Ten years have passed since the establishment of KOSHBA(Korea Small and medium enterprises Hybrid Business Association). KOSHBA is composed of over 400 regional groups; over 6,000 enterprises are participating in the association. To become a dynamic and vital association, it is necessary to share, learn, and discuss their managerial problems based on mutual trust and respect at the regular monthly meeting.

Product liability(PL) is the producer's compensation to customers for damage incurred by product defects. This paper studies on the organizational culture, promotion process, system construction, system level, product safety review, product safety assurance, system operation, and its effectiveness and necessity of recognition for the PL system of small and medium-sized firms in Gangwon-Do province. The results show that the firms have product safety regulations, but the number of firms which its employees understand the regulations is less than the number of firms which do not understand. Also the number of firms which is preparing PL prevention and insurance, and counterplan for accidents seems to be not in large numbers.

Recently, product life-cycles are shortening faster than ever before, and companies with a suggestion system are in better position to overcome this shortening life-cycle and thus promote customer satisfaction. Suggestion systems, however, are not actively utilized on the production floors in many firms. This study showed that small-sized and medium-sized firms where a suggestion system is properly functioning by a strong will of top management are not many in Gangwon-do area. In considerable number of companies, a suggestion system is informally and spontaneously applied by the workers on the production floors not by company-wide systems. A suggestion system is required as a means of creating future value-added and it is a matter of course that the role of top management, together with middle-class managements' influence is quite important in the course of the successful application of it. A suggestion system, to be successful, calls not only individual efforts but also positive corporate cultures.

In this paper, we summary known suggestion system which is useful a small and medium enterprise. We don't think suggestion system of a small and medium enterprise active. We reflect 2 points of suggestion system. We propose the Active Plan to Suggestion System for small and medium Enterprise which are (1) suggestion direction for enterprise future, (2) suggestion body for all employee included, (3) suggestion methods for all information shared.

Safety climate in the research area of industrial safety begins to be influential meta-theory. With this research trend, this paper is to examine the relationship between safety climate and safety participation, and the moderating effect of age. Data were gathered from 292 manufacturing workers in construction industry. It is found that management involvement, safety education, and precaution activities have affirmative effect on safety participation, and physical job load negative effect on it. Next, education, precaution activities, and safety system were found to have interactional effects on safety participation with age.

The survey results show that they are participating in HBA for manpower interchange, information gathering, mutual utilization of management resources, and their company's growth. Business organizations are trying in various ways to survive and grow up in the rapidly changing environment. A lot of organizations have introduced management innovation skills and attempted to change, but most of them have failed to realize their aims. The reason is that the members of the organization including the chief executive officers did not understand the paradigm of the change management of an organization, and gave weight to the partial efficiency instead of the change management of the organization. In this study, guidelines and principles are suggested to apply the quality management system to the change management of business organizations.

The results of this study are to offer basic information for a planned manufacturing system for safety products. Especially important things are build up the foundation of system and abide by it for safety products. Quality system management adapted by small and medium enterprises in Kangwon province to enhance the competitiveness was studied. Variance analysis on several questionnaire answers was performed. Motives for acquiring the accreditation, such as product export, adjustment to international trend, enhancement of brand/product recognition, CEO's mind change, and management innovation, have been changed significantly among business types. Mind changes after the accreditations were setting company's first priority on quality, enhanced recognition on compliance of in-house standards and regulations, employee's performance with the recognition of quality. Amongst service problems to maintain the ace reditations were difficulties in maintaining the recognition of the company's finality management, labor increase to maintain the ISO 9000 enforcement team, and financial burden to keep the accreditation. Quality recognition after the accreditations was significantly improved in setting company's first priority on quality, enhanced recognition on compliance of in-house standards and regulations, employee's performance with the recognition of quality.

Zohar(1980) emphasized the influence of social, organizational, and psychological context in occupational safety and health study. With this research trend, Neal, Griffin, and Hart(2000) developed a sequential safety climate model. In this paper, author examined the usability of their model the relationships among safety climates, safety knowledge, safety motivation, and safety performance(safety compliance and safety participation). The author conducted a survey to 207 manufacturing workers, and the chief results of statistical analysis are as follows : 1) the leadership has positive effects on safety knowledge and motivation, 2) the precaution activities has only positive on safety knowledge, 3) the safety system has only on safety motivation, 4) the safety knowledge and motivation have positive effects on safety compliance and participation.
