The objective of this study was to conduct research and analysis using Group Focus Interview to survey the between construction site workers and managers implementing for the Severe Accident Punishment Act. Focused on measures to improve safety management effectiveness for the effectiveness of establishing a safety management system. A plan to improve the efficient safety management system was presented to 50 construction industrial managers and workers. In order to ensure the industrial accident prevention policies appropriately, it is necessary to be aware of safety obligations for workers as well as business operators. In addition, despite the existence of a commentary on the Serious Accident Punishment Act, confusion in the field still persists, so in the event of a major accidents, the obligation to take safety and health education is strengthened, and effective case education is proposed by teaching actual accident cases suitable for actual working sites. It is necessary to make all training mandatory, and it is necessary to reconsider awareness through writing a daily safety log, awareness of risk factors, etc., and writing down risk information. Above all, at the construction ordering stage, it is necessary to keep the construction safety, request corrections and supplements for problems issues that arise, and consult between the orderer and the construction company about the problems issues. Rather than having only the construction company correct or supplement the safety management plan, the contents should be shared with supervisors and workers to establish a more practical solution. Results of this study will contribute to improving the effectiveness of the serious accident and construction safety management system.
Construction industry is considered as one of the most high-risk industries for work-related injuries and fatalities, accounting for more than half of fatalities in Korea. Advanced countries have recognized the critical role of designers in preventing construction accidents and have established regulations on design for safety. In line with this, the Korean government have also implemented regulations that require owners and designers to review the safety of design outcomes. However, it has been observed that designers face challenges in identifying hazards and integrating design solutions at the design stage mainly due to their shortage of required knowledge and skills. This study aimed to examine design solutions that can be applied to prevent fall accidents in the construction industry, and to establish a relationship between these solutions and fatal fall accidents occurred over the past three years in Korea. This study also analyzed the relationships of four variables (construction type, cost, work type, and fall location) with design solutions. The results indicated that all four variables have significant relationships with design solutions, with fall location showing the strongest relationship. The design solutions and their relationships with fatal fall accidents identified in this study can be utilized in identifying hazard and integrating design solutions to ensure design for safety.
This study examined the certification effects of safety and health management system (SHMS) on the establishment level of SHMS and accident statistics in construction industry. This study obtained the establishment level of SHMS for 106 construction companies surveyed from our previous study. In addition, three major accident statistics (mortality rate, accidental mortality rate, and injury rate) for the companies were collected from the database in Korean Occupational Safety and Health Agency. The statistical analysis results revealed that the establishment level for SHMS certified companies was significantly higher than those for uncertified or certification preparing companies. Furthermore, SHMS certified companies showed significantly smaller accident statistics compared to uncertified or certification preparing companies. The results of this study support the positive effects of SHMS on reducing major industrial accidents in construction companies.
The Act on the Punishment of Serious Accidents to Prevent Large-scale Disasters, including Ferry Sewol and Taean Thermal Power Plant, passed the National Assembly on January 8, 2021, and has been in effect since January 27, 2022. However, the law, in which the representative of the headquarters is unlimitedly responsible for each worker's accident, is somewhat unreasonable at a time when a company owns dozens to hundreds of construction sites due to the nature of the construction industry. I agree with the purpose of enacting the law to reduce chronic serious accidents at construction sites, but it is necessary to carefully reconsider the implementation of the law in that punishment alone cannot achieve industrial safety. Previous studies focused on revising the Occupational Safety and Health Act, but there are few studies on the impact on the construction industry after the implementation of the Serious Accident Act. Therefore, this study attempts to derive problems related to the application of the Serious Accident Act and present improvement measures. To this end, after analyzing previous studies, SWOT analysis was performed by applying the Delphi method to derive strengths, weaknesses, opportunities, and threats. In addition, the results of two surveys of safety experts such as public institutions, academia, and companies were reflected, and its countermeasures were presented as follows. S/O strategy: establishing on-site execution capabilities of health and safety management system; W/O strategy: expanding legal and system execution checks; S/T strategy: establishing a risk response system; W/T strategy: expanding consulting by external specialized institutions
정부와 안전보건공단에서는 건설현장의 안전사고를 줄이기 위하여 감독․점검, 기술지도, 재정지원 등의 산업재해예방 활동을 지속적으로 수행하여 왔다. 하지만, 전체 산업의 사고사망만인율과 재해율이 전반적으로 감소 추세에 있는 반면에, 건설업의 사고사망만인율 및 재해율은 2014년 이후 오히려 증가 추세에 있다. 특히, 2016년 재해통계를 기준으로 전체 건설업 재해자의 약 70%가 공사금액 20억 미만의 소규모 건설현장에서 발생하였다. 이러한 소규모 건설현장의 재해를 줄이기 위해서는 현재의 산업안전보건법 상의 소규모 건설현장 산업안전보건관리체제와 고용노동부 및 안전보건공단에서 수행하고 있는 소규모 건설현장재해예방 사업에 대한 실효성을 파악하고 개선할 필요가 있다. 현 산업안전보건관리체제에서는 건축공사 기준으로 120억 이상인 공사인 경우 안전관리자를 의무 선임하도록 되어 있으며 3억에서 120억 미만 공사의 경우 재해예방지도기관의 기술지도를 받도록 되어 있다. 또한, 안전보건공단에서는 민간위탁기관을 지정하여 3억 미만 건설공사의 안전관리를 지원하고 있으며, 클린사업장 조성지원사업을 통해 20억 미만 소규모 건설현장의 추락재해예방을 위해 시스템 비계, 사다리형 작업발판 및 안전방망 등의 설치 비용을 지원하고 있다. 본 연구에서는 공사금액별 재해통계 및 안전관리자 선임관련 제도를 분석하여 안전관리자 선임 대상을 현행 건축공사 120억 이상인 공사에서 단계적으로 50억까지 확대할 것을 제안한다. 설문조사와 전문가 의견을 수렴하여 재해예방지도기관의 기술지도 영역을 조정하고 실효성을 강화하기 위한 방안을 수립하고, 클린사업장 조성지원사업의 사업 확대 요구 및 개선사항을 도출한다.
