        The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. The results are expected to contribute to sustainable development in the ocean industry safety culture spread throughout the ocean industry through the enhancement of safety fishing competency and safety management responsibility of fisher.

        The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7‱ in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.

        Hundreds of Steller sea lions, Eumetopias jubatus, migrate from Sakhalin and the northern Kuril Islands to Hokkaido in Japan every winter. During this migration, they may use their roaring sounds to navigate and to maintain their groups. We recorded the roars of wild Steller sea lions that had landed on reefs on the west coast of Hokkaido, and those of captive sea lions, while making video recordings. The fundamental frequency (F0), Formant frequency (F1), pulse repetition rate (PRR), and duration of syllables (T) were analyzed using a sonagraph. F0, F1, and PRR of the roars emitted by captive sea lions increased in the order male, female. By contrast, the F1 of wild males was lower than that of females, while the F0 and PRR of wild males and females did not differ statistically. These results suggest regional differences between the five groups showed that.

        The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen’s safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen’s occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1‱ in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.

        The aim of this study is to research attributes of fishermen's occupational accidents for investigating the measure of risk control on situational condition in the Korean offshore and coastal fishing vessel. Using data of fishermen's occupational accidents are from National federation of fisheries cooperatives for 2013. The results were as belows; Occupational accident occurrence rate was 29.5‰, slips & trips and struck by object and contact with gear were shown severe occurrence pattern. Occupational accident occurrence rate of offshore fisheries was 130.2‰, coastal was 16.9‰, specially the risk rates were severely high in several type of danish seine, stow net and offshore trap. Death rate by accidents was 10.6‰ and by fall into the water in occurrence pattern was 5.5‰.

        The analysis of the written verdicts in recent five years was conducted to obtain preventive measures of collision between fishing vessel and non fishing vessel. As a result, a collision much happened in offshore trap for fishing vessel and below 5,000 tons of small and medium class for non fishing vessel. A person involved in a marine accident occupied 68% in sixth class deck officer and small boat operator for fishing vessel and 29% in third class deck officer for non fishing vessel. 90% of the collision happened in a underway by operating state and 84% in sight of one another by visibility state. The systemic radar training was required since 47% of the collisions was occurred on the condition of radar operation in fishing vessel. The main cause of poor lookout was a intensive fishing and poor lookout on movement by radar for fishing vessel and one man watch system and no recognition of one another by radar for non fishing vessel. This result is expected to contribute for the decrease of collision.

        This study is aimed to find a control factor for the marine casualty of fishing vessel by using the risk quantitative method of marine casualty, and sequentially timed event analysis for the reason finding. The result is that collision, sinking, and capsizing took high risk need to be strongly controlled. And the accident reason and control factors distinguished are as follows. The 82.2% of collided fishing vessels have negligence of look out as a immediate cause, while it was judged that underlying causes were the characteristics of vessels and fishing method, lack of suitable complement, fatigue, the prejudice or ignorance on steering and sailing rules. So the control factors are; firstly needs educational control measures and in terms of systemic control approach expand the range of the certificate of competency more smaller tonnage.

        The efficiency tests of automatic positioning transmitter (APT) using satellite on life jacket were carried out to minimize casualties of fishermen and to make system optimization for effective SAR (Search and Rescue) operation. As the result of the tests, average position was equaled on the comparison between SPOT using low earth orbit satellite and DGPS (Differential Global Positining System), but standard deviation of DGPS for latitude and longitude were 66.4% and 46.3% smaller than those of SPOT. The position precision of SPOT was almost two times lower than LGT using geostationary satellite to compare 95% circular error probability. However, the success rate of receiver for SPOT was revealed as 86.5~94.1% on the experiments in the South Sea and the West Sea and it was 4.5 times higher than LGT. Therefore, SPOT is expected to contribute greatly to the rapid rescue of victim.

        To establish a vessel safety management system for improving the safety of vessel's traffic and preventing vessel's traffic accidents, the state of marine traffic in the Busan South Port was investigated and analyzed as preliminary survey of the countermeasures. As a result of the study, there are 1,158 vessels in a day, 48 vessels in an hour, and the maximum traffic is about 118 vessels between 16:00 and 17:00 hours everyday, which requires to establish and operate a traffic control system necessarily for ensuring vessel's traffic safety. Furthermore, passages of tanker, passenger ship, cargo vessel and government vessel showed to sail along main traffic lane to be obtained enough sea depth at the survey area. However, passages of fishing vessel and launch showed to sail freely at all survey area owing to outstanding maneuverability and a shallow draft. Some vessels of launch sailed along main traffic lane, but other vessels crossed to sail it. The passages to cross main traffic lane is higher the risk of collision. Therefore, safety measures are urgently needed for the operation of the Busan South Port management system and the prevention of marine pollution.

