaports and analyses the necessary conditions to build a Logistics Center. Based on the experience of the other countries and the actual conditions, the article points out that it is necessary to strongly develop hinterland’s logistics services to create added value by building a Logistics Center and Dry ports system to effectively serve the operation of the seaports.

Port clusters have been major concept driving competitiveness and creating an edge over other ports over a period. The clusters also have been developing in many geographical regions across the world due to various factors depending on the location and need of the region. The purpose of this research article is to study various factors affecting the Port clusters growth in Malaysia and to identify the main factors based on the variance. The responses for the factors affecting the Port clusters have been collected using the Likert scale, and Principal component analysis has been used. Four prominent factors have been identified among 19 factors based on variance using Principal component analysis. Shipping services and primary service providers were found to be major factors for the growth of Port Clusters in Malaysia. The article brings forth that there is a need for government to formulate policy concentrating towards the growth of the Shipping services lined shipping lines and primary service providers like Custom house agents and stevedoring agents for the development of port clusters in countries like Malaysia. The study shows the need to focus on Port clusters and factors that affect the development of the same.

In the context of world economic integration, Vietnam's market-oriented economy is facing many opportunities and also many challenges. Market factors are gradually dominating and dominating economic activities, affecting overall economic achievements and in almost all production and consumption sectors. Shipping in general and shipping by the sea, in particular, is one of the economic sectors most affected by the process of openness and international economic integration. As government intervention in the economy decreases, the fluctuations in the total output of the economy, according to the cycle theory, are considered more. Continuous fluctuations and cyclical themselves are made up of variables related to the results of production and business of economic sectors, which transport goods by sea are one of them. Quantitative analysis is being used in many types of research on economic and financial fields in the world as well as in Vietnam. For a more holistic, comprehensive, and scientific view, the use of a powerful quantitative tool, it allows assessment of multidimensional relationships between macro variables and variables that reflect the industry's production results. The Vector Autoregression (VAR) is one of the reasonably standard quantitative models used to determine the multidimensional relationship between economic factors supposedly related to each other. Use this model to analyze the relationship between some key macroeconomic indicators and the volume of goods transported by sea in Vietnam. The author finds that there is a relatively close relationship between import and export turnover of goods and sea transport output. This result suggests many policy ideas to develop both international trade and shipping activities in Vietnam in the current period. On the other hand, the quantitative model used in the project can be applied at the enterprise level to help managers identify the impact of economic fluctuations on production and business results. On that basis, appropriate decisions will be made in the context of ongoing short-term economic fluctuations.

For the whole process of circulation, distribution, application of the logistics system is a higher development step of transportation technology. Multimodal transport has linked all modes of transport together to serve the supply and consumption needs of the manufacturer. Currently, when e-commerce (EC) is on the rise, quality logistics and delivery services are the essential stages to achieve success in transactions. e-commerce today is no longer a fashion trend; it is an essential part of the retail industry. EC is changing the game of Logistics. The e-commerce world has been introducing many risks and complex issues that logistics and supply chain experts have never faced. E-commerce is the main impact on terminal logistics (last mile) and warehousing. However, it is also quite interesting to see how e-commerce is impacting airports and seaports. E-commerce is growing actively in Vietnam at a rate of about 25% per year, which is an excellent opportunity for business logistics services to get more orders. Moreover, the Vietnamese logistics market is small but has a high growth rate (20% - 25% / year). In recent times, this market is expected to change the face and grow faster due to the development of electronic retail in Vietnam and e-Logistics logistics trends in the world. However, to meet the requirements, to grasp the opportunities, logistics enterprises need to link to get a closed and synchronized service chain. So logistics companies need to increase information, respond faster, enhance technology to meet flexible processes, establish networks, and business links to meet changing needs. The article shows that the inadequacies and lack of cohesion between logistics service providers and e-commerce are limiting competitiveness, losing opportunities of enterprises, and the economy in the context of healthy industrial revolution 4.0. The assessment of the correlation and connectivity of logistics and e-commerce enterprises in Vietnam in the paper will contribute significantly to the development of Vietnam's economy in the period 2020-2025.

