본 연구에서는 계절별 기후인자를 고려하여 정성적 및 정량적 위험성 평가를 실시하여 사고 시나리오를 설정하였고, 비용-편익분석을 실시하여 사고 시나리오별 안전관리 비의 효율을 분석하였다. 그 결과, 최악의 시나리오는 비정상조업에서 유지보수 오류이었고, 가능성 있는 시나리오는 HAZOP 구간#4에서 발생되는 가스 누출사고이었으며, 각 사고 시나리오에서 전체 안전관리 투자비에 대한 편익/비용은 0.043과 0.13이었다. 이때 각 사고 시나리오에서 비용 효과적인 안전관리 항목을 평가할 수 있었다.
Construction Management(CM) system, which was introduced some years ago to large national construction projects, such as the construction of Incheon New Airport, construction of high-speed railroad and World Cup stadiums, is considered to be still in its early stage and safety at each step of CM is very poorly controlled. In an attempt to improve such inferior safety control of domestic CM, this study analyzed safety control operation system in CM home and abroad and suggested a model for the construction of safety control management information system suitable to the conditions of Korea.
Eight years have been passed after the collapse of Sampoong Department Store. Although more than five hundred people were killed at once due to the collapse, many irrational system and specifications which blew that disaster still alive. In this paper, some irtational system and specifications were reviewed. Better rational system and specification were suggested at various levels of design, construction and maintenance of buildings.
오늘날 건설산업분야는 기술적인 것은 물론 경제, 정보면에서도 그 어느때보다 치열한 경쟁 상태에 직면하고 있다. 이러한 건설산업 전반의 무한 경쟁에서 대응할 우수한 기술력과 체계적인 건설사업관리(CM)기법에 따른 안전관리가 필요한 실정이다. 따라서 CM단계별 안전관리지침이 시설물 life cycle 전단계에 걸쳐 활용되는 방안에 대해 연구하고 각 단계별 안전관리를 유도하여 안전성확보에 주력하며 각단계별 Safety management를 하고자 한다.
The quantitative evaluation method of the safety management cost was suggested to prevent a gas accident as a major industrial accident. In a gas governor station, process risk assessments such as the fault tree analysis(FTA) and the consequence analysis were performed. Based on process risk assessments, potential accident costs were estimated and the cost-benefit analysis(CBA) was performed. From the cost-benefit analysis for five classification items of safety management cost, the order of the cost/benefit ratio was estimated.
우리나라의 산업안전 ·보건 수준은 '81년 산업안전보건법이 제정됨으로써 획기적으로 발전하여, 80년대부터 산업재해 발생율이 감소추세를 보여왔다. 정부정책 측면에서 보면, '80년 이전까지는 주로 사후 보상문제에 치중하였고 산업안전보건법이 제정된 이후부터 본격적인 재해예방 정책이 수립 ·추진되기 시작하였다. 그러나, 이러한 변화 속에서 사업장 안전 ·보건관리 체계는 규제완화에 따른 안전보건관리체계 약화, 안전보건관리체계의 중복, 법집행의 실효성 미약, 공공-민간의 효율적인 역할 수행체계 미흡, 근로자의 참여부족 등 많은 문제점들을 안고 있다. 따라서 본 논문에서는 미국, 영국, 독일, 일본 등 우리보다 앞서있는 선진국의 산업안전보건체계를 재해통계제도, 안전보건 관련법, 재해예방기관의 활동 등의 측면에서 살펴보고 우리나라의 관리체계와 비교하여 개선 및 발전 방향을 모색하고자 하였다.
The small-and-medium sized construction sites are in weak state of safety management because of the variable working environments, the lack of safety techniques and the weak economic conditions, and industrial accidents of these sites were occupied 60% of the total construction accidents. Recently, the safety engineer's number are not to be enough at the small-and-medium sized construction sites. Therefore, the safety engineer's works are addition to more and more. This paper is a development of the integrated program which using composition of construction safety management expenses. It is an management tool which helps to saving time of construction safety engineer. A method of development composition, to used Brain Storming for a place of meeting to construction safety management counselors.
A supervisor's role is very important to have accident free environment in a company. In order to take full advantage of safety management system, company safety supervisors require to learn how much responsibility they have in their company. To improve safety supervisor's knowledge, they must spend time to learn the importance accident free environment. To improve the efficiency of safety management, the supervisors need to voluntarily emphasize the importance of safety management.
