In this study, a model was developed to analyze the capacity and the total price of the agricultural products marketing between nations through the estimation of the production and consumption amount of the agricultural products in each nation and the analysis of the price and transport cost to each nation. The method which can contribute to the agricultural policy decision support was devised. The main concept of the method is to compute the potential import-export amount and total cost among the nations. In the application, wheat was selected to evaluate the model. The application results showed that the model could analyzed the unit consumption and storage amount per capital of each nation and the price and transport cost per unit weight from each export nation, provided the policy decision maker with the basic data analyzed by GIS.
South Korean self support rate for the grain product is less than 25oyo, and depends on the imported product for the national food supply. Therefore, there is imminent need for development of agricultural decision support system using GIS which provides various useful informations for a more accurate agricultural policy making. Agricultural decision making processes are complex due to complicated current international political situations, and the erratic weather condition like that Elnino, flood and drought etc. Hence, global scale GIS and analytical applications has implemented for solving the agricultural problems above mentioned in this study. As the results, the executable decision process with GIS developed well adopted for the rice cultivable area estimation in the world.
The problem of outdated and surplus facility-items in existing Rural Living Environment Renewal Program(RLERP) makes this study focus on restricting the range of facility sorts for the purpose of coㅁins with the changing rural living environment. In the four aspects of plan establishment, project implementation, comprehensiveness and linkage between programs, this study made an analysis of the existing RLERP that has 4-stage hierarchy, namely, Gun(county), Myun(primary administrative district), village and project site level Firstly, Myun and upper level policy programs fulfill the comprehensiveness and planning aspects, but have defects in the implementation and linkage aspects. Secondly, the village level programs satisfies more or less the four condition, but give rise to the problems of equity between the project target village and the non-target, and of generalization of the planning method applying to a specific village. At last, project level programs, controlled by several ministries, have defects in comprehensiveness and linkage aspects, exposing the sectoralism of central government. Above all, the existing RLERP has so many facility items, which have led to inefficient investment till now. Therefore, it's necessary that the environmental facilities should be selected(simultaneously reduced ), referring to following 5 criteria. (1) Exception of facilities relating to agricultural production. (2) Confined to public facilities to be constructed by government support. (3) Common-use facilities located in small town and below level area. (4) Consideration of not only the present need but also the future need of rural residents. (5) Reflection of a regional difference of mountain, plane and suburban area. Just 13 kinds of living environmental facilities are finally selected as the result of the selecting work, which can be an new alternative for RLERP. Concludingly, the selected facility items should be integrated into a designated project site by the prepared plan in order to enhance the efficiency of RLERP, investment and also to satisfy the four analytic aspects mentioned above.
This study aims at suggesting a concepturla model of personnel elitism, and at evaluating the model based on a shipping company case. Specifically, it asks whether the company has met the conditions nessary for the attainment of personnel litism prescribed by the conceptural model. In order to evalutate the model, questionnaire and interview methods were adopted. The area of survey includes the quality of personnel , the efficiency level of work processes. and the level of work load. This study concludes that the rationalization of work processes and training and development of personnel are necessary for a company to realize personnel elitism.
The objectives of the study are to identify the issues and problems encountered in Korea's current integrated rural regional development(IRRD) program and to suggest policy remedies to cope with them. Secondary data and materials ate mainly used for the study. Since the mid-1980s, rural settlement planning has been carried out in the Republic of Korea, In the planning process,'scale of economy'perspectives and settlement policy have been emphasized for increasing the efficiency of investment. During the 1990s, rural settlement and major village development projects have been implemented under the rural structure transformation programs. Agricultural structure adjustment projects for land consolidation and sizable farming have been separated from the rural settlement and mojor village development projects. Based on the evaluative analysis for the rural structure transformation policy and program, some problematic issues were raised as follows: (a) lack of integrative control function in the program'(b) weak linkage between living environment improvement and agricultural development projects: and (c) lack of comprehensive village development planning and implementation system. The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.
