        Roads in Korea are equipped with PMS (Pavement Management System) computation data that runs on highway, national highway and municipal road. PMS is a program that selects and manages the road pavement optimal maintenance alternative as a indicator of the road pavement structural and functional performance. PMS is a system that has been developed for the primary purpose of maintaining the structural performance of road pavement, and so far does not include any indicators associated with the safety of road users. However, the road cave-in, which have recently become an issue on social networking sites, mass-media, and other issues, should pose systematically because it can make a safety risk to road users, and in particular lead to the structural and functional failure of the PMS program in view of the road pavement. Accordingly, this research has developed a practical use case for developing an integrated road cave-in management program based on the results of various studies on the exploration, analysis, assessment and handling of the existing road cave-in in Korea.

        In this study, we introduce the technology that provides the driver with the information related to the traffic information application such as the traffic center or T-map when the slippery situation occurs on the road by collecting the slip information by the vehicle speed on the road surface. Road surface detection technology collects road surface information by using black box and DTG which are installed in commercial vehicles and detects dangerous sections for road safety. It transmits information to a traffic center and transmits it to a rear vehicle driver It is aimed at delivering safe driving information.

        This study examined the characteristics of research activities in the road sector via an analysis of patents and papers. For the text mining analysis, this study used keywords that contained the term “highway” and extracted data; 25,306 patents and 11,940 papers were used for the analysis. Along with a paper analysis, there is a 3P (paper, patent and patent) analysis method used to examine papers and patents. The 3P analysis method analyzes patent trends (time series, country, applicant, institution, and so on), original technology patents, the latest technology trends in the field of interest, and research trends by examining and evaluating key patent rights and their technology and utilization values. More specifically, analyzing patents owned by companies and papers published based on data obtained from text mining, allows researchers to compare intellectual property competitiveness by institution and identify a competitor’s research trends. Based on the results, commercialized tech areas and global research activity trends can be identified to establish a technology strategy. In this regard, this study used keywords only related to “highway” and acquired the following analysis results: To begin with, some of the most noteworthy research and development areas in the road and transport sector recently included “traction hybrid battery,” “information navigation date,” and “navigation determination.” This suggests great implications. Thus far, the road and transport section has traditionally researched “Construction of Roads, Railways, or Bridges” in Section E (Fixed Constructions) of the International Patent Classification and supporting works such as the installation of supports for the road or the construction of platforms, snow fences or similar arrangements. This study, however, found that lately, a lot of research is being conducted on systems such as transport control systems, transport safety, transport control radars or similar systems, sonar or Light Detection and ranging system, and anti-collision systems. In addition, as smart toll collection increasingly becomes available, a lot of research in the field of physics is being undertaken on transmission methods for measures, control signals or similar signs, and ticket dispensers or devices to collect tolls and admission fees. In conclusion, based on the above findings, this study was able to identify that more research in the road and transport sector is being conducted on smart toll collection and tech convergence such as physics and systems than traditional civil engineering as today’s world is heading towards the 4th Industrial Revolution.

        The government focuses the innovation paradigm of public institutions on the realization of social value through national tasks. Efforts are now being made to legislate the Framework Act on the Realization of Public Institutions’ Social Value, which allows public institutions to serve as the foundation and check the progress of social value realization plans every year. According to this Act, the government performance review must also reflect efforts and outcomes made to create social value. Traditional public institutions in the road sector are trying to convert social responsibility, job creation and related activities into indicators of social value realization. Social value refers to a “value that can contribute to public interests and community development in all areas including social, economic, environmental, and cultural ones.” This definition commonly used in government policy includes the concept of public institutions’ social responsibility and shared value creation. Here, social responsibility refers to the returning of corporate profits to society for the continued development of a community while shared value creation refers to the solving of a social problem by a company pursuing both economic and social value creation. The performance sharing scheme in particular is regarded as an important tool for companies to create social value. In this regard, this study examines how public institutions in the road sector used the performance sharing scheme. The purpose of this study is also to discover more cases based on this analysis. The analysis so far found the following 5 types of performance sharing schemes in the road sector: (a) service improvement, (b) technology development, (c) conditional purchasing, (d) technology transfer, and (e) performance sharing between multiple parties. Notably, technology transfer or performance sharing between multiple parties means that public institutions provide support to the private sector so that it can take the lead and develop required technology. These instances can be good examples of public institutions serving as the foundation and creating social value by removing new technology entry barriers for small and medium-sized enterprises and supporting the development of the latest prioritized technology or product. Accordingly, there needs to be established a cooperative ecosystem between small, medium, and large companies in a win-win approach to increase the adoption rate of SME support projects and provide more technical advice in the road sector and thereby, to expand the cases of shared growth where outcomes are shared in the road sector.

