        본 연구는 민간시장의 절화 유통 현황을 조사하여 국내 절 화 시장 유통 및 판매의 기초 자료로 제공하고자 수행하였다. 조사 기간은 2022년 5월부터 10월까지이며, 민간시장 내 판 매 점포 수, 취급 품목, 수입국 및 품목 등을 비교 및 분석하 였다. 민간시장은 서울 서초구 반포동에 위치한 강남터미널 꽃시장을 대상으로 판매 품목 및 수입 국가 등을 조사하였고, 비교 대상인 공영시장의 경우 한국농수산식품유통공사 화훼 유통정보에서 제공되는 양재동 화훼공판장 거래 품목을 조사 하였다. 조사 결과, 민간시장의 월별 절화 판매 점포 수는 평 균 143개였다. 민간시장에서는 5월을 제외하고 장미 판매 매 장이 가장 많았다. 5월에는 카네이션 판매 매장이 가장 많았 으며 장미, 리시안셔스, 거베라가 그 뒤를 이었다. 민간시장 점포 내 수입 품목의 원산지는 호주, 중국, 콜롬비아, 이스라 엘, 이탈리아, 일본, 네덜란드, 페루, 남아프리카 공화국, 미 국, 베트남 등으로 조사되었다. 취급 품목은 민간시장이 69개 로 공영시장 18개에 비해 약 3.8배 많았으며, 이는 민간시장에서 수입 절화가 더 많이 유통되고 있음을 시사한다. 민간시 장은 공영시장과 달리 유통 정보를 알 수 있는 시스템이 없어 소비자들이 제품의 원산지, 품질, 가격 등을 파악하기 어렵다. 따라서, 민간시장의 절화 유통 정보를 소비자들에게 정확히 제공할 필요가 있으며, 이를 통한 투명한 거래 제공 및 소비자 의 신뢰도를 높이는 것이 중요하다.

        The purpose of this study is to detect future signals and changes in nuclear-related research to apply safeguards by design to new nuclear facilities or to determine nuclear fuel cycle-related research and development (R&D) activities. First, a total of 2,029 scientific articles published between 2015 and 2022 in the journal of “Nuclear Engineering and Technology” by the Korean Nuclear Society were collected. The authors of the scientific article used their expertise and knowledge to select keywords that can properly represent the article. Therefore, in this study, the keywords of each scientific article were analyzed using the technique of text mining. We then calculated the “word frequency” and “term frequency-inverse document (TF-IDF)” values of the keywords. Consequently, significant words such as “reactor,” “nuclear,” and “fuel” were extracted, which were represented as word clouds. Furthermore, keywords extracted through text mining were quantitatively classified into weak or strong signals using a keyword emergence map (KEM). The KEM is a tool that can explore future signals because essential keywords have a high frequency of appearance, and newer keywords are more important than older keywords. The KEM results showed no keywords in the strong-signal area in the field of nuclear academia. However, keywords such as “deep learning,” “earthquake,” “zircaloy,” and “CFD” were confirmed to be distributed in the weak signal area. A weak signal indicates the most probable topic that could become a strong signal in the near future. The weak signal methodology can be applied to predict future nuclear scientific trends in the rapidly changing world. Based on the results of the study, changes in the subject of nuclear-related scientific articles over the past eight years and future signals were interpreted. The results confirmed that this method can be applied to safeguards measures of new nuclear facilities in the design stage and can be used to detect R&D activities related to the nuclear fuel cycle in advance.

        The characterization of nuclear materials is crucial for global nuclear safeguards efforts, as these materials can potentially be used for illicit purposes. In this study, we evaluated the applicability and performance of the In-Situ Object Counting System (ISOCS) equipment for the characterization and quantification of uranium, including uranium pellets and radioactive wastes. Our methodology involved using ISOCS to measure samples with different enrichments and total amounts of uranium, and to analyze the results in order to evaluate the ISOCS’s effectiveness in accurately characterizing the various uranium samples. To this end, we compared the ISOCS results with those of the Multi-Group Analysis for Uranium (MGAU) system, which is currently used in the field of international safeguards. The results of this study showed that the ISOCS was sensitive enough to analyze small amounts of uranium pellet, with %differences ranging from -0.7% to 19%. However, when analyzing shielded nuclear materials like in concrete waste, the uncertainty was relatively high, with %differences ranging from 11% to 67%. On the other hand, the MGAU system was unable to analyze uranium for the same spectrum, indicating the superiority of the ISOCS in terms of usability. The ISOCS instrument was also found to be effective in analyzing uranium in various types of samples without the need of standard sources. Overall, the findings of this study have important implications for the development of more effective safeguards strategies for the characterization of nuclear materials. The ISOCS instrument could be a reliable tool for analyzing nuclear materials, contributing to global safeguards efforts to reduce the risk of nuclear proliferation.

