        This study is to develop the technology and the ways of the practical use of the integrated digital map of and Electronical Navigational Chart(ENC) and Digital Terrain Map(DTM) for the effective and scientific based conservation, development and management. In this study, as preliminary studies to make eventual integrated maps, the concept of coastal areas are defined and the characteristics of digital maps developed by Korean Geography Institute and National Marine Investigation Institute are carefully analyzed. A test coastal map was developed based on the integrated digital map, a high resolution satellite image and Global Positioning System. Results from the edge matching analysis of coastal lines shows 8 meters difference in maximum. The problems, causes and solutions for the edge matched differences are described. Furthermore, the practical value of utilization, future use and various field of application are described based on the integrated digital map data base of coastal area.

        From a ship's safe operation point of view, it is very important to estimate the navigational safety in a seaway. The seakeeping performance can be defined as the ability of a ship to go to sea, and to accomplish its missions successfully and safely even in adverse environmental conditions. There are several factors presently adopted for evaluating seakeeping performance. But a hardware of the system considering all these factors has not been developed since some of them can not be measured by sensors. In this paper, a synthetic method of evaluating navigational safety is developed by measuring the vertical and lateral acceleration. An experiment by using real measuring carried out on board the T/S 'HANNARA' The equipment was measured every 4 hours for more than 30 minutes the acceleration by accelerometer, analyzed its acceleration values and calculated navigational dangerousness. As the results of this on board experiment, the system is carried conviction to be useful as evaluating seakeeping performance.

        The planning process of complex projects in oceanic architectural engineering is characterized by the cooperation of many involved specialists and by a high degree of information exchange. In order to improve the quality of the structural design of oceanic buildings, information of different involved partners in the planning process has to be integrated. This paper aims to introduce a concept of the integrated structural design for the floating-type oceanic building using STEP(Standard for the Exchange of Product Model Data). STEP(ISO 10303) is an international standard for the computer-interpretable representation and exchange of product data and it provides a consistent data exchange format and application interfaces between different application systems. In this paper, the structural design process and information of oceanic buildings is analyzed and product models are preposed fir the exchange of the structural design information between superstructure and floating structure. The entities for calculating wind loads, metacenter and restoring forces are represented by Express. As a case study a floating hotel is applicated to describe the STEP physical file.

        This paper aims at developing an integrated fleet management support system for industrial carriers who usually control the vessels of their own or on a time charter to minimize the cost of shipping their cargoes. The work is mainly concerned with the operational management problem of the fleet owned by a major oil company, a typical industrial carrier. The optimal fleet management problem for the major oil company can be divided into two phase problem. The front end corresponds to the production operation problem of the transportation of crude oil, the refinery operation, and the distribution of product oil to comply with the demand of the market. The back end is to tackle the fleet scheduling problem to meet the seaborne transportation demand derived from the front end. Relevant optimization models for each phase are proposed and described briefly. Then a user-friendly integrated fleet management support system is built based on the proposed optimization models for both ends under Windows environment. A case study reflecting the practices of fleet management problem for the major oil company is carried out by using the system.

        This paper deals with the evaluation problem of complex systems by introducing a fuzzy approach. The authors are functionally supposing a hierarchical structure model of a complex system and give light on the following problems. First for the purpose of clarifying the characteristics of measures the property and differences between two method such as linear and fuzzy viewpoint are discussed through two level-down evaluation process. Second the integrated evaluation process which keeps reversibility between hierarchical levels is discussed and obtained some necessary conditions for reversibility of fuzzy evaluation. From these results it is expected that the fuzzy approach overcomes partly the limitation of reductionism at the hierarchical evaluation of complex systems.

        The export/import processing systems of the foreign advanced port use the integrated database to increase the productivity of the users involved in the port and logistics activities. However all the port and logistics related organizations in Korea such as container terminal, customs, ministry of maritime affairs and fisheries, etc. are using their own databases, so it is very inconvenient to the users to process their export/import affairs. It is necessary to develop the integrated database for the port and logistics affairs to provide the one stop service to the port and logistics related users. So we have investigated and analyzed the databases of port and logistics related organizations, and recognized the users' various needs of information. And then we have suggested the conceptual architecture of integrated database for port and logistics, and proposed the strategies for successful development of the integrated database in this paper.

        하천과 대수층이 연결된 계에서 분산오염원이 유입될 경우에 지하수 수질을 평가할 수 있는 공간적분모형을 제안하였다. 제안된 공간적분모형은 불포화대의 영향이 고려되었으며, 다양한 수문 및 대수층 모의 조건에서 Richards 방정식과 이송-분산 방정식의 공간분포모형에 대한 수치해와 비교를 통하여 공간적분모형을 테스트하였다. 비교 결과에 의하면, 분산도비와 대수층의 두께가 큰 경우를 제외하고는 공간적분모형과 공간분포모형사이의 포화대수층의 평균농도 및 지하수유

        The objectives of the study are to identify the issues and problems encountered in Korea's current integrated rural regional development(IRRD) program and to suggest policy remedies to cope with them. Secondary data and materials ate mainly used for the study. Since the mid-1980s, rural settlement planning has been carried out in the Republic of Korea, In the planning process,'scale of economy'perspectives and settlement policy have been emphasized for increasing the efficiency of investment. During the 1990s, rural settlement and major village development projects have been implemented under the rural structure transformation programs. Agricultural structure adjustment projects for land consolidation and sizable farming have been separated from the rural settlement and mojor village development projects. Based on the evaluative analysis for the rural structure transformation policy and program, some problematic issues were raised as follows: (a) lack of integrative control function in the program'(b) weak linkage between living environment improvement and agricultural development projects: and (c) lack of comprehensive village development planning and implementation system. The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.

        This paper presented a method of evaluating navigational safety of a ship by means fo the integrted seakeeping performance index(ISPI). The ISPI is defined by measuring only any one factor through the medium of relative dangerousness of the other factors for evaluating seakeeping performance. This evaluation method can be applied to the ships for any types and loading conditions. In devloping the practical evaluation system of navigational safety, it is expected to be useful to solve the difficulties in measuring factors by sensors. The results are also useful for devloping the optimum type of ship by applying at the initial design phase.

        On this paper, the traditional methods for the measurement of ship's maneuverabilities during the sea-trial of newly built ship are summarized and new methods for the same measurement using Integrated Navigation System and GPS are introduced. After various sea-trials of training ship "HANNARA" which are equipped with modern INS and GPS system, the results are compared and analysed. The purpose of this paper is to present more accurate methods of measurement of ship's maneuverabilities during sea-trial using INS and GPS which are gradually becoming the basic navigational equipments on many newly constructed vessels.d vessels.
