        우리나라에 등록 된 선박은 2019년 기준 전체 97,623척이다. 그 중 어선이 차지하는 비율은 약 67 %로 65,835척이 등록되어 있 다. 어선의 비율만큼이나 해양사고의 빈도수도 높다. 2020년 기준 전체 사고 3,535건 중 2,331건이 어선에서 발생했다. 즉 국내어선의 안전 성 향상을 위한 여러 제도적 마련이 필요한 실정이다. 본 연구에서는 어선의 안전향상을 위한 다양한 부분 중에서 어선과 관련된 국내외 조종성능에 대한 국내외 평가 규정을 살펴보았다. 또한 상선에 비하여 설계 기준이 명확히 정립되지 않은 어선의 타면적 설계 현황을 살 펴보기 위하여 국내 조업 중인 153척의 어선 타면적 비율를 조사하였다. 그 결과 대다수의 어선이 국제적 기준에 미달하여 타면적을 설계 하고 있음을 통계적으로 확인하였다. 향후 이러한 분석 결과는 국내 어선의 조종성능 향상을 위한 타면적 설계 기준마련을 위한 기초 자 료로 활용하고자 한다.

        The maximum sustained yield ( ) of shellfish caught through dredge fishery was 7,250 to 7,490 MT from 1990 to 1999, which was not affected by the construction of the Saemangeum Dike. The MSY from 2000 to 2016, under the influence of the dike, was 1,716 to 1,776 MT when the total annual fish catch was 1,000 MT or more, and 289 to 336 MT when it was less than 1,000 MT. The construction of the Saemangeum Dike led to a decrease in the catch volume of the offshore dredge fishery in Jeollabuk-do, to 4.2 to 23.7% of that before its construction. The allowable biological catch () was estimated to be 313 to 1,532 MT per year, which was about 72.3 to 94.3% less than before the construction of Saemangeum Dike. Currently, the dredge fishery in Jeollabuk-do relies on comb pen shells. For fishery management, the catch per vessel should be set at 51.0 MT/year or less, and the number of fishing vessels should be reduced to 22 as quickly as possible. Besides, in the long term, the number of current fishing vessels should be reduced to less than half in consideration of the comb pen shell collecting period in Jeollabuk-do.

        (구)「개항질서법」1)상의 “잡종선”이란 용어는 2011년 6월에 동 법률이 개정 되면서 “우선피항선”으로 명칭이 바뀌었고 용어의 정의도 달라졌다. 특히 “주로 개항의 항계 안에서 운항하는 선박으로서”라는 문구가 처음 삽입되어 많은 논란이 발생되게 되었다. 이후 해양안전심판원에서는 때로는 이전의 ‘잡종선’의 개념으로 우선피항선 해당여부를 판단하는 경우가 있었으며, 특히 총톤수 20톤 미만 어선의 우선피항선 해당여부에 대하여 논란이 있었다. 그러나 최근 해양 안전심판원은 이를 다시 판단하여 해당 어선이 우선피항선의 요건인 총톤수 20 톤 미만의 선박에 해당되더라도 무역항 내에서 주로 운항하는 선박이 아니면 우선피항선에 해당되지 않는다고 판단하였다. 그러나 그러한 판단이 타당하다 면 개정 이전 법률이 복잡한 무역항의 항계 안에서 선박운항의 안전 및 질서 유지를 위하여 상대적으로 조종성능이 우수한 20톤 미만의 선박을 모두 우선피 항선(잡종선)으로 규정한 원칙과 어긋나며, 이로 인하여 복잡한 무역항의 항계 내 해상교통질서가 위협받을 수 있게 된다. 그러므로 국가적으로 중요한 기능을 담당하고 있는 무역항의 해상질서 유 지와 안전을 위하여 관련 규정을 개정하는 것이 필요하다. 이상의 사항을 고려하면 「선박입출항법」제2조제2호의 본문에서 “주로 무 역항의 수상구역에서 운항하는 선박으로서”란 구절을 삭제하면 이 조항의 개 정수요를 해결하게 된다.

