        This study aims to establish a development strategy for higher education in Indonesia’s marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia’s marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.

        The concern on the greenhouse gas emission is strongly increasing globally. In fishery industry section, the greenhouse gas emissions are an important issue according to The Paris Climate Change Accord in 2015. The Korean government has a plan to reduce the GHG emissions as 4.8% compared to the BAU in fisheries until 2020. Furthermore, the Korean government has also declared to achieve the carbon neutrality in 2050 at the Climate Adaptation Summit 2021. However, the investigation on the GHG emissions from Korean fisheries did not carry out extensively. Most studies on GHG emissions from Korean fishery have dealt with the GHG emissions by fishery classification so far. However, follow-up studies related to GHG emissions from fisheries need to evaluate the GHG emission level by species to prepare the adoption of environmental labels and declarations (ISO 14020). The purpose of this research is to investigate which degree of GHG emitted to produce the species (hairtail and small yellow croaker) from various fisheries. Here, we calculated the GHG emission to produce the species from the fisheries using the Life Cycle Assessment method. The system boundary and input parameters for each process level are defined for the LCA analysis. The fuel use coefficients of the fisheries for the species are also calculated according to the fuel type. The GHG emissions from sea activities by the fisheries will be dealt with. Furthermore, the GHG emissions for producing the unit weight species and annual production are calculated by fishery classification. The results will be helpful to understand the circumstances of GHG emissions from Korean fisheries.

        In order to collect basic information of response behavior of red seabream (Pagrus major) during pilling, works for constructing wind power station in Byeonsan Peninsular, Korea were investigated. Four cultured red seabream CRB1 to CRB4 [total length (TL): 27.1 ± 1.0 cm; body weight: 359 ± 30 g] were tagged with an acoustic tag and used in experiment. CRB1 and CRB2 to CBR4 were released on the sea surface at same time around the constructing site of the wind power plant on September 22, 2017 and July 18, 2018, respectively. The tracking of the CRB1 to CRB2 and CRB3 to CRB4 were conducted for two hours, approximately, using VR100 receiver including a directional hydrophone and VR2W receivers array consisted of 19 presence/absence receivers (VR2W receivers), respectively. The underwater noise level before (no pile driving works) and during pile driving works was measured 116.0-118.0 dB (re 1Pa) and a maximum of 160 dB (re 1Pa), respectively. CRB1 moved about 6.0 km with average swimming speed of 80.2 ± 20.5 cm/s for 2.1 hours without pile driving work. The average water depth of the sea bed on the route of CRB1 was 9.1 ± 0.4 m. CRB2 moved about 7.3 km with the average swimming speed of 96.8 ± 27.1 cm/s for 2.1 hours with pile driving work. The water depth of the sea bed on the route of CRB2 was 11.9 ± 0.6 m. At results of the Rayleigh’s z-test two fishes CRB1 and CRB2 showed significant directionality in the movement (p < 0.01). Movement mean angles of CRB1 and CRB2 were 92.7 and 251.8°, respectively. CRB2, CRB3 and CRB4 exhibited the escaping behavioral response from the noise of source during the pile driving work. The swimming speed of the CRB2 exposed on the heavy underwater noise stimuli due to the pile driving work was 1.21 times faster than that of the CRB1 exposed on the ambient underwater

        In order to investigate the behavioral characteristics of Pacific cod (Gadus macrocephalus) released at the entrance of Jinhae Bay, Korea, the direction and range of movement, swimming speed of the fish were measured with an acoustic telemetry techniques in winter, 2015. Three wild Pacific codes WC1 to WC3 (total length 66.0, 75.0, 76.0 cm; body weight 2.84, 2.79, 3.47 kg, respectively) were tagged with the acoustic transmitter. WC1 tagged with an acoustic transmitter internally by surgical method, WC2 and WC3, externally with the acoustic data logger and a micro data logger for recording audible sound waves including timer release unit. The movement routes of the tagged fish were measured more than five hours using VR100 receiver and a directional hydrophone. The directionality of the fish movement was tested by Rayleigh’s z-Test, the statistical analysis, and a statistical program SPSS. Three tagged fishes were individually released on the sea surface around the entrance to the Jinhae Bay on 10 to 24 January 2015. WC1 moved about 13.32 km with average swimming speed of 0.63 m/s for six hours. The average swimming depth and water depth of the seabed on the route of WC1 were 7.2 and 32.9 m, respectively. The movement range of WC2 and WC3 were 7.95 and 11.06 km, approximately, with average swimming speed of 0.44 and 0.58 m/s for 5.1 and 5.3 hours, respectively. The average swimming depth of WC2 and WC3 were 18.7 and 5.0 m, and the water depth on the route, 34.4 and 29.8 m, respectively. Three fishes WC1 to WC3 were shown significant directionality in the movement (p < 0.05). Movement mean angles of WC1 to WC3 were 77.7, 76.3 and 88.1°, respectively. There was no significant correlation between the movement direction of fish (WC1 and WC2) and the tidal currents during the experimental period (p >= 0.05). Consequently, three tagged fishes were commonly moved toward outside of the entrance and headed for eastward of the Korean Peninsula, approximately, after release. It may estimate positively that the tidal current speed may affect to the swimming speed of the Pacific cod during the spring tide than the neap tide.

