        본 연구는 빈곤지역 아동청소년의 건강한 성장은 지역사회의 구성원들이 주체가 되어 빈곤 아동청소년의 문제를 지역 과제로 인식하고 함께 해결해갈 때 가능하다고 보았다. 따라서 우리 의 과제를 우리 스스로 고민하고 궁리하여 실천 활동에 적용하고자 􍾧참여실천연구􍾨를 진행하였 다. 실천 내용으로는 􍾧월산동마을교육활동가협의회􍾨라는 주체들 간 협의􍾶소통 구조를 조직하였 고, 워크숍, 세미나, 컨설팅 등을 통해 지역 교육 문제를 논의하고 학습하였다. 이를 기반으로 학교 교사와 마을활동가의 협동을 통해 마을교육과정을 개발􌝆운영하였고, 마을 공유공간이자 청소년 거점 공간을 마련하였다. 실천 과정에서의 특징은 첫째, 주체나 공간, 활동을 구상하는 데 있어서 지역(마을)에 대한 지향이 강하게 드러났다. 둘째, 활동의 시작이 주체들이 함께 논 의하고 공유, 합의하는 과정에서부터 비롯하였다. 셋째, 중간지원자인 화월주의 독특한 역량과 역할로 초반에는 주도적으로 기반을 조성하는 역할을 하다가 당사자들을 활동의 주체로 세운 다음 권한과 역할을 넘겼다. 넷째, 실천 과정에서 자기 또는 상호 간 반성적 실천 모습이 확인 되었다. 본 연구의 의의는 당사자 참여실천연구 과정을 통해 지역 과제를 해결해나가고 마을 주민의 주체적 성장과 마을교육공동체 형성의 실체를 확인하였다는 데에 있다.

        This study is to excavate superior fishing communities by applying the Ostrom (1990)’s principles of sustainable and successful use of common goods. Ostrom(1990)’s principles are (1) clearly defined boundaries (2) congruence between appropriation and provision rules and local conditions, (3) collective choice arrangements (4) monitoring (5) graduated sanctions (6) conflict-resolution mechanism (7) recognition of rights to organize by external government authorities (8) nested enterprises. The survey was carried out under the individual interview method of 15 fishing village members in 32 fishing communities with the government’s fishery environment improvement and fishery creation projects. The total effective samples are 477. These data were analyzed. The analysis result shows that 24 fishing villages are selected among the 32 fishing communities in the samples, including Nanji, Sanghwang, Songseok, Sinshido, Jukyo, Jinsan, Changli, Pado, Beopsan, Rahyang, Palbong, Woongdo, Daehwang, Sapsi, Chido, Jinri, Daeri, Songgak, Joongwang, Ojii, Doripo, Doseong, Mongsan 1ri and Songnim as superior fishing villages. The results of this study have limitation that may vary depending on the rigor of the criteria in the process of deriving good fishing communities. Despite this limitation, this study has expanded existing research focused on validating the theoretical applicability of the framework through case analysis of specific fishing communities to objectively and quantitatively to many fishing communities. The results of this study are expected to contribute to the creation of conditions in which fishermen can continue to manage their fishing grounds and stand on their own feet by presenting the framework and principles for developing desirable fishing village models for the continued use of mudflat shells grounds as the common goods.

        To analyze main factors of size planning of community facilities that were created as part of development of a rural area, the present condition of factors deciding size of community facilities was analyzed, factors that influence size planning by the type of community facility were drawn with Delphi anaysis. The results of analyzing the present condition of size planning factors of community facilities show that facilities have been generally planned as multi-purpose and multi-functional facilities. And on the basis of the purpose of facilities, their functions and organization, and their operation programs, facilities are classified into community-centered, agritourism-centered, and combined ones. Using Delphi analysis, major factors that could affect size planning of community facilities were drawn on 26 community-centered, 28 agritourism-centered, and 30 combined. And the factors tended not to be applied well for size planning of community facilities.

