본 연구에서는 과학과 선택과목 교육과정 개정안 개발의 일환으로 제7차 과학과 선택과목 교육과정의 운영 실태를 진단하고, 이를 토대로 과학과 선택과목 교육과정의 내용 구성 방안을 제안하였다. 제1차 과학교육 개혁은 학문의 구조라는 특정 범주가 다른 범주보다 중요하고 부각되는 구조주의에 뿌리를 두고 있었다. 반면에 후기 구조주의라는 패러다임의 영향을 받은 제2차 과학교육 개혁에서는 이러한 구조주의적 사고에 제동을 걸면서, 학생들이 갖는 학습 기회에 대한 대안적인 해석을 내놓기 시작하였다. 제7차 과학과 고교 선택과목 교육과정 8개 교과목에 대한 현장 실태 조사 결과를 살펴보면, 대부분의 교과목에서 개정이 필요하다는 의견이 필요하지 않다는 의견보다 우세하게 나타났다. 특히 학생들의 이수 비율과 대수능 응시 비율이 가장 낮은 두 과목인 지구과학 II와 물리 II는 '학습량이 많으며, 학생의 수준에 비하여 내용이 어렵고, 학생의 흥미와 관심을 유발하지 못하는 등'의 문제점이 심각한 것으로 나타났다. 새 교육과정에서는 학습량과 수준을 적정화하려는 노력에 추가하여 보다 근본적인 대책 마련이 요구되었다. 본 연구에서는 예체능계, 인문사회계 및 자연계 진학에 관계없이 모든 학생들이 이수해야 하는 각 과목Ⅰ의 내용을 구성함에 있어서 후기 구조주의적 관점에서 시사점을 얻어 '주제 중심 내용 구성'을 제안하였다. 교육과정은 학습자가 갖는 학습 기회라고 볼 때, 교육과정 연구는 학습자가 가져야 할 학습기회가 무엇이어야 하는가에 대한 대답을 추구해 가야 한다. 이러한 맥락에서 연구 결과를 종합하여 과학과 고교 선택과목 교육과정의 내용 선정과 조직 방향을 제안하였다. 전기비저항 탐사를 대신할 수 있는 것으로 평가 된다.입을 통하여 발현 관계를 명확히 확인해야 하는 추가실험이 진행되어야 할 것이다.하게 된다.토끼 면역항체를 선모충유충 조직항원에 반응시켰을 때 충체의 표피와 기저층 그리고 EIM 및 stichocyte의 α0 α1 과립에 황금입자가 표지되었다. 따라서 1일 동안 배설되는 분비배설항원은 선모충 유충의 표피와 stichocyte의 α0 α1 과립에서 유도되는 반면에 3일 동안 배설되는 분비배설항원은 표피와 stichocyte의 α0 과립에서 유도되고, 선모충유충 감염후 1주, 4주에 실험쥐에서 형성되는 감염항체는 선모충의 표피와 기저층 그리고 EIM에서 분비되는 항원에 의하여 생성된다. 이상의 결과로 선모충의 분비배설항원과 감염항원은 선모충 유충의 표피와 EIM및 stichocyte의 α0 α1 과립에서 유도되며 이들은 45 kDa 단백을 포함하고 있는 것으로 생각된다.성하고 있는 세포들에는 세포질이 어두운 세포와 밝은 세포가 있었으며, 세포질내에는 전자밀도가 높은 분비과립이 관찰되었다. 전체적인 특징은 눈물샘분비세포 중 장액세포의 것과 비슷하였으나, 과립의 크기는 작았다. 분비관을 구성하는 세포들 사이에도 연접복합체가 매우 잘 발달되어 있었다. 샘포에서 사이관으로 이행되는 곳에서도 샘포세포와 사이관세포 사이에서도 연접복합체가 관찰되었다. 분비관세포의 분비과립 가운데는 중심부분에 전자밀도가 더 높은 중심을 가진

본 논문에서는 포화된 다공성매체에서 파동의 전파속도와 감쇠를 구할 수 있는 해석적 이론해를 유도하여 제시하였다. 이론해의 유도를 위하여 압축성의 고체입자와 간극수를 고려하는 완전 연계 Field모델을 사용하였다. 완전 포화된 다공성 매체의 해석을 위한 공학적인 접근방법이 채택되었으며, 균질 영역에서 1차원 파동의 전파를 위한 이론해가 유도되었다. 본 논문에서 유도한 이론해는 고체입자의 압축성, 간극수의 압축성, 다공성입자의 변형, 공간의 감쇠(Spatial damping) 등을 고려할 수 있어 매우 다양하게 사용될 수 있다. 또한 다양한 지반체에서 두 가지 종류의 파속(Wavespeed)과 감쇠계수를 계산하는데 이용 가능하다. 본 논문에서 제시한 이론해를 전산코드화하여 파동의 전파속도와 감쇠에 대한 파라미터연구를 수행한 결과는 본 연구의 II부에 제시할 예정이다.