        As a series of research plan, this study is to provide basic data necessary for the development of fishing industry which will contribute in establishing sound fishing culture in Jeju island through systematic management of fishing, protection of fishery resources and establishment of safety measures for fishermen in accordance with ‘Fishing Management and Support Act’. To attain the proposed objective, this study conducted literature review and surveys on restriction standards of harmful substances generated from fishing equipment and baits, examined the current status of fishing management in popular fishing sites of other cities, and then reviewed and analyzed the fishing management and fishing–restriction zones in Jeju island. The survey on the opinions on the restriction criteria of fishing methods, tools and period, including the acceptable standards for harmful substances showed that general fishermen preferred ‘alleviating the measure (44.8%)’ to ‘aggravating the measure (23.0%)’. Meanwhile, maritime police showed dominant opinion toward ‘aggravating the restriction (52.2%)’ over ‘alleviating the measure (4.3%)’. Furthermore, fishing–related enterprise is favored ‘aggravating the restriction (32.6%)’ over ‘alleviating the measure (27.9%)’. In the survey on the tolerance of fishing baits including criterion for content of certain substance in different types of bait, it showed 57.5% of general fishermen preferred alleviating restriction criteria while 20.7% of them favored tougher restriction. Whereas, 33.3% of maritime police group insisted such fishing baits should be more restricted while 16.7% answered it should be alleviated. 35.9% of fishing–related enterprise was in favor of alleviation while 14.3% preferred aggravation. Upon investigation on the status of fishing management in other cities and towns, it turned out that most of them had safety and convenience facilities, installed warning and guide signs in fishing sites, and set no fishing zones. The review of fishing management and restricted area showed that 10 sites required access restriction and 2 of 10 sites were considered to be partially restricted for weather and season. 82 fishing sites were regarded as unnecessary to be restricted and installation of safety facility and guide signs is necessary for the safety of fishermen.

        According to the statistics of the last five years, fishing vessel accidents accounted for about 80% of collisions of all ships and has led to many casualties. To prevent collision accidents, it is important to assess the collision risk potential related to the sailing characteristics of fishing vessels. The authors represented the traffic patterns of vessels that sail around Wando waters based on Automatic Identification System (AIS) and Radio Detecting and Ranging (RADAR) data. The authors analyzed the statistical near miss data between fishing vessels and non-fishing vessels in the Wando Vessel Traffic Services (VTS) area and assessed the risk of ship collisions. From this research, the authors identified waters with a high risk of ship collisions. The analyzed results can be used as basic data to develop collision prevention strategies which aides the decision making and efficient operation of VTS officers (VTSO.)

        This study is one of the research series for providing basic data that would contribute to the development of the field of fishing industry through the systematic fishing management, protection of fishery resources and healthy fishing culture with safety measures for fishermen in Jeju island according to the implementation of 「Fishing Management and Support Act」. As a result of analyzing the related acts, the contents of this study are related with provisions of 「Fishing management and Support Act」 on acts on fishing management, fish bait management, support for fishing and fishing related industries and with provisions of 「Act of the preservation and management of desert island」on the preservation, use and development of desert island (use and development in a desert island, behavior in usable desert island). As a result of the survey, the rocks on the seashore showed the highest popularity with 52.6% for fishermen and the seawall was the highest with 47.1% for Maritime police as their fishing place in the fishing related activity data. And as the survey result about the awareness of 「Fishing management and Support Act」, 65.2% of general fishermen, 36.0% of maritime police and 70.5% of fishing related agencies answered that they knew the act. It was also surveyed whether they consider its contribution to fishing related industry development and positive result was shown by general fishermen and maritime police with 46.8%, 48.0% respectively whereas fishing-related enterprises showed negative answer with 47.7%. In the survey of fishing related regulation standard, general fishermen, maritime police and fishing related agencies all showed different opinions regarding the regulation standard. It is recommended that regulation standard needs to be set up after detailed review.

        Experimental fishing was carried out to compare and analyze catch characteristics of shrimp beam trawl in a fishing area and a non-fishing area during the period of fishing season and off-fishing season in the coastal waters of Geoje. A commercial fishing boat (4.99 tons) was used for the test fishing. The amount of total catches were 14,654g in the fishing area and 12,359g in the non-fishing area, shrimp catches of non-fishing area were much greater than that of the fishing area during the period of off-fishing season (June and August). However, total catches were 27,670g in the fishing area and 33,004g in the non-fishing area, shrimp catches of fishing area were bigger than that of non-fishing area during the period of fishing season (October and December). On the results of the study, catches characteristics between fishing area and non-fishing area showed the reversed results for the period of fishing season and off-fishing season.