        Community gardens provide the community with a green area for its residents to enjoy and socially interact with other gardeners. The expected benefits of participating in a community garden, aside from greater access to fresh produce, include increased mental health as well as improved general well-being stemming from increased exercise and socialization. The following is the research result conducted to provide a basic data for the construction of a community garden in a village. Once a community garden is put in place, the residents would intend to utilize it for their rest, stroll, exercise and appreciation. The number of respondents who would use a garden more than once a week turned out to be high, the reason behind which is construed as their willingness to utilize the garden as a place where they could relatively spend more leisure time later on given that the higher the respondents’ age became, the more often they would use the garden. Furthermore, as weekday afternoons’ or weekend afternoons’ participation has been high, it would be desirable if the garden revitalization or a community programs were conducted in line with this timeframe. The efficiency of the community garden would be enhanced when it is located within one kilometer where a person can walk in about 20 minutes. It is anticipated that once the community garden is built, it would be utilized as local residents’ hobby place and that it could serve as urban green space conducive to improving the landscape of a village, and overall, there are high expectations relating to this. As living infrastructure, the community garden can be utilized not just as a space for local residents’ leisure activities and rest areas but for their interactions. Thus, it is estimated that instead of applying a cookie-cutter garden design to all communities, a formulation of a garden needs to be made in a way that designs the space reflective of the characteristics of a community and that introduces needed facilities.

        The aim of this study is to suggest the quantitative standard of a marginal village. For the purpose, the study selected 43 villages with the population of 50 or less, the classification of a marginal village in accordance with advanced research and 47 villages with the population over 50 in Buyeo-gun region. The common reason of occurrence of a marginal village suggested by advanced research is a characteristic of a village or decline and extinction of a village rather than a simple index of population or aging rate. Therefore, the study assumed that decline of functions of the village would be caused by decline a function of communities consisting of the villagers. The study then assumed that the relatively low or 0 number or rate of participants would result in community functions. The study conducted t-test on basis of population and aging rate and an analysis to find the range with relatively large differences in the number of communities, participants and the rate of the participants, etc. The result showed that the community function began to decline when the population was less than 60~70 and the aging rate over 75%~85%. As the decline of functions of communities began in population of 70, the critical point was met when the population was 40 or less. With population of 40 or less, the young and the old group communities became extinct or showed rapid decrease in the number of participants. The study assumed that decline of functions of a village, a reason of occurrence of a marginal village would be decline of functions of communities, but there was no further analysis on decline or extinction of a village with population of 40 or less. There shall be further studies about whether a village of population of 40 or less is led to decline of a function or extinction of village communities.

        As rural development projects, mostly carried out in a top-down development method in the past came to take a bottom-up development method in earnest, entering the 2000s, resident participation became an essential element of a rural community design project, to the extent that it can influence the success or failure of a rural community design project. It is taken for granted that rural residents independently participate in community design projects, but as they are accustomed to various subsidy projects carried out by the government and become increasingly aging, it is not easy to induce their spontaneous participation in farming areas with such problems. Especially, to prevent the distrust between administrative agencies and residents from serving as an obstacle in the residents' spontaneous participation, it is necessary to construct horizontal governance among the village residents, administrative agencies and the group of experts supporting for the project. This study attempted to verify the mediating effect of governance in the relationship between resident participation and the performance of the rural community design project based on this problem recognition, and for this purpose, the results of a survey with residents in Utturu Village, Hangyeong-myeon, Jeju-si, which was completed by carrying out a comprehensive rural development project, the typical bottom-up community design project was used for an empirical analysis. The results of the study can provide implications for setting directions, establishing strategies and constructing governance of rural community design projects in the future, and especially, it can be said that this study has academic significance in that governance is recognized as an important variable related to the project performance.

        This study aimed to identify orientations for the development of the community by establishing desirable aesthetical environments and reorganizing the residents' communal way of life through the implementation of village art projects. To investigate how the implementation of village art projects influence community and communication, the author analyzed changes in walls made by the implementation of actual projects in Anhyeon Village in Gochang, Dongpirang in Tongyeong, and Byeolbyeol Village in Yeongcheon. The community was analyzed from the view points of locality, communal ties, and communication. The results showed that Anhyeon Village in Gochang expressed its locality with chrysanthemum, poems and local figures. Similar walls were built across the village to strengthen ties among the residents, and portraits used as doorplates represented communication among them. Various paintings of seas, flowers, and poems were seen in Dongpirang in Tongyeong, which were thought to be representations of its locality and the friendliness of hometown in the less favoured area. Wall paintings played pivotal roles in this village to impart to the residents essentials that should be kept to eliminate inner walls in their minds and ensure open communications. In Byeolbyeol Village in Yeongcheon, locality was presented with common farm village landscapes in various materials, patterns and formativeness. Village-wide reinforcement contributed to strengthening ties in the community rather than forming boundaries against outside worlds. Cultural and artistic elements structured mental walls that made people not aware of the presence of physical walls.

