        도로의 포장 상태의 노후화나 관리미흡으로 인하여 시민의 사유 재산 중 주요한 요소인 자동차 등의 손상이나 자동차 사고 로 이어질 수 있어 큰 사회적 비용이 발생할 뿐 아니라, 시민들의 불편과 불만을 초래할 수 있다. 최근 도로 포장의 경우 포트홀 발생 건수와 그에 따른 민원 및 소송 건수가 증가해 행정력 및 예산이 낭비되고 있으며, 서울시의 경우 포장도로 노후화 추이가 증가함에 따라 유 지 관리 비용 또한 증가하고 있다. SOC 시설물 안전성 강화에 대한 사회적 요구는 지속적으로 증가하고 있어 한정된 예산의 효율적 활용을 위한 첨단 유지관리기술 도입이 시급하다.

        Background: Reproductive management practices play crucial roles to maximize the reproductive performance of cows, and thus contribute to farm profitability. We aimed to assess the reproductive management of cows currently practiced in the dairy farms in an urban farming system. Methods: A total of 62 dairy farms were randomly selected considering all size of farms such as small (1-5 cattle), medium (6-20 cattle) and large farms (> 20 cattle) from selected areas of Dhaka city in Bangladesh. The reproductive managementrelated parameters viz. estrus detection, breeding method, pregnancy diagnosis, dry cow and parturition management, vaccination and treatment of reproductive problems etc. were obtained in a pre-defined questionnaire during the farm visit. Results: The visual observation method was only used (100.0%; 62/62) for estrus detection irrespective of size of the farms; while farmers observed cows for estrus 4-5 times a day, but only for 20-60 seconds each time. Regardless of farm size, 89.0% (55/62) farms used artificial insemination (AI) for breeding the cows. Intriguingly, all farms (100.0%) routinely checked the cows for pregnancy at 35-40 days post-breeding using rectal palpation technique by registered veterinarian. However, only 6.5% (4/62) farms practiced dry cow management. Notably, all farms (100.0%) provided nutritional supplements (Vit D, Ca and P) during late gestation. However, proper hygiene and cleanliness during parturition was not practiced in 77.4% (48/62) farms; even though 96.7% (60/62) farms treated cows by registered veterinarian for parturition-related problems. Conclusions: While farmers used AI service for breeding and timely check their cows for pregnancy; however, they need to increase observation time (30 minutes/ observation, twice in a day: early morning and early night) for estrus detection, consider dry cow management and ensure hygienic parturition for maximizing production.

        As a means to activate eco pastoral system in alpine grassland, the government can consider public pastures, which are currently unused, to scale them up into public ranches. Depending on ownership and operation, four management models proposed as follows: 1) Government-Owned and Operated with Balanced Profit and Loss 2) Government-Owned and Operated with Revenue Generation 3) Government-Owned but Privately Operated by Outsourced to Professional Manager 4) Full Privatization (Ownership and Operation by Private Individuals). The study outlined above proposes four management models for the activation of eco pastoral system in alpine grassland. It also suggests methods for the selection and performance evaluation of manager to establish a profitable structure. Additionally, the research provides management methods for the conservation of grazing ecology in pastoral ecosystems. Particularly, the adaptation of tools commonly used in South Korean business sector for the selection and performance evaluation of manager within the system of the proposed management models. This aspect is deemed valuable as it aligns these tools with the specific characteristics of eco pastoral system in alpine grassland, contributing not only to the effective implementation of the models but also to the enhancement of the revenue structure.

