        As indoor activities continue to increase, the importance of indoor air is emphasized. Moreover, children's activities are emphasized as being vulnerable. In this study, vocal organic compounds (VOCs) and CO2 in the indoor air were analyzed among children aged 4 to 7 years attending day care centers in Seoul. In the case of VOCs, the average concentration measured during a period of 24 hours in an asthmatic home was 143.9 (μg/m3). The average concentration measured during a period of 24 hours in the asthma and rhinitis home was 146.7 (μg/m3). In CO2, the average concentration measured during a period of 24 hours in the asthmatic home was 665.9 (ppm). The average concentration measured during a period of 24 hours in the asthma and rhinitis home was 695.9 (ppm). In this study, asthma symptoms increased as the concentration of indoor pollutants increased. Exposure of VOCs (μg/ m3) and CO2 (ppm) among environmental factors shows that respiratory symptoms such as asthma can be induced.

        앞으로 우리나라도 로보어드바이저가 활성화되고 알고리즘 거래와 같은 금융공학이 발전을 거듭하며 자본시장의 대중화가 도래할 것으로 보인다. 이러한 변화는 자본시장의 의미를 바꾸는 한편, 새로운 유형의 불공정거래행위가 테러에 버금가는 변동성을 초래거나 테러의 수단으로 활용될 수 있음을 의미한다. 미국에서 일어난 Flash Crash 등은 모두 알고 리즘 거래의 취약점으로부터 비롯되었다는 공통점이 있는데, 한 연구에 서는 Flash Crash 당시의 상황을 “심각한 테러 공격과 같은”이라고 표현한 바 있고, 나아가서 미국에서는 자본시장에 대한 테러 가능성을 경고하는 많은 연구들이 수행되었다. 머지않아 우리나라 자본시장도 초연결·초고속·자동화 되고 새로운 유형의 불공정거래기법들이 등장함으로써 미국이 겪은 사고들을 답습할 것으로 예상되지만, 이에 대한 대비책이나 자본시장 테러의 가능성은 주목받 지 못하고 있다. 그에 따라 자본시장법과 관련해서는 우리나라 감독기관이 인적·기술적 결핍을 겪음으로써 새로운 유형의 불공정거래행위를 억지하지 못하는 등의 문제가 예상된다. 뿐만 아니라 테러방지법에서는 사이버 테러 개념을 포함하지 못한 상태이고, 민간영역에 대한 사이버 안보체계는 사후대응체계에만 의존하고 있으므로 사이버 테러 예방을 위한 선제대응체계는 공백상태에 있다고 보아도 무방하다. 이러한 문제를 해결하기 위해서 금융투자상품 거래와 관련해서는 억지력을 통한 규제체계인 자본시장법을 검토하고 테러행위와 관련해서는 추적·감시·선제대응을 통한 예방체계인 테러방지법을 검토해야할 것인 바, 이 글에서는 테러에 버금가는 결과를 초래할 수 있는 신종 불공정거래행 위들을 규제할 수 있는 자본시장법상의 대응방안과 이러한 사기적 기법들이 사이버 테러의 한 유형으로서 자본시장 테러의 수단으로 이용되는 것을 예방할 수 있는 테러방지법상의 대응방안을 모색해본다.

        Background: It is difficult to assess whether community-dwelling frail older adults may remain pre-frail status or improve into a robust state without being directly checked by health care professionals. The health information perceived by older adults is considered to be one of best sources of potential concerns in older adult population. An online measurement system combined with item response theory (IRT) and computer adaptive testing (CAT) methods is likely to become a realistic approach to remotely monitor physical activity status of frail older adults. Objects: This article suggests an approach to provide a precise and efficient means of measuring physical activity levels of community-dwelling frail older adults. Methods: Article reviews were reviewed and summarized. Results: In comparison to the classical test theory (CTT), the IRT method is empirically aimed to focus on the psychometric properties of individual test items in lieu of the test as a whole. These properties allow creating a large item pool that can capture the broad range of physical activity levels. The CAT method administers test items by an algorithm that select items matched to the physical activity levels of the older adults. Conclusion: An online measurement system combined with these two methods would allow adequate physical activity measurement that may be useful to remotely monitor the activity level of community-dwelling frail older adults.

