This paper analyzed a survey of 388 general target samples to analyze the correlation between disaster safety costs and human risk factor analysis and evacuation behavior due to tunnel accidents. Considering the impact of the tunnel accident on disaster safety costs and the correlation between human evacuation and risk factors in the tunnel environment, the system should be reorganized to reflect the tunnel’s basic plan, tunnel cross-section, tunnel installation.
This paper examines the applicability of formal safety assessment to the passenger ships. This is followed by an analysis of passenger ship characteristics and a proposed formal safety assessment methodology. Five interlocking steps are described to construct a safety model including novel risk assessment, cost-benefit analysis and decision-making approaches. A case study is carried out in order to demonstrate the proposed methodology. Further development in formal safety assessment in the context of passenger ship safety is finally discussed in detail.

본 연구에서는 계절별 기후인자를 고려하여 정성적 및 정량적 위험성 평가를 실시하여 사고 시나리오를 설정하였고, 비용-편익분석을 실시하여 사고 시나리오별 안전관리 비의 효율을 분석하였다. 그 결과, 최악의 시나리오는 비정상조업에서 유지보수 오류이었고, 가능성 있는 시나리오는 HAZOP 구간#4에서 발생되는 가스 누출사고이었으며, 각 사고 시나리오에서 전체 안전관리 투자비에 대한 편익/비용은 0.043과 0.13이었다. 이때 각 사고 시나리오에서 비용 효과적인 안전관리 항목을 평가할 수 있었다.
The quantitative evaluation method of the safety management cost was suggested to prevent a gas accident as a major industrial accident. In a gas governor station, process risk assessments such as the fault tree analysis(FTA) and the consequence analysis were performed. Based on process risk assessments, potential accident costs were estimated and the cost-benefit analysis(CBA) was performed. From the cost-benefit analysis for five classification items of safety management cost, the order of the cost/benefit ratio was estimated.
Cost-benefit analysis was investigated to propose the analysis method of the effect of investment and the optimum investment level of safety management cost for preventing gas accident in the B governor station. From five classifications of safety management costs consisting of cost items with similar characters and potential accident costs calculated by risk assessments(FMEA/HAZOP), we found that the order of the benefit(the reduction cost of the potential accident cost) was the instrument increase and repair cost > the safety checking and inspection cost > the labor and training cost > the safety equipment and corresponding cost > the research and development cost. As the benefit was increased with increasing the investment cost, the effect of investment was increased with decreasing the Investment cost. As a result, the optimum safety management cost was estimated and the investment level was analyzed by the model of optimum investment level.

Therefore, tile development of the software for measurement of safety cost can solve the problem through the systematic calculation for safety cost and converting the related data to database, and also can build the strategy of the investment of Safety cost through analysing and comparing with the past data in the database. As a part of development of the software of Measurement of Safety Cost which is appropriate for the domestic environment, this study is developing a software based on Noguji method, which is one of the methods of Measurement of Safety Cost, and to appraise the efficiency of the management of Measurement of Safety Cost we will implement and improve the software in the case of the domestic enterprises.

최근 시설물의 안전 및 유지관리에 관심이 증대되고 있으나, 발주처의 저가발주로 인해 안전진단전문기관은 부실화 되고 부실 점검 및 진단으로 인한 많은 문제점들이 야기되고 있다. 따라서 본 연구에서는 실무자들의 인식조사와 사례분석을 통해 실행대가 현황을 고찰하 였으며, 그 결과 정밀안전점검은 대가기준 조정보다는 대가기준의 효율성 증대 및 강제성 강화가 필요한 것으로 판단된다. 또한 정밀안전진단은 연면적 10,000㎡미만 시설물에 대한 대가기준 설계금액을 현재 기준에서 80%로 하향조정하고, 그 이상의 시설물에 대해서는 현행 대가기준을 적용하되, 대가기준의 강제성 강화가 필요할 것으로 판단된다.
Purpose - In this study, the safety related tasks for low cost carriers’ were examined and measures to improve them were suggested. As the air demand increases rapidly, number of passenger has mushroomed in Korea and in order to keep with the demand low cost carriers have played a role. However, low cost carriers’ safety related tasks are not reliable level so far. Thus, in this study, the low cost carriers’ current situations in terms of safety are investigated, especially regarding how well the ICAO’s new safety policies are applied.
Research design, data, and methodology - The results of the Ministry of Land, Infrastructure and Transportation’ investigation are introduced and field study results are analysed. Current status of retaining experts, staffs, administrators in terms of aviation safety tasks of low cost carriers is compared to those of major airliner and low cost carriers’ aviation safety culture is also analyzed by examining the systems and questioning staffs. Especially the culture regarding aviation safety is very important because the culture surrounding the safety tasks plays a major role in every respect of conducting the tasks.
Results – Overall the current status of low cost carriers’ aviation safety tasks is below standard. Especially retaining experts and staffs is basically below the required level. Also, system and organization to conduct safety tasks are not satisfactory. In particular, aviation safety culture is not settled to operate appropriately.
Conclusions - The International Civil Aviation Organization (ICAO) and member states are continuing to launch new safety policies in response to the surging demand for air travel worldwide. The most urgent and important issue among the various safety policies is to reduce air accidents. In order to reduce the number of accidents, ICAO decided to reduce the number of accidents by using the Reactive Safety Management. ICAO has to ensure that each member country can implement proactive safety management for aviation safety. A safety management system (Safety Management System) is a system in which each member state implements a fulfillment standard. The current situation and problems of the safety management system for each airline are suggested and proposed for improvements.
Recently, interest in the safety and maintenance of the structures is growing. However, due to the low-cost order placed by the ordering organization, the safety diagnosis specialized institution becomes insolvent and many problems have arisen due to insufficient inspection and diagnosis. Therefore, in this study, the current status of bid cost was examined through the survey of the practitioners and case analysis. As a result, Precision safety diagnosis, the criteria cost for structures with a floor area of less than 10,000 ㎡ is lowered to 80 % from the current standard. For structures larger than that, the current criteria cost are applied, but it is deemed necessary to strengthen the rigidity of the criteria cost.
