A heat pipe heat sink which is possible to frozen start up at the lower than -20℃ by using a VCHP was designed, manufactured and tested. The VCHP uses water and nitrogen gas as the working fluid and non-condensable gas. The test results showed that the VCHP heat sink started up successfully at the range of -20 to -30℃ of the ambient temperature and 1000 to 2600W of the heat flow rate. The thermal resistance of the VCHP heat sink decreased as increased the heat flow rate and the ambient temperature since the active zone of VCHP increased.

공공시설이라 함은 공공의 이용에 제공된 물건으로서, 직접적으로 행정목적 달성에 제공되는 것이라는 점에서 우선 강학상 공물에 해당한다. 또한 행정법은 공익실현을 최우선의 목표로 하기 때문에, 결국 행정법이 추구하는 공익실현의 물적 도구 개념이 바로 공공시설이라고 할 수 있으며, 시설물의 형태적 요소보다는 설치의 목적이 중요한 개념요소가 된다.공물이란 행정주체에 의해 직접 공적 목적에 제공된 유체물과 무체물 및 물건의 집합체를 의미하는 바, 민법상의 소유관계가 중요한 것이 아니라 비록 사법의 적용을 받는 물건이라도 일정한 관점과 일정 범위에서 공법상의 목적에 의해 제약을 받는다는 점에서 사물과 구별된다.영조물법인이란 공공서비스 경영목적의 공법상의 법인이라고 정의할 수 있는데, 공법에 의해 창설하는 인적·물적 시설의 총합체라는 조직적 개념에 공공서비스적인 측면을 부가시킨 것으로 이해할 수 있다. 영조물법인은 권리, 능력을 향유하는 법인체인데 반하여 공공시설이라 함은 공익을 만족시킬 목적에서 행해지는 공공토목공사의 결과로서 남게 되는 공공의 욕구에 할당된 단순한 구조물을 의미한다.한편, 프랑스에서 공기업이라고 하면 일반적으로 “전체적 혹은 부분적으로 사적인 소유나 경영의 지배를 피하여 국가나 지방자치단체의 다소 밀접한 감독을 받는 법인체의 회사”를 말한다. 이때의 법인격은 공법인, 사법인을 불문한다. 공기업이란 영조물과 마찬가지로 조직체의 관점에서 파악되어야 하며, 다만 기능적 관점에서 영조물과 차이가 날 뿐이다.공공시설의 개념은 방법론상으로는 강학상의 공물, 영조물, 공기업의 물적 요소들을 지칭하는 도구개념으로 사용될 수 있다. 이러한 경우, 영조물이나 공기업에 있어 조직법적 논의를 제외한 물적 요소에 관한 법적 문제에 대해 통일적 이해를 도모할 수 있게 된다.

