        In response to a regulatory mandate, all nuclear licensees are obligated to establish an information system that can provide essential information in the event of a radiation emergency by connecting the monitoring data of the Safety Parameter Display System (SPDS) or equivalent system to the Korea Institute of Nuclear Safety (KINS). Responding to this responsibility, the Korea Atomic Energy Research Institute (KAERI) has established the Safety Information Transmission System (SITS), which enables the collection and real-time monitoring of safety information. The KAERI monitors and collects safety information, which includes data from the HANARO Operation Work Station (OWS) and the HANARO & HANARO Fuel Fabrication Plant (HFFP) Radioactivity Monitoring System (RMS), and the Environmental Radiation Monitoring System (ERMS) & meteorological data. Currently, the transmission of this safety information to the AtomCARE server of the KINS takes place via the SITS server located in the Emergency Operations Facility (EOF). However, the multi-path of transmission through SITS has caused problems such as an increase in data transmission interruptions and errors, as well as delays in identifying the cause and implementing system recovery measures. To address these issues, a new VPN is currently being constructed on the servers of nuclear facilities that generate and manage safety information to establish a direct transmission system of safety information from each nuclear facility to the AtomCARE server. The establishment of a direct transmission system that eliminates unnecessary transit steps is expected to result in stable information transmission and minimize the frequency of data transmission interruptions. As of the improvement progress, a security review was conducted in the second and third quarters of 2022 to evaluate the security of newly introduced VPNs to the nuclear facility server, and based on the results of the review, security measures were strengthened. In the fourth quarter of 2022, the development of a direct transmission system for safety information began, and it is scheduled to be completed by the fourth quarter of 2023. The project includes the construction of the transmission system, system inspection, and comprehensive data stability testing. Afterward, the existing SITS located in the EOF will be renamed as the Safety Information Display System (SIDS), and there are plans to remove any unused servers and VPNs.

        본 논문에서는 컬러정보와 깊이정보를 사용하여 얼굴을 검출하고 추적한 후 항해사의 졸음을 탐지하는 방법을 제안한다. 이 방법은 얼굴검출 과정과 얼굴추적 과정으로 구성된다. 얼굴검출 과정에서는 기존의 방법 중 가장 좋은 성능을 보이는 Adaboost 알고리즘을 사용하며, Adaboost로 입력되는 영상의 영역을 사람이 존재하는 영역으로만 제한하여 얼굴을 검출한다. 얼굴검출 과정에서 얼굴이 검출되면 그것을 템플릿으로 하여 얼굴추적 과정이 수행된다. 제안한 방법의 성능을 평가하기 위하여 실험영상을 이용하여 실험을 수행하였다. 실험결과 제안한 졸음탐지 방법은 기존의 방법에 비해 약 23 %의 수행시간을 보였으며, 또한 졸음탐지 방법은 추적시간과 추적 정확도에 있어서 상보적인 관계를 가지며, 특별한 경우를 제외한 모든 경우에서 약 1 %의 낮은 추적오차율을 보였다.

        There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as appurtenant works, temporary works, structural works, equipment work, finishing work and etc based on accident examples and investigation on actual condition in plants construction work.         This article addresses the question of how the operational architecture for a railway safety information system should be developed. A successful railway safety information system can be developed by fully reflecting the business process and needs at the enterprise level. To date, there has been minimal research effort towards the development of the operational architecture for a railway safety information system. To this end, a variety of enterprise architectures have been studied so far. In this paper, as an important guideline, DoDAF (Architecture Framework) is selected to be used in developing a railway safety information system. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion.         This study suggests a safety management model for construction management (CM) suitable to domestic conditions so that inefficiency resulted from the operation of construction projects by public and private institutes according to different systems can be eliminated for the securing of systematic and efficient safety management. Based on the suggested safety management model, this study also develops a safety management information system that can efficiently and consistently manage and maintain a large quantity of information, and give necessary supports in a speedy way in the managing of construction projects.

        Construction Management(CM) system, which was introduced some years ago to large national construction projects, such as the construction of Incheon New Airport, construction of high-speed railroad and World Cup stadiums, is considered to be still in its early stage and safety at each step of CM is very poorly controlled.         Many of the facility management information system are being operated by each government departments and Acts. Therefore, it is difficult to share and integrate data through the network because data standard codes are not established. In spite of these problems, the Special Act on the Safety Management and maintenance imposes duties on the main agent of national infra structure management and the maintenance results should be integrated in Infra Structure Information Management System(FMS).
