시설물의 일원화된 관리를 위해, 2018년 전면 시행된「시설물의 안전 및 유지관리에 관한 특별법」에서는 소규모 시설인 기존의 특정 관리대상시설을 제3종시설물로 편입하였다. 제3종시설물은 규모 및 경과연도가 제3종시설물 범위에 해당하는 시설물 중 실태조사 등을 통해 지정·고시한다. 실태조사 대상 시설물 누락 및 부실점검 방지를 막기 위해 국토교통부와 한국시설안전공단은 2019년 8월「제3종 시설물의 지정을 위한 실태조사 매뉴얼」을 배포하였으며, 본 논문에서는 이 매뉴얼의 작성 취지와 주요 내용을 포함하고 있다.

2018년 1월부터 시행된 ‘시설물의 안전 및 유지관리에 관한 특별법’에서는 전부개정을 통하여 ‘성능평가’와 ‘제3종 시설물’ 을 도입함에 따라, 관련 분야와 업계에 일대 혼란을 주고 있는 상황이다. 국토교통부와 한국시설안전공단에서는 ‘성능평가 교육’, ‘시설물의 안전 및 유지관리 지원센터 운영’, ‘제3종 시설물 지정을 위한 실태조사 매뉴얼 마련 및 설명회 개최’ 등을 통하여 시설물안전법 전부개정에 따른 문제점들을 해결하고 있으며, ‘노후교량장수명화연구단’ 실증실험을 통하여 성능평가 검증과 중소노후교량에 적합한 성능평가체계를 마련함으로써 시설물 안전강화와 효율적 유지관리를 도모하고자 한다.

비탈면 붕괴의 한 요소로 동절기 및 해빙기 과정에서 동결-융해에 따른 풍화, 수축-팽창 등의 영향으로 비탈면 안정성에 영향을 미치는 것으로 알려져 있으며, 실제 국내외에서 해빙기 시기에 비탈면 붕괴사고가 빈번히 발생하고 있다. 본 연구에서는 해빙기 비탈면의 안전 확보를 위하여 해빙기 비탈면 유지관리 방안을 제시하였다. 외관조사 및 자료조사를 통한 상세 점검을 바탕으로 고도화된 위험성 평가 여부를 결정하고, 위험성 평가에서도 위험성이 높다고 판단되는 경우, 전기비저항 등을 통해 위험단면을 선정하여 실시간 모니터링을 경제적으로 실시할 수 있도록 유지관리 프로세스를 계획하였다.

지난 2016년 12월 발표된 제1차 기후변화대응 기본계획(2017∼2036)에 따르면 우리나라는 효율적 기후변화 대응을 통한 저탄소 사회 구현을 목표로, 저탄소 에너지의 보편화, 기후산업의 주류화 등의 다양한 정책을 수립하여 국가 기후변화대응을 위한 지속적인 노력을 기울이고 있다. 이러한 노력으로 태양광 발전 관련 산업이 발전하고 있으며, 구조공학 분야에서도 태 양광 방음벽 등의 설치가 증가하고 있는 추세이다. 그러나 최근 국지적인 돌풍에 의한 산업시설물의 외장재 및 방음벽 피해 가 빈번히 발생하고 있는 추세이다. 본 연구에서는 과거 40년 이상의 기상관측자료를 이용하여 기후변화에 따른 풍속의 특 성을 조사하였고, 풍동실험을 통해 방음벽의 모서리 형상 변화에 따른 풍하중의 특성을 조사하였다.

This paper proposed the measures that to predict changes in the state of the individual tunnels, and maintenance costs during its life cycle by using the big data of tunnel facilities. This is expected to be used to efficiently establish long term maintenance plans for tunnels based on data-based engineering analysis.

In this study, the regular inspection check-list for vulnerable areas of debris flow was developed in order to cope with expected debris flow in urban areas. First, items for regular inspection were obtained by the Delphi technique, and the regular inspection check-list was developed based on obtained items. The check-list was verified and improved by means of applying it in 2 test-bed site.

In maintaining infra-structure, the conventional assessment and maintenance system has focused on safety. As the importance of performance-based assessment increases, considering the performance indices has became essential to assess in perspective of comprehensive evaluation of infrastructure. Therefore, in this study, the conventional evaluation system in Korea and suggested future direction of the maintenance system are analyzed.

Performance-based maintenance system is necessary to prepare for social disasters as domestic water supply facilities age. The maintenance methods of domestic Social Overhead Capital(SOC) facilities focuse on safety. However, considering the performance of facilities is essential in perspective of the deterioration due to aging this study introduces the future direction of the performance-based maintenance system on assessment of water supply facilities

As the aging of domestic establishment progresses, the maintenance cost of the establishment is expected to have a great influence on the national economy. In this study, we introduce the performance - based maintenance method considering safety, durability and service performance of airport establishment

Accordingly, The purpose of this study is as follows; First, it investigate the current asset status for the infrastructure including the main SOC of Korea. Second, it suggest on the framework and process for asset assessment measuring of main infrastructures in Korea.

The Ministry of Unification has published the North's social and economic indicators about 'North Main statistical indicators' every years. However, "North Main Statistical Indicators" does not reflect the status and the level of North Korean infrastructure. The purpose of this study is to survey maintenance status and level of North Korean infrastructure, and to propose a regional assessment results.

Maintenance of facilities is also growing in importance with the increased quantity. In developed countries, it is trying to introduce the asset management of the facility. In addition, the Korea Accounting guidelines presents a valuation method for the facility. In this study, we investigated the methods presented in infrastructure assets for accounting guidelines.

As the ground subsidence phenomenon is become a social issue, the government and local governments making great efforts for ground subsidence prevention and response, and suggests a variety of related materials. In this study, based on related materials to analyze the causes and characteristics of the phenomena occurring ground subsidence in the domestic area. Using the result, ground subsidence phenomenon prevent occurrence. The results, three possible 1) underground pipeline, 2) Excavation, 3) Items classified as geological conditions cases occurred in city area, and it could be divide three categories again.

Recent development in North Korea has heighted the security situation in Northeast Asia region. Also, the discussion and interest relation to reunification of the government and academia including korean people have been actively developed. Therefore, this study should asserts the needs and plan of infrastructure improvement in the Korean Peninsula. Accordingly, The purpose of this study is as follows; First, it investigate the current status for the civil structures facility including the main infrastructures of North Korea. Second, it estimate on the risk and technology level of Infrastructure Based on questionnaire and interview refugees of North Korea.