Chromosomal abnormality s uch as aneuploidy is one of the main factors to cause cancers This abnormality is caused by defects in centrosomal duplication‘ and most cancer cells have extra copies of centrosomes, r esulting in t he formation of multipolar spindles. Several kinases playing in mitotic phase have been implicated in regulating the centrosomal cycle‘ spindle checkpoint‘ and chromosome co ndensation and segregation. They also have Lhe ability to act as oncogenes. FOl studying the relationship between rnitotic kinase and oral cancers, the kinase activity of polo-like kinase-1, which is one of mitosis-specific kinases, is analyzed in oral carcinoma cells originated differently. Kinase activity was increased in these cancer cells compared to normal human gingival fibroblast primary cultured cells Moreover. the mitotic cell populations were a lso increased in these cell lines. Whereas the inhibition of Polo-like kinase-1 by C-terrninal domain in human gingival fibroblast cells induced multiploidy‘ the apoptotic cell population was increased in oral cancer cells overexpressed C-terminal domain 0 1' Polo- Ii ke kinase-1. These data suggested that polo-like kinase-1 might be involved in the on cogenic effect in oral cancer like other solid human carcinomas, and be target molecules for anti-cancer drug.

Ever since the identification of 6830 and 7088 features as the Raman scattered O VI 1032, 1038 resonance doublets in symbiotic stars by Schmid (1989), Raman scattering by atomic hydrogen has been a very unique tool to investigate the mass transfer processes in symbiotic stars. Discovery of Raman scattered He II in young planetary nebulae (NGC 7027, NGC 6302, IC 5117) allow one to expect that Raman scattering can be an extremely useful tool to look into the mass loss processes in these objects. Because hydrogen is a single electron atom, their wavefunctions are known in closed form, so that exact calculations of cross sections are feasible. In this paper, I review some basic properties of Raman scattered features and present detailed and explicit matrix elements for computation of the scattering cross section of radiation with atomic hydrogen. Some astrophysical objects for which Raman scattering may be observationally pertinent are briefly mentioned.

We present wide-field JHKs-band photometric observations of the three compact H II regions G48.9-0.3, G49.0-0.3, and G49.2-0.3 in the active star-forming region W51B. The star clusters inside the three compact H II regions show the excess number of stars in the J-Ks histograms compared with reference fields. While the mean color excess ratio (EJ-H/EH-Ks) of the three compact H II regions are similar to ~2.07 the visual extinctions toward them are somewhat different ~17 mag for G48.9-0.3 and G49.0-0.3; ~23 ≤ 2 Myr The inferred total stellar mass,~1.4x104M⊙, of W51B makes it one of the most active star forming regions in the Galaxy with the star formation efficiency of ~10%.

본 조사지역인 모악산 도립공원일대의 관속식물상은 120과 383속 542종 1아종 69변종 3품종으로 총 615종류가 확인되었다. 이중 특산식물에는 개비자나무, 지리대사초, 털중나리, 키버들, 병꽃나무, 벌개미취까지 6종류가 출현하였으며, 희귀식물에는 말나리(보존우선순위; 159번), 뻐꾹나리(97번), 꽃창포(197번), 쥐방울덩굴(151번), 태백제비꽃(202번)까지 5종류가 확인되었다. 또한, 식물구계학적 특정식물종에는 V등급에 식재종인 왕벚나무가, IV등급에 진퍼리사초, 등나무가, III등급에 꼬리조팝나무, 차나무, 갈퀴아재비 등 4종류가, II등급에 말나리, 꽃창포, 복자기 등 8종류가, 그리고 I 등급에 거미고사리, 상산, 올괴불나무 등의 33종류까지 총 48종류(7.8%)가 확인되었다. 귀화식물로는 15과 40속 48종 2변종으로 총 50종류가 조사되었으며, 귀화율은 전체 615종류의 관속식물 중 8.1%로 분석되었다. 보전방안으로는 무분별한 개발 행위와 과도한 탐방객 증가를 억제하는 대책과 자연휴식년제와 같은 세부적인 계획수립이 요망된다.