        Background: Although magnetic resonance imaging is accurate, it is expensive to measure the movement of temporomandibular joint. The three-dimensional (3D) motion analysis system is an inexpensive measurement tool. Objects: This study examined the reliability of quantifying the mouth opening and lateral mandibular shift and differences between individuals with and without temporomandibular disorder (TMD) using the hygienic method of surface markers on the skin with 3D ultrasound-based motion analysis. Methods: This study included 24 subjects (12 with and 12 without TMD). Temporomandibular joint motion during mouth opening was recorded using two surface markers with 3D ultrasound-based motion analysis. An intraclass correlation coefficient [ICC (3,k)] was used to confirm the intrarater reliability of quantifying kinematic temporomandibular joint motion, and an independent t-test was used to evaluate differences in maximal mouth opening and lateral mandibular shift between the two groups. Results: Assessment of mouth opening and lateral mandibular shift showed excellent test–retest reliability with low standard error of measurement. The lateral mandibular shift and opening-lateral mandibular shift ratio were significantly increased in the TMD group during maximum mouth opening (p<.05). However, no significant difference in maximal mouth opening was observed between the groups with and without TMD (p>.05). Conclusion: This hygienic and simple surface marker method can be used to quantify the mouth opening and lateral mandibular shift at the end-range of mouth opening. The TMD group showed an increased lateral mandibular shift movement at the end-range of mouth opening. The lateral mandibular shift movement can be regarded as a symptom in the diagnosis and treatment of TMD.

        Background: The bridge exercise targets the gluteus maximus (Gmax) and gluteus medius (Gmed). However, there is also a risk of dominant hamstring (HAM) and erector spinae (ES) muscles. Objects: To analyze the muscle activity the of Gmax, Gmed, HAM and ES during the bridge exercise with and without hip external rotation in different degrees of knee flexion. Methods: Twenty-three subjects were participated. The electormyography (EMG) activity of the Gmax, Gmed, HAM and ES muscles was recorded during the exercise. The subjects performed the bridge exercise under four different conditions: (a) with 90˚ knee flexion, without hip external rotation (b) with 90˚ knee flexion, with hip external rotation (c) with 135˚ knee flexion, without hip external rotation (d) with 135˚ knee flexion, with hip external rotation. Results: There was no significant interaction effect between the degree of knee flexion and hip external rotation. There was a significant main effect for degree of knee flexion in Gmax, HAM muscles activity. Gmax muscle activity was significantly greater in the 135˚ knee flexion position than in the 90˚ knee flexion position (p<.001). While HAM muscle activity was significantly less in 135˚ knee flexion position than in the 90˚ knee flexion position (p<.001). ES muscle activity was significantly less in the 135˚ knee flexion position than in the 90˚ knee flexion position (p=.002). The activity of both the Gmax and Gmed muscles was significantly greater with hip external rotation (p<.001 and p=.005, respectively). Conclusion: For patients performing the bridge exercise, positioning the knee in 135° of flexion with hip external rotation is effective for improving Gmax and Gmed muscle activity while decreasing HAM, and ES muscle activity.

        Background: Ankle evertor muscles are important for preventing lateral ankle sprain. Since, the evertor muscles cross the ankle and toe joints, the position at which the ankle evertor muscle strength is measured is important. However, no studies have previously investigated the effect of ankle and toe positions on the strength of the ankle evertor muscle. Objects: This study is aimed to determine the effect of various ankle and toe joint positions on the strength of the ankle evertor muscles in healthy subjects. Methods: Eighteen healthy subjects participated in this study. Isometric ankle evertor strength of the dominant leg was determined in each subject in different ankle and toe positions (dorsiflexion (DF) with toe extension (TE), DF with toe flexion (TF), plantar flexion (PF) with TE, and PF with TF). A 2 by 2 repeated analysis of variance (ANOVA) was used to determine the difference in the evertor strength between the ankle positions (PF and DF) and toe positions (TE and TF). Results: The results indicate that there was no significant ankle position by toe position interaction effect (p=.83). However, the ankle evertor strength was significantly increased in the ankle DF position than in the PF position (p<.01), and the ankle evertor strength during eversion with TE was significantly higher than eversion with TF (p<.01). Conclusion: The findings of this study suggest that clinicians should consider the ankle and toe positions when measuring the muscle strength and during performance of selective muscle strengthening exercises of the ankle evertor muscles.

