우리나라는 비약적인 산업기술발전을 통해 선진국 진입을 눈앞에 두고 있다. 하지만 선진국 진입에 있어 크게 세 가지의 걸림돌이 있다. 첫째로는 세계시장 진입의 장벽, 둘째로 제조물책임법(PL법) 대응방안 미흡, 셋째로는 고객신뢰 및 자원의 한계 이다. 이러한 한계점으로 인하여 신뢰성경영시스템의 필요성이 대두되고 있으며 국내의 신뢰성경영시스템의 활성화는 필수 요소로 다가오고 있다. 본 논문에서는 신뢰성경영시스템의 활성화와 이를 위한 지표개발의 필요성 및 개발 방향성을 제시해보고자 한다.

국내의 많은 기업들은 품질경영시스템인 ISO 9000 시리즈와 식스시그마 등 기업의 품질 및 제품에 대한 품질을 높이기 위해 품질관리, 품질경영에 많은 시간과 비용을 들여왔다. 하지만 품질인증제도와는 달리 제품의 신뢰성에 관한 경영시스템인증을 받 으려고 하는 기업은 거의 없는 실정이다. 부품·소재나 제품의 신뢰성을 확보하기 위한 방안으로써 신뢰성경영시스템에 대한 인증은 필수적이라 할 수 있다. 신뢰성 관련 기 법들을 표준화하고, 효율적인 경영시스템을 도입하여 운영하고, 여기에 세계적으로 통 용되는 기술체계를 도입하여 기업의 신뢰성경영시스템을 발전시킨다면 우리산업이 당 면한 수출 경쟁력 확보 등의 현안문제 해결에도 도움이 될 수 있다. 본 연구에서는 신 뢰성 경영시스템 인증제도 수립에 있어 국제 표준인 신뢰성경영시스템 IEC 60300에 대해 소개하고, 신뢰성 경영시스템 평가방법을 활용한 MIR기법과 AHP기법을 분석 비 교하고, 개선방향을 제시하고자 한다.

Nowadays worldwide leading companies try to establish more efficient and comprehensive management system for getting high quality, reliability and safety. In this paper, we investigate standards for quality management, dependability management and risk management. We also suggest an integrated and comprehensive system of quality(ISO/TS16949), dependability (IEC60300)and risk(JIS Q2001). The evaluation method on the performance of dependability management systems are developed and applied for the semiconductor equipment company.

다양한 리스크 문제가 발생하고 있는 환경 속에서 리스크에 대한 적절한 대응을 하고 안정화를 도모함과 동시에 리스크 문제가 표면화되어 초래하는 영향을 극소화 하기 위한 새로운 패러다임의 경영시스템 도입이 주요 전략과제로 대두되고 있다. 본 연구에서는 소프트웨어 분야에서의 리스크 위험 요소를 줄이고 신뢰성 향상을 목적으로 소프트웨어 분야가 가지고 있는 문제를 효과적으로 관리 할 수 있는 새로운 모델로서 IEC60300 신뢰성경영시스템과 IEC61508 리스크경영시스템의 통합 모델을 제시한다.

본 연구에서는 신뢰성경영시스템(IEC60300)을 기반으로 반도체 장비개발에서 신뢰성 확보를 위한 신뢰성기능전개의 개발과 적용을 다룬다. 고객의 신뢰성 요구사항에 가중치를 부여하여 설계요구 품질표, 기획 품질표를 실행하고 이를 이용하는 절차를 제시하고 이를 고신뢰성을 요구하는 반도체 장비업체 개발공정에 적용하였다. 제품개발과정에서 신뢰성우위를 갖는 구체적인 전략적 제품개발방안을 제시하였다.

In today's society it is often required to state objectively conformity of products (including services) to specified requirements. Conformity assessment bodies (CABs). can objectively state such conformity. These CABs perform conformity assessment activities that include certification, inspection, testing and calibration. A system to accredit CABs conformity assessment services should provide confidence to the purchaser and regulator. Certification of management system is one of means of providing assurance that the organization has implemented a system for the management of the relevant aspects of its activities, in line its policy.