        As discarded fishing gear settles or floats on the seabed, it destroys the spawning and habitat of fisheries resources that causes various safety accidents and adverse effects on the environment, such as generating microplastics and causing ship accidents. In order to solve this problem, this study is intended to present an implementation plan for establishing a fishing gear deposit system in order to use it as basic data for establishing policies for fishing gear management in Korea. In order to successfully implement the fishing gear deposit system, the deposit system must be established in the form of fishing gear completed at the production stage. It was found that the marking of the object should be easy, and that determining an appropriate deposit amount to motivate the return of waste fishing gear and establishing a convenient return procedure for returned waste fishing gear were important factors. In addition, transparent management of unreturned deposits and mandatory use of fishing gear subject to the deposit system for fishermen will be necessary. The role of a specialized organization to manage and operate all of these procedures is also very important. It is necessary to establish a new mandatory provision in the Fisheries Act to require fishermen who directly use fishing gear to use fishing gear with a deposit refund mark, and to ensure the implementation of the deposit system by linking it with the evaluation items of government policy projects. Since the main purpose of the deposit system is to collect discarded fishing gear, a support plan will be necessary in accordance with the purchase project for fishing waste salvaged by local governments in 2020.

        One of the important components of a nuclear fuel cycle facility is a hot cell. Hot cells are engineered robust structures and barriers, which are used to handle radioactive materials and to keep workers, public, and the environment safe from radioactive materials. To provide a confinement function for these hot cells, it is necessary to maintain the soundness of the physical structure, but also to maintain the negative pressure inside the hot cell using the operation of the heating, ventilation, and air conditioning (HVAC) systems. The negative pressure inside the hot cells allows air to enter from outside hot cells and limits the leakage of any contaminant or radioactive material within the hot cell to the outside. Thus, the HVAC system is one of the major components for maintaining this negative pressure in the hot cell. However, as the facility ages, all the components of the hot cell HVAC system are also subject to age-related deterioration, which can cause an unexpected failure of some parts. The abnormal operating condition from the failure results in the increase of facility downtime and the decrease in operating efficiency. Although some major parts are considered and constructed in redundancy and diversity aspects, an unexpected failure and abnormal operating condition could result in reduction of public acceptance and reliability to the facility. With the advent of the 4th Industrial Revolution, prognostics and health management (PHM) technology is advancing at a rapid pace. Korea Hydro & Nuclear Power, Siemens, and other companies have already developed technologies to constantly monitor the integrity of power plants and are applying the technology in the form of digital twins for efficiency and safety of their facility operation. The main point of PHM, based on this study, is to monitor changes and variations of soundness and safety of the operation and equipment to analyze current conditions and to ultimately predict the precursors of unexpected failures in advance. Through PHM, it would be possible to establish a maintenance plan before the failure occurs and to perform predictive maintenance rather than corrective maintenance after failures of any component. Therefore, it is of importance to select appropriate diagnostic techniques to monitor and to diagnose the condition of major components using the constant examination and investigation of the PHM technology. In this study, diagnostic techniques are investigated for monitoring of HVAC and discussed for application of PHM into nuclear fuel cycle facilities with hot cells.

        KAERI has developed a Radioactive Waste Information Management System (RAWINGS) to manage the life-cycle information from the generation to the disposal of radioactive waste, in compliance with the low- and medium-level radioactive waste acceptance criteria (WAC). In the radioactive waste management process, the preceding steps are to receive waste history from the waste generators. This includes an application for a specified container with a QR label, pre-inspection, and management request. Next, the succeeding steps consist of repackaging, treatment, characterization, and evaluating the suitability of disposal, for a process to transparently manage radioactive wastes. Since the system operated in 2021, The system is enhanced to manage dynamic information, including the tracking of the location of radioactive waste and the repackaging process. Small packages of waste could be classified as either radioactive or clearance waste during pre-inspection. Furthermore, waste generated in the past has already been packaged in drums, and a new algorithm has been developed to apply the repackaging when reclassification is required. All radioactive waste with the unique ID number on the specific container is managed within a database, the total amount and history of waste are managed, and statistical information is provided. This system is continuously be operated and developed to oversee life-cycle information, and serve as the foundational database for the Waste Certification Program (WCP).