        Background: The hyoid bone is the only non-jointed structure among the skeletal tissues of the head and neck region, and its movement and posture depend on the attached muscle, ligament, and fascia. The location of the hyoid bone is important for airway maintenance, vocalization, chewing, swallowing, breathing, and head and scapular position. In general, the location of the hyoid bone is measured using radiographs and 3D computed tomography, and no studies have reported on clinical measurement methods. Objects: This study was performed to suggest clinical measurement methods for lateral deviation of the hyoid bone and to evaluate their reliability. Methods: In this study, 24 healthy volunteers (12 males, 12 females) in Cheongju-si participated. Two examiners performed the center point test and lateral motion test twice each to measure the lateral displacement of the hyoid bone. The reliability of the center point test was analyzed using intra-class correlation coefficients (ICC), and the reliability of the lateral motion test was analyzed using Cohen’s kappa coefficient. Results: The intra-rater reliability of the center point test was good, and the inter-rater reliability was moderate. The intra- and inter-rater reliability of the lateral motion test showed substantial reliability. Conclusion: Based on these results, the center point test and the lateral motion test can be used as an alternative methods of the measurement of lateral deviation of the hyoid bone for people who have musculoskeletal disorders of the head, neck, and scapula.

        현재 일본 등 외국에서는 특별히 금지된 장소 이외에는 차량 운전자가 “보행자나 다른 차량의 정상적인 교통을 방해할 우려가 없다고 판단하 는 경우”도로의 중앙을 넘어 우회전·좌회전 또는 회전(유턴)할 수 있 도록 되어있다. 그러나 한국에서는 1984년 당시,“교통안전”을 확보하기 위해 좌회전은 원칙적으로 교통 신호에 따라서만 가능하도록 하고, 원활한“교통소통”을 도모하기 위해 필요한 경우에는 관할 지방경찰청장이 특별히 허용한 장소 에서만 제한적으로 좌회전을 허용하는 방식의‘비보호 좌회전’이라는 독특 한 제도를 도입하였다. 원래‘비보호’란 법의 보호를 받지 못한다는 의미이며, ‘비보호 좌회 전’은 도로의 중앙을 넘어 반대방면으로 진입하는 운전 행위이기 때문에 매우 위험하다. 따라서 종래에는 도로교통법령에‘비보호 좌회전’하다가 교통 사고가 발생하면 좌회전 차량 운전자에게“신호위반”의 책임을 지고 무거운 처벌을 받도록 규정함으로써 평상시 경각심을 가지고 조심스럽게 운전을 하도록 유도하고 있었다. 그런데 2008년경부터 경찰청은‘비보호 좌회전’과‘유턴’확대,‘비보호 겸용 좌회전’ 신설 등 주로“교통소통”위주의 시책을 적극 추진하였다. 그 과정에서“적신호시, 좌회전시 등”기존의 보조표지를 제거한‘유턴’허 용 지점이 많아졌고, 그 결과 교통사고가 빈발하자, 일부 지역에서는 기존의 보조표지를 제거한‘유턴’허용지점에 현행법상 아무런 근거도 없는‘비보 호’라는 새로운 내용의 보조표지를 부착하는 등 현재‘비보호’는 관련법 규정과 실제 운용 실태 간에 상당한 괴리와 혼동이 발생하고 있는 실정이다. 그중에서도 특히 2010년 8월에는 ‘비보호 좌회전’하다가 교통사고를 야기 한 운전자에게는 “신호위반”의 무거운 책임을 지도록 했던 기존의 근거 규정 도 삭제되었다. 그 결과 녹색 신호에 정상 진행하다가 반대방향 도로에서 갑자기 튀어나온 비보호 차량과 충돌하는 사고를 당한 피해 운전자 입장에서 는 가해 운전자가 종합보험에 가입되어 있는 경우, 현행 「교통사고처리특례 법」상 불기소로 가볍게 처리됨으로써 그에 따른 불만이 크게 고조되고 있다. 따라서 이러한 문제를 해소하기 위해서는 교통사고 발생 시, 당사자 간 여러 가지 중대한 책임과 의무를 초래하게 되는 법상 ‘비보호’관련 규정을 다음과 같이 시급히 정비 ․ 보완해야 할 필요가 있다. 첫째, ‘비보호’및 ‘유턴’의 개념을 법 제2조에 신설하고, 관련 규정을 개정․보완해야 한다. 둘째, 이미 활용되고 있는 ‘비보호 유턴’을 현실화하고, 그 근거 규정을 신설하여야 한다. 셋째, ‘비보호 좌회전 및 유턴’통행하는 차마 운전자에 대한 책임성을 강화해야 한다. 넷째, ‘비보호 좌회전 및 유턴’의 법적근거와 사고 야기에 따른 처벌규 정을 신설해야 한다. 다섯째, ‘비보호 유턴’관련 안전표지 및 노면표시를 신설하고, 비보호 허용지점 전방에는 ‘예고 노면표시’를 설치 ․ 운용해야 한다.