        The characteristics of aquatic light fields are generally reflected in the visual systems of fishes inhabiting them. Therefore, research on light sensitivity of fish is useful to explain the correlation between the visual function and habitat, behavior and distribution of fish. Rockfish is an important species in coastal ecology and also one of the main species for culturing in Korea. To make a contribution on the maintenance of the fish resources and understanding the ecology of the rockfish, the visual spectral sensitivities of the dark-adapted rockfishes were measured in the range of visible light (405~660 nm) using a light source of light-emitting diodes (LEDs). In order to assess electrophysiological response of the fish, the ERGs (electroretinograms) of the dark-adapted rockfishes were recorded on a data logger (12 bits) and a laptop computer. Juvenile (n=5; weight: 20.3±5.2 g; total length: 10.3±0.7 cm) and adult (n=5; weight: 87.8±21.8 g; total length: 18.1±1.3 cm) rockfishes were used in experiment. The visual threshold of juvenile and adult rockfish were 11.66 (log quanta/cm2/s) and 11.81 (log quanta/cm²/s) in 574 nm, respectively. The peak wavelength of the spectral sensitivity in the dark-adapted juvenile and adult rockfish was commonly 551 nm (series of green color). Collectively, these results demonstrate that the rockfish has suitable visual capabilities for inhabiting coastal water in Korea.

        PURPOSES : This study deals with first traffic violations occurred by novice drivers, which may be associated with traffic accidents. The objective of this study is to identify what kinds of drivers' characteristics influence on duration till the first traffic violation. METHODS : For the study, Survival Analysis and Cox proportional hazard model, that are usually used in the medical field, were employed. Survival Analysis was conducted to investigate whether there exist differences in survival duration by each covariate, whereas Cox proportional hazard model was used to identify significant factors that affect survival duration till novice drivers violate traffic regulations for the first time after getting a driver license. RESULTS : The results of Survival Analysis indicate that female, age (less than 21), low-frequency examinee of written exam, and non-crash involved drivers have longer duration till the first violation compared to male, greater than 21 years old, high-frequency examinee of written exam, and crash involved drivers, respectively. For the Cox proportional hazard model, license class 1 acquisitor was found to increase the survival duration till the first traffic violation was made, while male, age of 21-24, age of 25-34, age of 45-54, and crash involved drivers were more likely to reduce the survival duration. CONCLUSIONS : Absolutely, traffic violation is closely related to traffic accidents and all of the drivers should keep the traffic regulations to enhance highway safety. The results of this study might provide some insights to construct safe road environments by controlling the factors that reduce the traffic violation duration of novice drivers.

        For providing a basic data concerning with a fishing deck layout design of a trawler the authors conducted the video observations about the working activities of crews on the deck in the different layout of two Korean coastal large stern trawlers (gross tonnage: 139). The winch of the trawler-A was installed on the aft of the fishing deck and the trawler-B, on the forward of the fishing deck. The work and activities of the deck hands on both trawlers were observed using the CCD (charge coupled device) camera installed on each trawler's deck for one month from August 3, 2010. The video data was analyzed by the hierarchical task analysis (HTA) method. In results, numbers of tasks to require deck hands during the hauling net and the casting net were 25 and 28 for the trawler-A and 27 and 48 for the trawler-B, respectively. The working processes were represented a same in both of the trawlers. Location for controlling the deck machineries, the location installed trawl winch, kinds of deck machineries, crew's custom for using deck machineries were the factor affecting to the number of the task. In the case of the improvement suggested in the results is carried out, the reduction percentages of the number of task in the trawler-A and trawler-B were estimated as 24.5% and 51.3%, respectively. Through this study it was found that the quantitative analysis is possible for the work processes, work methods and the work contents in the trawler. Also the suggestion for improving the fishing deck layout design of the trawler was possible by finding out the factors increasing the number of tasks and removing the tasks. We expect that the results of this paper are used as a basic data for designing the layout of deck machineries in the trawler in the future.

