        Depending on the growth of the construction industry, size of construction sites are becoming enlarged, and construction work is becoming diversified as well. However, this increases risks of safety accidents. In order to alleviate this problem, some large construction companies have implemented a Safety Patrol Management System (SPMS) in order to reduce accidents on construction sites. Aimed at the construction sites where SPMS has been applied, the purpose of this research is to calculate the proper number of SPMS safety mangers by comparing and contrasting the number of safety managers per person for each site with different sizes and the converted accident ratio. In addition, we also aim to calculate the adequate amount of SPMS safety management costs compared to the total amount of construction expenses required once SPMS is introduced.

        Domestic plant construction sites have a tendency to become bigger, more various and complicated. Moreover frequency of industrial incident is increasing due to short project period, coexistence work condition and using heavy construction equipment. Installing safety facilities and safety training contribute to prevent incident. But mostly incident happens due to workers’ unsafe action and wrong work method. Technically, it is very difficult for us to closely manage workers preventing incident. Therefore, the role of foreman who ordinarily works together with his workers is considered more important. Specific execution plan was drawn through industrial incident statistics from Ministry of Labor and questionnaire survey to interest parties(supervisor, safety staff and foreman). If foreman has raised sense of belonging and responsibility by conducting practical safety training for his workers, manages job site and receives proper compensation for these roles, it will be expected that it fully influences incident decrease.

        The torque shear high strength bolt is clamped normally at the break of pin-tail specified. However, the clamping forces on slip critical connections do not often meet the required tension, as it considerably fluctuates due to torque coefficient dependent on lubricant affected temperature. In this study, the clamping tests of torque shear bolts were conducted independently at indoor conditions and at construction site conditions. During last six years, temperature of candidated site conditions was recorded from -11℃ to 34℃. The indoor temperature condition was ranged from -1 0℃ to 50℃ at each 10℃ interval. As for site conditions, the clamping force was reached in the range from 159 to 210 kN and the torque value was from 405 to 556 Nㆍm. The range of torque coefficient at indoor conditions was analyzed from 0.126 to 0.158 while tensions were indicated from 179 to 192 kN. The torque coefficient at site conditions was ranged from 0.118 to 0.152. Based on this test, the variable trends of torque coefficient, tension subjected temperature can be taken by statistic regressive analysis. The variable of torque coefficient under the indoor conditions is 0.13%/℃ while it reaches 2.73%/℃ at actual site conditions. When the indoor trends and site conditions is combined, the modified variable of torque coefficient can be expected as 0.2% /℃. and the modified variable of tension can be determined as 0.18%/℃.

        Recently, the Ministry of Labour, published clause 2 of Article 41 (Risk Assessment) of the Act "Industrial Safety and Health" dated 12 June 2013 in connection with continuous increase of accidents at construction sites in order to prevent accidents in industrial safety and health in new construction in accordance with the risk assessment on construction projects are realized after March 13, 2014. In this paper, positive method of calculating risk discussed by performing research the awareness of general contractors and sub-contractors with presenting risky situation is considered. The purpose will be a positive method of calculating risk and would be a sufficient basе and give a positive direction in the development of new systems currently working in the construction and risk assessment which consider the characteristics of sufficient risk assessment system for future research.

        The risk assessment carried out on the construction site at the beginning of the implementation depends on the subjective judgment of risk of general contractor and subcontractors, whose opinion about frequency and intensity of risk is different. In this paper, research the awareness of general contractors and subcontractors about process of risk assessment at the construction site and its effectiveness. Researching of the main factors "frequency", "intensity" which determines the degree of risk gives the opportunity to find an option for improving the effective implementation of risk assessment.

        본 연구는 건설현장 소장의 진성리더십이 현장직원의 조직시민행동, 종업원몰입에 미치는 영향과 이들 간의 관계에 있어서 조직후원인식의 매개역할을 살펴보았다. 본 연구의 조사대상자는 고속도로건설현장(37개), 인천공항건설현장(12개), 철도건설현장(10개), 광역지자체건설현장(14개), 국도건설현장(2개) 등 75개 건설현장에 근무하고 있는 현장직원을 대상으로 하였다. 회수된 설문지 630부 중에서 불성실한 응답자를 제외한 622부가 분석 자료로 활용되었다. 설문분석결과는 다음과 같다. 첫째, 현장소장의 진성리더십이 현장직원의 조직후원인식, 조직시민행동과 종업원몰입과 정(+)의 관계를 나타났다. 둘째, 현장직원의 조직후원인식이 조직시민행동과 종업원몰입과 정(+)의 관계를 나타났다. 셋째, 현장직원의 조직후원인식이 현장소장의 진성리더십과 현장직원의 조직시민행동, 종업원몰입 사이에서 부분매개 하는 것으로 나타났다. 이러한 결과는 현장소장의 진성리더십이 현장직원의 조직후원인식을 향상시키고 향상된 조직후원인식은 현장직원들의 조직시민행동, 종업원몰입에 영향을 발휘한다는 것을 알 수 있었다. 본 연구는 건설현장 내에서 절대적 권한을 갖고 있는 건설현장 소장의 진성리더십의 영향력을 평가하였다는 점과 매개변수로써 조직후원인식의 역할을 검증하였다는 점에서 의의가 있다.

