본 과업은 핵심적인 농촌자원이자 경관생태자원인 마을숲 및 주변의 시설을 활용하여 지역 및 마을의 경관생태적 복원 및 공동체성 회복을 위한 경관계획적 대안을 제시하는 것을 그 목적으로 하고 있다. 대상지는 장수군 장수읍에 위치한 노하숲으로, 현재 이곳을 포함한 장수읍 일원은 2017년부터 농촌중심지 활성화사업 선도지구사업이 활발히 진행 중에 있다. 계획의 비전 및 방향을 “사람과 숲이 어우러진 행복공감 커뮤니티 숲 조성”로 설정하였으며, 훼손되어온 노하숲의 생태적 가치를 보전하면서도 주민 활용성을 극대화할 수 있도록 계획하였다. 장수군 노인/장애인복지관, 행복나눔센터(계획) 등 주변시설의 앞마당 공간을 제공하여 휴게, 놀이, 여가 등 다양한 활동을 수행할 수 있도록 하며, 동선계획의 경우 무장애 순환형 동선을 구축하여 다양한 계층의 이용 편의성을 향상시키며, 동선계획으로 주 진출입부와 단절된 내부동선을 연결하였으며, 인접한 시설들과의 접근성을 향상시켰다. 기본 구상으로 첫째, UNESCO MAB의 기준에 따라 핵심구역은 생태숲으로, 완충구역은 정원숲을 그리고 협력(전이)구역은 피크닉숲으로 조성 및 유지·관리하고자 한다. 둘째 남동, 북서측에 진입마당을 설치하여 개방감을 확보하고 진입인지성과 편의성을 증진한다. 셋째, 나무놀이터, 그늘쉼터를 조성하여 아이들과 젊은 엄마들의 휴게, 놀이 및 정보공유의 공간으로 활용하도록 한다. 기본구상에 따른 주요 공간은 진입마당, 정원쉼터, 건강쉼터, 숲학습장 및 피크닉숲 등으로 구성하였다.
최근 4대강 살리기 사업으로 강변에 인접한 농촌마을의 관광개발이 활발히 진행되고 있다. 하지만 농촌마을 계획에 있어서 자연 ․ 생태 및 역사 ․ 문화에 대한 전문적인 고려 없이 현대적인 정비가 성행하고 있어 우수한 농촌 어메니티자원의 질을 저해하는 경우가 발생하고 있다. 농촌 어메니티 자원의 발굴 및 개발은 주민들의 삶의 질 향상과 농촌산업 경쟁력 강화를 위한 농촌관광 활성화 방안 마련의 기본단계로 수변 농촌마을 공간계획에서도 수변 마을의 환경적요인을 고려한 농촌 어메니티 자원의 활용방안에 대한 전략적인 접근방법이 필요하다.이에 따라 본 연구에서는 수변에 인접한 농촌마을을 대상으로 농촌 어메니티 자원의 활용성을 높이기 위한 공간계획대상지 선택 전략을 수립하였으며 선정된 대상지의 공간계획은 Porter의 지역클러스터 경쟁력 모형 전략을 바탕으로 수행되었다.공간계획 대상지는 영산강에 인접한 나주시 다시면 회진리로 선정되었으며 Poter의 지역클러스터 경쟁력 모형 분석결과 도출된 공간계획 방향인 ‘자연 및 역사 문화 감상을 위한 농촌관광 마을’을 바탕으로 수변공간, 자연 ․ 생태공간,역사 ․ 문화공간으로 구분하여 계획하였다. 각 공간은 농촌 어메니티 자원과 관련하여 나루터, 습지식물원, 천연문화염색관등 다양한 프로그램을 제공한다.이와 같은 농촌 수변 마을 공간계획을 위한 일련의 과정들을 통해 농촌 지역 개발을 활성화 시킬 뿐만 아니라,공간계획 시 농촌마을이 보유하고 있는 어메니티 자원을 적극적으로 활용하여 지속가능한 개발이 이루어질 수 있는가능성을 보여주고 있다.
