The forklift carry cargo and move to various places. When a forklift moves to various places, a forklift accident occurs due to a number of factors,such as speed, safe distance. Forklift accidents occur at the logistic site and there are many studies on the causes of accident such as jamming, falling, collisions, etc. However, safety operation for accident prevention is necessary before operating a forklift. Pre-accident safety precautions may prevent accidents. In this study, precautionary factors for safe operation were analyzed to prevent forklift safety accidents through the AHP technique. As a result of the study showed that safety management was the priority in the terminal group and the logistics warehouse group.
본 연구는 소량 다품종의 화학물질을 다루는 연구실의 안전관리를 강화하기 위해 전과정관리 체계 알고리즘을 제안하는데 그 목적이 있다. 이를 위해 최근 10년간의 연구실 사고 사례, 관련 법규, 선행 연구 및 FGI (Focus Group Interview) 연구실 현황 분석을 통해 요구사항을 도출하고 전과정 관리체계를 개발하였으며, 이를 기반으로 전과정관리체계 알고리즘을 설계, 개발하여 연구실에 적용 및 검증하였다. 연구실 화학물질 사고 예방을 위한 안전관리는 우선 연구실 내 화학물질의 종류와 양을 정확히 파악하는 것부터 시작해야 한다. 이를 위해 화학물질관리의 전 과정을 단계별로 나누어 관리체계를 수립하고, 각 단계에서 활용되는 물질 정보, 법규 정보, 화학물질 성상별 분리 정보를 다루는 데이터베이스 항목 추출 및 알고리즘 개발 방안을 제시하였다. 본 알고리즘을 세 개의 기관에서 적용한 결과, 사고 예방 및 법규 준수 측면에서 높은 효과를 보인 것으로 평가되었으나 사고 발생률에 미치는 유의한 영향에 대해 알기 위해서는 더 많은 적용 연구가 필요하다. 본 연구에서 개발한 전과정관리체계 알고리즘의 활용은 실험실 안전과 사회적 안전을 도모하는 동시에 기업의 ESG 경영의 중요한 요소 중 하나인 기업활동의 리스크 관리와 책임경영에 도움이 될 것으로 기대한다.
When a fire breaks out in a distribution center, it causes a lot of damage. And the most casualties are caused by Fire accidents. Therefore, training for fire prevention should be mandatory at the distribution center. Also, the contents of education should be different in room temperature warehouses and low temperature warehouses. Fire education in low-temperature warehouses should be more emphasized. This is because many fires occur in low-temperature warehouses. In this study, a study was conducted to determine the important order of training hours and contents for fire prevention education according to the type of distribution center. The importance of time and content for safety education in all types of warehouses did not differ significantly. It was first decided that safety prevention training should be conducted periodically in all types of warehouses
우리나라는 원자력 발전소를 운영하면서 발생하는 중·저준위 방폐물을 경북 경주시에 위치한 방폐물처분장을 통하여 영구적으로 처분하고 있다. 하지만 방폐물의 해상운송은 해양사고의 위험성에 노출되어 있고, 이에 관하여 해양경찰의 기능과 역할적 관점에서 안전성 확보를 위한 제도의 도입이 필요할 것이다. 특히 우리나라는 허베이스프리트 사고 또는 세월호 사고 등 국가적 재난에 해당하는 대형 해양사고로 인하여 사회적 영향을 받은 바 있으므로, 이를 대비한 대응체계가 필요할 것이다. 이러한 관점에서 우리나라의 방폐물 해상운송의 현황을 파악해 보고, 외국 주요국의 대응체계에 대해서 살펴보았다. 주요 사고 사례를 검토한 결과, 이와 유사한 핵물질 운반선 및 위험물 운반선의 사고 등 사회적, 지역적, 국제적 영향을 미칠 수 있는 해양사고에 긴급하게 대응하고자 유럽 국가를 중심으로 비상예인선(ETV) 선단을 운용하고 있었으며 일정 부분 효과를 증명하고 있다. 이를 바탕으로 한국형 ETV의 도입을 제시한다. 즉, 핵물질 운송선박, 대형 유조선, 대형 여객선 등의 해양사고와 같이 막대한 환경적, 재산적, 인명적 손해로 이어질 수 있는 대형 해양사고의 초기 대응을 위해 비상예인기능, 유류오염 방제기능과 구조 장비 및 인력 수송이 가능한 한국형 ETV의 도입이 필요하리라 보인다. 이를 통해 해양경찰의 해양사고 대응기능의 향상으로 이어지며, 국가적 재난에 대한 초기대응의 골든타임을 놓치지 않게 되어 귀중한 인명과 재산을 지키고 환경을 보호하는데 일조할 것이다.