        Considering the Fukushima nuclear accident and the marine discharge plan of contaminated (or treated) water, it is necessary a seafood monitoring system for radioactive material screening. Currently, radioactivity tests in seafood are conducting in Korea. Although current method using a HPGe detector can provide very low uncertainty in determining radioactivity, there is a limitation in that rapid inspection cannot be performed because of a time-consuming pretreatment process as well as long measurement time (typically 10,000 s). To overcome this limitation, we are developing an insitu inspection device, a kind of screening system, which can monitor the radioactivity in seafood in a near real-time basis. In this study, the actual seafood with a check source was measured to verify the reliability of the Monte Carlo simulation model. The detector used in the experiment was a 5-cm-thick polyvinyl toluene (PVT) plastic scintillator with a 0.5-cm-thick lead shield for background reduction. A Cs-137 check source was placed within seafood. The seafood used in the experiment was fishcake, raw oyster, and dried laver, which is the representative seafood of fish, shellfish, and seaweed. These three seafood products of the same size and shape as the manufacturing process were used to predict the performance realistically. We compared the energy spectrum of the Cs-137 check source obtained from measurements and simulations. The region of interest (ROI) around the Compton edge was set to reduce the influence of the background and electronic noise. The results showed that the measured and simulated spectrum were in good agreement.

        The IAEA recommended considerations for exemption regulations of consumer products containing greater amounts of radioactive isotopes than the amounts specified for generic exemption. One of the major considerations is the expected exposure dose should be less than 10 μSv/y and 1 mSv/y for general cases and low probability cases, respectively, in all predictable scenarios. Under this recommendation, many countries evaluated the radiation dose for exposure scenarios of various products in consideration of the national circumstances and, then, established their own specific exemption regulation. In Republic of Korea, the “Regulation on substances excluded from radioactive isotopes” was legislated to specify consumer products excluded from regulation. However, as the usage status and product specifications has changed over time, it is necessary to periodically verify the validity of the regulation criteria in the view of exemption justification. In this study, we developed the use and disposal scenarios in consideration of the domestic use of thorium-containing gas mantle and evaluated radiation dose of each scenario accordingly. The gas mantles are used as a wick for gas lanterns and the maximum activity of natural thorium contained among the currently available gas mantles is 12.5 kBq. Radioactive isotopes in the decay chain of natural thorium can be divided into three groups according to their physical characteristics, and exposure routes suitable for each group were considered in dose calculation. Currently, most gas mantles are installed in camping lanterns. Therefore, we developed use scenarios related to camping. The average number of camping trips and time spent at the campground were set by the data from Korea Tourism Organization. Tent sizes and vehicle specifications were determined by referring to surveys and products in Korea. The used gas mantle is disposed of in a garbage bag for general waste and transported to landfill or incinerator. We determined the amount of gas mantle discarded in landfill and incinerator by the data from Korea Environment Corporation. The exposure time and amount handled by an individual were determined by considering the number of waste collection vehicles, landfills, and incinerators. Although we assumed the maximum activity of the gas mantle for conservative evaluation, the calculated radiation doses for the use and disposal scenarios were below the general requirement (i.e., 10 μSv/y) in all scenarios.

        To ensure the peaceful use of nuclear energy, nuclear safeguards are applied in member states of the International Atomic Energy Agency (IAEA) under the Non-Proliferation Treaty. The two major considerations in implementing nuclear safeguards are effectiveness and efficiency. In terms of efficiency, the IAEA has a great interest in using containment and surveillance (C/S) technology to maintain continuity of knowledge. A representative means of C/S technology is a sealing system to detect tampering. The existing sealing systems used by the IAEA are of limited functionality in realtime verification purposes. To address this limitation, the present study develops a real-time verification sealing system. First, we analyzed the design requirements of a sealing system proposed by various institutions including the IAEA, the U.S. Nuclear Regulatory Commission, and a number of national laboratories and companies. Then, we identified the appropriate design requirements of this system for real-time verification. Finally, the prototype system was developed and tested based on the identified design requirements. The validation tests of the prototype system were performed for anticipated environmental conditions, radiation resistance, and safeguards functionality. Additionally, we are developing user-friendly verification software. The software validation is planned to perform for functionality, performance efficiency, and security. The next step is to develop a commercialized realtime verification sealing system based on the results of validation tests. Using this commercialized system, we plan to evaluate the performance in various actual use cases. Such a system is expected to significantly enhance the efficiency of nuclear safeguards.