저작권법은‘기술적 보호조치’를“저작권 그밖에 이 법에 따라 보호되는 권리에 대한 행위를 효과적으로 방지 또는 억제하기 위하여 그 권리자나 권리자의 동의를 얻은 자가 적용하는 기술적 조치”라고 정의한다. 따라서, 단순히 저작물에 대한 접근을 막거나 통제하는 기술적 조치만으로는 저작권법상의 보호를 받지 못할 것이다. 2006. 2. 24. 대법원은 소니의‘플레이스테이션 2’의 액세스 코드무력화와 관련하여, (i)“ 엑세스 코드나 부트롬만으로 이 사건 게임프로그램의 물리적인 복제 자체를 막을 수는 없는 것이지만, 통상적인 장치나 프로그램만으로는 엑세스 코드의 복제가 불가능하여 설사 불법으로 게임프로그램을 복제한다 하더라도 PS2를 통한 프로그램의 실행은 할 수 없는 만큼, 엑세스 코드는 게임프로그램의 물리적인 복제를 막는 것과 동등한 효과가 있는 기술적 보호조치에 해당한다”고 하고, (ii) 액세스 코드의 무력화행위를 컴퓨터프로그램저작권의 침해라고 판시하였다. 위 대법원 판결은 컴퓨터프로그램보호법에 관한 것이지만, 저작권법의 다른 사례에도 적용될 여지가 있기 때문에, 위 대법원 판결의 적용범위에 관하여 살펴볼 필요가 있다. 저작권법상 방송사업자는 저작권자에 비하여 권리가 복제권과 동시중계권만 가지고 있기 때문에 자신들의 권리를 보호하기 위하여 법적 수단보다는 기술적 보호조치를 선호하게 된다. 그리고, 유료방송 특히 위성방송을 위한 기술적 보호조치 중 하나가 암호화장치가 포함된 수신제한시스템(Control Access System, CAS)이다. 이 글은 이러한 수신제한시스템과 그에 대한 무력화행위와 관련된 법적 쟁점을 검토하고, 방송사업자의 권리와 이용자의 권리(공정이용) 간조화를 살펴보기로 한다.

이산화 된 구조물의 위상최적화 과정은 균일하게 분포된 재료 밀도의 위상으로 표현되는 초기 설계영역을 시발점으로 한다. 최적화 과정 동안 구조물의 위상은 고정된 설계영역 내에 주어진 최적화 문제를 만족시키는 방향으로 변화하면서, 최종적으로 최적 위상의 재료 밀도 분포를 생산한다. Eschenauer et al.에 의해 제안되었던 설계영역 안에 구멍을 도입하는 개념은 원래 경계면의 최적화 문제에 대해 설계변수의 유한적인 변화를 촉진시켜 최적화의 수렴성 개선을 도모하기 위함이었으나, 위상최적화의 관점에서는 초기 위상의 정의에 따라 다양한 최적 위상이 생산되는 것을 의미한다. 본 연구에서는 초기 설계영역 안에 국소적인 솔리드 상을 도입해 초기 위상에 변화를 주었을 때, 한정된 재료 하에 구조물에 배치 가능한 다양한 최적 위상을 산출할 수 있음을 검증하였다. 수치 예제로서 초기 설계영역 내에 다양한 치수를 가지는 국부적인 원형 솔리드의 고정된 개수를 투입하여 간단한 MBB-보의 위상최적 설계를 수행하였다.