Many industrial accidents have occurred continuously in the manufacturing industries, construction industries, and service industries of Korea. Fatal accidents have occurred most frequently in the construction industries of Korea. Especially, the trend analysis of the accident rate and fatal accident rate is very important in order to prevent industrial accidents in the construction industries systematically. This paper considers forecasting of the accident rate and fatal accident rate with static and dynamic time series analysis methods in the construction industries. Therefore, this paper describes the optimal accident rate and fatal accident rate by minimization of the sum of square errors (SSE) among regression analysis method (RAM), exponential smoothing method (ESM), double exponential smoothing method (DESM), auto-regressive integrated moving average (ARIMA) model, proposed analytic function model (PAFM), and kalman filtering model (KFM) with existing accident data in construction industries. In this paper, microsoft foundation class (MFC) soft of Visual Studio 2008 was used to predict the accident rate and fatal accident rate. Zero Accident Program developed in this paper is defined as the predicted accident rate and fatal accident rate, the zero accident target time, and the zero accident time based on the achievement probability calculated rationally and practically. The minimum value for minimizing SSE in the construction industries was found in 0.1666 and 1.4579 in the accident rate and fatal accident rate, respectively. Accordingly, RAM and ARIMA model are ideally applied in the accident rate and fatal accident rate, respectively. Finally, the trend analysis of this paper provides decisive information in order to prevent industrial accidents in construction industries very systematically.
The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.
Due to increased demand for remodeling and repair in construction market in recent year, the usage of horse scaffold is increasing in the indoor finish works. Injuries related horse scaffold are mainly caused by poor installation or of careless handling of scaffold. Approximately 300 workers are injuried at construction site every year, it is accounting for about 1.5% of the total construction sector and has increased on a year-to-year trends. But the main contents between national standards and speccifications related to the manufacture and usage of horse scaffolds are mutually inconsistent, In particular, the rules on occupational safety and health standards are the basis for the prevention of industrial injuries, there is no explicit application being made to the horse scaffold commonly used on construction sites. The purpose of this study was to analye the manufacture and usage situations in order to reduce construction injuries that occur at the horse scaffolds. It will be utilized the results of the analysis as the basis data for unifying the major domestic standards and specifications associated with the manufacture and usage of horse scaffold.
This study of small & Medium-Sized construction sites construction disaster prevention technology conduction-site visits from the map results report by the inspector on-site advice and technical guidance for the analysis of deficiencies and potential construction of disaster revealed the potential factors causing an accident as follows. As a results, Should not be a once a month visits. Therefore should be changed at least twice a month to help prevent accidents of this system is to be judged.

The Purpose of this study is to compare occupational accident rate of unionized and non-unionized company and to investigate influences of labor relations on occupational accident rate in Korean manufacturing and construction Industry. Data in 2011 Occupational safety and Health Trend Survey were analyzed for this study. Results show that the occupational accident rate was lower in unionized company than non-unionized company. And amicable labor relationship reduces the occupational accident rate. The policy should be needed to support labor union and improve labor relationship to prevent industrial accidents.
During five years (Year 2009~2013), Total victims of 72 %( 81,560 people) and those 50.6 %( 1,258 people) of death accident occurs in small scale construction site which operate 2 million USD less construction budget. Especially, falling death accident account for 785 people, in the share of 33.2 %( 261 people) death disaster takes due to defect of original cause materials. The major safety issues in small scale work place take place while scaffold installation, disassembling, work-plate improper installation or non-professional skills of workers. Furthermore, labor subcontract systems make small construction site shortage of resources. Those workers regard work-plate as unnecessary and consumables supplies. Because of that most of workers use unsafe workplace in most construction site. Therefore, in order to prevent falling accident occurring in small scale work site, government should organize related regulations such as “Work site safety construction method” and then expands education support, financial aid, and sourcing safety supplies for work plate which offer broad variety experiences. Also, introduce certificate solutions for various work plates to improve safety function such as anchoring type method and anti sliding function.
The disaster and safety accidents in any construction site occur inevitably. Since the on-site disaster and accident occurrence became one of major concerning factors in construction site, architects & building executers have been flooded with safety management advices. The purpose of this paper is to survey and analyze the effect of the application of Safety Patrol Management System(SPMS) upon the reduction of disaster & accident occurrences in construction site. In order to estimate and reduce the disaster and accident ratio in construction site, various surveyed data has been analysed. It will establish the suitable design standards and suggest the basic database for estimating disaster and accident ratio.

In this study, the Industrial accidents and cause of the crash analysis in G Construction company is performed by empirical research. And we have been studied the empirical research to setting up of the allowable limit for Carabiner.
The occupational safety and health expenses in construction since 1988 has contributed significantly to the reduction of injury occurrence rate. But accounted basis and criteria used of the occupational safety and health expenses have been pointed out so many issues. The purpose of this study, perform analysis of the effectiveness of the occupational safety and health expenses through the reviewing of several issues about the current system and analysis of existing statistical data. Based on the result of the research, it is concluded that the contribution survey of the occupational safety and health expenses on the safety accident prevention program qualitatively evaluated as an average of 4.39(standard deviatin 0.652) on the five point scale based was very positive.
