2018년 4월 23일부터 27일까지 국제노동기구에서는 해사노동협약에 대한 개정안을 검토하기 위한 제3차 특별삼자간위원회 회의가 개최될 예정이다. 금번 회의에서 상정하는 주요안건은 선원이 해적, 무장강도 등에 의하여 피랍된 경우, 해당 선원 및 선원 가족들을 보호하기 위한 제도를 마련하기 위한 안건들이다. 주요 안건은 협약의 개정 여부, 해적의 정의, 선원이 피랍된 경우 임금 및 권리보호, 고위험지역의 지정, 재정보증제도의 도입 등의 내용이다. 특별삼자간위원회의 개최에 앞서 해사노동협약 작업반은 주요안건들에 대해서 논의하였으며, 논의한 결과를 바탕으로 선박소유자그룹의 대표와 선원 그룹의 대표가 각각 의견을 제시하였다. 언제나 그러하듯 노·사 양측의 의견은 대립을 이루고 있다. 이 논문에서는 특별삼자간위원회 회의를 위한 작업반의 보고서와 각 단체가 제출한 주요 안건들에 대해서 검토하고, 우리나라의 대응방안을 제안하고자 한다.

The study is on the analysis of Adalberto Libera's works, which are those of the competition works for international congress hall in 'E42'. I exerted a conclusion from analysis and studies of congress palace as well as informed data about architect Libera and uninformed original sketch of it. 1. Through analysis of original sketch data in possession of archives of paris Centre Pompidue and relevant sketch from the works, Libera adopts the modern architecture of Italy to the formalization process of concept as one of architectural methods. 2.In contrast to the way of elucidation of historicity of classicism architect, Libera's initial sketch is one of the traits from modernist's architectural concept process. Libera completes his architectural style to have developed new architecture vocabulary from 'Floating transparent box' which was result from intuition and imagination. 3. By comparing all the first plan, the second plan and constructed project, we can infer that Libera's plan was influenced by E42's classicism urban environment and masterplanner Piacentini. In addition, through historicity explanation method of modernist, it is adjudicated that the front side of facade with classism and the back side of facade with modern are partially accepted. 4. By analysing architectural concept's formalization process from original sketch of Congress palace, outstanding architect of Italian Fascism architecture, it provided new methods of architectural programming with the concrete examples.

Even though marine casualities are recently occuring so frequently in territorial sea or beyond, that causing danger to navigation, yet no international regimes are officially made to cope with such an impediment efficiently. However, Internatinal Maritime Organization (IMO) commenced to work for adopting an appropriate internaitnal convention on wreck removal under co-operation with Comite' Maritime International (CMI). The legal committee of the CMI has already provided full comments on draft convention of the wreck romoval and duly submitted to IMO as a reference which was made on the basis of their principles of unification and harmonization. Accordingly, this paper re-arranged in order aiming to understand easily for legal aspects of the draft convention comprehensively in accordance with full contents provided by the CMI. To avoid any improper applicationor undue interpretation after fixing of the convention , every coastal state which has keen interests should trace its background of legal information from initial stage. Accordingly, the paper will contribute not only to realize how to draw a whole legal picture including specific articles on the convention fixable in the future but also to the national legislation with understanding full legal history of the convention.
