        The decommissioning of domestic Nuclear Power Plants (NPPs) in Korea is expected to begin with the Kori-1, which was permanently shutdown in 2017. In addition, Wolsong-1 has been also permanently shutdown, and another type will be the decommissioning project following Kori-1. KHNP is promoting operation and decommissioning projects as the owner of NPPs, and the Central Research Institute (CRI) has been developing a Final Decommissioning Plan (FDP) for the decommissioning license document. The FDP consists of 11 major chapters in the order of overview of the project, characteristic evaluation, safety assessment, radiation protection, decontamination & dismantlement activities, waste management, etc. The contents described in each chapter are individual chapters, but there are also parts that consider the connection with other chapters. The CRI, which develops the FDP for the first decommissioning project in Korea, has spent a lot of time and effort considering this and has been proceeding through trial and error until the present stage. Therefore, this study aims to explain the current status of FDP, a license document for domestic decommissioning projects, and the link between major input data in major chapters. It can be said that System, Structure, and Components (SSCs) subject to dismantling are considered as the scope of FDP. Chapters that perform estimations on these dismantling targets may include safety assessments, exposure dose assessments for workers and residents, and waste inventory assessments. Therefore, an important part of performing the estimation works is to consider the entire scope of decommissioning activities, and as a way, it can start from data based on the inventory data. After generating the inventory data, the waste treatment classification for the inventory is designated by reflecting the results of the characterization. In addition, for cost estimation, the cost of decommissioning project is predicted by inputting some data (i.e., UCF) such as work process, number of workers, and time required for each item with data reflected in quantity and characterization. After that, based on these inventory, characterization, and UCF data, accident scenarios and industrial safety evaluation are performed for the safety assessment. The worker exposure dose is estimated by considering the dose rate of the workspace with these data. In the case of the amount of waste, the final amount of waste is estimated by considering the factors of reduction and decontamination. In summary, the main estimation contents of FDP are evaluated by adding elements required for the purpose of each chapter from data combined with inventory, characterization, and UCF, so the contents of these chapters are based on the logic of considering the entire scope of decommissioning in common.

        Currently, the development of evaluation technology for vibration and shock loads transmitted to spent nuclear fuel and structural integrity of spent nuclear fuel under normal conditions of transport is progressing in Korea by the present authors. Road transportation tests using surrogate spent nuclear fuel were performed in September, 2020 using a test model of KORAD-21 transportation cask and sea transportation tests were conducted from September 30 to October 4, 2021. Finally, the shake table tests and rolling test were conducted from October 31 to November 2, 2022. The shake table test was performed with the input load produced conservatively from the data obtained from the road and sea transportation tests. The test input was produced based on the power spectral densities and shock response spectrums from the transportation tests. In addition to the test inputs from the road and sea tests, sine sweep input and half sine input were used to verify the vibration characteristics of assemblies under boundary conditions during normal conditions of transport. Because the input load of the shake table test was produced conservatively, a slightly larger strain than the strain value measured in road and sea transportation tests was measured from the shake table tests. In the case of the sea test, it is considered that the process of enveloping the data in the 20 to 80 Hz range generated by the engine propeller system was performed excessively conservatively. As a result of analyzing the test results for the difference in boundary conditions, it was confirmed that the test conditions of loading the basket generated a relatively large strain compared to the conditions of loading the disk assembly for the same input load. Therefore, it is concluded that a transportation cask having a structure in which a basket and a disk are separated, such as KORAD-21, is more advantageous in terms of vibration shock load characteristics under normal conditions of transport than a transportation cask having an integral internal structure in which a basket and a disk are a single unit. However, this effect will be insignificant because the load itself transmitted to the disk assembly is very small.

        The purpose of this study is to detect future signals and changes in nuclear-related research to apply safeguards by design to new nuclear facilities or to determine nuclear fuel cycle-related research and development (R&D) activities. First, a total of 2,029 scientific articles published between 2015 and 2022 in the journal of “Nuclear Engineering and Technology” by the Korean Nuclear Society were collected. The authors of the scientific article used their expertise and knowledge to select keywords that can properly represent the article. Therefore, in this study, the keywords of each scientific article were analyzed using the technique of text mining. We then calculated the “word frequency” and “term frequency-inverse document (TF-IDF)” values of the keywords. Consequently, significant words such as “reactor,” “nuclear,” and “fuel” were extracted, which were represented as word clouds. Furthermore, keywords extracted through text mining were quantitatively classified into weak or strong signals using a keyword emergence map (KEM). The KEM is a tool that can explore future signals because essential keywords have a high frequency of appearance, and newer keywords are more important than older keywords. The KEM results showed no keywords in the strong-signal area in the field of nuclear academia. However, keywords such as “deep learning,” “earthquake,” “zircaloy,” and “CFD” were confirmed to be distributed in the weak signal area. A weak signal indicates the most probable topic that could become a strong signal in the near future. The weak signal methodology can be applied to predict future nuclear scientific trends in the rapidly changing world. Based on the results of the study, changes in the subject of nuclear-related scientific articles over the past eight years and future signals were interpreted. The results confirmed that this method can be applied to safeguards measures of new nuclear facilities in the design stage and can be used to detect R&D activities related to the nuclear fuel cycle in advance.

