The adjudication of Korean Maritime Safety Tribunal (KMST) was analyzed to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen’s occupational accidents of the National Federation of Fisheries Cooperative (NFFC) in stow net fishing vessel from 2015 to 2019. The personnel’s carelessness was the most common in 29 out of 33 accidents (87.9%), followed by 25 cases (75.8%) of inadequacy of instructions, 24 cases (72.7%) of inadequacy of education on hazard factor, 20 cases (60.6%) of no personal protection equipment, 18 cases (54.5%) of poor guard, 17 cases (51.5%) of inadequacy of work method, 16 cases (48.5%) of absence of emergency stop button, 14 cases (42.4%) of work practice of poor safety precautions that affected more than 40% of all accidents as accident causes. These causes had a strong influence on each other, and the ratio of accident causes is high. With this relationship, accidents can be prevented or the severity of human injury can be reduced if types of accident process can be estimated with a scenario, and the key points before the accident in the scenario are switched to safe points.
The most frequent occurring and the serious marine casualties in fishing vessels are the collision in statistics from Korea Maritime Safety Tribunal (2008-2015). Collisions are is given a great deal of weight in all marine casualties, and the main cause of collisions is the negligence of watching. From this point of view, this study deals with the collision and its immediate cause, the negligence of watching which are main factors on the indirect causes. Basic analyzing data was gathered from the questionnaire made by experts of sea service part, and analyzed by using the fault tree analysis (FTA). From the result of the study, the occurrent probability of the negligence of watching in the collision due to the indirect causes occupied 64.9%, and its probability caused by the man factors was less than the other factors; i.e. the media factors and the management factors. For the reduction of the negligence of watching in the collision from this study, it needs an effort to remove not only the man factors, but also the media factors and management factors.
The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7‱ in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.
Hundreds of Steller sea lions, Eumetopias jubatus, migrate from Sakhalin and the northern Kuril Islands to Hokkaido in Japan every winter. During this migration, they may use their roaring sounds to navigate and to maintain their groups. We recorded the roars of wild Steller sea lions that had landed on reefs on the west coast of Hokkaido, and those of captive sea lions, while making video recordings. The fundamental frequency (F0), Formant frequency (F1), pulse repetition rate (PRR), and duration of syllables (T) were analyzed using a sonagraph. F0, F1, and PRR of the roars emitted by captive sea lions increased in the order male, female. By contrast, the F1 of wild males was lower than that of females, while the F0 and PRR of wild males and females did not differ statistically. These results suggest regional differences between the five groups showed that.
The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen’s safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen’s occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1‱ in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.
The aim of this study is to research attributes of fishermen's occupational accidents for investigating the measure of risk control on situational condition in the Korean offshore and coastal fishing vessel. Using data of fishermen's occupational accidents are from National federation of fisheries cooperatives for 2013. The results were as belows; Occupational accident occurrence rate was 29.5‰, slips & trips and struck by object and contact with gear were shown severe occurrence pattern. Occupational accident occurrence rate of offshore fisheries was 130.2‰, coastal was 16.9‰, specially the risk rates were severely high in several type of danish seine, stow net and offshore trap. Death rate by accidents was 10.6‰ and by fall into the water in occurrence pattern was 5.5‰.
This study is aimed to find a control factor for the marine casualty of fishing vessel by using the risk quantitative method of marine casualty, and sequentially timed event analysis for the reason finding. The result is that collision, sinking, and capsizing took high risk need to be strongly controlled. And the accident reason and control factors distinguished are as follows. The 82.2% of collided fishing vessels have negligence of look out as a immediate cause, while it was judged that underlying causes were the characteristics of vessels and fishing method, lack of suitable complement, fatigue, the prejudice or ignorance on steering and sailing rules. So the control factors are; firstly needs educational control measures and in terms of systemic control approach expand the range of the certificate of competency more smaller tonnage.
The efficiency tests of automatic positioning transmitter (APT) using satellite on life jacket were carried out to minimize casualties of fishermen and to make system optimization for effective SAR (Search and Rescue) operation. As the result of the tests, average position was equaled on the comparison between SPOT using low earth orbit satellite and DGPS (Differential Global Positining System), but standard deviation of DGPS for latitude and longitude were 66.4% and 46.3% smaller than those of SPOT. The position precision of SPOT was almost two times lower than LGT using geostationary satellite to compare 95% circular error probability. However, the success rate of receiver for SPOT was revealed as 86.5~94.1% on the experiments in the South Sea and the West Sea and it was 4.5 times higher than LGT. Therefore, SPOT is expected to contribute greatly to the rapid rescue of victim.
This study is aimed to utilize a basic data for setting up an allowable air noise with IMO standard in accommodation and working areas of 24m longer fishing vessels. The air noise in accommodation and working areas of 300 tons class squid-jigger were evaluated and the levels were compared to the allowable levels of IMO. The results indicated that the maximum range of noise levels was estimated to be between 54.8dB (A) and 83.2dB, and the correlation between the distance from the main engine to measuring point and the maximum noise level of each point was shown to be y=-13.8log (r)+92.91 (r2=0.821). In addition, except the case of making an accommodation area near to the engine room in 24m longer jigging vessels, it was evaluated that the accommodation noise regulation of 1,600 tons international voyage vessels with 60dB (A) or an improved noise level with 65dB (A) could be properly applied.
This study intends to present a direction for the better reforming of fishers'onboard living conditions and proposals for preparing for ratification of the Work in Fishing Convention by means of making a comparison between standards on recent national fishing vessel accommodation facilities and standards on the Work in Fishing Convention and Its Recommendation, 2007, ILO. For the most part of standards on national fishing vessel accommodation facilities are somewhat insufficient to satisfy the provisions in Annex III of the Convention. Considering by items on fishing vessel accommodation facilities, the standards on insect protector, noise and vibration, heating and air conditioning, lighting, persons per sleeping room, recreational facility are not provided in national law. Headroom, separation of accommodation, sleeping room floor area, mattress size, mess room, galley and food storage are partially sufficient for the Convention. In case of sanitary facilities, national standards are not sufficient for the Convention. The other side, facilities related safety of ship and crew such as emergency escape etc., are fully sufficient for the Convention. These insufficiencies caused by different types of fishing vessel depend on originality of fishing method and practices. In the comparison between equivalent tonnage about vessel's length on convention and calculated tonnage of national existing fishing vessel, the difference are 226tons about length 24m and 501tons about length 45m. For that reason, headroom, persons per sleeping room, cabin of sicker and injured, sanitary facilities may decide to use gross tonnage in place of length (L) and the alleviating measure basis of convention. But in case of standards on sanitary facilities which are unsufficient for the Convention, specially in coastal fishing vessel length basis should be adopted with alleviating basis for less than length 24m.
Present study was conducted to improve the spring frame net trap for conger eel, Conger myriaster which prevents by-catch and protects immature fish. A series of comparative fishing experiment was carried out in water off the south-east coast of Korea from Nov. 2004 to Jul. 2005. And analyzed the amount of catch, by-catch rate, and CPUE, etc. of experimental traps which were the spring frame net traps, sorted four types of flappers. And the compared gear was a plastic conger eel pot. The conclusions were as follows. By-catch rates of spring frame net trap with the compressed flapper bound by nylon mono-filament was about 0-3%. CPUE of spring frame net trap with the compressed flapper was about 50-60% lower than that of traditional and plastic pot. And in case of conger eel that the total length is over 350mm, CPUE was little different on each type of flapper of every mesh size.