        Dual frequency acoustic pinger(AP) was manufactured to reduce study effect by long-term use of developed single frequency AP to prevent cetacean bycatch. Directivity characteristic of transducer was the omnidirectional pattern which showed less than ±3dB the change range of sensitivity on the beam pattern of right and left. Source power level(SPL) was 1384311pa with epoxy window before casing however after casing 1170B11Pa at sea. Dual frequency Af was tested to identify the avoidance behavior of bottlenose dolphin by its working. However the efficiency of dual frequency AP about the study effect was verified experiment repeatedly using single and dual frequency AP.

        국제해사기구(IMO)는 해상인명안전협약(SOLAS)에 2002년 7월 1일부터 신조되는 총톤수 500톤 이상의 모든 선박에 자동선박추적장치(ATA)를 탑재시키도록 규정하였으나, 이SOLAS 협약에 적용되지 않는 현재 운항중인 10,000톤 미만의 현존선은 ATA의 비탑재로 인하여 충돌사고가 빈발하고 있다. 본 논문에서는 ATA의 일부 요소기술이 국산화되어 있으나 가장 핵심적인 자동추적 알고리즘 개발은 아직 미비한 실정에 있으므로 자동추적 알고리즘의 핵심요소기술의 연구개발을 통하여 ATA를 국산화하여 연안에서 항해하는 중소형 선박에 보급함으로서 충돌사고 둥을 미연에 방지하고자 한다.

        한국의 DGPS 측위정도와 복수 기준국을 이용하였을 때의 측위정도를 연구하기 위하여 2001년 1월부터 10 월까지 해상용 DGPS수신기(MGP-100D, GP-36) 를 이용하여 여수, 부산의 고정점에서 정점관측을 행하였으며, 측위정도의 변화를 조사하기 위해 부경대학교 내의 회류 수조에서 2001년 10월 15일~22 일까지 일주일 동안 관측을 행하였다. 또한 DGPS 기준국의 유효 이용범위에 대해 조사하기 위해 2001년 1월 9일~18일 사이에 한국남해안을 항해, 정박하면서 실험을 행하였으며, 그 결과를 요약하면 다음과 같다. (1) 단일 기준국을 이용하였을 때의 2drms 와 기준점으로부터 평균위치까지의 편위거리는 각각 5.6m, 7.3m 이었고, 실제 위치로부터 한쪽 방향으로 편향되어 나타났다. (2) 복수 기준국을 이용하여 산술평균하였을 때의 2drms와 기준점으로부터 평균위치까지의 편위거리는 각각 5.5m, 3.2m 이었고, 가중평균 하였을 때의 2drms와 기준점으로부터 평균위치까지의 편위거리는 각각 5.3m. 3.8m 이었다. 또한 사용자가 기준국으로부터 멀어질수록 복수 기준국을 이용하는 쪽이 측위정도가 더 향상되는 것으로 나타났다. (3) 측위오차 일변화는 16~22시 사이에 증가하였고, 관측된 평균 위성 수와 HDOP는 각각 7.lm, 0.49이었다. (4) 한국 남해안을 항해하며 DGPS 기준국의 유효범위를 조사한 결과. 1l0nm인 것으로 나타났으며, 신호강도는 19㏈ 이하, 신호 대 잡음비 8㏈ 이하에서는 기준국 보정정보를 이용할 수 없었다. 이와 같이 한국 남해안 일대에서의 측위 실험결과 복수 기준국을 이용하는 것이 단일 기준국을 이용하는 것보다 측위정도가 더 개선되는 것으로 나타났으며, 기선장이 길수록 복수 기준국을 이용하는 쪽이 더 양호한 정도를 나타내었다., 말즘 등의 감소를 초래하였다.on technique, and then classified by a multistage hierarchical clustering classification.         본 논문은 조업 어선의 정확한 조업 위치를 실시간으로 수록할 수 있게 하고, 저렴하며 효율적인 어선조업정보 자동기록장비 개발을 위해 GPS 모듈(KGP9800C, KiRyung)의 측위 정도에 대한 실험을 육상과 해상의 기준점에서 행하였으며, 또한 측위 정도의 검정을 위해 동일한 기준점에서 DGPS 수신기(MGP-100D, Shin-A)와 DGPS 비콘(GP-36, Furuno)으로써 측정하여 비교하였다 또한. CPS 모듈의 오차를 최소화시키기 위한 알고리즘을 사용하여 측위오차를 개선하고, 그 측위 정도를 분석 검토하였다. 그 결과 수정 전의 CPS 모듈의 측위 정도는 육상에서의 경우. 확률원 반경 12.0m, 해상의 경우 36.0m로서 기준점으로 북동쪽으로 약 400.0m 편위하였으나 측위오차 최소화 알고리즘에 의해 구한 편위오차는 10.0m 이내였다. 또 한, DCPS 수신기 및 DGPS 비콘의 측위 정도와 비교 검토한 결과 육상과 해상에서 모두 거의 일치하였다. 따라서 본 실험의 결과 실험용 GPS 모듈 (KGP9800C)은 한 개의 CPU보드(V25)를 사용하여 실시간으로 신뢰성있는 조업 어선의 위치정보를 제공할 수 있음을 확인할 수 있었다.