본 조사는 낙동강 유역의 홍수피해를 저감하고, 경북중부지역의 안정적인 용수를 공급하기 위해 경북 군위군 고로면에 건설 중인 화북댐의 상∙하류 어류조사를 통하여 댐 건설이 하천유역에 특히 수 생태계내의 어류군집에 미치는 영향유무를 파악하여 종 다양성을 보전하고 하천의 건강성을 유지하기 위한 기초자료로 활용하고자 하였다. 화북댐 상∙하류에서 사후환경영향조사 기간(2004~2008년) 중 측정된 수질항목 분석결과 현장에서 측정한 수온, 용존산소, 수소이온농도와 실내분석 항목인 부유물, 총대장균수의 경우 지점별로 다소 계절에 따른 변화를 나타냈지만 큰 차이를 보이지는 않았으나 유기물 및 영양염류 농도에 해당하는 생물학적∙화학적 산소요구량, 엽록소, 질소, 인의 경우 지점별로 매우 큰 폭의 변화를 보였으며 상류에서 다소 높고 하류에서 낮은 경향을 보였다. 중금속 중 비소의 경우 2005년 6월 0.092 mg L-1를 제외하고는 0.05 mg L-1 이하를 나타내어 하천수 수질환경기준 상 사람의 건강 보호 측면에서 규정한 0.05 mgL-1 이하의 범위 내에서 나타나는 것으로 확인되었다. 화북댐 상∙하류에서 어류조사를 실시한 결과 총 7과 19종 10,263개체가 확인되었다. 조사된 어류 중 우점종은 하천 중∙상류에 주로 서식하는 참갈겨니(62.5%)로 확인되었으며 아우점종은 버들치(10.6%)로 나타났다. 조사 구간인 위천 상류에서 확인된 19종 중 한국고유종은 긴몰개, 동사리, 쉬리 등 총 9종(47.4%)으로 나타났으며, 멸종위기야생동∙식물 I급으로 지정된 얼룩새코미꾸리(Koreocobitis naktongensis)가 소수의 개체이지만 포획되었고, 외래도입종은 확인되지 않았다. 군집분석 결과 우점도 지수는 하류로 갈수록 감소한 반면에 다양도, 풍부도 지수는 하류로 갈수록 증가하였다. 우점종인 참갈겨니의 개체군 분석 결과, 길이-무게 상관관계식은 TW=0.000003 (TL)3.2603로서 매개변수 b값이 3.0보다 크게 나타나 개체군의 영양상태가 양호한 것으로 나타났다. 또한 유사시기에 다른 하천에서의 개체군들과 비교분석 결과 size별 평균 비대지수(CF)가 상대적으로 높은 값을 보여 화북댐 유역의 참갈겨니가 다른 지역보다 성장률이 높았다. 화북댐 상∙하류에서 어류 조사 자료를 활용하여 하천건강성평가(IBI)를 적용한 결과, 대부분의 지점에서 양호(26~35)에서 최적(36~40)을 보였으며 지점 5에서 평균값이 가장 높게 나타냈다. 이러한 결과를 바탕으로 지속적인 모니터링을 실시하여 어류에 관한 환경영향평가와 하천건강성평가 등을 통한 화북댐 완공 후 상∙하류 하천의 어류상 변화유무 및 환경영향을 파악하는데 도움이 될 것으로 사료된다.

고립된 3차원 산악지형에서 지형적 영향에 의한 풍속 증가 현상이 전산유체역학 (CFD) 해석을 통하여 검토 된다. CFD 해석에서, 4개의 서로 다른 경사를 갖는 산악지형 모델이 고려되고, 3차원 산악지형에 대한 지형계수가 풍 방향과 풍직각 방향에 대하여 산정된다. 또한 풍속 증가에 대한 CFD 해석 결과는 경계층 풍동에서의 실험 결과와 국내외 주요 설계기준과 비교된다. CFD 해석 결과, 매우 큰 풍속 증가가 산 정상부에서 발생하였는데, 산 정상부에서 풍속은 48%에서 56% 정도 증가하였다. 풍방향으로 산허리 및 산기슭의 여러 지점에서 풍속이 약간 증가하거나 감소한 반면, 풍직각 방향의 동일한 높이에서는 풍속이 증가하였다. 풍직각방향의 경우, 산 높이의 1/2 지점에 있는 산허리에서의 풍속 증가는 31%에서 50% 정도였고, 산기슭에서의 풍속 증가는 19%에서 27% 정도였다. 본 연구 결과, CFD 해석에서 얻어진 지형계수와 풍동실험에서 얻어진 결과는 대략 3%에서 8% 범위에서 차이를 나타냈고, 풍직각 방향으로 산기슭 근처에서의 풍속 증가에 미치는 지형의 영향은 무시할만하지 않았다.

