        PURPOSES : In this study, surface distress (SD), rutting depth (RD), and international roughness index (IRI) prediction models are developed based on the zones of Incheon and road classes using regression analysis. Regression analysis is conducted based on a correlation analysis between the pavement performance and influencing factors. METHODS : First, Incheon was categorized by zone such as industrial, port, and residential areas, and the roads were categorized into major and sub-major roads. A weather station triangle network for Incheon was developed using the Delaunay triangulation based on the position of the weather station to match the road sections in Incheon and environmental factors. The influencing factors of the road sections were matched Based on the developed triangular network. Meanwhile, based on the matched influencing factors, a model of the current performance of the road pavement in Incheon was developed by performing multiple regression analysis. Sensitivity analysis was conducted using the developed model to determine the influencing factor that affected each performance factor the most significantly. RESULTS : For the SD model, frost days, daily temperature range, rainy days, tropical nights, and minimum temperatures are used as independent variables. Meanwhile, the truck ratio, freeze–thaw days, precipitation days, annual temperature range, and average temperatures are used for the RD model. For the IRI model, the maximum temperature, freeze–thaw days, average temperature, annual precipitation, and wet days are used. Results from the sensitivity analysis show that frost days for the SD model, precipitation days and freeze–thaw days for the RD model, and wet days for the IRI model impose the most significant effects. CONCLUSIONS : We developed a road pavement performance prediction model using multiple regression analysis based on zones in Incheon and road classes. The developed model allows the influencing factors and circumstances to be predicted, thus facilitating road management.

        PURPOSES : In this study, emissions from asphalt mixture production and construction processes are calculated and used to estimate the emission from each asphalt pavement layer. The calculated emissions for the processes are used as fundamental data to estimate the total emission from the entire life cycle of pavement engineering in South Korea. METHODS : A design proposal and the Korean standard, which provide quantitative information for activities, were used to estimate the amount of construction materials and energy consumption. Subsequently, the LCI DB from NAPA and the LCIA DB from EPA were utilized in conjunction with the estimated quantity to assess the effect of the emissions to determine their environmental impact categories. RESULTS : Calculation results show that 5.84 million ton of CO2eq is discharged from production and construction processes, whereas 3.24 million ton of CO2eq is discharged from operation processes in the pavement engineering sector. The total GHG emission, i.e., 9.08 million ton of CO2eq, is approximately 1.25% of the national GHG emission in 2018. The asphalt mixture production process results in the highest GHG emission in the life cycle of asphalt pavements. CONCLUSIONS : An LCI DB that accounts for the industrial characteristics of South Korea must be established to provide more reliable emission data to be used for national GHG reduction plans, including those for the pavement engineering sector.

        PURPOSES : In this study, a method for improving roadside barrier performance by introducing additional reinforcing materials without dismantling or drilling the old underperforming roadside barrier is developed based on the Installation and Management Guide for Roadside Safety Feature. METHODS : Reinforcing roadside barriers comprising reinforcement rails, impact absorbers, blockouts, and support reinforcement plates attached to an old underperformance roadside barrier were designed and manufactured. The manufactured prototypes were subjected to a vehicle crash test to verify their performance. RESULTS : In a structure whose performance is measurable after it collides with a large truck, the minimum strength of the structure to withstand the collision is maintained. Additionally, the safety of passengers measured via the collision test of a small vehicle is excellent. Hence, the reinforcement plan for the old underperforming roadside barrier satisfies all the performance evaluation standards. CONCLUSIONS : The cost of the improvement technology specifications proposed herein is approximately 50% lower than that of a SB3 level roadside barrier. The proposed method for improving the old underperforming roadside barrier is expected to be widely applied as it can be applied conveniently to road sites.