        In recent years, there have been applied methods for minimizing noise by adjusting the method of installing soundproof walls, soundproof tunnels, soundproofing rims, environmental facilities, etc., and the shape of the surface texture of tire treads and packaging materials for the purpose of reducing road noise. Low noise pavement methods such as rubber asphalt (CRM), open graded asphalt concrete (OGAC), permeable Friction Courses (PFC), open graded friction courses (OGFC) and porous asphalt have been applied to reduce road noise. Especially, porous pavement is the most widely used low noise pavement with porous structure, which can reduce noise and drain water through continuous void of pavement. On the other hand, porous asphalt pavement has problems such as reduction of noise reduction effect and difficulty of road surface management due to void closing and increase of construction cost. The purpose of this study is to develop ultra-thin layer hot mix asphalt pavement method which maximizes road noise reduction effect by surface micro voids (Recover asphalt pavement) to improve void clogging of present porous pavement method. For this study, maximum size 5mm aggregate and cationic-treated fiber reinforced asphalt modifier (CSM) were used. The Marshall design method was applied grain-size distribution curve was based on SMA mix design. Marshall test, TSR, MMLS3 test and Hamburg test were carried out to evaluate the mechanical properties of ultra -thin layered asphalt pavement method with surface micro voids. Also, the effect of road noise reduction was evaluated through field application in urban area.

        PURPOSES: This study develops various models that can estimate the pattern of road surface temperature changes using machine learning methods. METHODS : Both a thermal mapping system and weather forecast information were employed in order to collect data for developing the models. In previous studies, the authors defined road surface temperature data as a response, while vehicular ambient temperature, air temperature, and humidity were considered as predictors. In this research, two additional factors-road type and weather forecasts-were considered for the estimation of the road surface temperature change pattern. Finally, a total of six models for estimating the pattern of road surface temperature changes were developed using the MATLAB program, which provides the classification learner as a machine learning tool. RESULTS: Model 5 was considered the most superior owing to its high accuracy. It was seen that the accuracy of the model could increase when weather forecasts (e.g., Sky Status) were applied. A comparison between Models 4 and 5 showed that the influence of humidity on road surface temperature changes is negligible. CONCLUSIONS: Even though Models 4, 5, and 6 demonstrated the same performance in terms of average absolute error (AAE), Model 5 can be considered the optimal one from the point of view of accuracy.

        PURPOSES: The purpose of this study is to compare the consistency of widths by analyzing the current situation of the sidewalk in Korea and Japan Neighborhoods Area. METHODS: Literature on the sidewalk width of the Neighborhood Area is reviewed to compare the consistency of width. Through on-site surveys, We identify the current status of sidewalk in Korea and Japan. This compares the sidewalk width consistency in the Neighborhood Area. RESULTS : The width of whole sidewalks in Japan is ranged 330~445cm, which is lAvger than The width of whole sidewalks in Korea, ranged 237~420cm. Frontage Zone width is ranged 60~65cm in Japan, similar to 60cm in Korea. However, in Korea, there is a lAvge difference between Frontage Zone width and walking width average, and the standard deviation of width is lAvger than Japan. The Pedestrian Zone width is ranged 172~325cm in Japan, which is lAvger than ranged 0~295cm in Korea. The width of the Furniture Zone is ranged 135 ~ 331cm in Japan and lAvger than ranged 90~225cm in Korea. In Korea, the difference between the Furniture Zone width and the walking average width is small, and the standard deviation of width is smaller than that of Japan. CONCLUSIONS : In conclusion, the standard deviation of the frontage zone and the pedestrian zone width, which are included in the valid sidewalk width, The Korea is lAvger than in Japan. valid sidewalk width of Korea sidewalk is inconsistent. valid sidewalk width for wheelchair users does not meet the width of more than 2 meters.