        An 8-year-old castrated male Maltese dog (patient) was referred to our institute with refractory canine babesiosis. The patient had previously responded to conventional treatment with atovaquone and azithromycin; however, anemia had recurred at six weeks after treatment withdrawal. No effect was observed on the administration of the same medication along with diminazene aceturate. On blood analysis, mild anemia was identified, with the absolute reticulocyte count indicating a markedly regenerative state. On Diff-Quik-stained peripheral blood film examination, the parasitic protozoan Babesia gibsoni was observed, and based on further laboratory examinations, a relapse of babesiosis was confirmed. Based on a previous study of drug-resistant variants of B. gibsoni and therapeutic trials, the treatment was then changed to a combination therapy of clindamycin, doxycycline, and metronidazole. Subsequently, the patient’s condition improved rapidly — B. gibsoni was not detected in the blood film and the PCR analysis for it was negative. This treatment was discontinued at six weeks after treatment initiation; however, at seven weeks after the treatment withdrawal, another relapse of babesiosis was confirmed and treatment was restarted with the same protocol. This treatment was effective again and lasted for 12 weeks. However, anemia recurred again at five weeks after withdrawal of the previous treatment and was corrected by restarting the same treatment protocol. This third treatment continued for 24 weeks and was finally stopped at the request of the client. The patient has reportedly been doing well with no manifestation of clinical signs and symptoms. This case report demonstrates that the clindamycin- doxycycline-metronidazole combination therapy against atovaquone and azithromycin-resistant B. gibsoni may be effective in improving the clinical manifestation of symptoms of canine babesiosis and this therapy may be an alternative treatment strategy.

        Background: Stress urinary incontinence (SUI) is an involuntary leakage of urine from the urethra when intra-abdominal pressure increases, such as from sneezing, coughing, or physical exertion. It is caused by insufficient strength of the pelvic floor and sphincter muscles, resulting from vaginal delivery, obesity, hard physical work, or aging. The pelvic floor electrical stimulator is a conservative treatment generally used to relieve the symptoms of urinary incontinence. it recommended to applied before surgery is performed. Objects: The purpose of this study was to determine if the transcutaneous electrical stimulation (TCES) would be effective for the physiological symptoms and psychological satisfaction of women with SUI for an 8-weeks intervention. Methods: Easy-K is a specially designed user-friendly TCES. Five female who were diagnosed with SUI by a gynecologist but who did not require surgical intervention were included in this study. Intervention was implemented over an 8-week period. Outcome measures included vaginal ultrasonography, Levator ani muscle (LAM) contraction strength, incontinence quality of life (I-QOL), and female sexual function index (FSFI) questionnaires. Results: The bladder neck position significantly decreased across assessment time. Funneling index and urethral width significantly decreased after 8 weeks of intervention (p<.05). The bladder necksymphyseal distance and posterior rhabdosphincter thickness statistically increased and the anterior rhabdosphincter thickness showed a tendency to increase. All participants demonstrated a significant increase in the LAM contraction score across three assessment times (p<.05). Although the total score of the I-QOL did not show significant improvement, it steadily increased and among I-QOL subscales, only the “avoidance” subscale showed statistical improvements (p<.05). The total score of the FSFI statistically improved and the “desire” score significantly changed (p<.05). Conclusion: The TCES is recommended for women who want to apply conservative treatments before surgery and who have suffered from SUI in aspects of sexual function and quality of life.

        This study compares the differences in the gastrointestinal transit time between the conventional capsule endoscope and a minimized capsule endoscope model in normal dogs to verify whether the minimization of capsule endoscope can help relief retention in the gastrointestinal tract, especially in the pyloric passage. Three male beagles were used as the experimental group for which the minimized capsule endoscope model was orally administered and the control group consisted of three beagle dogs for which the conventional capsule endoscope was orally administered. Nine experiments were conducted with three experiments for each dog in each group. The results showed a significant difference in the gastric transit time (GTT) by the minimization of the capsule endoscope between the two groups (control group: 123.3 ± 80 min, experimental group: 63.3 ± 40.9 min, p=0.019). In contrast, the difference in the small bowel transit time (SBTT) by the minimization of the capsule endoscope between the two groups (control group: 86.6 ± 58.9 min, experimental group: 80 ± 33.5 min, p=0.863) was not significant. In this study, the capsule endoscopes reached the large intestine without retention in the small intestine in all subjects. The significant difference in the GTT between the control group using the conventional capsule endoscope and the experimental group using the minimized capsule endoscope model suggests that the smaller size of the capsule endoscope is helpful in resolving retention in the gastrointestinal tract, thus shorting the GTT.