현재 중소형선박의 동력전달용 스테인리스 추진축계가 많이 사용되고 있으나 선미를 통과하는 선미관 패킹부, 베어링이 작용하는 접촉부 등에서 마모, 축의 재질불량이나 설계 불량으로 인하여 축이 절손되는 경우가 많다. 프로펠러축이 과다마모 또는 절손으로 파단시 새로운 축으로 전환하고 있으나 축을 새것으로 구입하려면 주문, 제작 등에 따라 상당한 비용이 소요된다. 또한 축을 육성 용접하는 경우는 해양수산관청의 승인을 득하도록 되어 있으나 지금까지 승인이 된 경우가 없었다. 따라서 이 연구에서는 직접 스테인리스 재료를 육성 용접하면서 모재와 비교하여 용접에 따른 금속조직의 변화, 결함의 계측 등을 규명하여 해양수산관청의 승인에 필요한 용접 절차, 검사에 필요한 사항 등을 검토하였다.

세계 각국은 관광과 문화 사업을 21세기 국가 전략 사업으로 육성하고 있다. 관광 선진국들의 사례를 비춰볼 때 국민소득이 2만~3만 달러 이상 증가하면 육상 관광과 레저에서 해양 관광과 레저로 추이가 이동함을 볼 수 있다. 또한 주 5일 근무제의 시행으로 근로시간 단축에 따라 가족 지향형 가치관의 형성으로 가족단위의 여가활동 및 여행수요 증대의 보편화가 나타나고 있다. 이러한 환경변화에 따라 해양레저를 즐기고자하는 수요는 증가하고 있으나, 기반시설 부족으로 활성화가 이루어지지 못하고 있는 실정이다. 특히 우리나라 서남해안 해역은 수많은 다도해가 자연방파제 역할을 하고 있으므로 해양레저 산업을 활성화 시키는데 적합한 천혜의 자연조건을 보유하고 있으나 기반시설 부족으로 활성화가 이루어지지 못하고 있는 실정이다. 본 연구에서는 우리나라 해양레저 기반시설의 현황과 문제점을 분석하고, 서남해안 해양레저 산업 활성화에 필요한 친환경 해양레저 기반 시설 구축 방안에 관하여 논한다.

This study was carried out to compare the muscle activities of the shoulder stabilizers between persons with and without winging scapular during push-up plus exercise (adds the scapular protraction to the general push-up exercise). For this study, eleven males with winging scapular and eleven healthy males were recruited. Surface electromyographic (EMG) activity was recorded from the serratus anterior, upper trapezius, lower trapezius, infraspinatus, and pectoralis major while the subjects performed the push-up plus. Each push-up plus was subdivided into three phases according to the elbow position which was measured using the 3-D motion analysis system: elbow flexion (EF), elbow extension (EE), and shoulder protraction phases (SP). Two-way repeated measure ANOVA (phase group) were used for statistical analysis. There was significant phase by group interaction only on the EMG composition ratio of the serratus anterior (p>.05). The EMG composition ratio of the serratus anterior was significantly higher in SP than in either EF or EE however, it was not different between winging scapular and normal groups. For both groups, the EMG composition ratio of upper trapezius, lower trapezius, and pectoralis major was significantly different across the phases of push-up plus, but the infraspinatus EMG composition ratio was not. For both groups, in EF and EE phases, the EMG composition ratio of both pectoralis major and serratus anterior were relatively higher than that of other muscles. However, in both groups, the EMG composition ratio of the serratus anterior became much more predominant than that of the pectoralis major. In addition, infraspinatus activated greater than pectoralis major. These results showed that the push-up plus exercise is effective to selectively strengthen the serratus anterior for both individuals with and without winging scapular, but not equally effective for other shoulder stabilizers.