        교통부문의 탄소배출량을 감소하기 위하여 지난 몇 년간 정부는 선진국과 함께 자전거 이용 활성화를 위한 다양한 정책을 펼쳐왔다. 그러나 주변 환경에 대한 분석은 실시되지 않은 채 물리적인 조건만을 고려한 자전거도로의 설치는 미비한 자전거 이용률의 증가뿐만 아니라 무리한 자전거전용도로의 확장으로 자동차 운전자와의 마찰을 발생시켰다. 또한 자전거 이용자의 안전성 또한 보장하고 있지 않아 관련 교통사고는 급격히 증가하고 있는 실정이다. 따라서 본 연구에서는 이를 개선하고자 주변 토지이용 및 자전거 운전자를 고려하여 해당 지역에 적절한 자전거도로가 설치될 수 있도록 하는 대안을 제시하고자 한다. 이를 위하여 토지용도(주거/상업/공업 지역)에 따라 다르게 나타나는 요소를 일원배치 분산분석을 통하여 도출하였으며, 군집분석으로 그 특성을 그룹화하고 각 유형의 특성에 적합한 자전거도로의 형태를 가로와 교차로로 구분하여 제안하였다. 분석결과, 토지용도의 특성은 어린이/노인 비율 및 화물차종구성비에 따라 구분되었으며, 이들 특성에 의하여 주거지역은 편의성과 안전성이 동시에 고려된 자전거도로를, 상업지역은 편의성을, 공업지역은 무엇보다 안전성을 고려한 자전거도로의 형태를 제시하였다. 이는 향후 자전거도로의 안전성을 높이고 효율적인 자전거 이용 환경을 구축할 수 있을 것으로 기대된다.

        Squid by-product like viscera has just been recognized as one of the serious pollutants on the surrounding marine environment in Ulleung island of Korea. The effect as a marine pollutant, however, has not been examined and evaluated properly. It was carried out the comprehensive examination of the marine pollution by disposing squid by-products. The sediments and water qualities were investigated in several positions, including the dumping position around Ulleung island. It is also estimated a spreading of by-product in terms of estimating the sinking speed and evaluating the attracting characteristics as a feed. As a result, There were no significant pollutions of the sediment and water quality. The spreading of by-product by the local current was 2-2.5 times of the depth, and it will become longer in spring tide. It was confirmed that the squid by-product has attracting ability for local fish by acoustical survey. Furthermore, it can be useful for the local fish species as feeds.

        This study was conducted to collect the information on the behavioral characteristics and the habitat environment of mandarin fish (Siniperca schezeri) and catfish (Parasilurus asitus) with acoustic telemetry method in Chungju Lake, Korea. Mandarin fish tended to stay within 1km from the release points in downstream, and had a strong diurnal behavior. They approached to the lakefront at night. They also preferred to stay at deep water off the lakefront. The average swimming speed was faster at night (0.4BL/s) than during a day (0.2BL/s). They swam the shallow water area at night. Catfish frequently moved between upstream and downstream. Catfish tended to act during a day. The average swimming speed was faster during a day (0.3BL/s) than at night (0.2 BL/s). The average swimming depth was 14.3m, and they tended to float about 4m during a day.

        Acoustic telemetry technique is one of useful tools to get behavioral information of the free-swimming fish. In this study, we conducted acoustic telemetry using coded acoustic transmitters to compare behavior characteristics between wild and cultured black seabream Acanthopagrus schlegeli, one of target species to promote resource in the marine ranching area. Two wild fish and five cultured fish were released in the marine ranching area after tagging surgically. Three of cultured fish were domesticated using the remote acoustic conditioning system for 3 weeks before being released. Two wild fish stayed at the released point for 2 hours and 9 days, respectively. One of wild fish was found about 10.8km away from the released point after 5 months. Two cultured fish stayed at the released point for 6 days and 75 days, respectively. One of acoustic conditioned fish stayed at the released point for 131 days and then was found about 10.1km away from the released point after 25 days. Others stayed at the released point during this study period(159 days).