It is the basic studies for productivity improvement and laborsaving of purse seine fishery. Because the seine shape is apt to be transformed in seine shooting process due to the effect of tide, this study is intended to establish 4 steps, whose flow velocity are 0, 2, 4 and 6cm/sec, in flume tank and perform the experiment to review the character. We used two model seines designed on the scale of 1 to 180 based on the power block seine, which is the mackerel purse seine generally used in the near sea of Jeju Island and triplex seine, which is the mackerel purse seine of one boat system fishing expected in the future, for the experiment, analyzed of the sinking movements on the two seines and its results are as follows. In the setting over the flow velocity 6cm/sec, experiment was impossible because of flying and transformation of seine were severe. The sinking movements of P seine and T seine generally showed linear phenomenon and the sinking speed showed gentle curve shape. Sinking tendency was distinguished by existence of flow velocity. When there is flow velocity, it showed the phenomenon that it sinking by similar type. Although sinking depth and sinking speed did not show distinguished classification, P seine shows bigger than T seine. When there was in flow velocity, the elapsed time(Et) and sinking depth (PDp, TDp) of P seine and T seine can be shown such experimental equations as PDp=(0.21V+4.96)Et-(0.62V-0.10) and TDp=(0.19V+4.95)Et-(0.72V+0.34). When there was in flow velocity, the elapsed time and siking speed (PSp, TSp) of P seine and T seine can be shown such experimental equations as PSp=-0.11Et2+1.42Et+1.75 and TSp=-0.11Et2+1.41Et+1.37.

The aim of this study was to identify the effect of suspension unloading (SU) and electrical stimulation upon the development of neonatal muscular system. For this study, the neonatal rats were randomly divided into three groups: a control group, an experimental group I, and an experimental group II. The SU for experimental group I and II was applied from postnatal day (PD) 5 to PD 30. The electrical stimulation for soleus muscle of experimental group IIwas applied from PD 16 to PD 30 using neuromuscular electrical stimulation (NMES), which gave isometric contraction with 10 pps for 30 minutes twice a day. In order to observe the effect of SU and ES, this study observed myocyte enhancer factor 2C (MEF2C) and vascular endothelial growth factor (VEGF) immunoreactivity in the soleus muscles at PD 15 and PD 30. In addition, the motor behavior test was performed through footprint analysis at PD 30. The following is the result. At PD 15, the soleus muscles of experimental group Iand II had significantly lower MEF2C, VEGF immunoreactivity than the control group. It proved that microgravity conditions restricted the development of the skeletal muscle cells at PD 15. At PD 30, soleus muscles of the control group and experimental group II had significantly higher MEF2C, VEGF, immunoreactivity than experimental group I. It proved that the NMES facilitated the development of the skeletal muscle cells. At PD 30, it showed that SU caused the decrease in stride length of parameter of gait analysis and an increase in toe-out angle, and that the NMES decreased these variations. These results suggest that weight bearing during neonatal developmental period is essential for muscular development. They also reveal that NMES can encourage the development of muscular systems by fully supplementing the effect of weight bearing, which is an essential factor in the neonatal developmental process.

This study was designed to examine the effects of electroacupuncture and treadmill exercise on the improvement of muscle atrophy and Brain-Derived Neurotrophic Factor (BDNF) expression in an ischemic stroke model induced by middle cerebral artery occlusion. This study selected 120 Sprangue-Dawley rats, divided them into six groups, and assigned 5 rats to each group. Experiments were conducted for 1, 3 days and 1, 8 weeks, respectively. In each group, changes in weight of muscle and relative muscle of tibialis anterior muscle, histologic observations, and BDNF expression were observed and analyzed. For the changes in muscle weight of unaffected and affected sides of tibialis anterior, muscle atrophy was expressed in an affected side 3 days after ischemic stroke was induced. There was a statistically significant difference in Group VI 1 and 8 weeks after ischemic stroke was induced, compared to Group II (p<.05). For the changes in relative muscle weight of unaffected and affected sides of tibial anterior muscle, there was significant decrease in each group 3 days after ischemic stroke was induced, compared to Group I, while there was a statistically significant increase in Group VI 1 week after ischemic stroke was induced, compared to Group II (p<.05). For neurologic exercise behavior test, Group VI generally had the highest score, compared to other groups. The results of the behavior test suggests that 8 weeks after ischemic stroke was induced, Group VI improved in degeneration and inflammation of muscle fiber and decreased in destruction of nerve cells and cerebral infarction, thus indicating a similar state of muscle fiber and brain tissue in Group I. In immunohistochemical observations, Group 1 week showed increase in BDNF. Based on these results, electroacupuncture and treadmill exercise may improve muscle atrophy and change in BDNF expression of ischemic stroke rats and contribute to the improvement of exercise function.