        본 연구에서는 널리 사용되고 있는 16비트 마이크로 컴퓨터에서 FFT와 같은 디지털 신호처리를 하기 위해 전용연산장치를 구성하여 NEC PC-9801 E에 연결하였다. 특히 FFT 연산은 승산 및 가감산의 2점 DFT로 구성되어 있고 이것이 반복연산된다. 그리고 마이크로 컴퓨터에서 승산은 많은 시간이 소요되므로 외부에 고속 승산기를 이용한 전용연산장치로 연산하므로 연산속도를 향상시킬 수 있었다. 설계 제작한 전용연산장치를 이용하여 FFT를 실행한 시간은 보조 프로세서 (Intel C 8087-3)로 실행한 것 보다 약 4.8배 빠르게 나타났다. 따라서 마이크로 컴퓨터에 FFT을 위한 전용연산장치를 구성하여 연결하므로서 연산속도가 크게 향상되어 디지털 신호처리에 많이 이용될 수 있을 것이다.

        인천항의 송도 신도시와 영종도 인천국제공항을 이어주는 제2연륙교 건설사업이 1999년 민간제안사업으로 정부에 제안되어 3차례에 걸친 통항 안전성 연구에도 불구하고 적정 교각폭이 결정되지 못하고 있다. 따라서 본 연구에서는 인천항의 제2연륙교 설치시 왕복통항이가능한 교각폭으로 설계한 경우를 대비하여 10,000G/T이상 선박이 일방통항으로 항로폭을 설계할 경우의 항만운용효율 변화 및 경제성을 분석 하고자 한다. 연구결과, 제2연륙교 항로의 왕복통항대비 10,000G/T 이상 일방통항시 제2연륙교 주경간 항로에서의 총대기시간은 2011년도에 20,362시간, 2020년에는 24,544시간으로 평가되었다. 따라서 10,000G/T이상 선박의 일방통항에 따른 체선·체화비용으로 2011년에 약 197억원, 2020년에는 약 233억원이 될 것으로 추정되므로 제2연륙교가 완공될 2008년부터 2040년까지의 33년간의 총 체선·체화비용은 약 7,689억원으로 평가되었다.

        인천항의 송도 신도시와 영종도 인천국제공항을 이어주는 제2연륙교 건설사업이 1999년 민간제안사업으로 정부에 제안되어 3차례에 걸쳐 실시된 선박의 통항 안전성에 관한 연구에도 불구하고 적정 교각폭이 결정되지 못하고 있다. 따라서 본 연구에서는 인천항의 장래 교통량의 측면과 최대선형의 선박 조종성 측면에서 소요 교각폭을 산정함을 목적으로 하고 있다. 연구결과, 제2연륙교 주경간 항로는 교통량 수용을 위하여 기본적으로 왕복항로 설계가 필요하며, 2020년 교통량 수용을 위한 소요 교각폭은 1,005m, 최대선형의 왕복통항을 위한 소요 교각폭은 990m로 산정되어 1,000m 교각폭이 장래 교통량 수용 및 최대선형의 안전한 왕복통항이 가능한 것으로 평가되었고, 700m 교각폭은 최대선형의 일방통항은 가능하나 최대선형과 일반 중·소형선박과의 왕복통항은 안전성이 확보되지 아니한 것으로 평가되었다.