본 계획은 충청남도 예산군 광시면에 소재한 대리, 시목리, 가덕리 등 전형적인 농촌마을을 대상지로 하여 수행하였다. 대상지를 중심으로 가치 있는 생태 ․ 문화적 자원이 존재하고, 다양한 사업이 추진됨에 따라 대상지가 보유한 입지의중요성 및 잠재력이 부각되고 있다. 따라서 본 계획은 이러한 다양한 기회요인을 토대로 황새와 함께 만드는 농촌생태마을이라는 비전을 제시하고 그에 부합되는 기본계획을 수립하였다. 계획내용으로는 황새복원센터의 배후지역에 대한 황새의서식환경조성을 위한 시목천 생태하천정비사업과 친환경농업 기반시설인 관정 및 농수로 정비, 친환경비료 생산시설,농산물 건조 및 저장시설의 설치와 방문객의 농촌체험 유도를 위한 체험센터 및 소규모가공시설 등이 있다. 본 계획을통해 대상지내 친환경이미지 제고, 지역경제활성화, 지역주민의 삶의 질 향상이 기대된다.
본 연구는 충남 예산군 오가면 오촌리(1,2리)를 대상으로 하는 옹기체험 농촌체험마을 계획에 관한 것이다. 한민족의 정서와 품성을 잘 나타내고 있는 우리의 고유한 민족문화 유산 중에서 대표적인 것으로 옹기를 꼽을 수 있을 것이다. 하지만 1970년대이후에는 플라스틱이나 스테인레스 등의 새로운 대체 용기가 개발․보급되는 한편, 급격히 주거 및 식생활 문화가 변화되면서점차 쇠락의 일로에 있는 형편이다. 대상지의 경우 현재 농촌의 낙후된 각종 시설과 노령화로 인해 마을의 인구가 점점감소하고 있어 마을주거환경개선 및 관광자원의 개발이 필요한 실정이다. 따라서 관광형태의 변화로 체험형 관광프로그램이늘고 있는 추세로 옹기를 주제로 한 체험 농촌마을을 계획하였다. 오촌리의 차별성 있는 농촌관광자원인 전통옹기를 이용하여테마형 농촌마을을 조성하고, 옹기를 이용한 참여형 프로그램을 개발하여 주민 소득증대에 기여하도록 계획하였다. 또한마을 주거환경 및 경관정비를 통하여 삶의 질이 높은 농촌마을로 계획을 하였다. 주요 계획내용으로는 에너지 자립형 농촌마을조성을 위하여 태양광을 도입하였으며, 축산분뇨 재처리시스템, 옹기체험센터, 도예 동호인 전원마을 등을 조성하여 특색 있는 테마마을로 계획하였다. 또한 마을 역사자원을 이용한 역사잇기 계획과 오촌리 유래찾기를 통하여 오촌리 마을의 전통성계승 및 홍보계획도 하였다. 이와 같은 오촌리가 옹기를 이용한 농촌체험마을 계획을 통해 주민들의 농외소득의 증대와정주환경개선, 관광농촌마을로서의 역할을 할 수 것이라 기대된다.
After it was reorganized as the rural center revitalization project recently, there is an opinion that the nature of the project was changed to solve long-time aspired projects of some districts unlike various projects according to the previous project purposes. Therefore, this study analyzes the current status of revitalization project plans and operation monitoring to make rural center villages, establishes plans that can be applied to the rural center village revitalization project and suggests the improvement plans for monitoring. With the necessity of connectivity with centrality analysis for long-term and sustainable growth of the rural center revitalization project, the analysis on the 8 districts' centrality analysis and the function of the master plan were compared and analyzed, but there is not enough interrelation. Regarding the consulting methods for weak districts to activate facility operation after the project is implemented, the field consulting performed by the collaboration of Gyeongsangnam-do government, Gyeongnam Rural Revitalization Support Center and Gyeongnam branch of Korea Rural Community Corporation shows 87.6% of satisfaction level, which indicates it is the most effective. Based on the above results, it is necessary to reinforce the methods on resident demand survey, dimension and the reflection process of the project when preliminary plans are established for effective implementation of the rural center village revitalization project. It is also necessary to revise relevant standards not to change preliminary plans excessively during the master plan establishment process, and to oblige preliminary investigation of experts. The joint monitoring and consulting systems of experts and local governments should be applied from the establishment stage of the master plan, so that it can be sustainable rural center village revitalization project.