Liquefied gas carrier cargo handling operations are critical to ship safety. In order to improve the quality and efficiency of cargo handling of liquefied gas carriers, the loading and unloading operation of the liquefied gas carrier was studied and a set of LPG remote cargo operation simulator with automatic bargaining function was designed. Introducing the components of the simulator: the console unit and the simulated cargo tank unit in brief, the design ideas and specific functions of the automatic barge and remote control of the core part of the system are introduced in detail. The simulator feasibility verification is carried out by comparing the error between the actual loading and unloading operation with the system simulation loading and unloading operation. The simulation training functions verification is carried out by testing people who use the simulator for training. The final results show that the error is within the acceptable range, and people who use the simulator for training can pass an authoritative comprehensive exam. It is shown that that the system can simulate the important operations in the cargo handling process and has an excellent training effect.

Maritime transportation plays a significant role in global economies. Seaports as primal nodes in maritime supply chain are also indispensable in ensuring efficient and effective global trading. On the other hand, seaport inefficiencies have profound influences on the overall performance which can cause congestion, operational disruption, high cost expenses, unnecessary wastes and environmental pollution, which eventually resulting significant financial losses. As a result, business and environmental sustainability will not be achieved. In order to overcome these hindrances, a novel performance model of Lean, Agile, Resilience and Green (LARG) is proposed as management tools for enhancing the business and environmental sustainability in seaport supply chain operations. The compatibility of LARG paradigms in seaport supply chain need to be identified and analysed to achieve the research aim. This paper employed a compatibility analysis for the new LARG paradigm for enhancing seaport supply chain practices. In this analysis, all potential paradigms are thoroughly reviewed and further validated by the domain experts consisting of academic and industry experts. The result of this paper shows that 17 selected LARG paradigms are compatible with 23 seaport supply chain practices respectively. For future research, the identified paradigms can be further investigated for many purposes such as measuring their influence on seaport supply chain practices and even assessing their applicability. It is worth mentioning that this research outcomes can assist Malaysian seaport practitioners to develop an enhanced management paradigm to boost their performance based on LARG model. Moreover, this model also can be applied globally as it is able to be adapted, revised and adjusted to suit the seaport preferences. As a result, this model able to enhance business capabilities, operational efficiencies and competitive advantages of seaport supply chain operations globally.

At present, ECDIS has been widely used in ship positioning, collision avoidance and navigation, and has developed into an important part of integrated navigation and automation system. However, most ECDIS software focuses too much on system function and technical level when realizing powerful navigation AIDS, neglecting the problems that the crew are most concerned about, such as realizing the human-computer interface operation quickly and simply as well as obtaining the information of human-computer interaction effectively and accurately. In order to improve the design of Electronic Chart Display and Information system(ECDIS)human-computer interface and its usability effectively, a new method for evaluating ECDIS human-computer interface is proposed. Starting from the concept and connotation of usability, five-factor personality model is used to measure the users’ personality type in reference to the essence of usability (user’s emotional experience) and calculate the basic emotional variant of users. Then, according to the users’ emotional stimulation after finishing the given ECDIS task and combining with the system Usability scale (SUS), a tool dedicated to usability testing and five dimensions of usability evaluation proposed by Jakob Nielsen, father of usability, the emotion relationship model of usability and users is established by using partial least square method ( PLS ), and the validity of the model is verified with an aim to locate the key indicators that affect the usability of the ECDIS human-computer interface, It will be more helpful to improve the usability of ECDIS human-computer interface.

A warehouse is more than just a place to store goods but also creates a time utility gap between production and consumption that is important in the development of trade and commerce. Malaysia has a high aspiration to be the most popular gateway in Asia. However, Malaysia Productivity Corporation has claimed that particularly in efficiency and productivity aspects, the warehouse industry is less incline to innovate and make improvement to increase. There are ten failure factors that had been identified during literature survey affecting to the warehouse operations efficiency. Therefore, this study intends to analyse and select the main failure factors that mostly affecting the warehouse operations efficiency. A Fuzzy Analytic Hierarchy Process (FAHP) technique has been used in this study to calculate the weight value of each variable through a pair-wise comparison method. The finding highlighted the four main failure factors which are ‘equipment’, ‘environment concern’, ‘special handling consideration’ and ‘human factor’ that influence directly to the warehouse operations efficiency. This paper has contributed to a new knowledge of complex warehouse operation area with recommendations action that shall be taken to manage the possible risk in future, which will also contribute to achieve the government goals.