        PURPOSES : The purpose of this study was to investigate the characteristics of concrete pavement behaviors and performance depending on the group-axle types of heavy vehicles, such as single-, tandem-, and tridem-axles. METHODS : The concrete pavement performance indices (such as the rate of fatigue cracking and surface smoothness) according to the different group-axle types of heavy vehicles were predicted using the Korean pavement design program. It was assumed that the load magnitude was the same for each axle, and that the equivalent single-axle traffic volumes were the same for the different group-axle types. The concrete pavement stresses depending on the different group-axle types of heavy vehicles were also analyzed using a finite element analysis program. RESULTS : Based on the design criteria, the concrete pavement performance was the highest under tandem-axle traffic and lowest under single-axle traffic, although the difference in performance was not significant. Based on the structural analysis criteria, the tensile stress of the concrete pavement was the largest under the single-axle load and smallest under the tridem-axle load when the load magnitude of each axle was the same. CONCLUSIONS : Based on the results obtained from considering both the design and analysis criteria, it was concluded that the groupaxle types (such as the tandem- and tridem-axle configurations of heavy vehicles) would not increase the stress or decrease the performance of concrete pavements relative to the single-axle configuration.

        PURPOSES : The increasing heat wave warnings during the summer season in Korea have significant impacts on daily life and industry as a whole, especially in urban areas (such as areas with asphalt and sidewalk pavements). Heat waves directly affect urban heat island and heat dome phenomena. Various urban temperature reduction measures are being discussed to reduce urban heat islands and heat dome phenomena and to improve citizen safety against summer heat waves; suggestions include thermal packaging, rooftop greening, and expansion of vegetation areas. There is a lack of analysis on the methodology for increasing the road spraying effect during summer heat waves (e.g., there is no systematic engineering study on the effect from reducing the temperature of the road spraying during a heat wave in the city) and on the types of road pavements in the city. In addition, as the asphalt pavements of roadways and block pavements installed in sidewalks account for a considerable portion of all pavements, this study provides a more systematic and scientific approach and procedures for reducing temperatures through road spraying in the city by tracking the effects of heat waves. METHODS : In this preliminary experiment, four types of road pavement materials were selected as test specimens: asphalt test specimens (AP- 300 mm × 300 mm × 50 mm), concrete test specimens (CP-300 mm × 300 mm × 50 mm), impermeable blocks (IB-200 mm × 200 mm × 60 mm), and self-permeable blocks (PB-200 mm × 200 mm × 60 mm). As a test method to evaluate the size and duration of each spray effect package type, the surface temperature of each specimen was measured using thermal imaging cameras every 20 min after spraying at the maximum temperature point of each specimen, and the average surface temperature was analyzed based on the collected temperature data. In addition, to conduct a quantitative analysis of the effect of reducing the surface temperature of road pavements by road spraying in summer, field tests were conducted on asphalt roads and watertight blocks for sidewalks. RESULTS : As a result of the comparative analysis of the spray effect under a 36 ℃ air temperature based on a heat wave warning, the surface temperatures were, from high to low, the asphalt (68.8 ℃), concrete (59.1 ℃), impermeable block (57.3 ℃), and permeable block (58.7 ℃). The asphalt pavement had the greatest effect on the heat island and heat dome phenomena. From measuring the temperature reduction effect and sustainability of each type of road pavement, the surface temperature reduction effects were ranked in the following order: water-permeable block (Δ18.0 ℃), asphalt test piece (Δ17.5 ℃), concrete test piece (Δ12.2 ℃), and water-permeable block (over 240 min). In the report pitching block, the average road surface temperature reduction between the pore recovery and treatment was expected to continue to decrease by approximately -4.3 ℃ on the day of work and approximately -2.4 ℃ on the next day. The expected effect of the temperature reduction owing to simple spraying on the surface of the pore block was evaluated to be limited to the day. CONCLUSIONS : In the road spray effect analysis conducted on the common asphalt road, there was a slight difference in the initial temperature reduction size as the test specimen was measured, but the surface temperature difference between the non-spray section and spray section tended to be approximately Δ3°C after 140 minutes of spraying. Therefore, it was determined that the asphalt pavement temperature reduction plan through road spraying in urban areas in summer would be the most effective if it was repeated twice or more in an hour (between 13:00 and 14:00) on the day of the heat wave.