        The size of the ship's turning circle is influenced by various factors, such as block coefficient, underwater side shape, rudder area ratio, draft, trim and Froude's number. Most of them are already fixed on departure from a port. However, the ship's speed and the rudder angle are controllable factors which operations are able to change optionally during sailing. The DGPS measured the turning circles according to the ship's speed and the rudder angle. The maximum advances by slow and full ahead were 302m and 311m, and the maximum transfers were 460m and 452m, respectively. There occurs almost no difference in size of the turning circle by variation of the ship's speeds. When the rudder angles were changed to 10˚, 20˚ and 30˚, the maximum advances were 447m, 271m and 202m, and then also the maximum transfers 657m, 426m and 285m, respectively. The diameter of the tuning circle was decreased exponentially when the rudder angle was increased. The maneuverability was better when the direction of turning and propulsion of propeller are in the opposite direction rather than in the same one togetherm. The distance of the maximum transfer was always bigger than that of the maximum advance.

        In order to examine the directional suitability of the axis direction of the fishing gear against the current, the experiments were carried out at the bamboo weir in Samchunpo water area from January, 2000 to September, 2001 The results of the study are as follows: In the experimental fishing gear constructed in the "V" shape, the range between two reference piles located at the entrance was 2.5m. The direction of bamboo weir′s axis was 355.5˚ The length of the left wing and those from the reference pile to the starting point of a curve were 106.0m, 7.5m, respectively. The length of the right wing and those from the reference pile to the starting point of a curve were 79.0m, 10.0m, respectively. Depths around the left and right stone wall that drove the steel pile were 5.0~6.5m and 6.5~9.5m, respectively. Also, depths on the bamboo weir′s axis and around the sack were 7.0~8.0m and about 8.0m, respectively. The maximum height of stone walls at the point of the left wing, the right wing and around the sack on the bamboo weir` axis were 3.0m, 4.7m and 4.0m, respectively, Widths of stone walls at the point of both of the wings and around the sack on the bamboo weir`s axis were 10.0~l4.0m, 22.0~25.0m, respectively. The averaging current direction on ebb tide was measured two times and it was 169.2˚ but the direction had about a 6.3˚ difference from the bamboo weirs axis. The maximum current speed appeared two to three hours later from the time of high tide and the current speed over 80.0cm/s lasted during about two Hours on the ebb tide In the case of a straight type wing In the bamboo weir, the eddy out of the left wing was comparatively big and the current on the right side from the bamboo weir′s axis had a tendency in turning to the right wing side. But in the case of a curve type wing, the eddy and tendency reduced significantly. It was thought that the experimental fishing gear was set suitably from the result of this simulation.

        이 연구의 목적은 한국인 영어 학습자가 자주 만들어 내는 분절음의 오류가 한국인 영어교사의 이해 가능성과 이해도에 미치는 영향을 탐구하고 그 과정에서 드러나는 교사 인식의 역할을 알아보는 데 있다. 유의미한 평균 차이가 나타나는 음소를 구체화하기 위해서 분절음의 오류를 음소 부담량과 자·모음으로 구분하였다. 영어 원어민의 이해 가능성과 이해도 점수를 비교 데이터로 수집하였다. 이해 가능성 과제에서 오류 분절음이 모음일 때 음소 부담량이 높은 음소는 한국인 교사에게만 통계적으로 유의미한 부정적인 영향을 미쳤다. 교사와 화자가 같은 모국어를 공유함에도 해당 음소의 오류를 이해하는데 특별한 이점이 없었음을 나타낸다. 그러나 이해도 과제에서는 해당 분절음 오류에 관한 유의미한 점수 차이가 없었다. 이는 한국인 교사가 실제로 높은 음소 부담량의 모음 오류가 포함된 단어를 이해하는 데 어려움을 겪었음에도 불구하고 이를 편하게 이해하였다고 잘못된 판단을 내렸음을 보여준다. 또한, 세계 영어를 교실에 수용하고자하는 교사의 태도와 관련하여서 유의미한 평균차이가 발견되었다. 낮은 수용도를 가진 교사들이 높은 음소 부담량을 가진 모음의 오류에 대해 더 낮은 이해도 점수를 부여하였다. 해당 오류에 대한 교사의 낮은 이해가능성 점수를 고려하면, 현 실험 상황에서 낮은 수용도의 교사의 이해도 점수 부여가 좀 더 합당한 것으로 보인다.