The vascular plants of the studied area in this site was listed as 333 taxa; 88 families , 226 genera, 289 species, 1 subspecies, 39 varieties, 4 forms. Based on the list of Korean endemic plant, 4 taxa were recorded; Populus tomenüglandulosa, Salix purpurea var. japonica, lndigofera koreana, Weigela subsessilis. Specific plant species by floral region were total 15 taxa; 2 taxa (Monochoria korsakowi, Spiraea salicifolia) in class llI, Ottelia alismoides in class II , 10 taxa (Sagittaria aginashi，Salix glandulosa，Alnus hirsuta, Quercus variabilis, Stellaria filicaulis, Pyrus ussuriensis, llex macropoda, Grewia biloba var. parviflora, Vaccinium oldhami, Cirsium pendulum) in class 1. The naturalized plants in this site were 12 families, 27 genera, 36 species, 1 varieties, 37 taxa and naturalization rate was 11. 1% of all 333 taxa vascular plants. 80, wild plants disturbing ecosystem like Ambrosia artemisiifolia var. elatior have been increasing and it needs continuing control and conservation measures on the plant ecosystem.

21 세기 지식기반 사회에 있어서 지적재산권은 세계시장에서의 국가와 기업의 경쟁력을 가늠할 수 있는 중요한 요소로 자리 매김하고 있다. 우리나라 특허청은 이러한 상황 하에서 고품질의 지식재산의 창출을 위한 기반을 강화하기 위하여 선진적이고 편리한 특허제도를 구축, 유지하기 위한 다양한 정책을 추진하고 있다. 특히 특허청은 2006년 5월 1일에 우리나라 중앙행정기관으로는 처음으로 기업형 책임운영기관으로 전환되면서“고객감동”을 정책의 제1우선 목표로 선언하였고 이러한 기조 하에 출원인 측면에 있어서의 출원절차의 편의성과 내부 심사절차의 효율성 극대화를 위하여 특허법 및 상표법을 개정하게 되었다. 그 주요내용을 보면 특허법의 경우는 특허청구범위가 없는 상태에서 출원이 가능하도록 하고, 출원공개 시점까지 특허청구범위를 제출하면 출원일을 최초 출원일로 소급할 수 있도록 하는 특허청구범위 제출 유예제도를 도입하였고, 특허출원에 대한 심사 시 모든 청구항에 대해 특허가능여부를 심사하여 거절이유가 있는 모든 청구항에 대하여 그 결과를 명확하고 구체적으로 통지하도록 의무화 하였으며 발명의 상세한 설명의 기재요건을 완화하였다. 이외에도 자유로운 청구항의 작성을 허용하고, 거절(무효)사유에서도 청구항의 기재요건을 제외하였으며 특허 무효심판에서 새로운 증거가 제출된 경우 피청구인에게 정정의 기회를 부여하였다. 상표법의 경우는 모든 지정상품에 대해 등록 가능여부를 심사하여 지정상품별로 그 결과를 명확하고 구체적으로 통지하도록 의무화하였고 모방상표의 등록을 보다 강하게 배제할 수 있도록 하고, 상표의 출원·등록없이 특정 상표를 선사용한 자에게는 해당 상표를 계속 사용할 수 있도록 법정통상사용권제도를 도입하였으며 상표의 정의 조항을 개정하여 상표법상 보호대상을 확대하였다.

Transforming growth factor-β (TGF-β) has been shown to have a positive effect on in vitro fertilization (IVF) and has been reported to stimulate meiosis at follicular level in variety of species. The study was designed to determine the expression patterns of TGF-β1, TGF-β receptors type Ⅰ, Ⅱ and Smads gene in bovine oocytes and embryos. TGF-β1 and their receptors were observed in the unfertilized oocytes. TGF-β1 and type Ⅱ receptor were not expressed at the blastocyst stage, however, only type I receptor was exclusively observed at the same stage. The blastocyst stage, in particular, showed high levels of mRNA expression patterns containing a TGF-β type Ⅰ receptor. The mRNA expression pattern of Smad 2 at all stages of embryonic development was similar in all respect with TGF-β1 type I receptor. On the contrary, Smad 3 and 4 were expressed with high and low level mRNA at the blastocyst stage. In conclusion, it is suggested that TGF-β signaling may be regarded as an important entity during the preimplantation embryo development.