        As drone technology and industry develop around the world, the use of drones are increasing in number and expanding to different fields. On the other hand, illegal flight and terrorist incidents using drones are also increasing day by day. In Korea, it is reflected in the “Design Basis Threat (DBT)”, which is the standard for designing and evaluating the physical protection system of nuclear power plants in accordance with the “Act on Physical Protection and Radiological Emergency”, that nuclear power plants continue to establish physical protection against drone threats. A total of 141 drone attacks or incidents have occurred around the world since 2015. Cases related to the Russian-Ukraine war, in which so many cases occurred, were excluded. There were 112 cases (79%) of terrorism or suspected terrorism using a single drone. There were 4 cases of terrorism using more than 5 drones, and a total of 20 drones were used to attack an oil facility in Yemen (2019). By region, a total of 111 incidents occurred in Middle East & North Africa. By country, there were 49 cases in Iraq, 35 cases in Saudi Arabia, and 8 cases in Syria. Among major countries, three cases occured in Korea, five in the United States, two in England, Canada, and Italy, and one in Japan and France. Since 2021, there have been 15 drone attacks. Multiple drones were used in attacks targeting military or large-scale Important National Facilities such as the Saudi oil refinery, Indian Kashmir air base, and reconnaissance of Iranian Natanz nuclear and surrounding military facilities. Also in 89% of the cases, the drones were loaded with explosives in order to cause large-scale damage. Accordingly, nuclear power plants, which are important national facilities, need to establish a system that can detect and respond to multiple drones. Furthermore, additional protective measures are needed for areas that are expected to be severely damaged which can be established by evaluating the impact of explosives on major points in the plant. In additionthere is a high possibility of terrorism by organizations aiming for national turmoil rather than individual terrorists. So it is important to identify signs of terrorism in advance and prepare through cooperation with related agencies.

        Currently, the development of evaluation technology for vibration and shock loads transmitted to spent nuclear fuel and structural integrity of spent nuclear fuel under normal conditions of transport is progressing in Korea by the present authors. Road transportation tests using surrogate spent nuclear fuel were performed in September, 2020 using a test model of KORAD-21 transportation cask and sea transportation tests were conducted from September 30 to October 4, 2021. In order to investigate amplification or attenuation characteristics, according to the load transfer path, a number of accelerometers were attached on a ship cargo hold, cradle, cask, canister, disk assembly, basket, and surrogate fuel assemblies and to investigate the durability of spent nuclear fuel rods, strain gages were attached on surrogate fuel assemblies. A ship named “JW STELLA” which has similar deadweight (5,000 ton) of existing spent nuclear fuel transportation ships was used for the sea transportation tests. The ship is propelled by 1,825 hp two main engines with two 4-bladed propellers. There are two major vibration sources in the ship. One is the vibration from waves and the other is the vibration from the engine and propeller system. The sensor locations on the ship were determined considering the vibration sources. The sea transportation test was performed for 5 days, the test data were measured successfully. The ship with the test model was departed from Changwon and sailed to Uljin, sailed west to Yeonggwang and then returned to Changwon. In addition to sailing on a designated test route, circulation test, braking/acceleration test, depth of water test, and rolling test were conducted. As a result of the preliminary data analysis of the sea test, power spectral densities and shock response spectrums were obtained according to the different test conditions. The vibratory loads caused by the wave mainly occurred in the frequency range of 0.1 to 0.3 Hz. The vibratory loads caused by the propeller occurred near the n/rev rotating frequencies, such as 5, 10, 20 Hz etc. However, those frequencies are far from the natural frequencies of local mode of the fuel rods, so it is considered that the vibratory loads from the wave and the propeller do not have a significant influence on the structural integrity of the fuel rods. Among all the test cases, maximum strain occurred at SG31 near the bottom nozzle on the test; the magnitude was 73.62 micro strain. Based on the analyzed road and sea transportation test data, a few input spectra for the shaker table test will be obtained and the shaker table test will be conducted in 2022. It is expected that the detailed vibration characteristics of the assembly which were difficult to identify from the test results can be investigated.

        Evaluating the quantitative damage to rocks through acoustic emission (AE) has become a research focus. Most studies mainly used one or two AE parameters to evaluate the degree of damage, but several AE parameters have been rarely used. In this study, several data-driven models were employed to reflect the combined features of AE parameters. Through uniaxial compression tests, we obtained mechanical and AE-signal data for five granite specimens. The maximum amplitude, hits, counts, rise time, absolute energy, and initiation frequency expressed as the cumulative value were selected as input parameters. The result showed that gradient boosting (GB) was the best model among the support vector regression methods. When GB was applied to the testing data, the root-mean-square error and R between the predicted and actual values were 0.96 and 0.077, respectively. A parameter analysis was performed to capture the parameter significance. The result showed that cumulative absolute energy was the main parameter for damage prediction. Thus, AE has practical applicability in predicting rock damage without conducting mechanical tests. Based on the results, this study will be useful for monitoring the near-field rock mass of nuclear waste repository.