Among the industrial disasters caused by drop, ladder related drop disasters are occurred the mostly. The victims are occurred continuously. This study analyzed current situation of industrial disasters for recent 10 years(2005~2014) and compared・analyzed statistics of death disasters of ladder by workplace scale, age, occupation, employment type, working content, scarred area, etc. in detail. This study suggested direction of safety standard modification for ladder that is an original cause material of many drops, direction of safety training strengthening of small-scaled workplace, and safety model based on disaster statistics and should contribute to reduction of disaster rate for ladder working.
In the construction sites, rush (speedy construction) work have recently been overused because of budget reductions by reducing the construction duration after the long-term economic recession and construction business stagnation with institutional change including the instruction of the duration shortening bidding system and the introduction of the post-construction sales system by the Korea Research Institute for Human Settlements. Due to this, negligent accidents have frequently occurred by forcing manpower, equipment, finance, and material procurement and pressing ahead with impractical construction wok at night according to the reduction of construction schedules. Therefore, this paper has the necessity of this study to seek for alternatives to prevent negligent accidents by finding factors related to rush work in the reality that the importance for preventing negligent accidents is more emphasized while they have not been reduced in construction sites.
Recently, the domestic air construction site is shortened rapidly, Ltd. is inevitable for reasons such as reduced air according to client's demands have been made. Accidents that occur during rapid construction is a situation that occurs accordingly indispensable. In the rapid construction and a study about the impact on safety and prevention measures and to contribute to accident prevention.
외국인 선원은 1990년대 선원 수급이 어려웠던 어선에 산업연수생으로 승선하기 시작하여 2013년말 현재 상선 및 어선에 총 21,327명이 승선하고 있다. 특히 원양어선 및 연근해어선의 경우에는 최근 5년간 어선 척수가 감소하고 있음에도 불구하고 외국인 선원의 수는 거의 2배 증가하였다. 최근 어선 해양사고를 살펴보면, 어선에 다국적의 선원이 승선한 후 선원 상호간의 의사소통이 어려워진 것이 주요 문제가 되었다. 그리고 외국인 선원이 이해할 수 있는 안전수칙 등이 제공되지 아니하고 교육․훈련이 제대로 이루어지지 않고 있다. 그 결과 어선은 조업 중 해양사고의 발생 위험이 높아졌고, 비상상황에서 선장의 통제 하에 적절한 비상대응이 이루어지지 않았다. 또한 한국인 선원의 외국인 선원에 대한 폭언 및 구타로 인한 몇 건의 노동문제가 발생했다. 따라서 본 논문은 먼저 외국인 선원이 승선한 어선에서 발생한 해양사고 사례와 어선원의 고용 및 교육문제에 대해 살펴보고, 해양사고 예방을 위하여 외국인 선원에 대한 안전수칙교육과 정기적인 비상대비 교육․훈련의 필요성을 제시하고자 한다.