최근 우리나라의 건설산업은 Project의 규모가 대형화됨에 따라 기계화 시공 신공법 도입등 공정작업이 다양해지고 새로운 방법들이 많이 시도되고 있으며 건설산업도 기획, 설계, 발주, 시공, 유지관리라는 연속적 단계를 통하여 각 단계가 상호 유기적 연관성을 가지므로 건설현장의 근원적 안전성 확보를 위해서 건설 시설물의 Life cycle 전 단계를 걸쳐 안전관리 개념과 기법이 도입되어야 한다. 따라서 본 연구에서는 CM에 의한 단계로 안전성 확보에 주력하고 미국 CMAA의 단계별 기능별(phase, 6Function) 업무내용에서와 같이 Safety Management를 한다. 또한 CM제도 정착에 따른 초기단계를 규정하는 안전관리 법령 재정을 하여 단계적으로 자율적 안전 관리를 유도하여 재해예방을 하도록 해야한다.
In the future, all kinds condition of industrial safety is a primary need in all advanced countries in which workplace safety is an issue. Furthermore, the increasing complexity of production systems and the rapidity of technological innovation have consolidated the recognition of the strategic value of safety, alongside the traditional competitive factors such as quality, costs, delivery time and flexibility, In this paper, the some critical issues of changes and counter-plan in an adequate safety management were identified by above considerations as follows: needs of systematic identification and analysis of safety factors; requirements to define priorities and budgeting to support the decision-making process; and needs of audit activities and indicators which measure company performance in terms of safety improvements, and so on.

Cost-benefit analysis was investigated to propose the analysis method of the effect of investment and the optimum investment level of safety management cost for preventing gas accident in the B governor station. From five classifications of safety management costs consisting of cost items with similar characters and potential accident costs calculated by risk assessments(FMEA/HAZOP), we found that the order of the benefit(the reduction cost of the potential accident cost) was the instrument increase and repair cost > the safety checking and inspection cost > the labor and training cost > the safety equipment and corresponding cost > the research and development cost. As the benefit was increased with increasing the investment cost, the effect of investment was increased with decreasing the Investment cost. As a result, the optimum safety management cost was estimated and the investment level was analyzed by the model of optimum investment level.
Needs of each enterprises for safety managers ability should be clarified and then the result should be taken into account regular curriculum and assessed it regularly. Keeping the student competance without this series of feedback will not be possible. A method, to assess the effectiveness of curriculum course, DACUM(Developing A Curriculum) could be applied in order to find out what subject will be useful. Questionnaire results with weight factor could be put into this study Task Analysis method and the importance determining method have been introduced here. As a further study, it is concealed that a study taking into account of company size, nature, local situation are needed to find out more useful application.
To keep an enterprise's competitiveness on the condition of the automatic manufacturing system such as FA, FMS and CIM, all the maintenance problems should be considered seriously In not only in production and maintenance but also in related industrial safety. As we analyze in the surveys the maintenance management of domestic enterprises and the causes of Industrial accident, there will be necessity of drawing up countermeasures for preventing industrial accidents and for ensuring expertise maintenance technologies. Based on these analyses, the safety information system, maintenance management information system, and the machinery condition diagnosis technique are studied by using of the knowledge-based system under the real-time computer-operating environment and using fuzzy linguistic variable. This computer system based knowledge-based diagnosis can easily provide not only the knowledge of expert system about deterioration phenomenon of industrial robots, but also the knowledge of relating safety and facility all the time. Therefore, it is expected to improve the efficiency of business processes in the production and safety when we use this system.
This article is concerned with various aspects of establishing the global standard for occupational safety and health management system (OHSMS). The notion, main features, and brief history of the OHSMS are presented. The OHSAS 18000, its assets and liabilities, are reviewed as a prototype of the global standard. It is also addressed the possibility of combining ISO 9000(quality management system), 14000(environmental management system) and the OHSMS into the integrated management system (IMS) as a whole. The concepts of internal and external customers are presented to explain why the environment, safety and health should be incorporated into the notion of total quality 'Participation of the members' and 'standardization of the 4Ms (Man, Machine, Materials and Method)'are emphasized as the major enablers of the IMS. Finally, the industrial, academic and governmental roles are discussed for developing the IMS and setting it down into the Korean industries.
제조물 결함에 의한 기업의 배상책임은 전형적인 기업의 리스크로서 전통적으로 투자, 금융, 보험, 위기 관리, 시스템 안전 분야에서 사용되고 있는 리스크 관리 기법을 적용하여 효과적으로 대비할 수 있다. 현재 일부 선진국에서는 리스크 관리 기법을 규격화하여 각 조직 활동에 잠재된 위험 요소로부터의 손실을 예방하고 기회 이익을 구현하는데 활용하고 있다. 본 연구에서는 현재까지 발표된 호주, 뉴질랜드, 캐나다, 일본, 영국, 유럽연합 등의 나라에서 규격화하고 있는 리스크 관리기법에 대해 비교 검토하고 그 장단점 및 특징을 조사하였다. 또한 제조물 결함에 따른 기업의 배상 책임에 대비하여 기업이 제품 안전 경영체계를 수립하는데 리스크 관리 기법이 적절히 활용될 수 있는지에 대해 토의하였다.
