Since the commercial operation of Kori unit 1 in 1978, nuclear power has provided cheap, stable and clean electricity in South-Korea. For decades, the discussion about the spent fuel management has been dominated and the government is responsible for on-going research and development (R&D) related to long-term spent nuclear fuel management. The effective management of spent fuel should be applied from the early stage of the R&D process to licensing phases with the step-by-step evaluation system. As part of follow-up efforts after the Fukushima nuclear accident, the Nuclear Promotion Commission and Nuclear Safety Commission were divided in function as an independent agency for enhancing national nuclear safety and security, which aims to protect the public and environment from undue radiological hazard. The national spent fuel project must have a vibrant program for spent fuel management. Due to the nature of these projects, the establishment of a ‘conformity assessment’ system that collects the opinions from the licensing organisations on the results of research projects from the initial R&D stage should be applied advertently in order to efficiently conduct research projects and enhance public confidence. For the government-led project for spent nuclear fuel management, the adequacy and applicability of its technology R&D as well as its sustainability that includes financial, social and environmental performance measures should be evaluated in each stage. The institutionalisation arrangement, so called ‘conformity assessment system’ for the development of a national spent nuclear fuel management plan and related technology should be developed. This study aims to propose the basic principles for the introduction of the conformity assessment system: (1) national management responsibility, (2) spent fuel management project scope, (3) its management main principles, (4) project implementation system, (5) final management project scope and securing financial resources.
The scope of this study is the construction conformity assessment system according to the new paradigm of construction management To minimize the differences between domestic and international state, construction Conformity Assessment is subdivided into system certification and product certification. For the former, WASCON(Worldwide Assessment System of Construction Quality Maturity Stage) is applied. For the latter, AQUA(Advanced Quality Assessment System) was developed and adopted to model project for demonstration. Both systems are designed to enable quantified rating, integrated into PQCS(Project Quality Certification), which is an advanced project quality certification system. The construction work observing PQCS will gain quality score on its own quality certificate(Quality mark on construction itself or facilities is also available, if needed or preferred by customers). This Quality Rating System will inspire and encourage any related parties. PQCS score would let supplier/constructor recognize how much themselves are operating effectively and efficiently, offering them the opportunity of redeeming their weaknesses.
In this study, we investigated and analyzed the registration, sales and regulatory management system of in vitro diagnostic veterinary medical reagents (IVDVMRs) in Korea. The registration of IVDVMRs has gradually increased since 2000, and total of 233 products from 58 companies were registered from 1975 to 2014. The market size of IVDVMRs is estimated to be approximately 12 billion Won per year from 2011 to 2013: the export sales and proportion was estimated to be 36.8% as 4.4 billion Won in 2013. Of these products, the ranking of the sales were canine heartworm, bovine tuberculosis, swine fever, porcine reproductive and respiratory syndrome, canine distemper+adenovirus+parvovirus disease, foot and mouth disease, etc. In vitro diagnostic human medical reagents were diverted biological medicine from the medical devices by the revision of the Pharmaceutical Affairs Law Enforcement Regulations in 2014 in Korea. In contrast, in vitro diagnostic devices for animal were still managed as medical devices and biological medicines, respectively. The diagnostic reagents for infectious diseases have neither classification nor grade systems. Good manufacturing practices (GMP) requirements on IVDVMRs were also exempted from the current system. This study suggested that the registration of the IVDVMRs has increased since 2005, and regulations of these devices should be improved for the effective operating system.
The occupational health and safety accidents were continuously increased during handling, usage and manufacturing the chemical materials according to increase of small and medium sized enterprises in domestic industries. These accidents mainly resulted from insufficient occupational health and safety management and deteriorative facilities and focused on corresponding operation to minimize the damage of accidents after occurrence. But, it was required that we grasped the occurrence causes of occupational health and safety risk in handling, usage and manufacturing the chemical materials and develop the adequate corresponding operation and system according to the possible occurrence of occupational health and safety risk. This study deals with the development of risk assessment model to derive the risk and important risk of occupational health and safety and then help to construct the self-controlled occupational health and safety system for small and medium sized enterprises handling the chemical materials.
