세계 각국은 관광과 문화 사업을 21세기 국가 전략 사업으로 육성하고 있다. 관광 선진국들의 사례를 비춰볼 때 국민소득이 2만~3만 달러 이상 증가하면 육상 관광과 레저에서 해양 관광과 레저로 추이가 이동함을 볼 수 있다. 또한 주 5일 근무제의 시행으로 근로시간 단축에 따라 가족 지향형 가치관의 형성으로 가족단위의 여가활동 및 여행수요 증대의 보편화가 나타나고 있다. 이러한 환경변화에 따라 해양레저를 즐기고자하는 수요는 증가하고 있으나, 기반시설 부족으로 활성화가 이루어지지 못하고 있는 실정이다. 특히 우리나라 서남해안 해역은 수많은 다도해가 자연방파제 역할을 하고 있으므로 해양레저 산업을 활성화 시키는데 적합한 천혜의 자연조건을 보유하고 있으나 기반시설 부족으로 활성화가 이루어지지 못하고 있는 실정이다. 본 연구에서는 우리나라 해양레저 기반시설의 현황과 문제점을 분석하고, 서남해안 해양레저 산업 활성화에 필요한 친환경 해양레저 기반 시설 구축 방안에 관하여 논한다.

This article studies community service order in terms of its objectives, functions, and legal basis. Compared with the cases of the advanced countries where community service order has well established, this study seeks to find problems and remedies to improve the use of community service order in Korea. The recommendations are 1) a fairer and more reasonable selection process for the candidates, 2) a development of better examination system to classify the offenders, 3) imposition of appropriate conditions and regulations, 4) A stricter penalties for the condition violators, 5) the encouragement of active participation of voluntary personnel.

In modern society, there are diverse sorts of VIPs including a king and individuals. Some like a king or president are in need of professional secret services, and others become VIPs by being guarded by a bodyguard company at their own request. The former is called a public guard, and the latter is a private one. In the field of the public guard, the nation should be furnished with a guard system in consideration of political circumstances to protect VIPs. That is, the parliamentary cabinet system and presidential system call for a different guard system, and the guard system's professional features vary to some degree with political situations and cultural climate. If the ultimate goal of guard is to protect the chief of the democratic and open state in a most efficient and safe manner, it's mandatorily necessary to set up a professional and specialized guard organization to provide democratic and efficient secret services. It's desired that the domestic presidential guard division should be staffed with not only expert guards but other personnels dispatched from the military and police. In the police, guard mission is splitted among various guard and security agencies, including the National Police Agency's public security bureau or the Seoul Metropolitan Police Agency's public security division, 101 security unit, mobile police and 22 special guard division. As a chain of command is separated and it's difficult to manage such organizations effectively, the National Police Agency should be exclusively in charge of VIP guard and security. In the area of private guard, the private police system has shared national security task as a middle organization between the private police and private guard. But now its intent has gradually weakened, and its mission should be redefined. In addition, the way people look at private guard should change, and they should be well informed that it could serve to prevent possible crimes, protect them against crimes and get rid of their inconveniences. To make a good impression on people, the guard associations and businesses should put their efforts into reinforcing publicity activities, and the government, academic circles and press should team up with them as well.

The study examines the current problems with which the nation’s second foreign languages(SFL) education today faces and suggests the recommendations for SFL policy. Assumíng that SFL is at risk, the study warns that SFL policy has failed to recognize the importance of SFL and so gives less attention to factors that are required for improving the quality of SFL. The maín reasons for the crisís of SFL, the study says. seem to be the lack of giving efforts to improvement for SFL and the policy. makers' failure to provide the SFL improvement plans (e.g., focusing on expanding the aspect of quantity with respect to the SFL without considering that of quality or making the SFL electives for the ColIege Scholastic Ability Test). Based on the problems identified in the study. a couple of recommendations are suggested as follow. The SFL shou1d be offered as common courses for a11 and thus high schoo1 graduates take SFL subjects as the compu[sory in the College Scholastic Ability Tests. Teaching methods and materials for the SFL should be improved and developed. Particularly for the effective SFL, it should be free from the textbooks only classroom teaching-learning situation and lots of up-to-date curricular materials and laboratory apparatus should be developed .

In general, issues of crime and criminals are the utmost social problems everywhere in the world. In particular, the recidivism is one of the most important aspects of crime problem. Increases in recidivists can be accounted for by the failures of the programs provided by the correctional facilities to rehabilitate the inmates, while they serve the imposed sentence. It is the career training program that can function as a means to attack the issue of recidivism, because having chances to work in the community will prevent criminals from their inclination to engage in illegal activities. Based on this understanding, this study aims to find ways to provide best career training programs within the facilities. In order to do this, the historical development of the prison career training programs is first introduced. At the same time, current career training programs for the inmates are reviewed. And finally it gives constructive insights to maximize the efficiency of the programs for the career development of the inmates.
