        정부에서는 안전사고의 방지, 기존시설의 수명연장과 성능개선을 통한 재정투자의 효율성을 제고를 위하여 「지속가능한 기반시설 관리 기본법(이하 “기반시설관리법”, 공포 ’18.12.)」을 시행(’20.1.)할 예정이다. 이 법에서는 개별법에 따라 상이하게 관리되는 기반시설의 유지관리 수준을 상향 평준화하기 위하여 최소유지관리 공통기준을 제정하도록 하고 있으며, 기반시설 관리체계의 분석과 정부시책에 대한 검토 등을 통하여 유지관리 개선 방향을 결정하고, 이를 근거로 최소유지관리 공통기준을 마련중이다. 공통기준의 지침화를 위해 기반시설 유형별 적용성을 평가하여 범용성과 확장성을 검토할 예정이다.

        This Study reviewed the case of Gyeonggi-do province which recently induced Drone to pavement management system in order to research a plan to utilize recent technology Drone to pavement management system which is being operated depending on vehicles and manpower for 30 years. After filming video on local roads managed by Gyeonggi-do province by using Drone directly and created point cloud having three dimensional coordinate and color value through program analysis. Furthermore, this research showed that when we found similar color to point cloud at pavement crack part and applied color, crack part was detected.

        In this study, we analyze the policy related to building safety diagnosis and maintenance management and suggest improvement direction of system for building diagnosis. The US has various test methods and laws and regulations standardized on wide territory, so it is excellent in responding to changes in regulations. In the UK, the technology of the building diagnosis related field is advanced through systematic efforts of diagnosis and maintenance of the building. Therefore, it is necessary to establish and revitalize regulations related to building diagnosis and maintenance management, to revise the laws and regulations of related institutions, and to systematically cultivate manpower through specialized agencies related to diagnosis and maintenance.

Although Korea Expressway Coporation is well organized for various disaster and incidences on expressway based on its many experiences, it still have difficulties in demonstrating its superiority and capability in disaster management.         The cut slope distributed in domestic, which have single horizontal extension over 200m and 50m of vertical height are classified into 2nd class facility by <Special Act On The Safety Management Of Structures>. Collapse of these cut slope occurs by thaw, rainfall, soil characteristics. Recently, frequency of small size cut slope collapse is increasing. Accordingly, central government partially revised <Special Act On The Safety Management Of Structures> with the contents of expansion of 2nd class facility's scope and standard and it is expected to be an effective maintenance and management measures of cut slope. Therefore, this study analyzed distribution type and characteristics of the national highway cut slope within the scope of relevant laws and regulations based on the status data of 2nd class facility (cut slope) to examine the maintenance status.

        To the present, technology of tunnel has developed more significantly than before. Due to the difficulty in assessment of long-term durability, it is more important to persistently maintain the tunnel to save the budget efficiently since its completion. Some aspects of the focused management section were written for some of the road tunnels which was recently inspected by KISTEC according to the special law for safety management of Infrastructure.

        본 논문은 토목 시설물의 유지관리 분야에서 BIM을 도입하기 위해 필요한 핵심 표준화 항목과 그 추진 방안을 제시한다. 이를 위해 시설물의 유지관리에 관한 가치사슬과 BIM의 기술적 특성을 분석하여 가치사슬 상에서 최초로 수행되는 손상정보의 기록 방식이 BIM의 정보운용 방식과 매우 유사함을 밝혔다. 또한 시설물 유지관리 가치사슬 단계별로 수행되는 업무에 부합되는 BIM 데이터를 생산하고 운영하기 위해 필요한 표준화 항목을 제시하였다. 제시된 표준화 항목은 시설물의 전 생애주기에서 공통으로 적용되는 표준과 시설물 유지관리 목적에 맞추어 특화된 표준화 항목으로 구분하였으며, 각 구분된 항목에 대하여 표준화 추진 시 중심 역할을 수행할 수 있는 기관을 법령에 근거하여 제시하였다.

        For efficient maintenance management of load facilities, an establishment of asset management system is necessary which helps prediction of maintenance cost and strategic allocation of budget in consideration of toy priority. The main purpose of this study is to suggest asset valuation method, which is practical in conformity with domestic situations, through researches on asset valuation method of load facilities. As a consequence, the management and maintenance system of existing highway facilities needed an innovation involving the concept of asset management. This study discusses the new facility management system suitable to local highway agencies. The new system incorporates asset management concept so that it can analyze the project level facility management solution and it can also improve the budget efficiency for local government. This study also presents systematic method to integrate various facilities for management system.

        The systematization of construction information is required over whole life cycle of facilities to improve productivity of construction industry. BIM has been actively suggested as one of alternatives. However, it may be currently concentrated on the large-scale facilities while the small and medium-scale facilities based on BIM are slightly treated in indifference. This study has been performed to set up information management system based on BIM considering characteristics of small and medium-scale facilities. PLIB of ISO and construction information classification system of by MLTM in Korea are used in this study.

        Infrastructure safety and maintenance management(ISMM) is one of the most important parts for improving level of people's welfare. The government needs to set up their own improvement strategy for ISMM system. This study was initiated to suggest the strategy to improve ISMM system with long term perspective. In order to investigate the current status and problems of ISMM system, this study reviewed various literature related to the issues of the foreign ISMM systems and conducted the interview with ISMM experts. The strategy would be expected greatly to improve the safety and maintenance management system for domestic infrastructure.

        현재 시설물의 안전 및 유지관리 선진화를 위한 국가 기본시책과 비전을 제시하고 시설물을 효율적으로 관리할 수 있는 체계를 마련하기 위하여 안전 및 유지관리 기본계획이 수립되어 추진하고 있는 실정이다. 이와 같이 선진국에서 수행하고 있는 시설물에 대하여 예방적이고 적극적인 보수․보강을 수행하는 예방적 유지관리전략을 우리나라에서도 적극적으로 도입하여 안전 및 유지관리체계를 마련하고 이를 수행하는 것이 필요할 것으로 판단된다. 또한 시설물의 안전 및 유지관리기술에 생애주기분석기법을 적극적으로 도입하여 경제성을 높일 수 있는 기반을 마련해야 하겠다. 따라서 본 논문에서는 시설물의 안전 및 유지관리의 체계, 제도적 문제, 예산 등에 대한 현재 국내의 실태와 문제점에 대한 분석과 함께 개선방안을 제시하였다.