        Sepsis is one of the systemic inflammatory responses, and it can cause acute respiratory distress syndrome (ARDS). Mechanical ventilation (MV) is one of the best treatments in patients with sepsis related to ARDS. However, mechanical ventilation itself can cause lung injury through various mechanisms. In this study, we applied mouse cecal ligation and puncture (CLP) model of sepsis with subsequent injurious ventilation to determine if sepsis could affect the development of ventilator-induced lung injury (VILI). To evaluate lung injury caused by sepsis, mild, moderate, and severe CLPs were induced. To evaluate lung injury caused by MV with or without sepsis, tidal volume (7 mL/kg, 10 mL/kg, or 24 mL/kg) was maintained for 3 h with or without septic insult (mild sepsis for 72 h). Lung compliance was then determined and biochemical evaluations were performed. Results showed that lung compliance was lower in the severe sepsis group compared to that in the mild or moderate sepsis group. MV alone decreased lung compliance in a tidal volume dependent manner. Both CLP and VILI groups showed significant decrease in lung compliance and increase in total cell count upon bronchoalveolar lavage fluid. These results confirm that ventilation can affect lung injury in mouse sepsis model.

        Background: Visual and somatosensory integration processing is needed to reduce pusher behavior (PB) and improve postural control in hemiplegic patients with acute stroke. Objects: This study aimed to investigate the effects of game-based postural vertical training (GPVT) on PB, postural control, and activity daily living (ADL) in acute stroke patients. Methods: Fourteen participants with acute stroke (<2 months post-stroke) who had PB according to the Burke lateropulsion scale (BLS) (score>2) were randomly divided into the GPVT group (n1=7) and conventional postural vertical training (CPVT) group (n2=7). The GPVT group performed game-based postural vertical training using a whole-body tilt apparatus. while the CPVT group performed conventional postural vertical training to reduce PB (30 minutes/session, 2 times/day, 5 days/week for 3 consecutive weeks). The BLS was evaluated to assess the severity of PB. And each subject’s postural control ability and ADL level were assessed using the postural assessment scale for stroke (PASS), balance posture ratio (BPR), and Korean-modified Barthel index (K-MBI). Outcomes were measured preand post-intervention. Results: Comparison of the pre- and post-intervention assessment results showed that both interventions led to the following significant changes: decreased severity of PB scores and increased PASS, BPR, and K-MBI scores (p<.05). In particular, statistical analysis between the two groups, the BLS score was significantly decreased in the GPVT group (p<.05). And PASS, BPR, and K-MBI scores were significantly improved in the GPVT group than in the CPVT group (p<.01, respectively). Conclusion: This study demonstrated that GPVT lessened PB severity and improved postural control ability and ADL levels in acute stroke patients.

        The purpose of this study was to investigate diethylnitrosamine (DEN)-induced liver damage in zebrafish. Zebrafish larvae were divided into five groups after seventy-two hours fertilization: group 1 (G1) as control, group 2 (G2) as probe control, groups 3, 4, and 5 (G3, G4, and G5) as DEN treated at doses of 25, 50, and 100 μg/mL, respectively. At twenty-two hours after DEN treatment, groups 2, 3, 4, and 5 were treated with ApoFlamma H 675 at a dose of 100 μM/zebrafish. They were examined by fluorescence stereomicroscope at twenty-four hours after DEN treatment. After fixation, the zebrafish were processed, embedded, sectioned and stained with hematoxylin and eosin (HE) and terminal deoxynucleotide transferase dUTP nick end labeling (TUNEL) staining. Fluorescence intensity of the livers of G3, G4, and G5 was significantly increased compared with those of G1 (p<0.01). Furthermore, fluorescence intensity of the livers of G3 and G5 was significantly increased compared with those of G2 (p<0.05 and p<0.01). HE staining showed cell deaths in the livers of DEN-treated zebrafish and TUNEL staining confirmed cell death in the same location. Taken together, in vivo fluorescence bioimaging detected cell death in the liver of DEN-treated zebrafish. This outcome was confirmed with histopathological examination. The results of this study provide confidence for using zebrafish as a liver carcinogenesis model.