        Black carbon (BC), which is mainly contained in fine particulate matters, is one of the typical anthropogenic air pollutants that are generated from the incomplete combustion process and discharged into the atmosphere, and its various health effects particularly on children have been a growing concern. In this study, BC and particulate matters were closely analyzed in an elementary school adjacent to a high- traffic road in a large metropolitan city. The investigation showed that black carbon behaved similarly to ultrafine dust of 0.3 μm or less in the air, accounting for 20%-40% of it. The occurrence of high concentration outdoor pollution influences the BC content in indoor particulate matters. The average I/O value was 0.7 during the class-hours, and 0.8 without students. However, when students played in the classroom, the range of BC concentrations varied from 0.25 to 1.15, wider than 0.41-1.13 without students. Although this study was conducted with regard to just one elementary school, it can be considered to represent the typical air quality status of domestic schools, and it is believed to present valuable data which can be utilized to assist with preparing measures to enhance the air quality management of schools.

        PURPOSES : A highway operates in a continuous flow and has restricted access. When an accident occurs on a highway, the impact on the traffic flow is large. In particular, an accident that occurs in a tunnel has a more significant impact than an accident that occurs in a general section. Accordingly, the management agency classifies the tunnel as a dangerous section and manages a tunnel of more than 1000 m using the Tunnel Transportation Management System. The purpose of this study was to select dangerous tunnels that require intensive management for the efficient management of highway tunnels. METHODS : In this study, for the selection of dangerous tunnels for expressways, all highway tunnels were classified into five clusters by characteristics. The traffic accident severity — equivalent property damage only (EPDO) — for each tunnel cluster was derived through a traffic accident analysis. Based on the severity analysis results, the safety performance function (SPF) for each cluster was established, and the accident risk tunnel was selected based on the potential safety improvement (PSI) value of each tunnel calculated using the empirical Bayes (EB) method for each tunnel cluster. RESULTS : As a result of the analysis, accident risk tunnels were selected based on the PSI values of the tunnels for each highway tunnel group. Finally, 55 hazardous tunnels were identified as hazardous tunnels: 13 tunnels in Cluster 1, 3 tunnels in Cluster 2, 15 tunnels in Cluster 3, 18 tunnels in Cluster 4, and 6 tunnels in Cluster 5. CONCLUSIONS : After classifying all 1232 tunnels on the highway into five clusters according to tunnel characteristics, EPDO analysis was performed for each tunnel cluster. To this end, the SPF for each cluster was constructed, and accident risk tunnels were selected based on the PSI value of each tunnel calculated using the EB method for each tunnel cluster. The tunnel cluster was classified as a typical tunnel type. As a result, most of the first and second values were calculated from cluster E (long tunnel cluster).

        PURPOSES : In this study, the factors affecting the severity of traffic accidents in highway tunnel sections were analyzed. The main lines of the highway and tunnel sections were compared, and factors affecting the severity of accidents were derived for each tunnel section, such as the tunnel access zone and tunnel inner zone. METHODS : An ordered probit model (OPM) was employed to estimate the factors affecting accident severity. The accident grade, which indicates the severity of highway traffic accidents, was set as the dependent variable. In addition, human, environmental, road condition, accident, and tunnel factors were collected and set as independent variables of the model. Marginal effects were examined to analyze how the derived influential factors affected the severity of each accident. RESULTS : As a result of the OPM analysis, accident factors were found to be influential in increasing the seriousness of the accident in all sections. Environmental factors, road conditions, and accident factors were identified as the main influential factors in the tunnel access zone. In contrast, accident and tunnel factors in the tunnel inner zone were found to be the influencing factors. In particular, it was found that serious accidents (A, B) occurred in all sections when a rollover accident occurred. CONCLUSIONS : This study confirmed that the influencing factors and the probability of accident occurrence differed between the tunnel access zone and inner zone. Most importantly, when the vehicle was overturned after the accident occurred, the results of the influencing factors were different. Therefore, the results can be used as a reference for establishing safety management strategies for tunnels or underground roads.

