Currently in the drought evaluation, which is a supplier-oriented standard that applies storage rates of reservoirs, evaluation for users that use agricultural water is not done. Therefore, this study established drought evaluation items for drought evaluation based on farmers' judgement, conducted a survey on farmers and experts, compared and analyzed weighted value between two groups, and then classified the evaluation standards per each evaluation item. The agricultural drought evaluation items are 5 major items of water supply lapse rate, agricultural weather, agricultural irrigation facility, crop and soil, and 12 subsections for regional characteristics and opinions of consumers that use water to be reflected. The result of analyzing weighted value of farmers and experts' major items shows that farmers is agricultural irrigation facility(0.219), water supply lapse rate(0.211), agricultural weather(0.204), crop(0.183) and soil(0.183). Experts is agricultural weather(0.297), agricultural irrigation facility(0.202), water supply lapse rate(0.189), crop(0.162) and soil(0.150), which displays difference between the two groups. The agricultural drought criteria standards are established based on precedent studies and cases, and grades of evaluation items are 1st grade(extreme stage), 2nd grade(warning stage), 3rd grade(alert stage) and 4th grade(attention stage). The above analysis per each consumer-oriented agricultural drought evaluation item and the analysis on the standards of evaluation grades are expected to be used as a basic resource for establishing agriculture drought policy and selecting drought area in the future.
농촌진흥청 농업유전자원센터의 식물유전자원 확보, 보존 및 활용과 관련하여 수요자가 요구하는 유전자원 확보 및 유전자원의 품질향상 방안을 도출하기 위하여 2010년도에 종자 유전자원을 분양받아 활용한 수요자를 대상으로 2011년에 우편설문 방법에 의하여 설문조사를 실시하고 분석한 결과는 다음과 같다. 1. 분양된 유전자원에 대한 만족도는 종자의 순도, 발아율 및 기대 특성 발현도 등에서 '보통이상이다'고 답변한 비율이 각각 87.5%, 88.9%, 84.2%로 높게 나타났으며, 유전자원을 분양신청한 후 자원을 수령하기까지는 76.7%가 15일 이내에 수령한 것으로 만족도를 나타내었다. 2. 유전자원을 분양받은 후 자원을 활용하여 추진하고 있는 경과상황 및 예상 성과, 분양자원의 활용결과보고서 제출 여부 등에 관한 설문조사에서는 89.2%가 '분양받은 자원이 목적한대로 활용 중이다'는 답변을 나타내었다. 자원 활용 예상성과에 대해서는 자원정보 축적과 논문발표가 비교적 높은 비율이고 신품종 등록과 특허 출원이 상대적으로 낮은 비율을 나타내었는데 현시점에서의 유전자원 분양요청자의 성향을 나타낸 것으로 해석할 수 있다. 분양자원의 활용결과보고서 제출여부에 대한 답변결과는 자원분양 시 별도의 조치가 필요한 것으로 나타났다. 3. 유전자원 분양과 관련한 개선사항에 대한 설문에서는 특성이 있는 유전자원의 확보 제공과 유전자원의 특성정보 제공에 대한 답변 합계가 75.0%로서 유전자원 분양업무 절차보다는 현실적으로 필요한 자원이나 정보가 보다 더 절실함을 나타내었다. 금후 필요한 유전자원에 대한 설문에서의 답변은 국내의 재래종이 23.8%로 가장 많았고, 국제농업연구기관 보유 유전자원 21.4%, 외국국가가 보유한 유전자원 21.4%로 외국의 유전자원에 대한 희망이 42.8%로 나타나고 있으며, 다음이 해당 작물의 야생종 또는 야생근연종 10.7%, 외국의 육성품종 또는 계통 9.5%, 국내의 육성품종 또는 계통 9.5%의 순이었다. 또한, 수요자 소속별로 희망하는 유전자원이 다르게 나타났다. 4. 설문조사 분석결과, 유전자원 관리 단계별로 반영하여 수요자가 요구하는 유전자원을 우선적으로 확보하고 보존자원의 품질향상 관리가 되도록 하는 것이 중요한 것으로 나타났다. 수요자 맞춤형 자원도입 및 우선순위에 의한 자원 확보가 요구되었고, 보유 자원의 품질향상을 위해서는 자원 도입 시부터 특성 있는 자원을 확보하고 보존자원의 특성평가가 조속히 추진될 필요가 있으며, 유전자원 정보의 확충 및 확대 제공 노력이 요구되었다.
Rural amenity is regarded as a breakthrough that can revitalize the rural communities. The demand for rural amenity development is also increasing since the urban people have growing incomes and leisure time. This study was implemented to survey the needs and application directions of rural amenity database. The survey questionnaires were collected from various related groups including industry, universities, administration and research institute. Two kinds of analysis of variance (ANOVA) were carried out in order to prioritize the building rural amenity resource map among four user groups and ten rural amenity resources. The result of survey showed that most of respondents had been aware of amenity resources and the industry group had the highest level of utilization in making decisions for rural development. Although the significant difference among groups was not shown in the priority, the priority in the construction of information map was shown the significant difference among 10 kinds of amenity resources. Landscape's map and traditional resource map were relatively higher priority than the other resource map.
The operation of a five day workweek seems to be increased continuously. Many city-workers will make good use of their spare time and search after a lot of devices that can seek for the maximum value of leisure utility. The demand of potential customers that want to enjoy weekend in farming villages is coming out greatly. That is, the condition of users that will travel the farming villages is getting better. But the actual states of farming villages are not ready in many parts yet. Therefore we must activate the tourist attraction in farming villages that can be satisfied the city-workers" expectation. And after making the sightseeing environment infrastructure, we must develop the programs intimate with environment, improve the sightseeing agricultural management and consolidate various systems as soon as possible.
So in this study, after investigating the demand preference degree of city-workers, I tried to grope an activation plan with the base which will reach. Being more urgent what more, not the simple sightseeing agriculture that the farming experience was the focus of, but it is very important to develop the program of environment sightseeing agriculture. It will lay the stress on playing and education culture which city-workers can enjoy and experience. And with constructing the base facility like a city form, we must develop cheap and various goods and the execution of modernized weekend farms. For this, first the consciousness conversion against the customer management of farmers must precede and the change of government policy and the support polity is important. I hope that this study with the five-day workweek has the chance to contribute in the economic growth of farming villages and efficient use and management of the natural environment resources through the activation of sightseeing agriculture.