Vietnam is a developing country with impressive economic achievements in recent years. Efficient logistics system is considered the key to success of Vietnam’s development, especially when its economy relies on import, export and foreign investment. Since 2007, Logistics Performance Index (LPI) issued by the World Bank has been used as a trustworthy signal for the condition of a country’s logistics system. In 2018, Vietnam’s LPI shows a spectacular improvement by increasing 25 ranks and stands at the 39th position in the global ranking. It is also the best position for a lower-middle income economy in the ranking. The paper aims to reveal the current situation of Vietnam’s Logistics system behind this remarkable increase of the LPI ranking. Both the statistical and empirical analyses will be applied to answer the proposed Hypothesis and Sub-Questions for better understanding on Vietnam’s LPI. It is concluded that despite of a sudden rise in the LPI results, Vietnam’s logistics system has not shown a significant improvement. In order to maintain the LPI rank in the top 50 in the world, Vietnam needs to continue making efforts to develop synchronous logistics system to gradually solve current problems.

Emerging technology trends can seem both elusive and ephemeral but some become integral to business and IT strategies and form the backbone of tomorrow’s business model and technology innovation. Companies (and Administrations) must examine the business impact of these trends and adjust business models and operations appropriately or risk losing competitive advantage to those who do. Rather the technology being difficult it is the implementation of it that could be a challenge. We’re working in an environment where volumes and complexity are increasing, but budgets are decreasing. How to sense and act upon a future that remains unclear? It is required to think very differently about the way to conceive and deliver technology services. The technology is the last step of the foresight process. The author aims to provide an answer to the above enquire starting from the identification of technologies and future technological concepts having potentially a significant impact on maritime traffic management and border control systems and the community in the medium to long term, i.e. 5 to 20 years. It is aimed at the idea of capacity building, not simply forecasting. A brief history of Vessel Traffic Services (VTS) followed by some systems engineering considerations are presented in paragraph 1 with connections to technology trends such as intelligent, digital and mesh in the next paragraph. On maritime domain these means, for instance, moving from traditional VTS to Maritime Service Portfolios (MSP) for e-Navigation. Bioinspired technologies forecasts are presented in paragraph 3 with examples of concrete practical use and possible further applications: drones, camera tracking and classification systems and passive as well as cognitive radars. Conclusions and a brief outlook will close the text.

Despite the maritime industry’s significant role in the global economy, maritime accidents are a threat to life at sea and maritime economic performance. Furthermore, the human factor still accounted for as the main factor causing maritime accidents. Every year, many maritime accidents occur in Japan and Hong Kong, with collisions being the most common. In this study, Human Error Assessment and Reduction Technique (HEART) method is applied to the collisions data to identify the common mistakes committed by seafarers by determining the generic task, error-producing conditions and the value of Human Error Probability (HEP). This study aims to find the causes of collision in Japan and Hong Kong, compare them between the two countries, and apply HEART methodology to various maritime accidents. The data was sourced from the maritime accident data report of the Japan Transportation and Safety Board and the Government of the Hong Kong Special Administrative Region of the Marine Department from 2008 to 2016. There are 27 collision cases for Japan and 21 for Hong Kong. In general, human error is the most common factor leading to collisions. In conclusion, in Japan’s collision assessment, fairly simple tasks performed rapidly or with scant attention are identified as the most common generic task. However, in Hong Kong, most of the accidents occur during complex tasks. Japan has 101 EPCs for 27 cases while there are 115 EPCs for 21 cases that occurred in Hong Kong. Both Japan and Hong Kong have the time shortage, inadequate checking of progress, and poor information exchange among seafarers on the bridge as the common error-producing conditions occurred.