        기후 변화의 가속화로 국내 제주 및 남부 지방을 중심으로 열대 및 아열대 작물의 재배 및 소비가 증가하는 추세이다.오크라는 식용적 가치가 있을 뿐만 아니라, 품종별 고유의 꼬 투리와 잎의 색은 관상적 가치가 있어 조경 식물로 많이 사용 되고 있다. 본 연구는 도심 내 옥상 온실에 관상식물인 오크 라를 도입하기 위해 피트모스와 펄라이트 비율에 따른 기초 종자 발아 및 육묘기 실험을 진행하였다. 피트모스와 펄라이 트 비율은 PT:PL=1:2, 1:1, 2:1, 4:1 네 가지로 조성하였다. 발 아율은 파종 후 7일차부터 다른 처리구에 비해 피트모스:펄라 이트=1:2의 처리구에서 가장 높았다. 파종 후 28일차와 70일 차에 줄기길이, 경경, 뿌리길이, 지상부와 지하부의 생체중과 건물중 그리고 엽면적은 피트모스:펄라이트=1:2 처리구에서 가장 높았다. 그러나, 파종 후 56일 이후부터 엽수는 피트모 스:펄라이트=1:2, 2:1, 4:1 처리구에서 감소하였다. 피트모스: 펄라이트=1:1, 2:1, 4:1 처리구에서 식물이 필요로 하는 피트 모스의 비율이 지나치게 높아 높은 피트모스 비율로 인하여 수분함수량이 과도하게 높아 식물이 고사한 것으로 판단된다. 따라서 오크라를 관상식물로 활용하기 위해서는 피트모스와 펄라이트를 1:2로 혼합한 배지가 가장 적합하다.

        In order to enhance the transparency of nuclear power, the investigation of nuclear activities is important at the right time. And investigation of North Korea, one of safety measures for such a surveillance system seems essential in the near future. However, the inspection period is limited and the possibility of revisiting is unclear, so it seems easy to install and more reliable monitoring devices are needed. The seal is a security device for monitoring forgery and alteration in the IAEA easily but simple. Since the existing seal devices used by IAEA and KINAC can only be checked through onsite inspections whether it is damaged or not, there is a limit to immediate response in the event of an emergency such as the theft of nuclear materials and loss of Continuity of Knowledge. While the North Korea-U.S. talks and inter-Korean talks are slowly approaching the North Korea’s nuclear issue, it is judged that the inspection of North Korea’s nuclear weapons is not in the distant future. Accordingly, it is necessary to develop a customized seal device for managing and monitoring spent nuclear fuel that can be used for inspection of North Korea. The real-time active seal device consists of a seal equipped with a detection sensor, a translator, and a server, and the translator use wireless communication in consideration of ease of installation and management, respectively. The translator and server use wired communication for data sustainability. The seal device is designed to maintain continuity of knowledge (COK) through wireless communication in consideration of security even in the event of equipment damage, malfunction, and loss of power, while enabling location detection in case of theft or abnormality. Therefore, in this study, a technical investigation on remote data communication was conducted accordingly, and a data communication module for a small amount of broadband data communication was manufactured and applied. In addition, several tests were conducted to determine data integrity and location accuracy according to the communication range.

        For the peaceful use of nuclear energy, the international community has devoted itself to fulfilling its obligations under the Safeguards Agreement with IAEA. In this regard, uranium in a radioactive waste drum should be analyzed and reported in terms of mass and 235U enrichment. In order to characterize radioactive wastes, gamma spectroscopy techniques can be effectively applied. In the case of high-resolution gamma spectroscopy, because an HPGe detector can provide excellent energy resolution, it can be applied to analyze a mixture having a complicated isotopic composition. However, other substances such as wood, concrete, and ash are mixed in radioactive waste with various form factors; hence, the efficiency calibration is difficult. On the other hand, In Situ Object Counting System (ISOCS) has a capability of efficiency calibration without standard materials, making it possible to analyze complex radioactive wastes. In this study, the analysis procedure with the ISOCS was optimized for quantification of radioactive waste. To this end, a standard radioactive waste drum at KEPCO NF and low-level radioactive waste drums at Korea Radioactive Waste Agency (KORAD) were measured. The performance of the ISOCS was then evaluated by Monte Carlo simulations, Multi-Group Analysis for Uranium (MGAU) code, and destructive analysis. As a result, the ISOCS showed good performance in the quantification of uranium for a drum with the homogenized simple geometry and long measurement time. It is confirmed that the ISOCS gamma spectroscopy technique could be used for control and accountancy of nuclear materials contained in a radioactive waste drum.

        Pyroprocessing is a promising technology for managing spent nuclear fuel. The nuclear material accounting of feed material is a challenging issue in safeguarding pyroprocessing facilities. The input material in pyroprocessing is in a solid-state, unlike the solution state in an input accountability tank used in conventional wet-type reprocessing. To reduce the uncertainty of the input material accounting, a double-stage homogenization process is proposed in considering the process throughput, remote controllability, and remote maintenance of an engineering-scale pyroprocessing facility. This study tests two types of mixing equipment in the proposed double-stage homogenization process using surrogate materials. The expected heterogeneity and accounting uncertainty of Pu are calculated based on the surrogate test results. The heterogeneity of Pu was 0.584% obtained from Pressurized Water Reactor (PWR) spent fuel of 59 WGd/tU when the relative standard deviation of the mass ratio, tested from the surrogate powder, is 1%. The uncertainty of the Pu accounting can be lower than 1% when the uncertainty of the spent fuel mass charged into the first mixers is 2%, and the uncertainty of the first sampling mass is 5%.
