In order to overcome the small scale of Korea waterworks and to achieve comprehensive improvement and innovation transformation, the waterworks integration was reviewed. The effect of consolidation was confirmed by the integration of the water supply business in the southern Gangwon region and the western Gyeongnam region in Korea, such as an increase in the flow rate and a decrease in the production unit cost. After facing management and service limitations overseas, more than 1,000 small-scale waterworks projects in the UK were integrated into 27 waterworks providers, and Japan also revised the Waterworks Act in December 2019 and is in the process of integrating waterworks. It is considered appropriate to promote the integration of waterworks projects in Korea by respecting the autonomy of local governments, but using a participatory method, a win-win method, and a linkage method. For the integration of waterworks projects, three strategies are proposed: First creating a national foundation for integration (revision of the Waterworks Act), Second establishing a waterworks integration strategy led by local governments, Third forming an external consensus and providing incentives for participation.

중국에서 개인소유 주택의 보유단계에 세금을 부과하려는 부동산세 개혁과 입법은 매우 민감한 화제이다. 중국에서는 지난 20년간 수차에 걸쳐 부동산세 입법 계획이 발표·추진되었지만 아직 정식으로 입법화되지 못하고 있다. 본 논문에서는 중국 부동 산세 개혁의 추진 과정과 개혁의 난점 및 장애요인을 중점적으로 고찰하였다. 2절에 서는 중국이 부동산세 도입을 추진하려는 배경과 목적을 살펴보았다. 3절에서는 지 난 20년간 부동산세 개혁의 추진 과정을 네 개의 시기로 나누어 고찰하였다. 이로부 터 부동산세 개혁과 입법에 수많은 난점과 장애가 존재한다는 것을 추론하였다. 4절 에서는 부동산세 개혁의 난점을 네 가지 방면으로 나누어 고찰하였다. 5절에서는 부 동산세 개혁을 둘러싼 이해관계의 충돌과 기득권층의 저항을 고찰하였다. 이중 가장 결정적인 장애요인은 당·정 간부를 비롯한 기득 이익집단의 반대와 저항이라고 판단 된다. 왜냐하면 부동산세의 개혁과 입법은 정치 투명화의 기초로, 단순한 경제문제를 넘어 정치개혁과도 연결되기 때문이다. 5절 맺음말에서는 최근의 상황과 개혁의 전 망을 제시하였다.

In this paper, based on the existing research, we define the parameters for the number of ignition devices to be applied to the pyrovalve, the operation and airtightness according to the temperature, the material of the nipple and the thickness of the fractured part, and ANSYS Ver. 19.2 was used to analyze the FEA model, and a comparative analysis was conducted through structure analysis according to the piston shape of the pyrovalve. In addition, an experimental study was conducted by manufacturing a prototype according to the design variables. As a result, high-strength pyrovalves can stably supply working fluids such as fuel and oxidizer for space launch vehicle propulsion engines, as well as precisely control flow path switching was confirmed.

본 연구는 독일의 인도태평양 전략 추진과 한국의 신 남방정책 간 상 호연계성 및 보완가능성을 분석하는 데 있다. 독일 인도태평양 전략은 첫 째, 해당지역의 경제적 잠재성, 둘째, 해당지역과의 상호의존성증대, 셋 째, 해당지역의 국제정치적 중요성, 넷째, 해당지역 내 독일과 유럽의 가 치 확산필요성을 배경으로 추진되었다. 역내핵심전략목표로서 독일은 현 실주의와 자유주의적 요소를 고려하여 인도태평양 내 경제교류관계의 다 변화, 다자주의건설, 자유항행원칙수호, 인권과 법치주의가치향상, 기후변 화방지노력확산을 추구한다. 독일의 인도태평양 전략과 한국의 신 남방정 책과의 전략적 교집합을 고려했을 때, 첫째로 양측은 역내 경제외교관계 의 다변화를 위해 협력할 수 있다. 둘째로 역내 정세의 평화와 안정유지 를 위해 협력할 수 있다. 셋째로 양측은 역내 4차 산업혁명과 디지털경제 네트워크의 확산을 위해 협력할 수 있다. 신 남방정책의 보완점으로서 한 국은 독일의 사례를 참고하여 학문적 교류확산을 통해 역내 국가와의 더 욱 심층적인 인적교류관계를 발전시킬 필요가 있다. 이에 더하여 적극적 인 역내 항로보호활동참여를 통해 역내국가와의 전략적 신뢰도와 역내 서방국가와의 전략공조기반을 개선시켜야 한다. 결론적으로 양국 역내 전 략공조의 성공을 위해서는 양국의 역내이익충돌을 방지하고, 양국이 각기 자체역량을 지속적으로 강화하여 상호협력필요성을 증대해야한다.

The purpose of the study is to suggest policy recommendations for mid- to long-term strategies through performance evaluation of food assistance implemented by the Korean government. Since Korea became a member of the FAC (Food Assistance Convention) in 2018, the government has been focusing on eradication of starvation by cooperating with the international community, recognizing the basic human needs and providing food to hungry people around the world. However, the existing way of food assistance is to meet the FAC pledge contributions to comply with international norms and maintain humanitarian support. Thus, it is necessary to establish a long-term strategy for effectiveness and efficiency of the food assistance. The study find out that there would be a high possibility to expand the scale of the current food assistance program of Korea by utilizing the imported rice without a conflict.