        PURPOSES : The purpose of this study was to investigate directions for future smart city transportation policies and service development by evaluating road service satisfaction levels and predicting future service demand. METHODS : A nationwide survey was conducted in Korea to develop a transportation service evaluation system based on the functions and objects of transportation. The satisfaction level of road service was evaluated using an analytic hierarchy process (AHP), promising service sectors were identified using the revised importance-performance analysis (IPA) technique, and detailed service demands by sector were suggested. RESULTS : The most valuable service value felt by the people was "safety" (weight 0.4), and the overall satisfaction level was 68.9 points, slightly exceeding "normal." As a result of analyzing the promising service sectors by dividing them into urban and rural areas, "handicapped, elderly, and pedestrians" were important in both areas, and "road facility maintenance" was classified as an additional promising sector for rural areas. CONCLUSIONS : People demand that future smart city transportation policies and services should be "people" and "safety" centered. In addition, it is necessary to pay attention not only to the development of new services but also to the improvement of problems with existing services and policies.

        PURPOSES : It is necessary to implement traffic-control strategies for underground roads. In this study, the application criteria for traffic control were developed to minimize actual traffic congestion on underground roads before it occurs. In particular, the traffic congestion judgement criteria and procedure (TJCAP) were developed. They can specifically classify the possibility of traffic congestion underground. METHODS : A microscopic traffic simulation model was used to analyze different scenarios. With the scenario simulation results, a hierarchical clustering analysis was applied to produce quantitative values from the TJCAP for each experimental network case. RESULTS : For network case (a), it was concluded that the possibility of traffic congestion on underground roads increases when the speed of the ground road connected to the main underground road and the connected ground road after the outflow of the ramp section is low. When the connected road is an interrupted facility after entering the underground roads, the red time is long, and when the section travel speed is 15 km/h, the possibility of traffic congestion underground is highest. A cluster analysis based on these results was performed using two techniques (elbow and silhouette) to verify the final classification. CONCLUSIONS : The TJCAP were designed to operate traffic flow with stricter criteria than traffic congestion management on ground roads. This reflects the difference in the driving environment between underground and above-ground roadways.

        PURPOSES : The purpose of this study is to understand the effect of installing highway rest areas reflecting continuous driving time as a factor that can affect drowsy driving. METHODS : In this study, various models were tested for representing the effect of reducing accidents of highway rest areas. Among the various models including negative binomial, a series of the zero-inflated models reflecting accidents, the zero-inflated model showed the best suitability. RESULTS : According to the results of the zero inflated negative binomial model, installation of highway rest areas was found to have an accident reduction effect of approximately 11.93%. This is somewhat lower than the accident reduction effect estimated in previous studies. In addition, variables related to continuous driving time were found to affect accidents caused by drowsy driving. CONCLUSIONS : Basically, by using the continuous driving time index, a vehicle that has been driving continuously for more than 2 hours or if the continuous driving time is increased for more than 2 hours, the probability of accidents increases. However, in the case of trucks, a more in-depth study is needed on whether an increase in trucks induces defensive driving of other vehicles and this causes a reduction in accidents. Thus, it is necessary to use the variable cautiously for the highway rest area installation plan.

        PURPOSES : The purpose of this study was to develop techniques for forecasting black ice using historical pavement temperature data collected by patrol cars and concurrent atmospheric data provided by the Korea Meteorological Administration. METHODS : To generate baseline data, the physical principle that ice forms when the pavement temperature is negative and lower than the dew-point temperature was exploited. To forecast frost-induced black ice, deep-learning algorithms were created using air, pavement, and dew point temperatures, as well as humidity, wind speed, and the z-value of the historical pavement temperature of the target segment. RESULTS : The suggested forecasting models were evaluated against baseline data generated by the above-mentioned physical principle using pavement temperature and atmospheric data gathered on a national highway in the vicinity of Young-dong in the Chungcheongbukdo province. The accuracies of the forecasting models for the bridge and roadway segments were 94% and 90%, respectively, indicating satisfactory results. CONCLUSIONS : Preventive anti-icing maintenance activities, such as applying anti-icing chemicals or activating road heating systems before roadways are covered with ice (frost), could be possible with the suggested methodologies. As a result, traffic safety on winter roads, especially at night, could be enhanced.