Although some indicators for evaluating rural settlement conditions have been offered, these indicators could not reflect unique characteristics that rural has its own peculiarities. The rural area is identified with central districts functioned as service provision and hinterlands used its service. The aim of this study is to find a central district of rural villages and define range of its hinterlands using various physical characteristics of rural areas. Targeting areas are Yongsan and Hwanggan in Yeongdong-gun . The physical characteristics are represented by building density, number of shops among secondary and tertiary industries, official land price, and density of bus line. The rural central district is estimated by linear programming using defined the physical characteristics. Also its hinterlands used Huff model and social accessibility. The results of this study are as follows; (1) The physical characteristics in Hwanggan myeon is higher than Yongsan myeon because Hwanggan area has a large floating population for using Hwanggan station and ticket office; (2) The central district in Hwanggan has wider regional range than Yongsan. When central district estimate in rural areas, we suggest a grid diameter of Hexagon for controlling errors; (3) Considering accessibility, the life zone of 4 districts defined legally in Hwanggan use Yongsan and 2 legal districts in Hwanggan are possible to take advantage of Yongsan’s life zone; (4) The results of survey targeting boundary villages between Yongsan and Hwanggan, individual drivers use central districts both Yongsan and Hwanggan, however users by public transportation (especially bus) go more to Hwanggan because bus lines to Hwanggan have many routes than to Yongsan. Evaluating the rural settlement conditions by national unit through grasping central districts and its hinterlands, these results can use as base line data and the evidence for regional development projects.
The purpose of this study is to introduce the village project for conservation and improvement of rural tourism village. So, in this study, the current rural tourism village and storytelling planning are examined and the village project presented in village planning is also examined. And this study propose the storytelling implementation of the village project through the case study related with the Susanri in Jeju. The results are summarized as follows. Firstly, it is important that each village projects are storytelling for tourism resource and improve rural tourism village. Secondly, it is necessary to define story range, action planning, and management agency of village projects. Thirdly, it is desirable that the village projects should be carried out as reviving the local community. Comparing to the storytelling tourism plan, there are few rural tourism plans so far, so, it is difficult to applicate the system of the village project, but, continuous studies in this line can help the rural tourism plan to ensure practicality.
This study aims to assess Green-Tourism accessibility of Rural Experience Village and then prepare improvement methods. To do this study, we surveyed 25 operators of Rural Experience Village in Chungbuk. We used 21 issues in all for analysis and the following shows a summary of major results. Rural Experience Village has a generally hard time conducting facility maintenance. Countermeasures for maintenance are required to run smoothly. Since Rural Experience Village has difficulty attracting visitors to the village, countermeasures are needed to attract visitors through business promotion. The results of assessing Green- Tourism accessibility showed us that some villages are a lot more accessible than others. Therefore, it is necessary that there should be improvements of Green -Tourism accessibility by attracting visitors and increasing operating days so that Green-tourism accessibility can be enhanced. In spite of its high level of accessibility since Rural Experience Village belonging to Goesan has low profitability, it is especially imperative that we establish more positive project promotion to cover it.
This research was establishment of landscape formation plan to Yusang village region Yeongcheon city. Literature research, field research, surveys carried out for this purpose. In addition, by utilizing design code that appears in the common characteristics of the rural scenic views of the region in improving the quality of life of the local population and preserve the indigenous landscape as well as improve the quality of rural landscapes, management, capital town of the region to form Yeongcheon the center was established in the landscape plan form. The natural environment of the capital region for the landscape formation plan, Humanities and Social Environment, Landscape Resources Status, Social Consciousness, landscape map, landscape design, code identification and basic design and planning through the basic steps to derive design guidelines were applied to the landscape formation plan. Formation landscape plan for the regional launch of the regional landscape improvements, region entrance space and yusang reservoirs place, rest zone in the sacred tree and nurse trees around the plan, and repair the town hall. residents living village road maintenance to improve the environment, and develop a detailed plan, such as the lungs maintenance. The plan is likely to be able to contribute to improving the quality of life of the people and landscapes to improve regional, creating a guide for future business landscape is formed to have a significant advantage as a basis.