        Village community centers are public locations where residential members of communities gather for various group meetings, social support, public information and recreational activities. Since the residents voluntarily operate the facilities, a convenient access to the center is a very important criterion for choosing where such facilities should be distributed throughout the districts. In particular, it is highly desirable to locate them within walking-distances from the residential populations. In this work, we have evaluated the accessibility to the community centers in several rural areas based on the surveys that were collected from year 2005 to 2012. We used the collected rural amenity resource distributions of the area for the evaluating the accessibilities to village center. More specifically, we considered some factors such as residential district and fraction of elderly population in the vicinity.

        Rural villages have many problems such as the collapse of rural village communities with continued over-depopulation and aging, reduced functions of towns and villages, deteriorated services with changes in the structure of settlement class and decreased use of the facilities. they also have difficulties in maintenance in spite of the increase of the roles of rural village community facilities. Various plans for the utilization of community facilities to promote the vitality of rural villages and the revitalization of communities have been needed. Thus, this study aimed to offer basic data to seek for future plans to utilize community facilities and reconstruct communities through an analysis of the current uses of energy and community facilities in rural villages. The results indicated that the consumption of petroleum was highest in mountain villages at an average of 187,475 won/month(137ℓ), followed by fishing villages at an average of 144,142 won/month(104ℓ) and rural villages at an average of 126,070 won/month(93ℓ). The rate of utilization of community facilities was reversely highest in rural villages at 84.3%, followed by fishing villages at 61.1% and mountain villages at 40.7%. This research also found that households saved energy when they used community facilities and areas with a high rate of utilization of community facilities at a lower average temperature in winter. It saved approximately 33% energy compared to other areas. Finally, efficient and economical methods for community facilities in villages to be newly developed and the remodeling of existing facilities should been needed in the future to contribute to reconstructing rural village communities that face a crisis of maintenance or abolition.

        In this study, the effectiveness of the method for the promotion council to make rehabilitation community development plan with rural villages to continue community development is investigated in Ota-district, which is affected by chuetu earthquake. Initially, Ota-district made the acting contents of the plan based on the village's request, which is considered resident life and problems in village. Next, Ota-district made the vision of plan based on the acting contents. This plan procedure has been effective to compliment the village community facilities and running on village event, in addition to setting the village's community to continue to manage community facilities and event. As a result, this way has helped good management of village event using the facilities and interchanging among residents. Also, the use of acting contents by request of the promotion council and village's community, while respecting both, has been effective in that the promotion council assists the village event after the rehabilitation community development plan is finished.

        The purpose of this study is to conduct an analysis of rural village's community status and consciousness through a questionnaire survey of community leaders and members. Nine types of rural village communities were selected in Korea through a pre-survey of amenity resources data from the Rural Development Administration. Survey items that could determine characteristics of rural village communities were derived from a literature survey of rural village community systems. A questionnaire survey was conducted for 12 Eup-Myeon in Yesan Gun and responses were gathered from 66 community leaders and 1,222 community members. The results derived from the data collected from the community leaders show that 50% percent of rural village communities have been operating for over 25 years, and that community works such as group purchases are carried out based on emotional sympathies between residents. The results derived from the data collected from community members show that on average, community activities are carried out at places that are between 30 and 60 minutes away. Most members are satisfied with regard to the status of their rural village community. A correlation analysis showed that the rural village community satisfaction depended on travel time, community fee, and activity time.

        The purpose of this study is to analyze the effect of "resident participatory education programs". This study methods was that applied this education programs to the residents of the fishing village after develop of education programs, and was surveyed to ninety five residents of these. As a result of the survey, "community attachment" and "sense of community" showed statistically significant differences from consciousness before and after education. Also, difference of residents consciousness according to the presence or absence of an education showed the same trend too. And, If in the presence or absence of the educational experience, residents consciousness was improved after the education programs. In other words, an education programs applied to in this study can be said to effective to that raise awareness of the residents. And this can be said to contribute in empowerment too.

        Changes in society organization of rural villages in our country are caused by aging society and lessening of economic activity population aggravates the economy of rural villages. With this, it joins in with the aging of village community center, the representative center space of the rural village and therefore, it is a point of view where the change is necessary in the size and the side of function. The research which it sees is made on-the-spot inspection and literature investigation compensate in behalf of 25 administrative village community centers led in the object by grasping present status and drew up the layout sketches and plane surface degrees of the village community centers. By referring to the photographs and the topographical maps taken in the spot, it was able to divide the village community centers into side of arrangement, side of plane surface and side of form and managed to seize the characters, problems and improvable directions of each of them. The research result could be used as a guidable provision and be applied in the fundamental research in developing model of village community centers during space planning in the future.
