This research uses the Balanced Scorecard framework to create comprehensive performance indicators for foodservice programs in senior welfare centers. The study evaluates these programs in South Korean senior welfare centers from financial, customer, learning and growth, and internal business process perspectives. Thirty-five evaluation indicators were developed and validated through the Delphi study used for the survey study nationwide, and 115 were collected. Thirty elderly welfare centers participated in on-site evaluation by the expert. The results of the survey study, 81.4, indicate overall favorable performance, with social workers scoring slightly lower than dietitians and directors. On-site evaluations showed better performance, 84.4, compared to the survey study. The learning and growth perspective showed a significantly higher score on on-site evaluation, and the score was 20.9, which was 3.1 points higher than 17.8 from the survey study (p<0.001). However, there is room for improvement, including adopting nutrition management programs, defining roles for dietitians and cooks, enhancing food sanitation regulations, and providing financial support. Additional recommendations involve recruiting nutrition personnel, collaborating with local governments, and integrating centers for children’s foodservice management at the local level. This research provides valuable insights into enhancing the foodservice in elderly welfare centers to improve the nutrition and well-being of the elderly population.
Recently, as ESG management has become an important issue, major companies in the automotive parts manufacturing industry are conducting ESG evaluations of their suppliers for the purpose of supply chain management. The results of these evaluations are being incorporated into contractual agreements. However, many small and medium-sized enterprises(SMEs) are lacking in their capacity and resources to effectively respond to ESG evaluations. Furthermore, existing ESG management guidelines do not provide an industry-specific guidance, making it necessary to establish industry-specific guidelines that SMEs can refer to. Therefore, in this study, the evaluation Indicators of ESG supply chain assessments are surveyed, which is conducted by domestic major automotive parts companies and global automobile manufacturers. Then 56 supply chain ESG evaluation Indicators are derived. Also, ESG management indicators for SMEs is analyzed through the Importance-Performance Analysis(IPA), based on an interview of expert groups. Therefore, this study could propose industry-specific ESG guidelines, based on the results of the derived indicators, which reflects the need for SMEs to practice ESG management within certain boundaries.
Recently, small and medium-sized manufacturing companies have shown increased interest in and participation in smart factories in order to survive in market competition. However, many SMEs build smart factories without a systematic review or preparation, which leads to them not being able to use them properly. This study considers the main reason for the low utilization rate of smart factories to be a lack of sufficient reflection of user requirements. Therefore, a method and procedure for deriving the priority of smart factory requirement functions and operating performance indicators based on QFD is proposed as a solution to this issue.
최근 국가연구개발의 집행예산은 증가 추세에 있고, 이에 따라 국가연구개발 사업의 양적 성과 또한 증가하고 있으나, 질적 성과의 증가세는 양적 성과 대비 취약한 것으로 나타나고 있다. 특허등급 및 기술이전효율성이 낮은 기술 등 질적 성과 부진의 원인으로 ‘건 수’ 위주의 성과평가에 대한 개선 필요성이 제기되고 있으며, 이에 대한 대응으로 다양한 ‘질적 성과지표’를 이용한 성과평가가 도입되고 있다. 본 연구에서는 여러 질적 성과지표 중 주요국 (미국, 유럽, 일본) 특허청에 모두 출원하여 특허의 해외경쟁력을 측정할 수 있는 ‘삼극특허’ 창출 과제를 대상으로 연구개발사업의 질적성과 평가를 위한 성과지표로서 삼극특허에 영향을 미치는 요인을 분석하였다. 분석결과, R&D규모 요인 및 과제특성 요인 중 일부는 삼극특허 창출에 통계적으로 유의한 영향을 미치는 것으로 나타났다. 본 연구는 성과분석 측면에서 선행 연구가 상대적으로 미진한 삼극특허를 관심대상으로 확장하고, 삼극특허 창출의 영향요인을 선형회귀분석(OLS)을 통해 살펴본 초기연구라는 점에서 의의가 있다.
Ammunition Demilitarization facility (ADF) should be set up the feasible goals and continue to operate, taking into account non-profit characteristics. However, due to the lack of performance measurement methods in ADF, which are essential to national policy at a significant cost each year, the reliability of the evaluation results can be insufficient. In this paper, the Balanced Score Card (BSC) method was applied that could be evaluated to reflect the financial and non-financial features. The relevant literature research and army regulations reflected the results of various interviews of the expert group. The extraction of success performance area in ADF was confirmed using the BSC method and the Decision Variable (DV) candidate was created to use regression for selecting the DV. Additionally, the key performance indicator was presented by verification the feasibility of content by conducting the survey of experts. The implications of this paper are as follows. First, the proposed BSC model was found to be suitable for practical use in ADF reflecting the non-profit characteristics. Second, accurate evaluation of ADF can contribute to long-term development of ADF. Finally, it can be applied to the management process of the other military sector, so it can be expected to play a role in providing basic data and spreading it to other areas.