This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, (1) the problem of the current village development plan should be made based on the participation of local residents, and (2) this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be (3) the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents' capacity to create on-going villages, and expand local residents' participation opportunities in the entire process of rural planning through the application of the rural forum. (4) Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents' role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents' participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.
This study discusses developing historical trails and ecological trails in rural area. Since the leisure time and interests in environment and health have been increasing, the number of hikers who enjoy the beautiful landscape and regional culture through the exploration of natural regions has been growing. However, these various road haven't been related to the rural village in many cases, so it is necessary to make some alternatives for revitalizing the region and improving incomes of non farm. Therefore this study suggested the applications of rural trail plan that fits for a scale of the rural village and local characteristics. This research divided forms of the rural village road into type of the natural landscape resource (Gangreung Anbandegi Village) and that of the historical culture resource (Yongin Hakil Village) according to amenity resources of objective village. The plan for village road basically made by the best of valuable resources of village unit, connected existing 'Trail' of other departments to the village and suggested a case of plan applied to the field so as to emphasize characteristics of rural area. It should be possible to induce hikers to rural area and be suggested as a measure for improvement of village image, regional vitalization and incomes of non farm.
This study aims to analyze the affecting factors-construction of collaborative planning process and effect on Comprehensive Rural Village Development Project. To this end, targeting the 36 districts which were selected for 2004 Comprehensive Rural Village Development Project and completed their 2010 5-year projects, components of collaborative planning process and planning effect will be drawn and the affecting factors-construction of collaborative planning and effect on Comprehensive Rural Village Development Project will be analyzed below. According to the results of this study, the affecting factors of collaborative planning process of Comprehensive Rural Village Development Project on planning effect, The level of effect of individual component on endogenous variable appeared greatest mostly in the upper groups. In terms of the level of individual component effect, social learning process and interaction among participants affected greatest. The process of Comprehensive Rural Village Development Project is evaluated that it reflected collaborative planning theory of Healey enough. Therefore, in the course of Comprehensive Rural Village Development Project progress, collaborative planning model must pass social learning process and interaction among participants which are the most important components out of collaborative planning process as we saw in the upper groups. And in order to maximize the performance and results of Comprehensive Rural Village Development Project, the following sequential affecting factors model as Figure 7 must be suggested as optimal collaborative planning models of Comprehensive Rural Village Development Project. Based on the results of the study, the policy implication was drawn as follows. First, systematic supplementations in the form of a consultative body are required to perform Comprehensive Rural Village Development Project efficiently. Second, network needs to be built among different participants in Comprehensive Rural Village Development Project process. Third, systematic mechanism is required to improve social learning among different participants. Fourth, systematic rearrangement is required to guarantee the residents' realistic participation in the course of Comprehensive Rural Village Development Project process.
This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.
This is a study of a residential area for displaced villagers planned for residents of Gyodo Village who must evacuate their hometown because of flooding due to the Hantan River Dam Project. The study aims to construct a plan for a new residential area for the villagers focusing on reflecting the existing characteristics of their former village and on ensuring sustainability for the new village. Departing from previous practice of focusing on merely physical aspects when planning, the current study is significant in that it presents a new planning process and method for a sustainability-focused plan. While the study has many limitations such as objectivity in the process of deriving the sustainability indicators and the appropriateness of the indicator questions, it is hoped that future studies on sustainability will serve to make up for these limitations and problems.
The purpose of this study is to develop planning technique for low carbon rural village planning. planning techniques (169 cases : waterside Technique 87, inland Technique 82) were extracted through a various previous studies and literature. planning techniques of 43 cases for low carbon rural village have been developed by the importance validity evaluation for planning techniques using the Delphi Method. Developed techniques can be utilized to plan low carbon rural village for Sustainable Rural Development. In addition, these techniques will be able to contribute to recognition of the need about low carbon rural village and the development of national green strategy.