Occupational fatal injury rate per 10,000 population of Korea is still higher among the OECD member countries. To prevent fatal injuries, the causes of accidents including human error should be analyzed and then appropriate countermeasures should be established. There was an severe converter furnace accident resulting in five people death by chocking in 2013. Although the accident type of the furnace accident was suffocation, many safety problems were included before reaching the death of suffocation. If the safety problems are reviewed throughly, the alternative measures based on the review would be very useful in preventing similar accidents. In this study, we investigated the converter furnace accident by using human error analysis and accident scenario analysis. As a result, it was found that the accident was caused by some human errors, inappropriate task sequence and lack of control in coordinating work by several subordinating companies. From the review of this case, the followings are suggested: First, systematic human error analysis should be included in the investigation of fatal injury accidents. Second, multi man-machine accident scenario analyis is useful in most of coordinating work. Third, the more provision of information on system state will lessen human errors. Fourth, the coordinating control in safety should be performed in the work conducting by several different companies.
The scale of construction industry recently tends to become bigger and larger in line with development of construction technologies and methods. Although increasing usage of construction machinery has led to improving productivity, reducing schedule and cost, constructions workers have been exposed to unstable work environment, causing more and more accidents. Construction machinery-related laws and regulations has not been enacted and reflected the conditions and circumstances of the construction industry in a timely manner. A various construction machinery and equipments produced and changed in structure randomly are so widely used that related-accidents may occure gradually. Propose a plan for accidents prevention through the analysis of characteristics and cases on construction machinery-related accidents over the past five years from 2009 to 2013.
There has been an increase in fire/explosion accidents caused by chemical substances used in new small/medium sized construction, reconstruction, or extension sites. There is vast room for improvement, especially in safety training, safety inspection, and selection of countermeasures because training, technicality, and management systems regarding fire·explosion risks in small/medium sized construction sites are very immature in most cases. The purpose of this study is to propose a differentiated technical, educational, and management application plan for preventative management of fire·explosion accidents caused by chemical substances used in small/medium sized construction sites.
The purpose of this study is to collect and analyze Technical High School Teachers' opinions to find out solutions to reduce safety accidents since it is important for teachers to recognize the importance of safety. We surveyed 150 teachers from technical high schools located in Incheon and divided them into three categories and asked their opinions about prevention of safety accidents in laboratories. We also studied their experiences constructing educational environment and making instructional materials for safety eduction to improve safety awareness. Also, we studied whether school safety awareness increases through safety related activities.

Especially, train accidents caused by bad weather conditions result in many fatal losses of human lives and property. In Korea many railways run either in mountainous areas or along rivers thus making them especially susceptible to natural hazards. The types of damages inflicted by heavy rains resulting from rapidly changing meteorological conditions are diverse; and not only their scope is big but also they repeat regularly. Consequently, this study analyses the reasons why such effects of heavy rains on the railway conditions, damage to the railways caused by heavy rains or cases of stone fall as well as other types of accidents are not avoided. Study also, on the basis of laws related to movement in poor weather conditions and specifics of train braking, identifies systematic and technical problems and suggests and emphasizes new complex measures on their prevention.
최근 선박건조기술이 발전했음에도 불구하고 교통량의 증가와 해양레저의 활성화로 사고위험은 더욱 증가하고 있다. 이 논문에서는 그동안 발생했던 해양사고를 분석하여 사고발생을 최소화할 수 있는 여러 가지 방안과 사고발생시 신속하고 구조할 수 있는 체계적인 구조시스템에 대하여 논의한다. 선박이 해상에서 안전하게 항행하기 위해서는 선박기술, 항해관련 장비, 우수한 인적자원, 교통관제 등과 같은 구성요소들이 제도적으로는 구축되어야 하고, 각각의 항행요소들이 유기적으로 작동되어야 한다. 또한 사고발생시 사고수습이 신속하게 진행될 수 있도록 체계적으로 정부조직이 구성되어야 하고 그 조직들이 긴밀한 협력관계를 유지해야 한다. 민간부분에서의 협력지원도 현재보다 더욱 강화되어 국가의 관리영역에서 벗어난 해역에서는 민간부분에서 구조할 수 있도록 민간 구조대가 활성화되어야 한다.