현재 기업에서는 제품인증과 경영시스템인증의 신뢰성 확보가 중요한 과제이다. 이는 제품개발 중심에서 제품 및 프로세스의 통합 개발 중심으로 연구의 필요성을 제시 해주고 있다. 따라서, 정적인 제품인증에서 동적인 시스템인증의 필요성이 대두되면서 신뢰성경영시스템(DMS; Dependability Management System; IEC60300)이 요구되어진다. 제품개발의 프로세스에서 발생되는 신뢰성 문제점들을 해결하기 위하여 트리즈(TRIZ ; Theory of Inventive Problem Solving) 기법을 활용하였다. 본 연구에서는 창의적 문제해결 방법론인 트리즈기법을 활용하여 신뢰성경영시스템에서 제품 및 프로세스 통합개발(IPPD; Integrated Product and Process Development)을 하고자 한다. 결과적으로 창의적 신뢰성경영시스템(CDMS; Creative Dependability Management System)을 제품 및 프로세스 통합개발 모델로 제시한다.

It is hot issue to get the competitiveness of product through reliability-growth as well as availability and safety in almost high-technology industry including military, chemistry, nuclear, telecommunication, transportation service and so on. In advanced countries, they experienced remarkable growth based on reliability technology in materials&parts industry as well as high-tech industry. It has become a symbol of national competitiveness and created a higher value added. This paper is taking on effectively developing ways to deploy IEC 60300 dependability management system and the base technology that are needed to improve competitiveness of industries in Korea.

1987년 최초의 ISO 9000 (품질경영시스템) 패밀리 규격이 발행된 이래, 기업의 경영 시스템(Management System)의 핵심이 되는 MS 규격으로서 QMS(ISO 9001), EMS(ISO 14001), ISMS (ISO/IEC 27001) 등이 발행 또는 개정되어 왔다. 또 QMS 섹터 규격인 항공 우주 (AS/EN 9100), 의료기기 (ISO 13485), 정보통신 (TL 9000), ITSMS(ISO 20000), FSMS (ISO 22000), SCSMS (ISO 28000) 등이나 새로운 MS 규격이 되는 GHG(ISO 14064), IPOCM(ISO/PAS 22399), SR(ISO/CD 26000) 등 ISO 또는 비ISO 의 MS 규격이 차례차례로 발행 또는 개발 중에 있어 경영시스템 인증은 더욱 더 광범위해지면서 다방면화, 섹터화의 경향을 나타내고 있다. 제품 및 서비스 무역의 글로벌화, 조달 및 투자의 비 지역화, 공공 서비스에 대한 규제 철폐, 소비자 및 환경보호에 대한 공적인 요구, 테러리즘 전염병 자연적인 재앙에 대한 국제적인 연대 책임에 대한 필요성, 새로운 기술과 혁신의 전개 등이 경영 시스템 인증에 대한 요구를 증대시키고 있으며, 그 전제로서 세계적 규모로 제도의 신뢰성을 확보하는 구조의 확립 및 활동 결과의 신뢰가 보증되는 체제가 구축되어 있어야 한다. 이러한 신뢰를 바탕으로 한 제3자 인증제도는 세계경제의 원활한 발전에 중요한 과제가 되고 있다.

Corporations are faced with the key strategic task of adopting a comprehensive management system of a new paradigm in order to enhance their products' quality, safety, and reliability, as well as to minimize the cost of quality. The purpose of this paper is to present a methodology that can be used by corporations to ensure a product's reliability, safety, and maintainability, with minimal costs, by measuring dependability levels and conducting DEA analysis. The methodology will be a way for corporations to adopt an optimal dependability management system based on a quality management system of ISO 9001:2000 standards.

IEC 60300 series, the international standards on reliability management system are newly developed and introduced rapidly worldwide. In order to meet this fast-changing situation, it is necessary to apply them to the Korean industries effectively. It includes the establishment of the infrastructure such as documentation of Korean Standards, introduction of test equipments and test manuals, accreditation of the certification bodies and training of the specialists etc. IEC 60300 is upgraded management system of the ISO 9000 and ISO 14000. In this regard, the Korean companies which were certified with the ISO 9000 or 14000 should endeavor to find new strategies and methods to be certified with IEC 60300. This paper introduces a Quantitative method of estimating the level of the reliability management system by applying the MIR(Maturity Index on Reliability) technique. This enables the estimation of the operation level of the system and can upgrade the maturity level of it.