        PURPOSES : This study aims to survey and analyze the status of the design and completion documents output delivery system in public construction projects in order to assess the problems of the Ministry of Land, Infrastructure and Transport (MOLIT)'s electronic delivery system, with a focus on roads and rivers, and to offer improvement measures. METHODS: This study first surveys and analyzes laws and existing study trends with regard to the design and completion documents output delivery system in public construction projects. It further analyzes the status of the output delivery system in public construction projects, including roads, rivers, expressways, water resources, and railroads. In addition, a comparative analysis of the current electronic delivery system of MOLIT and Korea Expressway Corporation in the road field is conducted, and the problems and improvement measures for MOLIT's electronic output delivery system are presented. This study seeks to analyze problems and prepare improvement measures with regard to road and river public construction projects, as ordered by MOLIT’s five regional offices. RESULTS: This study sought to prepare the electronic output delivery system with regard to public construction projects and present the analysis of its major problems and improvement measures in four categories: “the preparation of electronic design documents output delivery system improvement measures including inspection and delivery,”“preparation of guidelines, systems, etc., concerning electronic design documents,”“preparation of improvement measures for the construction project management system and electronic design document support tools”, and “linking of MOLIT's electronic output delivery system with relevant agencies and the expansion thereof to local governments.” CONCLUSIONS : This study analyzed the current status and problems of the MOLIT's electronic output delivery system in the field of road and river construction projects, and presented corresponding improvement measures. This study is expected to address the problems of the MOLIT's electronic output delivery system, and to provide the foundation for the preparation of an efficient electronic output delivery system for design and completion documents. In addition, this study is expected to boost the quality and utilization of the electronic design documents output, and to exchange, share, and link construction information among relevant agencies so as to prepare the foundation for sharing construction information.

        PURPOSES : The frequency and severity of natural disasters such as torrential rain or typhoons have become increasingly significant worldwide. Events such as summer typhoons and localized torrential downpour can cause severe damages to a residential area and road networks, resulting in serious harm to the daily lives of people, especially in rural areas by isolating residents from road networks. An immediate and emergency repair technology for the collapsed road networks is urgently needed. This study introduces a new technology to repair road bases or slopes. METHODS: The development of new technology for emergency and permanent repair consists of first, packing of cement paste-coated gravel, second, combining appropriate equipment, and third, conducting a field applicability test. In this research, the compressive strength of cement pastecoated gravel, gravel-netting concrete properties, and packing efficiency were determined, and a full scale field mock-up test was carried out. RESULTS : The compressive strength of the cement paste-coated gravel concrete satisfied the required limit for road base of 5 MPa after 7 days. With appropriate netting materials and packing size, gravel-netting concrete was successful up to a slope of 1:1.5. The full scale field mockup test showed efficiency in the field and penetration resistance performance. CONCLUSIONS: The new technology of emergency and permanent repair for damaged road bases and slopes, introduced in this study, showed satisfactory performance. The technology is expected to be applied in the field when construction procedures and quality specifications are made.

        본 연구에서는 식품 및 화장품 원료로 널리 사용되는 천연 다당류의 분자 구조, 분자량, 점도, 친수성, 팽창, 습윤 및 보습 특성을 이용하여 도로 분진 방지제를 제조하였다. 다양한 분진 제어 효과가 확인되었으며 단순한 물 분사 및 시험 대조군인 합성PVA보다 우수한 결과를 얻었다. 또한 수분 증발 비교, 비산 저감율, 공사현장 테스트 및 물벼룩 급성 독성 시험 등의 영향을 연구하고 토양 및 수질의 안전성을 연구하여 도로 분진 방지제의 유용성을 확인하였다.