        As the acceptance criteria for low-intermediate-level radioactive waste cave disposal facilities of Korea Radioactive Waste Agency (KORAD) were revised, the requirements for characterization of whether radioactive waste contains hazardous substances have been strengthened. In addition, As the recent the Nuclear Safety and Security Commission Notice (Regulations on Delivery of Low- Medium-Level Radioactive Waste) scheduled to be revised, the management targets and standards for hazardous substances are scheduled to be specified and detailed. Accordingly, the Korea Atomic Energy Research Institute (KAERI) needs to prepare management methods and procedures for hazardous substances. In particular, in order to characterize the chemical requirements (explosiveness, ignitability, flammability, corrosiveness, and toxicity) contained in radioactive waste, it must be proven through documents or data that each item does not contain hazardous substances, and quality assurance for the overall process must be provided. In order to identify the characteristics of radioactive waste that will continue to be generated in the future, KAERI needs to introduce a management system for hazardous substances in radioactive waste and establish a quality assurance system. Currently, KAERI is thoroughly managing chelates (EDTA, NTA, etc.), but the detailed management procedures for hazardous substances related to chemical requirements in radioactive waste in the radiation management area specified above are insufficient. The KAERI’s Laboratory Safety Information Network has a total periodic regulatory review system in place for the purchase, movement, and disposal of chemical substances for each facility. However, there is no documents or data to prove that the hazardous substances held in the facility are not included in the radioactive waste, and there are no procedures for managing hazardous substances. Therefore, it is necessary to establish procedures for the management of hazardous substances, and we plan to prepare management procedures for hazardous substances so that chemical substances can be managed according to the procedures at each facility during preliminary inspection before receiving radioactive waste. The procedure provides definitions of terms and types of management targets for each characteristic of the chemical requirements specified above (explosiveness, ignition, flammability, corrosiveness, and toxicity). In addition, procedure also contains treatment methods of radioactive waste generated by using hazardous substances and management methods of in/out, quantity, history of that substances, etc. As the law is revised in the future, management will be carried out according to the relevant procedures. In this study, we aim to present the hazardous substance management procedures being established to determine whether radioactive waste contains hazardous substances in accordance with the revised the notice and strengthened acceptance criteria. Through this, we hope to contribute to improving reliability so that radioactive waste could be disposed of thoroughly and safely.

        The preliminary study was conducted on the use of navigation instruments and programs conducted in the previous demonstration and experiment of the training ship SAEBADA, real-time sharing and accuracy of land and sea information, and the development of real-time effective information transmission and reception and management system programs. Based on this, this study used the training ship CHAMBADA, which is similar in length to the tonnage of the fishing boat. The purpose is to present errors in ship situation-specific information data, alarm systems for marine information, and land and ship transmission and reception programs collected using intelligent information management systems to find out whether they can be applied and used in fishing boats. It plans to conduct research on direct and indirect safety and ship’s stability when the intelligent information management system operates in real time in the operation of ships considering the characteristics of small fishing boats and the characteristics of fishing.

        The Severe Disaster Punishment Act had recently been established in order to promote safety and health (OSH) management system for severe accident prevention. OSH management system is primarily designed based on risk assessments; however, companies in industries have been experiencing difficulties in hazard identification and selecting proper measures for risk assessments and accident prevention. This study intended to introduce an accident analysis method based on epidemiological model in finding hazard and preventive measures. The accident analysis method employed in this study was proposed by the U.S. Department of Energy. To demonstrate the effectiveness of the accident analysis method, this study applied it to two accident cases occurred in construction and manufacturing industries. The application process and results of this study can be utilized in improving OSH management system and preventing severe accidents.

        At Nuclear Power Plant (NPP), aging management is performed as part of the Periodic Safety Review (PSR) in accordance with the Nuclear Safety Act. The purpose of the aging management program (AMP) is to manage the integrity of structures, systems and components (SSCs) in NPPs over time and use. Through this, aging deterioration is mitigated to increase equipment life and secure long-term operation safety. Fuel Oil Chemistry is one of the AMPs. Through this program, aging management is performed for storage tanks, piping and other metal components that contact with diesel fuel oil. The program is focused on managing loss of material due to general, pitting, crevice, and microbiologically-influenced corrosion (MIC) and fouling that leads to corrosion of the diesel fuel tank internal surfaces. The fuel oil aging management method currently applied to NPPs in Korea measures the concentration of water and particulate contamination in the oil, analyzed the trend, and periodically cleans and inspect the inside of tanks. Among them, in monitoring MIC, a direct analysis and monitoring of the amount of microorganisms may be more effective. In this study, a method for improving the MIC monitoring system for diesel fuel oil systems was reviewed by reviewing reference documents including NUREG 1801 and examining the methods actually applied in US NPPs.