        Background: Individuals with mechanical neck pain show biomechanical and neurophysiological changes, including cervical spine muscle weakness. As a result of deep muscle weakness, it causes stability disability and reduced upper thoracic spine mobility, which finally leads to functional movement restriction such as limited range of motion and dysfunction. Recent studies have shown that thoracic spine manipulation and mobilization could reduce symptoms of mechanical neck pain in patients. Objects: The purpose of this study was to investigate the effects of thoracic mobility exercise on cervicothoracic function, posture feature, and pain intensity in individuals with mechanical neck pain. Methods: The study subjects were 26 persons who were randomly assigned to the experimental (with thoracic mobility exercise) and control groups (without thoracic mobility exercise), with 13 subjects in each group. The cervicothoracic function (neck functional disability level and cervicothoracic range of motion), posture feature, and pain rating (using a quadrupled visual analogue scale [QVAS]) were measured before, after 3 weeks, and after 6 weeks. Results: Statistically significant group-by-time interactions were found with repeated analyses of variance for the Korean neck disability index (KNDI), all cervical range of motion (CROM), all thoracic range of motion (TROM), cranial rotation angle, sagittal shoulder posture (SSP), and QVAS (p<.05). All groups showed significant improvements from all times in all the evaluated methods. The KNDI, CROM, TROM of left rotation, and SSP in the experimental group showed significant improvements after 3 weeks, and the TROM of the right rotation and QVAS in the experimental group showed significant improvements after 6 weeks when compared with the control group. Conclusion: Thoracic mobility exercise during 6 weeks might be effective intervention to improve the functional level, posture feature, and QVAS pain rating for managing individuals with mechanical neck pain.

        우리나라의 개인정보보호법제는 「개인정보보호법」만을 일반법으로 두고 있을 뿐, 근로자에 대한 특별한 규정은 두고 있지 않다. 그러나 사용 자와 근로자 간의 종속성 때문에 사용자는 근로자의 개인정보처리를 오남용할 우려가 있다. 따라서 「개인정보보호법」 내 노동법에 관한 특칙을 두는 방안을 생각할 수 있다. 그리고 「개인정보보호법」의 포괄성 때문에 노동관계에 적용될 구체적인 규정도 마련하여야 한다. 이를 위해 비교법 론으로 국제기구와 해외 국가의 개인정보처리 규정을 연구하여 시사점을 도출하고자 한다. OECD의 8원칙은 우리나라를 포함하여 다수 국가의 입법 원칙이 되었다. 최근 발효된 EU의 「일반정보보호규칙(GDPR)」을 노동관계에 대입하 여 해석하면, 동의 방식의 진정성을 확보하는 규정이 유의미하다. ILO는 그 성격에 맞게 근로자의 개인정보에 대한 지침을 구체적으로 발표한바, 법적 구속력은 없지만 입법의 주요한 가이드라인이 된다. 내용의 특징으 로 의료정보에 대한 접근 제한과 면책권을 들 수 있다. 일본은 우리와 비슷하게 근로자에 관한 특칙이 없지만 많은 가이드라 인으로 부족한 면을 채우고 있다. 그 중 대표적인 가이드라인(지침)의 내용을 살펴보면, 개인정보에 대한 하위 개념으로 ‘고용관리정보’를 두고 있다는 점이 특징이다. 독일은 최근 연방정보보호법을 전면 개정하였고 그중 한 조문에 고용 관계에 관한 특칙을 규정하고 있다. 우리가 받아들일 특징으로는 근로자의 개념이 종속성을 가진 근로자 외에 직업훈련생, 재활자, 자원봉사자, 구직자 등으로 확대된다는 것이다. 프랑스는 일반 개인정보보호법 외에 노동법에 근로자 개인정보에 관한 특칙을 두었는데, 개인정보처리의 원칙을 비례성, 즉 사용자와 근로자의 이익이 균형을 이루어야 한다는 원칙을 강조한다. 또한, 개인정보는 업무 와의 밀접한 관련성이 있을 것을 요구한다. 그리고 일반 개인정보처리에 관한 통합 감독기구인 CNIL이 존재한다. 호주는 Capital Territory주법으로 사업장 감시에 관한 특별법이 존재 한다. 사업장에서의 감시를 공지된 감시, 비밀감시, 금지된 감시로 나누어, 일정 부분 감시를 인정하되 근로자들이 예측할 수 있도록 하는 것이 특징이다. 비교하여 우리나라의 근로자 개인정보처리 가이드라인은 「개인정보보 호법」의 해설서와 같은 성격으로 새로운 내용을 창설할 수 없어 근로자에 관한 개인정보처리의 영역을 확장할 수 없는 한계가 있다. 이에 국제기구 및 해외의 법제에서 얻을 수 있는 입법 방향은 아래와 같다. 「개인정보보호법」 내에 노동에 관한 장을 신설하고, 그 안에 근로자의 개념을 확대하여야 하며, 개인정보의 하위 개념으로 ‘노동정보’를 도입하 여야 한다. 그리고 의료정보의 경우 사용자가 업무 외의 범위로는 접근 할 수 없도록 해야 하며, 적법한 근로자 감시도 근로자에게 사전 공지가 되어야 한다. 그리고 부당한 사용자의 개인정보 요구에 근로자가 거짓된 또는 부정확한 정보를 제공하였을 경우 면책권이 주어져야 한다. 마지막으로 현재 분산된 심의ᆞ조정ᆞ감독기관을 통합한 독립된 단일 정보보호 기구를 창설하여야 한다.