        PURPOSES: This study examines the performance changes of road networks according to the strength of a disaster, and proposes a method for estimating the quantitative resilience according to the road-network performance changes and damage scale. This study also selected highinfluence road sections, according to disasters targeting the road network, and aimed to analyze their hazard resilience from the network aspect through a scenario analysis of the damage recovery after a disaster occurred. METHODS: The analysis was conducted targeting Sejong City in South Korea. The disaster situation was set up using the TransCAD and VISSIM traffic-simulation software. First, the study analyzed how road-network damage changed the user’s travel pattern and travel time, and how it affected the complete network. Secondly, the functional aspects of the road networks were analyzed using quantitative resilience. Finally, based on the road-network performance change and resilience, priority-management road sections were selected. RESULTS: According to the analysis results, when a road section has relatively low connectivity and low traffic, its effect on the complete network is insignificant. Moreover, certain road sections with relatively high importance can suffer a performance loss from major damage, for e.g., sections where bridges, tunnels, or underground roads are located, roads where no bypasses exist or they exist far from the concerned road, including entrances and exits to suburban areas. Relatively important roads have the potential to significantly degrade the network performance when a disaster occurs. Because of the high risk of delays or isolation, they may lead to secondary damage. Thus, it is necessary to manage the roads to maintain their performance. CONCLUSIONS : As a baseline study to establish measures for traffic prevention, this study considered the performance of a road network, selected high-influence road sections within the road network, and analyzed the quantitative resilience of the road network according to scenarios. The road users’passage-pattern changes were analyzed through simulation analysis using the User Equilibrium model. Based on the analysis results, the resilience in each scenario was examined and compared. Sections where a road’s performance loss had a significant influence on the network were targeted. The study results were judged to become basic research data for establishing response plans to restore the original functions and performance of the destroyed and damage road networks, and for selecting maintenance priorities.

        PURPOSES: The purpose of this study is to identify the road-subsidence mechanism in unsaturated sandy soils. METHODS: A series of soil chamber tests were conducted under various conditions. RESULTS: The cavity-expansion characteristics in unsaturated sandy soils due to seepage were affected by the outlet size, seepage intensity, relative density, and fine content. CONCLUSIONS: In unsaturated sandy soils, the cavity-expansion speed was affected by the outlet size, relative density, seepage intensity, and clay content; however, the cavity-expansion shape was very similar. As the outlet size and seepage intensity increased, the cavityexpansion speed increased. As the relative density increased, the cavity-expansion speed increased because of a sudden decrease in shear strength, resulting from the increased saturation (reduction of matric suction). The cavity expanded faster with the increasing clay content, up to a certain threshold. It expanded at a slower rate once it passed the threshold. Finally, it reached a stable state where the cavity did not expand due to seepage.

        PURPOSES : In this research, the initiation and development of corrugation on a gravel road with certain wheel and boundary conditions were evaluated using a coupled discrete-element method (DEM) with multibody dynamics (MBD). METHODS: In this study, 665,534 particles with a 4-mm diameter were generated and compacted to build a circular roadbed track, with a depth and width of 42 mm and 50 mm, respectively. A single wheel with a 100-mm diameter, 40-mm width, and 0.157-kg mass was considered for the track. The single wheel was set to run slowly on the track with a speed of 2.5 rad/s so that the corrugation was gradually initiated and developed without losing contact between the wheel and the roadbed. Then, the shape of the track surface was monitored, and the movement of the particles in the roadbed was tracked at certain wheel-pass numbers to evaluate the overall corrugation initiation and development mechanism. RESULTS : Two types of corrugation, long wave-length and short wave-length, were observed in the circular track. It seems that the long wave-length corrugation was developed by the longitudinal movement of surface particles in the entire track, while the short wave-length corrugation was developed by shear deformation in a local section. Properties such as particle coefficients, track bulk density, and wheel mass, have significant effects on the initiation and development of long-wave corrugation. CONCLUSIONS : It was concluded that the coupled numerical method applied in this research could be effectively used to simulate the corrugation of a gravel road and to understand the mechanism that initiates and develops corrugation. To derive a comprehensive conclusion for the corrugation development under various conditions, the driver’s acceleration and deceleration with various particle gradations and wheelconfiguration models should be considered in the simulation.

Pursuing this brings them squarely into the world of reconciliation and redress. In less than a century, countries on every continent have confronted this issue. Their approaches and outcomes have varied just as widely but lessons from their experience should guide ongoing and future efforts to achieve success.