        Gamma imaging devices that can accurately localize the radioactive contamination could be effectively used during nuclear decommissioning or radioactive waste management. While several hand-held devices have been proposed, their low efficiency due to small sensors have severely limited their application. To overcome this limitation, a high-speed gamma imaging system is under development which comprises two quad-type detectors and a tungsten coded aperture mask. Each quad-type detector consists of four rectangular NaI(Tl) crystals with dimensions of 146×146 mm2 and 72 square-type photomultiplier tubes (PMTs). The detectors are placed in front and back to serve as scatter and absorber, respectively, for Compton imaging. In addition, a coded aperture mask was fabricated in rank 19 modified uniformly redundant array pattern and placed in front of the scatter for coded aperture imaging. The system offers several advanced features including 1) high efficiency achieved by employing large-area NaI(Tl) crystals and 2) broad energy range of imaging by employing a hybrid imaging combining Compton and coded aperture imaging. The imaging performance of the system was evaluated through experiments in various conditions with different gamma energies and source positions. The imaging system provides clear images of the source locations for gamma energies ranging from as low as 59.5 keV (241Am) to as high as 1,330 keV (60Co). The imaging resolution was within the range of 7.5–9.4°, depending on gamma energies, when a hybrid maximum likelihood estimation maximization (MLEM) algorithm was used. The developed system showed high sensitivity, as the 137Cs source at distance, incurring dose rate lower than background level (0.03 μSv/h above background dose rate), could be imaged in approximately 2 seconds. Even under lower dose rate condition (i.e., 0.003 μSv/h above background dose rate), the system was able to image the source within 30 seconds. The system developed in the present study broadens the applicable conditions of the gamma ray imaging in terms of gamma ray energy, dose rate, and imaging speed. The performance demonstrated here suggests a new perspective on radiation imaging in the nuclear decontamination and radioactive waste management field.

        The decommissioning of Korea Research Reactor Units 1 and 2 (KRR-1&2), the first research reactors in South Korea, began in 1997. Approximately 5,000 tons of waste will be generated when the contaminated buildings are demolished. Various types of radioactive waste are generated in large quantities during the operation and decommissioning of nuclear facilities, and in order to dispose of them in a disposal facility, it is necessary to physico-chemically characterize the radioactive waste. The need to transparently and clearly conduct and manage radioactive waste characterization methods and results in accordance with relevant laws, regulations, acceptance standards is emerging. For radioactive waste characterization information, all information must be provided to the disposal facility by measuring and testing the physical, chemical, and radiological characteristics and inputting related documents. At this time, field workers have the inconvenience of performing computerized work after manually inputting radioactive waste characterization information, and there is always a possibility that human errors may occur during manual input. Furthermore, when disposing of radioactive waste, the production of the documents necessary for disposal is also done manually, resulting in the aforementioned human error and very low production efficiency of numerous documents. In addition, as quality control is applied to the entire process from generation to treatment and disposal of radioactive waste, it is necessary to physically protect data and investigate data quality in order to manage the history information of radioactive waste produced in computerized work. In this study, we develop a system that can directly compute the radioactive waste characterization information at the field site where the test and measurement are performed, protect the stored radioactive waste characterization data, and provide a system that can secure reliability.