“국군은 국가의 안전보장과 국토방위의 신성한 의무를 수행함을 사명으로 한다.”고 우리헌법 제5조 2항은 명시하고 있다. 그러므로 군에서 발생하는 범죄행위는 곧 인적요소인 전투력을 손실시키게 된다는 것을 의미하게 되므로 군내 범죄예방에 노력하고, 발생된 범죄행위에 대해서는 철저한 수사활동을 통해 해결하여 범죄발생을 억제함과 동시에 낙오된 수용자에 대하여도 보다 적극적이고 합리적인 교정교화 업무를 수행함으로써 무위의 전투력 손실을 방지하는데 중점을 두어야 하겠다. 따라서 현재 진행 중에 있는 군행형법 전부개정안에 관한 검토와 연구는 이러한 측면에서 매우 중요한 의미를 내포하고 있다 할 수 있겠다. 특히 군행형법 개정안은 2005년도부터 사법제도 개혁추진위원회에서 군사법제도 개혁일환으로 추진하여 온 군형법 개정안 등 총7개 법안 중1) 하나로서 그동안 국방부에서는 군사법제도 개혁 건의문을 존중하면서 군의 특수성 보장을 위한 군내외의 다양한 의견수렴 절차를 거쳐 군행형법 개정안을 사법제도 개혁위원회에 제출하였으며 이를 토대로 최종 입법안을 의결(현재 국회계류 중) 하였다고 주장하고 있다. 그러나 군행형법 개정방안 중 일부사항은 다른 군사법 개선방안과 같이 관련부서간의 이해관계로 인해 충분한 논의가 아직도 미흡한 감이 없지 않은 실정으로 군의 특수성과 장병 인권보장이 구현되는 측면에서 개정이 이루어지도록 좀 더 신중하게 접근해 나가는게 바람직하다고 생각한다.

The revised Bill of Prison Act was introduced into National Assembly by government on 26. april 2006. This bill surpasses Korean current Prison Act both in the protection of prisoners' rights and the improvement of correctional treatment. nevertheless with many regrets there are some problems to solve in our bill between guaranteeing prisoners' Fundamental Rights and maintaining order and safety in the penal institution therefore this studies were concentrated on making up for the week points in this bill. focusing on the imprisonment, contact with the outside world of the prisoners (the right to ask an interview with , and to correspond with) and disciplinary punishment in prison in view of the fundamental rights of prisoners. Discussing the inmate rights are frequently seen by the public as un necessary expenses and luxuries but all persons are dignified although they are criminals. therefore Prisoners' fundamental rights should be respected in order to confirmation their human dignify. The following is the suggestions of these studies. 1. Contact with the outside world of the prisoners is guaranteed to the utmost for the purpose of both re-socialization and prisoners' human rights. 2. Prison overcrowding issues should be solved as soon as possible for prisoners' human dignify. 3. Surveillance by cctv to maintain order and safety there must be a great danger to violence the prisoners' privacy rights. so the surveillance of prisoners' cells by cctv must not be permitted. 4. Prohibition of writings, prohibition of mail and visit, prohibition of autdoor exercises does not appropriate for the disciplinary punishments. 5. Solitary confinement in the most critical disciplinary punishments so it should be limited to maximum 30days.

Composition element of power-up reset circuit is consisted with many PMOS and by capacitors, reduce number of used element to improve power-up reset circuit to secure stable early action of memory chip, and size of element decreases and consumption area of circuit itself could reduce about 10%. In this paper, when rise slowly existing circuit and circuit that improve by comparison simulation result and power rise time 200㎳ to confirm stability of circuit action, output voltage waveform peak of improved power-up reset circuit secures more than 2Vt, and displayed stabler circuit action than change width few existing circuit by temperature.

We carried out a follow-up study on the students who participated in International Astronomy Olympiad(IAO). We surveyed home and school environment, personal characteristics with regard to four high school student and five college students who participated in IAO from 2002 to 2005. In the home environment variable of science elite students who took part in the IAO, we found out significant corelation between science elites and their parent's educational career. In their personal characteristics, we found out considerably their motivation capacity, intelligent curiosity, flexible and creative thinking ability. This study illuminated that the experience of IAO participation offered the opportunity for the students to gain mare self-esteem and positive confidence on scientific study. The IAO experience is construed to effect greatly the students' future. Through the IAO experience, the participating students are expected to major in astronomy and become excellent astronomers in the future. We expect that the interest of student will increase greatly in the area of astronomy and it will contribute to the substantial development of Korean astronomy. In this respect, with the constant support to the IAO participants, the effort to cultivate outstanding astronomers and follow-up study on those participants of the IAO should be continued.
