        국제해사기구(IMO)는 해상안전과 해상보안 및 해양오염방지를 달성하기 위해 조직된 유엔산하 전문기구로서 책임과 보상 및 국제 해상교통의 간소화를 포함한 법적문제도 다루고 있다. 그러나 우리나라는 IMO 관련 분야를 전문적으로 연구하는 조직이나 연구기관이 없어서 급변하는 해운환경에 능동적으로 대처하지 못하였고, 이에 대처할 수 있는 전문가의 부재로 막대한 경제적 손실을 입고 있었던 것이 사실이다. 하지만 2001년 제22차 IMO 총회에서 처음으로 주요해운국가그룹인 A그룹 이사국으로 선출되고 2003년 11월 제23차 IMO 총회에서 A그룹 이사국으로 재진출하는 쾌거를 이루면서, IMO 내에서의 역할 부담 빛 국제적 위상강화를 확고히 하고 있다. 이를 계기로 삼아 A그룹 이사국으로서의 위상을 확고히 지키기 위하여, 해운선진국이라 할 수 있는 미국, 영국 및 일본의 해사행정체계를 IMO 연구 및 대응체계와 더불어 살펴본다면, 향후 우리나라의 시스템을 정비하는데 도움이 되리라 생각된다. 이에 이 연구에서는 IMO가 주도하고 있는 해운·조선산업에 대한 우리나라의 대응 방안 수립에 도움을 주고자 주요 해운선진국의 해사행정체계, 특히 IMO 연구 및 대응체계에 관한 각국의 자료를 수집하여 비교·분석한다.

        According to the growing concerns of the public with efficiency and effects of regional policies, their assessment works have become an important issue. Up to now, several studies have been carried out on economic effects of policies using conventional cost/benefit analysis, while there have been few studies on assessment of amenity oriented policies. From the above consideration, this study tried to develop An Annual Expenditure Assessment Model (AEAM) for amenity-oriented policy-making in rural area. As a pre-work for model development, the hierarchical indices system for rural development and the classification system of expenditure were designed. Being based on high significant relationship between rural amenities and local government expenditure, a linear optimization model for maximization of regional amenity was constructed. Through a case study of Sunchang-gun, Chonbuk-province, the model applicability was ascertained.

        The objectives of this study are to develop an agricultural drought evaluation model based on administrative boundaries and to assist the effective drought-related decision-making of local governments. The model which was named ADEM(Administrative Drought Evaluation Model for Paddies) is designed to simulate daily water balance between available water quantities from various agricultural water facilities such as reservoirs, wells, pump stations, etc. and water requirements in paddies. And in order to numerically describe the agricultural drought severity, two indices were defined; One is ADFP(Agricultural Drought Frequency for Paddies) which is calculated with a frequency analysis of monthly water deficit, and the other is ADIP(Agricultural Drought Index for Paddies) with a scale of -4.2~+4.2. The developed model was applied to Yeoju district and showed good correspondence with the historical records of drought.

        Cho Sik was a great scholar in Chosun Dynasty. He was a contemporary scholar with Lee Hwang. We can see some statements of Cho Sik in the books written by Lee Ie(Yoolgog). It is obvious that his thoughts affected many scholars later. In addition to this, he taught many disciples some of whom became public officials, and some became civil leaders in the War named Imjinwoeran(the invasion of the Japan, 1592). His administrative thoughts are revealed in the Letters to the King(Sangso) more clearly. And so the author analyzed the Letters and classified his administrative thoughts. The findings were like these. His administrative thoughts could be summed 4 suggestions : leadership, personnel administration, administrative ideologies(the administration for the people and Minbon/民本 thoughts), the listening of public opinion, and the timing and Hersil(虛實, formal/substantial) as criteria for policy-making. His administrative thoughts belong to the style of Moral-training - oriented mentioned in the paper. Generally speaking, we can see that Cho-Sik emphasizes most the Moral-training of the leader and the recruitment based on that. The administration for the people and Minbon thoughts also are the ideologies for the leader. The listening of the public opinion and the criteria for policy-making wholly rely on the will of the leader. It follows that we can see that he suggested Moral-training and will of leader for the solution of the bureaucratic problems, and he rarely discussed practical systemic and institutional reforms. This seems to reflect his absence of practical experience as a public service in bureaucratic system. Nevertheless, his thoughts affected many practitioners and scholars later. And so we need to study the relationships with them and effects on them more clearly.

        This study seeks an alternative of government personnel system that may help maritime administration better enhance specialization of government administration. Discussions are focused on government job classification system and appointment system, which may be most effective as the means to enhance specialization of government officials. And the discussions are aimed at developing alternative systems that should be appropriate in coping with rapidly changing environments and the needs for marine expertise.

        This studys concerns with a critical issues of urban and rural integration for rurban development. Todays, many of urban-rural integrated cities are confronted with the negative effects of administrative boundary integration. The first problem is induced from the developmental gaps and different residential demands between the core-city and peripheral-county. The second problem is social-economic and administrative unification costs neglected. The third problem is the environmental pollutions and degradations in peripheral-county by rapid urbanization. The forth problem is the inequality of the public services and regional investments in the urban-rural Integrated cities. The fifth problem is the administrative relation and financial distribution between core-city and residual province when the urban-rural integrated core-city becomes large urban city. The results of the questionnaire analysis as follows. The first point, the preference of administrative boundary integration is different in intra-areas of urban-rural integrated county by it's location. The second point, the diversity of preference of residents depends on theirs job, age, resdential period, education and income level. So, administrative boundary integration must consider the many important factors which affect the socio-economic situations between the core-city and peripheral-county. In conclusion, residents' preference for the admistrative boundary integration depends on their situation without rational approach for macro regional development. In this contexts, comprehensive approach for the urban-rural administrative boundary integration is needed in consistent with rapid change of local government's functions.
