        Switching to organic farming practices in agricultural production reaches the end of the period it takes an average of five years. During this period, agricultural soil management to improve the investment must be sustained. Results of the survey of environment-friendly agricultural lease rates appear to approximately 54.2% lower than agricultural practices. Environmentally friendly agricultural land is leased on a long transition period of the contract cost, many buried incompleteness, uncertainty of contract fulfillment(opportunistic behavior) occurs when the transaction costs. This ultimately can hinder the spread of organic farming. Thus, the qualitative development of organic farming and land leasing in order to minimize transaction costs, should that occur. The alternative ‘cooperative long-term lease contract’ is a system.

        Although many local governments are supporting the environment-friendly regional agriculture(hereafter EFRA), the EFRA is not wildly extended since the marketing and consumption of the environment-friendly agricultural products are still limited. This study aims at finding out the new development source of Korean agriculture and strategies for establishing regional agriculture. For these purposes, Sunchon-si cases of EFAP development are introduced and the functions and roles of bodies in charge of regional agriculture are looked over. In order to establish the EFRA, production, processing and consumption needs to be intimately linked all together. As preconditions for developing the EFRA, four points should be satisfied. Firstly, production organizations need to be built and stabilized for developing the EFRA and consumers" organizations and partnership are to be formed. Secondly, the government should support for building consumers" organization. Thirdly, social consensus for developing the EFRA needs to be formed. And finally with the appropriate local and central governmental support the partnership among producers, consumers, and government should be formed.

        The objectives of this study were to analysis the farmer’s attitude on agriculture and rural area where is developed Environmentally Friendly Agriculture (EFA). To analysis satisfaction level and prospect about EFA, farmer’s survey were conducted. The sample size of the survey was 176 respectively. Of the farmers surveyed, 85.9% thought their income is higher than general farmer in the same area. However, when asked how the future income change, 40.7% responded that will be decreasing step by step. 89.2% of the farmer respondent thought that they want dwelling in rural area and continuing agriculture in the future. However, 29.9% of the farmer respondent thought that rural area is not proper to their children as the future residence. In order to training of new farmer, it is very important to set up stable income structure, improving of welfare facilities, medical facilities and education infra and so on. In addition, it need to develop and spread of environmentally friendly agri-technology, price preservation of environmentally friendly agri-product and supply extension of environmentally friendly agri-material etc.

        It is hypothesized that changing from conventional to organic production is an investment because specific capital items are necessary for such a step. It is further hypothesized that in view of the limited experience and the very restricted availability of extension materials such investment is particularly prone to risk. The conversion to organic farming has proven to be an economically interesting alternative for a large portion of the converted farms in the past. This contribution will consider the question of which factors influence the success of organic farming. A discussion of the most important consequences for politics and agricultural practice conclude this paper, drawn on the important factors identified in the study.

        The works of the special economic zone for regional development(SEZone) have been promoted for developing the regional economy corresponding with its own peculiarities by not national, but local level of government. Namely, those set the goal at specialized development of regions through an appeasement policy against regulations. So local governments must originate the local works, get financial sources by itself, and then revitalize the regional economy. The policies of many local governments aim at increasing farmers’ income by developing rural society to cope with open economy system. By the way they have tried to revitalize agriculture and rural society by promoting actively the works of SEZone through an appeasement policy against regulations. And it is important to search for specialized factors based on regional resources, and to make connected with them together so as to obtain good results in the works of SEZone. This study examined regulations related to environmentally friendly agriculture and green tourism. And it researched about the effect of SEZone works on regional economy and develops indices of result estimation. So schemes for strategies for increasing demand and development issues were presented.

        The paper describes condition success for the development and policy environment of organic farming in Korea. policy measures concerning area-based financial support for conversion to and continuation of organic farming, officially-recognized standards and support for market and regional development, advice and research are considered. This indicates that individual measures can also work against each other. In some region, good experiences habe been made with integrated action plan, an approach that is also being discussed at the national level and which could achieve a good basis for the development of Bio-farming in future.

        Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope for the framework of participatory agripolicy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer’s real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers’ organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers’ organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer’s rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

        Environment-friendly(EF) agricultural policy developed to support high-quality farm products, such as organic farm products, doing so for the sake of strengthening the competitive power of Korean agriculture after the agreement of UR. The details of the policy are as follows : enforcing certification of organic farm products, establishing of the Law of Fostering the EF agriculture, carrying out the order of direct-payment, setting up the Five Year Plan for EF agriculture, etc. This study focuses on the background of social economy, the standpoint of EF farming in agricultural policy, and the analysis of the characteristics in EF agriculture. Three aspects in the background of the policy are as follows : the social movement, the social economy, and the social system. The standpoint and characteristics of the policy are studied by the analysis of the target and means of the policy which is based on the policy documents.

        The trend towards forming economic blocs coupled with global economic arrangements such as DDA and FTA increase pressure on the liberalization of the agricultural sector. South Korea is taking part in the DDA negotiations. Once the DDA negotiations are implemented, the extent of liberation of the agricultural market is expected to be wider and timing of market opening is sooner than those effects of the UR agricultural agreement. A reduction in tariff rates and the government subsidy will follow, accordingly. However, many analysts in the agricultural sector express deep concern over a negative development in local agricultural market as demonstrated in China where the local market was dominated by imported agricultural products. This study aimed to investigate progress that China made in favor of the agricultural industry, including environment-friendly agricultural policy, and suggest ideas to drive the development of the agricultural industry in a better direction in Korea by comparing the two countries.

