The study seeks to cooperate with the investigation of a fire investigation based on public-private partnership. Fire protection systems provide a wide variety of viewpoints from the perspectives of design, construction, management, maintenance, maintenance and maintenance systems at a particular point in time, construction, management, and maintenance systems. What is controversial is that there are illegal activities such as illegal activities of the Patent Office, misconduct of construction work and unreasonable construction of construction works.As a theoretical framework, the present study identified the four key elements of a successful disaster response system : responsiveness, control, professionalism, and bias.

Currently, the number of a shopping center building is increasing because most people want to go a shopping center building easily for buying many things and eating some foods. That are a normal trend these days. However, the increasing number of shopping center buildings has been increasing the number of shopping center building fires which also have been making social problems. Therefore, this study was conducted for the fire department connection among other fire facilities because it is important for fire suppression. The research subject is on the fire department connections that are on 70 shopping center buildings of more than 5 years old constructed. Survey and analysis were conducted for 70 fire department connections. The result of this study is that all installed fire department connections have a type that includes one or two holes each at 65mm wide, and the average distance between fire department connections and access roads is 4.85m. The total average percentage of insufficiency conditions such as drive ways for fire trucks, visibility, accessibility, pressure range sign, installed height, cover of the hole, etc. is 45.3%. So improvement of law and systems, that are fire facility construction and maintenance implementations, will be needed in my opinion.

Korean Volunteer Fire Departments are the representative disaster-related civilian organizations which are based on "Firefighting Framework Act Article 37"and ordinance for complementing the lack of fire-fighting personnel and volunteer and they play a part as community safety keepers. They are operated by the National funding, but cannot be defined as the organization in governmental sources completely or pure volunteer organization in terms of its founding purpose and activities. In these special characteristics, some Volunteer Fire Departments play an important role in Civilian Volunteer Disaster Prevention by being managed effectively, but the others do not. There can be many cause-analyses about this difference. They aren't profit-making organizations and are groups which have no compulsion. So it is important that who the leader is, and what type of leadership he has. By solving this bias by considering these characteristics, in this study we make them perform the center role of community safety network through analyzing the existing status and problems of volunteer fire department education and customized training program reengineering to meet class-specific and regional level.

Because recently(July 14, 2011) fire occurred in the engine room of a moving taxi under Namsan Tunnel 1, 51 vehicles' driver and more than 250 passengers in the road tunnel were urgently evacuated with abandoned vehicles. Vehicle fires in Namsan Tunnel that day, Sufferers struggled to escape quickly difficult to escape the two-way by abandoned vehicles on the road and to fear many casualties by using vehicle fuel and combustible interior and the driver who is ignorant of vehicle accident continuous entered in the road tunnel had accessibility the site of fire department was more difficult. In this study, It is to investigate structure and basic materials, such as fire extinguish equipment and facilities for damage prevention and to analyze the problems and to plan improvement method of fire extinguish equipment, facilities for damage prevention and transportation facilities(Large traffic signs, Breaker, etc.) on the Namsan Tunnel that in the long-term plan is prepared to strengthen for accessibility of the site of fire department in case of Vehicle's fire.

현대사회의 급속한 발전에 따라 재난의 양상도 변화하였다. 과거에는 재난이 한 가정이나 한 마을의 문제였지만 현대에는 대형건물붕괴나 원자력발전소 파괴 등에 의해 재난 자체가 한 도시는 물론 한 나라의 문제가 되기도 한다. 2011년 서울시 우면산 산사태 등에서 보면 재난의 대처에 소방공무원 뿐만 아니라 관련 유관 기관을 비롯해 여러 봉사단체에서도 힘을 보태 주었다. 그 중에서도 전문 재난대응 봉사단체인 의용소방대도 있었다. 의용소방대는 이름만 달리하였을 뿐 과거부터 존재하며 각종 재난의 예방과 복구를 위해 관설소방과 함께 해왔다. 현재는 관설소방의 확대로 인해 그 위상이 줄었다고 하지만 여전히 대형 재난현장에서 대응과 복구를 통해 피해감소를 위해 노력하고 있다. 정규 소방공무원의 두 배가 넘는 조직을 보유하고 있는 의용소방대를 잘 활용하면 점점 대처가 어려워져만 가는 재난에 효율적으로 대응할 수 있을 것이다. 이를 위해서는 현재의 의용소방대를 보다 발전시켜야 하기에 우선 의용소방대의 일반적인 사항, 정의, 조직체계, 역할, 특성, 운영에 관해서 먼저 살펴본 다음 우리나라와 외국의 의용소방대 역사를 통해서 그 정신을 다시 한 번 조명하고 앞으로 나아갈 방향을 모색하고자 한다.
