This study attempted to establish fire risk factors and preventive measures for each of five major types of construction, focusing on construction sites. For this purpose, disaster cases were analyzed and countermeasures were prepared. In addition, fire risk factors and flammable and combustible materials by construction type according to construction process were identified and preventive measures thereof were suggested. The results of this study can be used to establish policy improvement directions that meet various educational needs and expectations by identifying the use status of flammable and combustible materials and figuring out the fire risk factors according to the process by work type in construction sites.

Modern systems development becomes more and more complicated due to the need on the ever-increasing capability of the systems. In addition to the complexity issue, safety concern is also increasing since the malfunctions of the systems under development may result in the accidents in both the test and evaluation phase and the operation phase. Light rail transit(LRT) with passenger capacity between bus and subway is driven by an unmanned control, so safety issues of LRT in emergency shall be considered more carefully than other rolling stock. Modern railway system is a complex system and many actions in emergency are required. In this view, interoperability approach is effective to identify the related elements in emergency. In this paper, we propose the method to generate the fire response scenario of unmann ed LRT based on the outputs of systems engineering architecture design methodology. The proposed method is could be contributed to establish more reliable and applicable fire response scenario.

This research has set upthe fire fighting general index for Fire fighting of Crowded Wooden Building Cultural Asset which is composed of traditional wooden building instinct or complex. The results of this study are as follows. First, Fire fighting general index for crowded wooden building cultural asset, it is necessary to set fire fighting priority by considering fire risk and cultural asset characteristic and establish the system to cope with fire disaster in the most effective way by arranging facilities with restricted resource. Second. Fire risk is the index to draw fire and spread risk of cultural asset by applying index calculation processes such as fire load, burning velocity and ignition material spread characteristic to various aspects such as individual building and complex and combining their results. Cultural asset importance index consists of individual building evaluation, publicity security degree, area importance evaluation and historical landscape degree evaluation. Third, for each index combination process, weight of each index is drawn on the basis of AHP analysis result that is performed to the specialists of related fields. The formula to apply and combine it is prepared to apply the model to include meaning of each index and comparative importance degree.

In January, 2005, the "Railroad Safety Act" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad safety issue, and each of the railroad operative institutions accepted such situation that the construction of the emergent system of coping, resulting in the construction of the emergent system of coping with the railroad fire accident through the relevant study to improve the railroad security efficiency against fire. This study tried to present the on developing the emergent educational program for coping with the KTX fire accident, which is distributed to the spot, to the railroad emergency staff for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedures against fire accidents the fire accident in KTX.

본 논문은 선박 화재 상황에 대한 비상 대처 훈련을 가상 환경에서 수행하는 가상 선원 훈련 플랫폼을 제안한다. 제안하는 플랫폼 은 HMD 기반의 몰입형 가상 환경을 제공하여 훈련 효과를 높일 뿐 아니라 네트워크를 통하여 다중 피훈련자가 함께 훈련에 참여하기 때문 에 가상 환경에서의 협동 훈련을 수행할 수 있다. 본 플랫폼은 FDS 및 CFAST 기반의 오프라인 화재 시뮬레이션 결과를 기반으로 사실적인 화재 확산 및 시각화를 제공한다. 선박 화재 상황에 대한 해양 안전 교육 기관의 교재 시나리오를 기반으로 구현한 본 훈련 플랫폼은 기존의 절차 숙달 훈련에 더불어 몰입형 가상 기술을 이용한 장비 숙달 및 환경 숙달 훈련을 제공한다. 구현된 가상 선원 훈련 플랫폼은 장비 작동, 환경 통제, 원격 현장감을 기반하여 선원의 훈련도를 향상시키고 다수의 피훈련자가 실시간으로 임무를 공동 수행하는 가상 협력 훈련이 가 능함을 보였다. 또한 구현된 플랫폼은 화재 진압 요령, 승객 유도 방법 등 다양하고 세부적인 기능 숙달 훈련이 가능함을 보였다

최근 들어 국가적으로 복지에 대한 관심이 늘어나고 있으며 정책의 주요 이슈로 떠오르고 있다. 복지의 대상이 되는 계층으로는 아동, 다문화, 노인, 장애인 등과 같은 사회적 약자가 주 대상으로 이들은 재난상황에서 또한 일반인들에 비해 취약하다. 특히 인적 재해 중 하나인 화재의 경우 우리 주변에서 수시로 일어날 수 있어 그 어떤 재해 보다 위험 하다 할 수 있으며, 이러한 화재의 발생시 장애인의 경우 일반인에 비해 대응이 힘들다. 이에 본 연구에서는 선진국인 영국, 미국의 화재에 따른 장애인 시설 대응 매뉴얼 사례와 국내 장애인 시설 대응 매뉴얼 분석을 통하여 그 특징과 고찰점 등을 도출하는데 목적이 있다.

전통시장은 노후화된 시설의 관리 미흡, 상인들의 안전 의식 부족으로 인해 사고 발생의 위험이 높으며, 특히 화재 발생 시 고밀도로 집중된 상가와 인화성 높은 물품의 대량 적재 등 시장의 구조적인 문제점과 건축형태로 인해 짧은 시간에 대형 화재로 번져 많은 인명피해와 재산 피해가 발생할 가능성이 높아 안전 문제에 대한 우려가 증가하고 있다. 더욱이 2005년 발생한 대구 서문시장 화재는 노후화되고 밀집된 건물과 인화성 높은 취급 물품 등으로 인해 화재에 대한 근본적인 취약성을 내포하고 있는 전통시장에 대한 화재예방 실태 재점검, 시설 안전관리 및 대책마련 등의 필요성을 대두 시켰다. 전통시장 화재의 경우 무질서하게 자리 잡은 노점상과 좁은 통로, 진입로 주변의 불법 주정차 차량으로 인해 화재 발생 시 소방차량의 접근이 어려워 초기진압에 실패하여 대형화재로 번지는 경우가 빈번하게 발생하고 있다. 이에 본 연구에서는 전통시장의 화재 대응 방안을 마련하기 위해 전통시장의 현황과 화재 발생 현황을 조사하고 화재 취약요인을 분석하여 화재 대응방안을 제시하였다. 또한 화재의 초기진압이 늦어지는 원인을 알아보기 위해 진주시의 전통시장을 대상지로 설정하여 소방서(119안전센터)의 출동 거리와 시간을 분석하였다. 결과적으로 본 연구를 통해 전통시장 화재 발생 시 효율적인 초기진압과 대응방안을 마련하여 시장의 안전성을 높이고 상인들과 시민들의 안전 증진에 기여할 것으로 기대 된다.