This paper compares the preceding study on the development of evaluation indicator for ATOs for mechanics and vocational ability evaluation system implemented by the Ministry of Employment and Labor to support various vocational training. This paper also examines the systems for the protection and possible options of the consumer through disclosed notification and evaluation cases such as the traffic service evaluation system in the aviation sector. By extension, in order to ensure quality management and enhanced capability of flight schools, this paper aims to present a methodology for introducing an evaluation model certified by ATOs for pilots that emerges from comparing the preceding study on various vocational training applied with the CIPP evaluation model of Stufflebeam and the procedures for the designation of ATOs for pilots and follow-up management thereon in Korea, dividing it into four stages, which are the preparation stage, screening stage, designation stage and management stage, and applying the items and performance indicators to be carried out at each stage.
Evaluation and comparison for the performance on the contracting-out became possible after the introduction of the performance indicators(PIs) in 2012 in Korea, And local governments and private companies are utilizing them as evaluation data to enhance the performance of the contracting-out. Several revisions on performance indicator were carried out by expert group on contents validity of PIs, But the review of the composition validity of PIs was not sufficient. In this study, the applicability, distinction ability and composition validity of PIs is evaluated by statistical method. From the results, Improvement of indicator is required in order to increase the interrelationship among indicators to enhance the compostion validity of indicators related with operation, sludge and water reuse
In this paper, quantitative and systematic procedures for establishing Key Performance Indicators (KPI’s) of R&D departments are presented. The proposed methodology is composed of 4 steps : 1) identification of critical success factors, 2) identification of potential KPI’s, 3) determination of KPI’s and 4) monitoring and execution. A Strategy Map has been presented to better align KPI’s with a company’s competitive strategies. Also, Analytical Hierarchy Planning (AHP) is used to determine weights of KPI’s and Data Envelopment Analysis (DEA) is used to analyze the effectiveness of R&D departments. To demonstrate its validity of the proposed method, it has been applied to the R&D divisions of a semiconductor company.

The CEOs of global companies have been realized the imagination and creativity that can be obtained from the corporate culture is the crucial competitive power for sustainable growth. Thus, most domestic companies take an increasing interest in how to make creativity efficiently. This paper, however, argues that the proper application of performance indicators can engender creativity and innovation in organizations without costly investing on creativity. Assuming that creativity is actually dominated by the emotion of human resources rather than the rationality, this paper suggests the performance indicators developed based on the viewpoint of the characteristics of human needs and the relationship between the human needs and the attribute of works. The performance system which consists of activity, sociality and creativity is presented and the performance indicators for each category are also suggested to improve the spontaneity and creativity of human resources.
본 연구에서는 전지구 기후모델의 성능을 평가함에 있어 기후 요소와 평가 지표에 따른 분석 결과의 다양성에 대해 살펴보고자 하였다. 미국 남동부 지역을 대상으로 17개의 CMIP5 GCM의 강우량, 일 최대 최저기온, 풍속에 대한 과거기간(1950~2000)의 모의 결과를 같은 기간의 관측치와 비교한 오차와 상관도를 이용하여 정량적으로 평가하였다. 기후 모델 산출물을 효과적으로 분석하기 위해 격자 단위 관측 자료를 평가기준으로 사용하였으며 다양한 형태의 기상 특성에 대한 모의 성능을 다각적으로 진단하기 위해 기후 정보(평균적 기후 통계량, 시간 변동성, 극한 사상 빈도 등)를 16개 지표로 정의하여 평가에 적용하였다. 또한 산정된 오차와 상관도를 기반으로 대상지역에 대한 기후요소별 GCM 성능 순위를 도출하여 비교하였다. 연구 결과, 기온에 대한 기후 특성에 대한 모델 재현성은 전반적으로 뛰어난 반면 강우량 및 풍속에 대한 모델 성능은 일 변동성을 제외한 대부분 지표들에 대해 비교적 낮은 것으로 나타났다. 더불어 모델의 정확도 순위는 기후 요소, 평가 지표, 그리고 오차 산정 방법에 따라 다양하게 나타남을 확인하였다. 특히 IPSL-CM5A-LR 모델은 대상지역에 대한 적용성이 현저히 낮은 것으로 나타났다. 본 연구는 다양한 기후변화 영향 연구에 적합한 모델 선정과 기후 모델의 불확실성을 고려한 합리적 미래 예측을 위해서는 다각적이고 면밀한 모델 평가가 선행되어야 함을 시사한다.
Recently, increases of leisure activities and 5-day workweek system enforce government employ rural tourism policy and projects. Operating projects are Green Rural Experience Village, Rural Tradition Theme Village, etc. In this study under investigation of Green Rural Experience Village site, Green-Tourism performance indicators were developed. Green-Tourism performance indicators of rural village were developed by BSC(balanced scorecard) and AHP(Analytic hierarchy process). Four perspective of BSC are divided into financial perspective, customer, internal-business process, and teaming and growth perspectives. To develop green-tourism performance indicators of rural village, low perspectives of BSC are converted into investment effect, visitor, internal process, and village inhabitants perspectives. By these perspectives, green-tourism performance indicators of rural village were developed. Weighting values on importance were calculated by AHP. Performance indicators developed in this study applied in 12 villages. With the result, generally well-known villages gained high score, and in accord with survey content.