        Background: Limitations in hip flexion caused by tight hamstrings lead to excessive lumbar flexion and low back pain. Accordingly, many studies have examined how to stretch the hamstring muscle. However, no study has focused on the effect of hamstring eccentric exercise for tight hamstrings on trunk forward bending. Objects: We compared the short-term effect of hamstring eccentric exercise (HEE) and hamstring static stretching (HSS) on trunk forward bending in individuals with tight hamstrings. Methods: Thirty individuals with tight hamstrings participated in the study. The subjects were randomly allocated to either a HEE or HSS group. To determine whether the hamstrings were tight, the active knee extension (AKE) test was performed, and the degree of hip flexion was measured. To assess trunk forward bending, subjects performed the fingertip to floor (FTF) and modified modified Schober tests, and the degree of trunk forward bending was measured using an inclinometer. We used paired t-tests to compare the values before and after exercise in each group and independent t-tests to compare the two groups on various measures Results: The FTF test results were improved significantly after the exercise in both groups, and AKE for both legs increased significantly in both groups. There was no significant difference in the hip angles, mmS test results, or degree of trunk forward bending between groups after the exercise. No test results differed significantly between the two groups at baseline or after the exercise. Both groups increased hamstring flexibility and trunk forward bending. Conclusion: HSS and the HEE groups increased hamstring flexibility and trunk forward bending. However, HEE has additional benefits, such as injury prevention and muscle strengthening.

        Background: Measurement of passive ankle dorsiflexion range of motion (ADROM) is often part of a physical therapy assessment. Objects: The objective of this study was to identify the effects of subtalar joint neutral position (SJNP) on passive ADROM according to knee position in young adults. Methods: We recruited 14 young adult participants for this study. Two examiners used a universal goniometer to measure passive ADROM with and without SJNP. Dorsiflexion force was applied to the forefoot until maximum resistance was reached in two knee positions (extension and 90˚ flexion) in the prone position. Subtalar joint position was also recorded at maximum ADROM. Passive ADROM was measured three times at different knee and subtalar joint positions, in random order. Two-way repeated-measures analysis of variance was used to compare the effects of subtalar joint and knee position on passive ADROM. Results: Passive ADROM was significantly lower with than without SJNP during both knee extension (mean difference: 7.4˚) and 90˚ flexion (mean difference: 16.9˚) (p<.01). Passive ADROM was significantly higher during 90˚ knee flexion than during knee extension both with (mean difference: 5.8˚) and without SJNP (mean difference: 15.2˚) (p<.01). The valgus position of the subtalar joint was significantly lower with than without SJNP during both knee extension (mean difference: 3.3˚) and 90˚ flexion (mean difference: 4.3˚) (p<.01). Conclusion: Our results indicate that the gastrocnemius may limit ankle dorsiflexion more than the soleus does. Greater dorsiflexion at the subtalar and midtarsal joints was observed during passive ADROM measurement without than that with SJNP; therefore, SJNP should be maintained for accurate measurement of ADROM.

