본 논문은 좌파와 우파의 갈등이 심화되고 있는 현 시점에서 재조명되고 있는 ‘제3의 길’에 대한 분석을 바탕으로 역대 정부들의 복지정책을 논의한다. 그러므로 본 논문은 우선 앤서니 기든스의 사상과 주장하게 된 배경, ‘제3의 길’이 제시하는 기본 입장, ‘제3 의 길’ 정치 순으로 ‘제3의 길’이 표방하는 내용을 살펴보고자 한다. 이어서 ‘제3의 길’이 주장하는 복지국가, 사회복지정책을 간단히 살펴본 후에 역대 정부들의 복지정책이 ‘제3 의 길’을 어느 정도 수용하고 받아들였는지 살펴보고자 한다. 이상의 논의를 바탕으로 본 논문은 ‘제3의 길’과 관련하여 한국적 맥락에서 제기되어야 할 복지정책의 과제를 제 시한다. ‘제3의 길’을 통하여 좌파와 우파 이념이 아닌 모든 국민이 복지 혜택을 누리고, 복지 이념에 따라 살아가는 새로운 길을 정부는 만들어내야 할 것이다.
본 연구에서는 사회적 도전과제 해결을 임무로 설정하여 이론과 정책을 개발 하고 있는 임무지향적 혁신정책론의 관점에서 사회문제 해결형 연구개발정책을 점검하고 그 시사점을 살펴본다. 이를 위해 시민사회의 참여, 정부의 동태적 능력의 확보, 선도적 투자와 후속 투자의 유도의 측면에서 ‘제2차 과학기술기반 사회문제 해결 종합계획’을 분석했다. 이 계획은 사회문제 해결형 혁신을 위한 시민참여의 제도화, 정부의 조정·통합능력 강화와 새로 운 생태계 형성을 위한 제도들을 도입하고 있다. 그러나 기존 활동의 경로의존성이 있기 때 문에 이를 넘어서기 위한 구체적인 프로그램이 요구되는 상황이다. 또 선도적인 투자를 이끌 어내기 위해서는 커뮤니티 케어, 기후변화 대응과 같은 사회정책 분야의 전략 사업과 혁신정 책을 통합적으로 전개하는 것이 필요하다.
This paper considers an inbound ordering and outbound dispatching problem for multi-products and multi-vehicles in a third-party distribution center. The demands are dynamic over a discrete and finite time horizon, and replenishing orders are shipped in various transportation modes and the freight cost is proportional to the number of vehicles used. Any mixture of products is loaded onto any type of vehicles. The objective of the study is to simultaneously determine the inbound lot-sizes, the outbound dispatching sizes, and the types and numbers of vehicles used to minimize total costs, which consist of inventory holding cost and freight cost. Delivery time window is one of the general dispatching policies between a third-party distribution center and customers in practice. In the policy, each demand of product for a customer must be delivered within the time window without penalty cost. We derive mixed integer programming models for the dispatching policy with delivery time windows and on-time delivery dispatching policy, respectively and analyze the effect on a dispatching policy with delivery time windows by comparing with on-time delivery dispatching policy using various computational experiments.
The object of this study was to review through close examination how the sport policy of the Fifth Republic made an influence on the historical meaning and development of Korean sports after independence. To achieve the purpose, the following conclusions
Seven foreign languages can be offered in the middle schools since 2001, based on the 7th National Curriculum of Korea. However, in reality, only five languages have been taken as elective subjects in these institutions. The purpose of this study is to present some basic directions for choosing elective subjects and its implication, by using statistic analysis about different motives in choosing Spanish. The first chapter begins mentioning some evaluations about Korean foreign language education policy on choosing foreign languages in the middle schools, the previous studies, and the purpose of this study. In the second chapter, statistic research method and data collection information are presented. In the third chapter, statistically meaningful results are described with SPSS cross tab tables. As a conclusion, the fourth chapter summarizes this study and recommends that elective courses should be chosen by students themselves, neither by school nor by others.
The contents of articles on food safety and policy in the Donga and Chosun Ilbo from January 1960 to June 1996 were analyzed for the evaluation of subjects and trends in mass media. Among the total of 490 articles, those on cereals were most frequently appeared (20.0%), followed by the articles on sea foods (10.6%) and meats (10.0%). Articles on fats and oils were the least (2.0%) in frequencies. The proportions of articles classified based on the 10-year interval were 28.0% in the 60's, 28.0% in the 70's, 20.6% in the 80's, and 23.4% in the 90's. Major contents of articles were the safety of imported foods, food contaminations by agricultural chemicals, heavy metals and harmful additives.
The ruling that declared the restriction of right of arraignment according to exemption law is unconstitutional in case of grieve bodily harm regardless of light/heavy negligence poses several
problems. This is especially the case in heavy negligence, but it is in overall problematic in execution levels if negligence is not considered. Even though heavy negligence is not seen as a weighing factor of professional negligence and instead either is seen as a weighing factor of normal negligence in criminal law, the ruling completely ignores this. It is also problematic in that heavy negligence is not a solid concept and leaves much to the judgement of the jury. In addition, the fact that decision of heavy negligence depends on doctor's opinion is also a problem. The unconstitutional declaration saw the exemption law as a violation of the equality rights, but it actually helps the people's convenience by speeding up the process of compensation, and the differentiation of death and heavy negligence is according to their inherent differences. The exemption law serves its purpose by transferring the loss of property of victims to the car insurance and preventing the mass production of ex-convicts.
