        The purpose of this study is to investigate effects of the police, prosecution and the others's social support on stress responses and correction of the juvenile delinquents. To accomplish these purposes, this study used sample of 546 juvenile delinquents who are in the process of the juvenile justice. Social support and correction were assessed with an instrument designed for this study. Juvenile delinquents were assessed using the following variables: ⑴ perceived social support scale, specially social support types (esteem support, emotional support, informational support), social support providers (parents, relatives, friends, teachers, community) and police and prosecution's social support. ⑵ correction scale, specially social stigma, social deprivation, self reflection, legal consciousness, self concept. The resulting scale of the instrument had good internal reliability and was scored to show that high scores indicated a willingness to access. To examine this purpose, Mean, standard deviation, Two way ANOVA were conducted. The results are as follows: First, The effects of the police and prosecution's social support on stress responses did make significant difference. The less police and prosecution's social support they had, the more stress responses such as anger, anxiety, guilty feeling and resentment appeared. Second, the effects of the police and prosecution's social support on correction did make significant difference on the social deprivation, legal consciousness and self reflection. Therefore, the system like Youth Counseling Center which provides counseling, consultation, and information to the youth and their parents in early stage of the police and prosecution should be activated. And, Government should develope a formal and informal social support network for the juvenile delinquents.

        Korea Maritime Police Agency(KMPA) has been pressed by some environmental factors. The changes in the international maritime legal system, such as the entry into force of the UNCLOS in 1994 and the promulgation of the Korea 200-mile EEZ, have radically expanded the mission of the KMPA. In addition, there is, among other nations, no such large size maritime agency, equivalent to the KMPA, except in the cases of USA, Canada, and Japan. And what is more, critics outside the KMPA, including some other government agencies and stakeholders may propose to dismantle the KMPA. In this paper, the author highlights the internal and external issues facing KMPL, and he urges KMPA to change the organizational culture for maintaining its identity and characteristics by adopting the Total Quality Management. And he tries to assess the adoption of TQM on KMPA, by using the Feasibility Assessment Technique.

        본 연구는 원자력 발전소가 인접해 있는 부산지역 경찰관들의 원자력 사고와 방사능 테러에 대한 인식 과 대처 방안을 파악함으로써, 이와 관련한 정책 수립에 기초자료를 제공하고자 하였다. 부산광역시에 근 무하는 221명의 경찰을 대상으로 하였으며, 조직구성, 지휘능력, 여론운영 등으로 설문을 구성하여 재난대 응 인식도를 분석하였다. 그 결과, 성별 및 지휘계급에 따른 재난대응 인식은 큰 차이가 없는 것으로 나타 났다(p>.05). 연령의 경우 지휘능력에 대한 통계적 차이(p<.05)를 보였으며, 근무경력에 따른 지휘능력도 통 계적 차이(p<.05)를 나타냈다. 상관관계 분석 결과, 조직구성에 대한 인식과 지휘능력, 여론운영 3가지 항목 이 +0.5 이상으로 정적상관을 나타냈다(p<.01). 전반적으로 경찰 체제에 대해 긍정적인 것으로 나타났으며, 방사선사고 및 테러 발생 시 경찰의 업무를 잘 인식하고 있었다.

        Today, those cases which drunk people are to be put to violent to police officers that perform the public service in the night are going to frequently. If a drunk man did a assault and intimidation to police officers that are performing a public service, he can be punished by public affairs executive interference sin, but if he tried only an abuse, he can be arrested and punished by contempt. But there is criticism that abuse the public authority for this. Whether arrest of flagrant delictor is legitimate, it is to be judged on the basis of the time of arrest situation, and police officers must have an accurate understanding of the requirements of arrest. For this, the law and judicial precedent must give an accurate guide line to police officers in order that able to arrest the culprit and to crush the crime. However, if there are different conclusions that the cases of two of judgment there is no difference, precedents of the court is not the role of the criteria was firmly in the investigation field of clear distinction, the side is that rather it was confusing. In order to solve this confusion, I think that “anxiety of flee or destroy evidence” shall be excluded as the requirements of a flagrant delictor, and if not a serious case or a urgent case need to determine whether there is a need to arrest.

        I think the spirit of the introduction of the testimony system of investigators, is in order to prevent, it is possible, among other things, what happens to overturn sentence unfair of witness or defendant, the absurd result, to deal effectively with this. Therefore, in order to be recognized innocuously the special guarantees of trustworthiness from the perspective of law enforcement, it or enlist a person or trusted counsel in the course of the investigation, to record the all process of investigation is most preferred and counsel or if the video recording research and participation of people with a trust relationship has not been made, and that along with the testimony itself of investigators, will be discussed in a comprehensive manner, such as the description of the written statement and assertion of the accused, the presence or absence of special guarantees of trustworthiness, it is necessary to judge. And, by notifying explicitly whether the certification of special guarantees of trustworthiness associated with the testimony of the investigator in the course of the trial, so as to additional proof activities for inspection, by this, the court, a sufficient psychological it is necessary while securing the article must determine the adoption of evidence.