Based on the critical review of previous new village planning proposals in Saemangeum Farming Zone, this study tried to derive rational and realistic planning/design criteria for new villages firstly through home-and-abroad case studies analysis, interview works on farmers in two villages located in the existing reclaimed farming areas and influential zone analysis from neighborhood villages in old land. By applying these criteria(population structure, farming size, maximum distance between farmland and home, village site size, number of new villages planned) on Saemangeum Farming Zone, basic new village planning framework was proposed finally.
This study attempted to propose a space planning of rural villages having been connected by small-regions units as a plan of regional economic growth through cultivating native resources located in rural areas and then developing them. As research methods, this study carried out literature research and empirical study at the same time, and then was progressed to directions of deducing a basic plan by applying alternatives to actual object sites based on the results. Endogenous developments of areas through native resources' developments have been emphasized in Korea recently, and various policies and strategies are being appeared for making regional economic growth under these recognitions. However, rural village planning has directed to physical maintenances centering on functionality till now, and composed of facility repairs and experience projects of urban-rural interchanges mostly so as to solve living environments between cities and agricultural villages. Therefore, this study intended to pose discrimination with existing rural village planning, and set up a growth plan of rural villages by cultivating and developing tangible and intangible native resources having been kept in the rural villages and then commercializing them centering on indigenous native resources.
The Purpose of this study is to develop indicators for low carbon planning in rural village. We made two indicators for inland area and waterside area to consider regional disparities. To develop indicators, a draft of the indicators was estimated with collected research materials and 52 experts reviewed this draft three times with Modified Delphi Technique to check the validity and revise the draft. As a result, the inland indicators were settled with 4 domains 8 items 20 indicators and the waterside indicators were 4 domains 8 items 22 indicators. The final indicators will be used to realize low carbon rural village planning in future which the government is pushing forward with construction of six-hundred low carbon green village.
This study analyzed the budget investment plans for the unit-project items(UPI) of 176 project districts for the rural village comprehensive development projects (RVCDP). This study classified the master plan reports of 176 project districts into 88 unit project items in aspect of project management, in order to analyze characteristics of distribution of budget in each project item. Most of all unit project items have similar types of uniform distribution with plus skewness in frequency pattern analysis except the total budget of the project district. This study analyzed the characteristics of budget distribution per province, year, and geographical types of region. Furthermore this paper also analyzed ratio of budget in unit project items to find out distribution pattern of each budget between project items over time. The hierarchical system for UPI of RVCDP consisted of three steps, which are 4 items of the first step on Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture- health-welfare Facility, and Eco-environment & Landscape facility (ELF), 13 items for the second one, and 52 items for the third project items. From the results of the budget investment analysis for 5 years from 2004 to 2008, the budget investment ratios of RURC and ELF have steady state for every year, while GIF in decreasing and ELF in increasing over time. The ratios of UPI on infrastructure were decreased, whereas those on culture, health, and welfare were increased. Portion of tow project items among 52 items, which are community centers for village residents and rural experimental study facility, has 30% of total budget investment. Futhermore, the budget ratios of seven project items showed 50% of total budget. Average value of project budgets for five years was optimized as a type of exponential function in the case of decent array for ranking order.
This study has intended to devise a comprehensive rural planning, driven by residents based on ecological rural amenity paradigm for Busu area, Boeun-gun, South Korea. To reach the goal, this study has performed the following processes. First, we have analyzed the elements of threat, opportunity, weakness, and strength in both inside and outside village through 'SWOT analysis. Second, through strategic analysis and consultation, we have proposed developmental directions of Busu area. Third, based on an ecological rural amenity planning system composed of ecological economy system, ecological environment system, ecological history-culture system, ecological image system, and ecological society system, we have suggested research projects of each system Fourth, we selected projects through a general meeting with all stakeholders. Fifth, the selected projects were applied to Busu area by village residents and experts. Finally, the projects, which were appraised and revised by experts, residents, and governmental officers, were composed of ecological scenic agriculture center, resident's site for city dweller, energy independent village, eco-road, eco-pond, ecological park and parking lot, restoration of traditional culture, zone of ecological scenic agriculture, eco-tunnel, eco-fence, landmark, corporate identity, community center, forum and seminar, and education for residents' empowerment.