        The properties of sediment collected from seabed surface to 6cm depth on the four positions were analyzed to investigate turbulence of marine sediments by shrimp beam trawl. Types of sediments in the investigation area were (g)mS (slightly gravely muddy sand) and gmS (gravely muddy sand) showing high sand content, and (g)sM (slightly gravely sandy mud), gsM (gravely sandy mud) as well. It is estimated that position is more crucial factor than seasonal difference for the granularity variation of sediment in each investigation area. Finding the positional characteristics of sediment granularity was difficult before removing shells and organic matter. However, the average granularity is getting larger by going out from inland sea to open sea once those were removed. The granularity of marine sediment got narrow after processing in the fishing area for shrimp beam trawl but there was no big difference for granularity size before and after processing in the non-fishing area. This might be attributed to crushed shell particles going up and down again on the surface in the fishing area. To demonstrate the hypothesis mentioned above, the sediments driven by shrimp beam trawl need to be collected and analyzed.

        It has been considered that fishing areas for shrimp beam trawl have been in ruin because Korean local governments have permitted trawling into the areas limited by the fisheries local regulations from 1994. Physical and biological effects of the trawling were investigated in the study. Physical effects were investigated by optical methods such as trawling tracking by side scan sonar and comparing the gear both before and after trawling. Biological aspects were investigated by grab sampling of benthic animals, concentration of trace metals in sediment and a flux evaluation of NH4+, PO4-, and SiO2 by coring. The fishing activity had physical impacts on the seabed but these recovered naturally in less than fourty days naturally, which increased the benthic biodiversity, increases the trace metal concentration of and nutrient flux into the seawater, especially phosphate and silicate. This method and these results can help in further studies looking for disturbances by fishing.

        본 논문은 수산자원보호구역의 효과적이고 합리적인 관리방향에 대한 정책수립 지원라 체계적인 어장환경실태조사 시스템 구축을 위한 사전 진단적 연구접근으로서 수산자원보호구역에서 계절별로 장기적으로 모니터링된 국가해양환경측정망 등의 자료를 이용해서 어장환경의 실태와 변화를 분석하고 평가하였다. 어장환경은 오염이 진행되었거나 진행 중인 것으로 진단되었는데, 각 영역별로 수질과 저질 오염특성이 다소 다르게 나타나서 오염원과 이용실태 및 지형적 특성 등 제반 환경요소를 고려한 맞춤형 수질관리방안 수립이 요구되었다. 또한, 보호구역의 지정면적은 점차적으로 변화되어 왔는데, 2003년도와 처음 시정시의 면적을 비교해 볼 때, 총 면적변화는 -22.9~2.4% 범위로 완도 도암만은 약 2.4% 정도 미미한 증가를 보였지만, 전체 구역은 평균 약 6.4%가 감소하였고, 한산만이 가장 큰 비율로 감소하였다. 전체 면적 중 육역이 약 6.1%, 해역이 약 6.6%가 감소되었지만, 2008년 시 군별로 고시된 상황을 종합적으로 고려하면 지정면적의 감소는 대부분 육역인 것으로 사료 되었다. 보호구역의 환경을 양호하게 유지하고 효과적인 관리정책을 수립하기 위해서는 실효적인 수질관리방안 뿐만 아니라 개발 및 이용실태 파악을 위한 조사와 데이터(정보)관리가 체계적으로 이루어지고 해역별로 종합 관리할 필요가 있을 것이다. 아울러 각종 관련 법률을 정비 보완해서 조사, 평가, 협의 등 관리방향과 관련된 요소를 일관성있고 체계적으로 정립할 필요가 있다고 판단된다.

        This experimental study was carried out to obtain the base data for saving the man power in the fishing operation of largehead hairtail hand line by using the continuous type hand line system with a rotary device which could make a main line move automatically. In order to solve the twists and entangling on the main line happened during operating test, the resistance board was suspended at the end of the main line at sea. As the result, there were no problems of tangling and so on due to up and down moving of a main line. According to the control of a fixed angle of guide roller, it was possible to prevent the main line to be separated from a side roller and a guide roller. In addition, PVC tube between a guide roller and a side roller enabled a main line to be moved smoothly without any entanglement.

        In order to efficiently manage the coastal and offshore fishing ground, the applicability of real-time monitering was also investigated through a wide-area network of automatic identification system(AIS). The experiment of efficiently managing coastal and offshore fishing ground with a wide-area network of AIS required, on the headquarter's screen, a synthetic display of vessel information transmitted from three different distant stations. This experiment tested the applicability of real-time monitoring with the shown display. The maximum range of detection of the first station in Busan was 24 nautical miles while those of the second and third stations in Yeosu and Jeju were 26 and 52 nautical miles, respectively.