        본 연구는 국내 경찰관들을 대상으로 심혈관질환의 요인을 파악함으로써 추후 경찰관들의 체계적이고 효율적인 자원관리를 위한 기초자료로 이용하고자 한다. 국립경찰병원을 방문한 경찰관을 대상으로 심혈관질환 진단을 위한 방사선 검사 중 201Tl-SPECT를 시행한 경찰관을 대상으로 분석을 실시하였다. 연구 결과 흡연을 하는 사람은 비흡연자의 1.80배, 고혈압 있는 사람은 고혈압이 없는 사람의 1.63배, 고지혈증이 있는 사람은 없는 사람의 1.48배, 고밀도지단백콜레스테롤(HDL)이 낮은 사람은 정상수치인 사람의 1.82배로 심혈관질환이 높았다.

        본 연구는 국내 경찰관들을 대상으로 요인별 뇌혈관 질환의 요인을 파악함으로써 추후 경찰관들의 체계적이고 효율적인 자원 관리를 위한 기초자료로 이용하고자 한다. 국립경찰병원을 방문한 경찰관을 대상으로 뇌혈관 질환 진단을위한 영상의학과 검사 중 자기공명영상검사를 시행한 경찰관을 대상으로 분석을 실시하였다. 연구 결과 나이가 많은사람이 적은 사람 보다 2.63배 뇌혈관 질환이 높게 나타났다. 고혈압 있는 사람의 경우는 고혈압이 없는 사람 보다1.63배 뇌혈관 질환이 높게 나타났다. 심혈관 질환이 있는 사람의 경우는 없는 경우 보다 1.95배 높았다. 이외에 음주를 하는 사람이 안 하는 사람 보다 0.54배 뇌혈관 질환이 높게 나타났으며 Homocysteine 수치에서는 비정상인 사람이정상인 보다 0.32배 뇌혈관 질환이 높게 나타났다.

        본 연구는 전․의경에 대한 체계적이고 효율적인 인적자원 관리를 위한 기초 자료로써의 성격을 갖는다. 우선 전·의 경과 경찰관을 대상으로 방사선 검사 중 단순 X-선검사, CT 검사, MRI 검사를 시행한 환자를 대상으로 분석을 실시 하였다. 질환별 분류에 있어서는 신체부위별로 일반 질환과 근 골격계 질환으로 분류하였다. 근 골격계 질환은 다시 검 사 부위별로 세분화하여 분석하였다. 경찰관과 전 의경의 정량적 비교에 있어서는 단순 X-선검사, 전산화 단층 촬영 술, 자기공명영상검사의 부위별 평균 인원을 비교하였다. 연구 결과 전 의경은 단순 X선 검사, CT 검사, MRI 검사 등 세 검사 모두 Lower extremity 검사가 다른 부위에 비해 가장 많이 차지하고 있으며 Lower extremity 검사 중에서 특히 Knee 검사 비율이 가장 많이 차지하고 있다.

        On the evidence for the impeachment, in literature, four problems are in discussion. At first, whether a hearsay evidence is admissible for impeachment, although it is not admissible in view of the hearsay rule. Second, whether the oral evidence of the defendant in trial is impeachable, and whehter the defendant's pre-trial statements protocol of the police is admissible for impeaching the oral evidence of the defendant in trial. At last, whether the authentification is required for the admissiblity of the hearsay written statement for impeachment. For first problem, though a hearsay evidence is not admissible according to the hearsay rule, it is admissible for impeachment. The hearsay rule is operated only where pre-trial statement is produced for asserting the truth of the statement. Because impeachment is not asserting the truth of the pre-trial statement, but swaying the crediblity of the oral evidence in trial, hearsay rule is not operated when the evidence is produced for impeachment. For second problem, the oral evidence of the defendant in trial can be impeached for the appropriate way of truth-finding. In practice, the prior inconsistent statement of the defendant can be often used for impeaching the oral evidence of the defendant in trial. § 312 ② of the Korean Criminal Procedure Act provides that the defendant's pre-trial statesments protocol is not admissible when the defendant or the counsel of the defendant denies the truth of the statesment. Because of the provision, some say that the defendant's pre-trial statesments protocol is not admissible for impeachment when the defendant or the counsel of the defendant denies the truth of the statesment. But the Court admits the defendant's pre-trial statesments protocol although the defendant or the counsel of the defendant denies the truth of the statesment, and it is with me on that. For the last problem, the majority in literature and the Court are with the opinion that the authentification is not required for the admissiblity of the hearsay written statement for impeachment. In this point I cannot agree with the Court. The requirement of the authentification is essential for producing all the evidences. It is a different rule from the hearsay rule. In my opinion, It could be said that the majority and the Court confuse the difference. It should be said that a hearsay written statement cannot be used for impeachment when it is not authentifcated.