        PURPOSES: Owing to the growth of income and socio-economic levels, demands from road users have diversified. Accordingly, new road policies are being actively sought. The metropolitan city government of Busan has been focused on constructing and expanding roads to accommodate the increasing traffic demand. Given the increase in functional characteristics, we need to re-evaluate the hierarchy and function of roads, and specifically remodel the road planning and operations that fit into their functions.METHODS : First, this study focuses on introducing the minimum condition required to redefine the hierarchy of the roads. Second, the authors propose a new model that identifies the impact level of road hierarchy adopting discriminated analysis technique.RESULTS: Authors suggest that we redefine the hierarchy of roads in the central business distinct in Busan, and specifically the arterial roads in Busan, namely, Joonang-daero and Gaya-ro. These roads need to be reequipped with cross walks, a lower speed limit, and exclusive bus lanes to improve their accessibility.CONCLUSIONS: The authors found that the sub-arterial and collector roads have been subjected to excessive loads, owing to inappropriate functions being assigned to the main arterial road. Moreover, given that through traffic is concentrated on the sub-arterial and collector roads, over-speeding and other safety issues are consequently created.

        PURPOSES: This research aims to estimate the occurrence of hydroplaning on roads based on the road alignment types and rainfall intensity in Seoul.METHODS: Three types of data were used for estimation of hydroplaning in this study. The Inner Circulation Road (12.5 km) to the Bukbu Expressway (7.4 km) in Seoul was selected as the test road and data was collected for road information using a probe-vehicle. Precipitation was observed from Automatic Weather System in Seoul. These data were interpolated by applying Inverse Distance Weighted Methodology for hydroplaning estimation. Finally, the water depth information of the roads was observed using an RCM411 device.RESULTS : This study demonstrated that the cross slope with small-angle-tilt or vertical section with large-angle-tilt are the primary factors causing hydroplaning on the roads. The flow velocity on steep slope is high; however, large drainage lengths result in hydroplaning on the roads.CONCLUSIONS : This result can contribute towards the reduction of car accidents on rainy days. Furthermore, information regarding hydroplaning can be delivered to drivers more rapidly and precisely in the future.

        PURPOSES : The objective of this research is establishing system components and optimizing operational procedures in order to systematically manage road cave-ins in urban areas.METHODS: Based on the literature review and alternative comparison, optimization methods is suggested.RESULTS : Throughout the study, location referencing system, database structure, and operation strategy(procedure) were clarified, and the optimization methods for each item were suggested.CONCLUSIONS: Road cave-in management should be focused on user safety rather than focusing on economic aspects. The occurrence of road cave-in should be addressed thoroughly by road management system(location referencing system, database structure, and operation strategy(procedure), and the optimization methods), since they are closely related to road users' safety.

        PURPOSES : The computational fluid dynamics of flow and fine particles in a road were set to determine the insert flow and occurrence characteristics.METHODS: The road extension was 100 m with two lanes. A one-ton truck traveled a 50-m distance. After a noise barrier was installed on one side of the road, the flow and a collision analysis were tested.RESULTS: The flow that occurred was 5 m/s beside the vehicle, and fine particulate was 5.0×102 μg/m3 after 20 m from the exhaust vent.CONCLUSIONS: After a collision analysis of the fine particulate on the noise barrier to find the most suitable position of the filter panel in height, the bottom 1 m was the most optimum position because 88.1% of the distribution was concentrated there.

        이 논문은 한국 복지체제의 제도적 발전 경로에 대해서 모색한다. 이를 위해 서구 복지체제와 한국 복지 체제의 유형별 특징에 대해 논의한다. 한국의 복지체제는 서구보다는 아직 낮은 수준의 공적 지출에 머무르고 있지만 근래 들어 복지에 대한 수요와 공공지출이 급증하고 있다. 최근 한국의 복지체제는 저출산과 고령화, 지방화, 세계화, 민주주의의 진전이라는 환경/도전을 맞이하면서 중대한 기로에 서있다. 이 논문에서는 이 같은 환경/도전에 대한 대응으로 복지에 대한 사회적 공감대 형성, 복지정책의 적극적 확대 및 실행, 그리고 보편주의적 복지 프로그램의 확대 등이 필요하다고 주장한다.