This study surveys the herb industry, which plays an important role in the economy activation of the advanced countries, and by which Choongbuk, as one of local authorities, makes the first attempt in Korea. It describes the direction of the policy and application, came to a conclusion as follows. 1. Choongbuk is arranging a Herb garden as the first step in connection with the exsiting plan, It could be highly rated because there has been no example yet in korea and therefore it could involve risks. 2. The selection of site will be decided by the Do-authorities considering traffic network and accessibility. Therefore Shi and Gun authorities could have a passive and formal attitude for this policy. 3. The size of the herb garden, by modeling Japanese and European herb garden, will be 15000 pyung(4545m), From the point of view it is a start, the herb garden has still tasks to solve, e.g. lack of experience, organizational and technological problems.
Environmental problems emerged as common global problems awaiting solution. Active collaborative efforts are required of nations and communities in order to solve environmental problems effectively. International collaboration occurs much more commonly these days than before, and European Community(EC) mumber countries are no exceptions. EC has established and executed the five-year programs on Environmental Policy Implementation, which explicated basic principles for environmental policy development, since 1973. EC programs tend to emphasize that the direction of the policies should reflect a change from a remedial approach to a preventive approach. Those programs have brought an awareness of the importance of Environmental Impact Assessment(EIA) to EC member countries. France installed an EIA system in 1976, which was the first among member countries. Several other member countries also established a system. EC decided that a common guideline was necessary, and therefore formulated the "European Community Guideline for Environmental Impact Assessment" in 1985. All member countries were required to legislate an EIA system within three years, according to the Guideline. This study will conduct a comparative analysis of the current EIA systems of different EC member countries. The findings of this study will provide helpful information on how to improve the efficacy of the Korean system.
Since 1979, the People's Republic of China has been opeining their marke tprogressively toward all over the world for developing its own domestic economy and international trade. China also has paid a great attention to the international maritime transport due to the fact that its volume of international trade has increased continuoulsy. Under such circumstance, the Chinese Maritime Code was issued in 1992 in which the regulation with regard to carrier's liability occupied an important position. The author, therefore, selected this issue for demonstration of the legal proinciples about carrier's liability which is provided in the Chinese Maritime Code. The study on the issue is under guidance of related international conventions. On the basis of the above, the differences between the Code and relevant conventions have been pointed out in order to make the people in the field of shipping understood for legal system with regard to carrier's liability in China which is a great potential partner of Korea in shipping and trade.
This paper focuses on the Japannese policies on infrastructure investment. Generally such issue is considered with respect to the three points: the body who is in charge of the development, maintemance and ownership of a particular infrastructure: financial resources required for investment: and the amount of charge imposed on users. These points are closely related to each other, and are essential for the effective supply of infrastructure. Therefore, this paper reviews the case in Japan and get some insight for solving the problem faced by Korea.
This research emphasizes the necessity of the understanding and cooperation among local governments to preserve the water quality of the Nak-dong river that runs through four local governments. First, this research considers the status of water-pollution in the Nakdong river, describes and finds problems within the central government`s "Clean Water Supply Plan" and local governments` water quality-related policies. Second it deals with the conflict among local governments concerning the planning and building of Wicheon Industrial Complex" in the middleupstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river`s downstream area. With stressing the necessity of the understanding and cooperation among local governments, this research emphasizes roles of central government, of academic experts, and of local news-media in preserving the water quality.
This study was carried out to identify the problems and policy alternatives for the improvement of living conditions and environmentally friendly agriculture. The results of surveys on the current situations of living conditions in the rural areas revealed that the main cause of depopulation in Korean rural villages was the lack of social infrastructure and income sources. The current government policies for agriculture geared mainly for improvement of international comparative competitiveness will result in the further disadvantage against the mountainous regions with marginal agricultural lands. Therefore, it is recommended that the agricultural policy should be complemented by the environmental and social policies in the less favoured areas. This can be justified by the fact that the demand for environmental public goods such as recreational opportunities in rural settings uncontaminated by the industrial wastes is growing.