        Total industrial accident rate in Korea is facing a record 0.7% for 10 years since 2000. After entering the continuous versus 0.6% (0.69%) in 2010. In 2011, the decrease was reduced to 0.65%. Conversely In contrast to foreign workers' share has increased dramatically over 10 years since 2000 to 2010 are expected to be difficult in the accident rate of 0.5% for the entry. Despite the ongoing disaster reduction efforts to reduce disaster (share) of foreign workers has been increasing rapidly Survey, Whilst the provision of disaster prevention system status and problem analysis and identify measures that can be established through such disaster reduction measures are urgently needed.

        산업현장의 개인보호구 사용 제도는 실질적으로 비현실적인 상태에 놓여있는 실정 이다. 대한민국 정부와 사업주는 보호구 사용 제도의 실태에 관하여 실질적인 개정 작 업에 박찰을 가할 시기가 도래하였으며, 지금부터 제도에 대한 개혁을 시도하여야 한 다. 선진국에 비교한다면 너무나 늦은 그저 “늑장대처”일 뿐이라 이야기 하고 싶다. 그 러나 정부와 사업주, 그리고 안전분야 전문가들이 모여 선진국의 안전문화를 수렴하고 우리가 직면한 과제 해결을 위해 적극적으로 다가간다면 대한민국의 산업재해율 감소 와 개인보호구 사용 제도의 개정은 분명 달성할 수 있는 목표라 본다. 이에 따른 이번 연구의 목적 및 방향은 다음과 같다. 급변하는 글로벌 산업안전보건환경에 부응하기 위하여 정부는 적극적으로 선진국의 안전문화 수렴에 동참하여야 하며, 개인보호구 사용의 현 제도를 철폐해야 한다. “산업 안전보건법”에서는 사업주가 근로자에게 보호구 지급하는 것을 의무로 하고 있지만, 이와 반대로 근로자 스스로가 보호구를 지급하는 방안을 마련해야 한다. 그리고 정부 나 사업주는 이 행위에 대하여 근로자에게 적절한 보상안을 마련해주어야 할 것이다. 현재 대기업이나 중견기업은 개인보호구가 남아도는 실정이며, 과도한 안전관리비 책 정으로 인하여 국가적으로 큰 손실을 초래하고 있다고 볼 수 있다. 이는 고용노동부가 추진하는 “건설업 산업안전관리비 계상 및 사용기준”의 오류를 명확히 인식하게 하고 개정을 시도해야 한다. 정부의 법과 제도들은 주로 대기업과 중견기업 등에 맞춰져 있 는 실정이고 나머지 소규모 영세사업장에는 법과 제도의 효력이 미치지 못하는 것이 안타까운 현실이다. 소규모 사업장의 근로자들도 기지개를 펴고 당당하게 일할 수 있 는 법과 제도를 마련하는 것이 풀어야 할 숙제이다.

        The large-sized, complex, and multi-storied construction industry caused the increasing construction amount together with insufficient skilled workers to increase the probability of occurring accident , resulting in the most construction accidents next to manufacturing industry. Death accidents have risen to serious level, compared construction industry with manufacturing industry along the numbers of workers. Due to the main feature of one-time industry receiving orders, open-air dispersed production activity and the long-complex production process, the continuous efforts to prevent and manage safety accidents were made but the results were of no effect. They didn't deeply analyze the falling accidents that consist of half death accidents in construction industry. This study has classified in detail Missteps, Slip, Trip, Unstability and the others on the basis of gait characteristics, occurrence types, frequency and intensity of death accidents. This study suggested the effective methods on the construction safety management according to the causes of falling accidents. This study will be expect to be used as the basic data in the procedure and the program of safety management.