We developed a new program for automatic continuum normalization of Echelle spectrographic data. Using this algorithm, we have determined spectral continuum of almost BOES data. The first advantage of this algorithm is that we can save much time for continuum determination and normalization. The second advantage is that the result of this algorithm is very reliable for almost spectral type of spectrum. But this algorithm cannot be applied directly to the spectrum which has very strong and broad emission lines, for example Wolf-Rayet type spectrum. We implanted this algorithm to the program which was developed in the previous study. And we introduced more upgraded BOES data reduction program. This program has more convenient graphical user interface environment, so users can easily reduce BOES data. Lastly, we presented the result of study on line profile variation of magnetic Ap/Bp stars analyzed using this program.

본 연구의 목적은 3주 동안 장기간 냉각상태로 보관된 개 정자의 기능적 특성을 알아보고자 두 종류의 정자 희석액, Glucose-BSA(G-BSA), Dimitropoulos-II(BIMI)가 정자의 기능적 특성에 미치는 영향을 알아보고자 한다. 개 정액을 수지법에 의해 채취하여 원심분리한 후 정장은 제거하였다. 정자를 G-BSA나 DIMI으로 희석하여 최종 농도를 sperm/ml로 하였다. 희석된 정자를 정자 운송 시스템을 이용하여 루지애나 주립 대학

The aim of this study was to investigate whether addition of porcine epididymal fluid (pEF) into culture medium during in vitro maturation influences the nuclear maturation of porcine germinal vesicle (GV) oocytes. Porcine cumulus-oocyte complexes (COCs) from follicles were cultured in tissue culture medium 199 (TCM 199) containing pEF. After 48 hr of culture, oocytes were examined for evidence of GV breakdown, metaphase I, anaphase-telophase I, and metaphase II. The proportion of oocytes reaching at metaphase II (M II) stage was significantly (p<0.05) increased in oocytes cultured in the media supplemented with 10% pEF during in vitro maturation than in those without pEF regardless of cumulus presence or absence (54.6% vs 22.5%，51.7% vs 24.2%). The supplementation of pEF during maturation of oocyte enhanced oocytes maturation in a dose-dependent manner in vitro. Also significant differences (p<0.05) in the percentage of MII oocytes were observed according to exposure period in pEF. Present study suggests that pEF contains a enhancing component(s) for nuclear maturation of porcine immature oocytes in vitro.

해양오염방지협약(MARPOL 73/78)을 수용하기 위하여 제정 개정되어 은 해양오염방지법을 비롯하여 환경관련 국내법들을 살펴보고, 해양오염방지를 위하여 채택된 각종 국제협약들의 주요 내용을 국내법에 어떻게 수용하고 있는지를 검토하였다. 그리고 해양오염방지와 관련된 현행 국제협약의 내용 중에서 아직까지 국내법에 수용되지 않은 부분을 해양오염방지법에 수용하는 방안을 제시하였다. 최근에 선박대기오염방지규칙을 MARPOL 73/78의 부속서VI으로 채택함에 따라 국내에서는 대기환경보전법보다는 해양오염방지법에 이를 수용하였다. 72런던협약 및 96의정서(LC 72/96)의 주요내용을 해양오염방지법에 수용하고 있으나 72런던협약 부속서II의 특별주의물질, 부속서III의 해양투기허가증 발급기준 및 96의정서 부속서 I의 투기 가능물질에 관한 일부 내용이 수용되지 않고 있다. 기름오염대비대응협력협약(OPRC 90)의 주요내용은 해양오염방지법에 수용되어 있으나 항만 및 기름 취급시설 기름오염비상계획서와 국가긴급계획이 해양오염방지법에 수용되어 있지 않다. 유성혼합물이 선내에 잔류하는 해철용 유조선(폐선)을 개도국이나 후진국으로 이동하는 것을 방지하기 위하여 유해화학물질의 국가간 이동을 규제하고 금지하는 바젤협약의 관련 내용(폐유)을 해양오염방지법으로 수용하는 것이 바람직하다. 선박의 유해한 방오시스템 통제를 위한 국제협약을 유해화학물질관리법으로 수용하기 보다는 해양오염방지법으로 수용하여야 할 것이다. 국내에서 유기주석화합물(TBT)을 함유한 선박방오도료를 취급제한 금지물질로 분류함으로써 방오도료 국제협약을 국내의 유해화학물질관리법에 수용하고 있으나 방오도료 국제협약을 해양오염방지법으로 수용하는 것이 더 합리적일 것이다. 밸러스트수 국제협약을 수용하는 국내법이 없는 실정이므로 이 협약을 해양오염방지법으로 수용하거나 새로운 법을 제정하여 수용하여야 할 것이다.