        Background: Sling exercises are frequently used for the rehabilitation process of patients with shoulder joint injuries, but research on the significant frequency intensity and appropriate treatment duration for sling exercises with local vibration stimulation is lacking. Objects: The aim of this study was to investigate the effects of sling exercise with vibration on shoulder range of motion (ROM), muscle strength, pain, and dysfunction in patients with a medical diagnosis of shoulder joint injury. Methods: Twenty-two patients were randomly assigned to the experiment and control groups. Six sling exercises with and without 50 ㎐ vibrations were applied in the experiment and control groups, respectively. Each exercise consisted of 3 sets of 5 repetitions performed for 6 weeks. The assessment tools used included shoulder joint range of motion, muscle strength, pain level, and shoulder pain and disability index for functional disability. We conducted re-evaluations before and 3 and 6 weeks after intervention. The changes in the measurement variables were analyzed and compared between the two groups. Results: The ROM of the external rotation of the shoulder joint had a significant interaction between the group and the measurement point (F=3.652, p<.05). In both groups, we found a significant increase in external rotation angle between the measurement points (p<.05). The flexor strength of the shoulder joint significant interaction between the group and the measurement point (F=4.247, p<.05). Both the experiment (p<.01) and control groups (p<.05) showed a significant increase in shoulder flexor strength at the measurement points. After 6 weeks of the interventions, both the groups showed significantly improved VAS (p<.01), SPADI (p<.01), and orthopedic tests (p<.01). However, there was no significant difference between the group and the measurement point in terms of the clinical outcomes observed. Conclusion: The sling exercise with local vibration of 50 ㎐ affected the external rotation of the shoulder range of motion and improved shoulder flexor strength in the patients with shoulder injuries. Therefore, we propose the use of the sling exercise intervention with vibration in the exercise rehabilitation of patients with shoulder joint injuries.

        오늘날 환경오염이 심각하고 폐기물이 양산되고 있는 상황에서 자원재 활용법은 1회용품의 규제를 위한 제조업자 등에 대한 재활용의무와 그 위반에 대한 권고, 부담금 등의 부과 및 1회용품 사용 금지 위반에 대한 과태료 처분을 규정하고 있다. 그런데 1회용품 사용 규제에 있어서는 현실적으로 제기되는 문제점은 첫째, 일회용품 사용 규제에 대한 명확한 가이드라인이 없고, 정부의 단속도 형식적이라는 것이다. 따라서 1회용품 사용 규제가 현실과의 괴리가 있고 규제(단속)도 비일관성・비체계성이라는 것이다. 둘째, 재활용의 무자의 재활용 의무 부과와 의무불이행 시 부과금 부과와 폐기물 부담금 등 이중규제가 행해지고 있으며, 부담금 운영에 있어서도 실효성이 미흡 하다는 것이다. 셋째, 재활용지정사업자 등이 재활용 지침 권고를 따르지 않는 경우 곧바로 명단공개 및 필요한 조치로 이어져 개인의 기본권(사생활) 침해 우려와 행정기관의 부작위로 인한 재량권의 남용으로 발생할 수 있다는 것이다. 넷째, 1회용품 사용 금지 위반에 따른 실효성 확보 측 면에서 과태료 부과의 적절성이 문제되고 있다. 이러한 문제점에 대한 해결방안으로는 첫째, 제조업자 등의 생산, 유통 단계에서의 재활용 의무를 부여하고, 관련 시설과 업소에서의 1회용품 사용을 규제하는 것이 바람직하다. 1회용품의 사용금지의 법적 기준, 범위, 한계, 방법, 제재조치 등이 구체화되어야 한다. 둘째, 1회용품에 대한 부담금 부과의 요건으로서 제품의 제조 단계에서부터 재활용이 쉬운 제품을 만들도록 유도하고 재활용 처리에 드는 부담금 부과와 폐기물 처리 부담금도 부과해야 한다. 다만 이중규제 부담을 완화하기 위한 조정이 필요하다. 셋째, 1회용품(폐기물)의 적정한 처리를 위한 지침의 준수에 대한 권고와 1회용품의 사용 규제에 대한 실효성 확보를 위해서는 그의 불이행정도와 횟수에 따른 명단공표와 필요한 조치 등 규제를 가하는 것이 바람직하다. 넷째, 1회용품 사용 금지 위반에 대한 제재(과태료)가 법적 규정과는 달리 실제적으로는 제각각이므로 과태료 부과의 사유, 대상, 금액 등에 있어서 일관성있고 체계적인 부과・징수가 필요하다. 또 1회 용품 사용 금지 위반에 대한 벌금과 징역도 고려된다.