        The Korea Laboratory Accreditation Scheme (KOLAS) is the national accreditation body responsible for providing accreditation services to testing and calibration laboratories. The primary objective of KOLAS is to promote the quality and reliability of laboratory testing by providing nationally and internationally recognized accreditation services. Laboratories accredited by KOLAS are required to meet rigorous international standards set by the International Organization for Standardization (ISO) and are subject to regular assessments to ensure ongoing compliance with the standards. KOLAS accreditation is highly regarded both domestically and internationally, and is recognized for providing high-quality and reliable testing services. The nuclear analysis laboratory at KINAC has been working to establish a quality management system to ensure the external reliability of analytical results and to secure its position as an authorized testing agency. To achieve this, a detailed manual and procedure for nuclear material analysis were developed to conform to the international standards of ISO/IEC 17025. This study presents the preparation process for establishing the management system, focusing on meeting technical and quality requirements for the implementation of the ISO/IEC 17025 standard in the KINAC nuclear analysis laboratory, specifically in the field of chemical testing (dosimetry, radioactive, and neutron measurement subcategories). The preparation process involved two tracks. The first track focused on satisfying technical requirements, with Thermal Ionization Mass Spectrometer (TIMS) and Inductively Coupled Plasma-Mass Spectrometer (ICP-MS) selected as the major equipment for analysis. Analytical methods for determining isotope ratios and concentrations of nuclear materials were determined, and technical qualification was ensured through participation in proficiency test programs, inter-experimenter comparison tests, and uncertainty reports. The second track focused on developing the quality system, including quality manuals, procedures, and guidelines based on the requirements of the ISO/IEC 17025 standard. Various implementation documents were produced during the six-month pilot period, in accordance with the three levels of documents required by the standard. Implementation of ISO/IEC 17025 is expected to have a systematic quality management process for the analysis lab’s operations and to increase confidence in KINAC’s nuclear analysis.

        With the introduction and implementation of the National Research and Development Innovation Act in 2021, researchers are required to have a greater understanding of research ethics and to comply more strictly. The range of misconduct in research and the standards for sanctions have been expanded with the introduction of the National Research and Development Innovation Act. In addition, researchperforming institutions and specialized agencies have been obligated to establish their own research management systems and standards according to the changed criteria. The Korea Institute of Nuclear Nonproliferation and Control (KINAC), a nuclear regulatory authority that is conducting national R&D in related fields, has sought to strengthen research ethics by revising related regulations, introducing a plagiarism detection system, and expanding related education in accordance with these policies. In this study, we analyzed the effectiveness of the plagiarism detection system as a basic quality control measure for research results and a tool for enhancing research ethics, which was introduced. KINAC did not simply introduce a plagiarism detection program but established institutional improvements and other regulatory measures to support it, with the aim of more effectively managing research results. To analyze the effectiveness of this system, we calculated the plagiarism rate by sampling 30 papers each year for the three years before the introduction of the plagiarism detection system. When comparing the plagiarism rates before and after the introduction of the plagiarism detection system, no exceptional cases of high plagiarism rates were found in papers published after the introduction of the system. Although most of the papers before the introduction of the system showed a satisfactory plagiarism rate, some cases showed high plagiarism rates. We analyzed the cause of such cases in detail. Some exceptional cases were also found to be included in the range of misconduct regulated by the National Research and Development Innovation Act. As no such cases were found after the introduction of the system, we could infer that the system is effectively functioning as a tool for basic quality control and enhancing research ethics. In the future, we plan to expand the sample qualitatively and quantitatively by including other forms of outcomes published by the institution, not just papers, and conduct a more detailed analysis. Based on the results, we will develop various improvement plans for enhancing the quality and research ethics of the institution’s research results.

        The configuration management system was implemented on the basis of a document management system that secured stable understanding, scalability, document security, and convenience in small modular reactor. To reduce the cost and risk of errors, configuration management is implemented to maintain a balance between design requirements, physical configuration, facility configuration information. In the initial stages, configuration change review procedures was developed with the main purpose of change management such as classification system management, configuration control committee management, configuration change review preparation, configuration control committee operation, followup measures, current status and tracking management. The preparation of the configuration change review consisted of preparation, distribution approval, designation of reviewers, review, collection of review opinions, and preparation of resolution results. In the operation of the configuration control committee, it was conducted by designating review members, reviewing members, collecting operation, and approval them. The next step is to supplement and develop the requirements of IEEE Std 828-2012, such as configuration management planning, configuration management control, configuration identification, configuration change control, configuration status monitoring, configuration audit, interface management, and release management. Through this, issue raising, action management, and baseline management will be implemented.