        Nutrient balance is important to develop environmentally friendly agriculture. Phosphorus surplus in nutrient balance was more serious than that of nitrogen. Nitrogen and phosphorus exceeded twice the requirement at 30 cities/counties and 32 among 165, respectively. Given livestock waste and optimal nutrient balance, the proper number of animal feeding was 1.68LU/ha. Considering livestock waste only, the optimal number of livestock feeding was 3,918,000LU (heads) and, including fertilizer that would be 2,288,000LU. It is recommended to introduce the regional control system to regulate nutrient input and output, and the trading system of livestock feeding rights to control that.

        The objectives of this study are an establishment of developing strategies of environment-friendly agriculture(EFA) around the Daecheong and Chungju Dam. To establish strategic target, a series of farm household survey were conducted for farmers residing around the Daecheong and Chungju Dam. The sample size of the survey is 233 respectively. As a result, the farmers recognized that EFA is fit for around Daecheong and Chungju Dam as well as the prospects is very bright. In conclusion, the main streams to develop EFA are come up with vision and purpose around dam area, systematic connection of environment-friendly agricultural capability around dam area, construction of organic resource circulation system, and connecting propulsion with green tourism including quantitative and qualitative upgrade of environment-friendly agricultural products.

        In this article the author provided a brief introduction to the function and activation of 4-H farming organization. The strategies developed to improve the environmental-friendly Agriculture are as following : the efficiency cooperatives of 4-H farming organization, invitation of the upbringing plan of organization leader for promotion of the pilot region project of environmental-friendly Agriculture connected with green tourism, the establishment of reasonable management plan and strategies. In conclusion, there must be strategic measures to increase the income of environmental-friendly farmers. All of this information could be useful for the further development of the strategy for environmental-friendly Agriculture in organization and management.

        This study was focused on the system of regional resource circulation(RRC) of Asan-Si as a case region. So 301 farmers(members of producer organization) who are managing environmental-friendly agriculture(EFA) are surveyed. The RRC system is focused on establishing the system of regional complex farming connected with the seedling farming and the livestock. The main results surveyed are as follows : First, total cultivated acreage is 574ha. Second, the total quantity of by-products of rices, beans, wheats is 983M/T. Third, the total quantity of nutrient requirement for seedling farming is 85,335.6kg This research shows how to develop the RRC system for EFA. The development model and strategies are as follows : The first model for the system of regional resource circulation can be called the scenario of the best output for the system of environmentally friendly resource circulation. It is considered to estimate the appropriate number of heads of Korean cattle and hen which can be bred simultaneously. And the second model can be called the scenario of the regional allotment for the appropriate number of heads of those. It is considered to estimate the appropriate number of heads of those which can be alloted by the individual farm or area.

        The objectives of this study are to find out, the fact-analysis of environmental friendly farm households around the Chuam Dam through the sample survey, 2) the developing strategies to improve the EPA on the assumption that is the conservation of Chuam Dam’s water quality. The data used in this study comes from 75 sample farm households. The developing strategies to improve the EPA around Chuam Dam was found out that the efficiency measure of land utilization around Chuam Dam, producing of high quality and safety agricultural products, promoting of the EPA connected with tourist agriculture, improving of the EPA products and supporting of price and income. In conclusion, there must be strategic measures to increase the income of environmental friendly farmers and to conserve the Chuam Dam’s water quality.

        The purpose of this study is analyze Development policies on environmentalfriendly agriculture(EA) and find out some implications. As consumption of environmental- friendly agriculture products increasing, administrative policies on EA began 1997s and it has been generally expanded in Korea. The strategies for EA aim to promote among human beings and between humanity and nature require. In addition, support to develop horizontal and vertical productions-organization, regionalization, and political support must be further developed. The necessary investments for such concepts can clearly be reduced through cooperation.

        Crop inputs in excess of the yield potential of the soil type reduce profitability and increase pollution problems from leaching and runoff. Inaccurate fertilizer and pesticide application can also result in profit loss. Current farming practices plan only for the dominate soil in the field. A government-supported program titled “Pilot village project for the environment-friendly agriculture” was proceeded from 1999 to 2001 to tackle the problems with which our agriculture is faced by introducing IPM, INM and others. The objective of this study is to consider the potential input savings of agricultural chemicals and economic feasibility of the project compared with the conventional farming. The results of the analysis indicate the followings: (1) organic or no-pesticide farming size was increased from 9% in 1999 to 20% in 2001; (2) crop yield was a little bit lower than that of the conventional farming, but the sale price, gross income and income of the pilot village were 6%, 10% and 9% higher than that of the conventional farming, respectively ; and (3) fertilizer and pesticide use also showed decreasing trend gradually.

        Environmental-friendly agriculture(EFA) has been mainly developed at many areas which have factors of natural, social cultural and economic characteristics. These rural areas can be developed into environmental-friendly space to preserve ecosystem, natural and cultural scenery, and environmental resources. The plan for developing a regional agriculture has to get central operating bodies, producers" organizations, a homogeneous district for farming, and so on. This case study is focused on development directions and situations of the EFA of Kosam area in Anseong. Kosam cooperatives is a central managing body to produce and sell rice by duck-farming method, and to develop rural area. This cooperatives is one of the leading those that have developed the regional agriculture in Korea. Kosam area is at a disadvantage of natural -geographical conditions and farming size. Kosam cooperatives has been trying to overcome these agricultural weaknesses by introducing duck-farming method. They have got many excellent results through developing EFA as a regional agriculture. Kosam area will be a good place for green tourism if they can actualize the combination model of three demand factors (natural and agricultural scenic view, natural-friendly recreation and safe food) for green tourism in the near future.