Environmental pollution including air, land, and water has become one of the most critical issues in global interest. The damages due to environmental pollution lead to serious disasters. Nations have realized the importance of environment protection and have been starting to force organizations to implement environmental management system (EMS) as way of protecting environment. ISO 14001 requirements that are the most popular standard as EMS have been developed to support continuous improvement to environment management. It has been revised once since publication and ISO 14001 : 2004 version is currently available. Organizations globally started to acquire the certificate of EMS to observe environment related laws, accept customers’ and stakeholders’ request, increase market share, and fulfill implementation motives. This article examines the audit data that were collected for several years from manufacturing companies including shipbuilding, machinery, metal, automobiles, and chemical companies in southeastern Korea on the basis of ISO 14001 : 2004 requirements. The audit data were classified into minor nonconformities based on factors such as business size, business type, and EMS implementation period. We conduct hypotheses test using statistical methods in order to see if there are any significant differences based on the factors. We draw conclusions for the results of hypotheses test and address the necessities of energy, greenhouse gas, green management, and continuous improvement to enhance the efficiency of EMS implementation.
The purpose of this study is, by recognizing that recently, as crimes using information and various adverse-effect phenomena such as hacking and virus occur frequently with rapid development of information network such as Internet in every field of industry, the range of security is widening to the field of industrial areas for preventing the leaking of industrial technology and protecting that technology as well as information security only limited to IT area, and by establishing common concept about industrial security through education on the industrial security at the point of increasing importance of industrial security, to prepare the base of comprehensive risk management system for protecting company's assets (physical factor, technical factor and managerial factor) safely from the random threats or attacks inside and outside the company through assessment of important assets of the company, evaluation of threats and weak points, and risk assessment by building industrial security management system in order to protect company's information assets and resources which are connected to the existence of the company safely from the threats or attacks from inside or outside the company and to spread stable business activities.
IEC 60300 series, the international standards on reliability management system are newly developed and introduced rapidly worldwide. In order to meet this fast-changing situation, it is necessary to apply them to the Korean industries effectively. It includes the establishment of the infrastructure such as documentation of Korean Standards, introduction of test equipments and test manuals, accreditation of the certification bodies and training of the specialists etc. IEC 60300 is upgraded management system of the ISO 9000 and ISO 14000. In this regard, the Korean companies which were certified with the ISO 9000 or 14000 should endeavor to find new strategies and methods to be certified with IEC 60300. This paper introduces a Quantitative method of estimating the level of the reliability management system by applying the MIR(Maturity Index on Reliability) technique. This enables the estimation of the operation level of the system and can upgrade the maturity level of it.
본 논문에서는 하천생태계의 환경평가 기법과 생물다양성 관리시스템을 개발하여 한국의 하천에 적용한 사례를 소개하였다. 전국 하천에서 장기간 수집된 조사자료와 문헌자료 뿐만 아니라 북한강 수계의 일련의 하천들을 대상으로 종합적으로 실시한 야외조사를 바탕으로 하천생태계의 환경과 생물다양성에 대한 조사연구의 체계를 고찰하였고, 한국 하천의 주요 환경훼손 유형을 분류하였고, 하천자연도등급 간이평가표를 작성하여 제시하였으며, GIS를 적용한 하천생태계의 생물다양성
최근 개발의 압력을 받고 있는 충청북도 영동 민주지산을 대상으로 산림의 질을 평가하고 관리대상을 제시하고자 73개 조사구를 설정하여 조사를 실시하였다. 분석을 위해 27개의 식생과 지리정보변수를 마련하였다. 자료의 양을 줄이기 위해 ordination 기법과 요인분석을 사용하여 변수를 축소시켰다. 식생을 분석한 결과 다섯 개의 군집으로 분류되었으며, 이는 DCA에서도 비슷한 경향을 나타내었다. 요인분석에서는 13개의 변수가 5개가 요인으로 압축되었는데, 요인 1은 수종의 풍부도, 요인 2는 건중량, 요인 3은 밀도, 요인 4는 임령 그리고 요인 5는 지리적 특성으로 나뉘어졌다. 천이상황를 예측하는 모형은 다중회귀로 표현되었고, 주요 변수로는 유기물의 깊이, Shannon의 종다양도 그리고 흉고직경이 사용되었다. 그리고 GIS를 이용한 산림관리의 의사결정과정을 도출하였다.
Riverfront plays an important role as accessible and inclusive public space for residents, and a riverfront development and management has become a social and environmental issue. The purpose of this study is to analyze Korean legislation and guidelines applied in a riverfront assessment process to identify any legislative problems. To this end, major laws, regulations, national river management plans, and various guidelines related to river management were reviewed. The followings are the suggestions proposed for future improvement. First, clear and consistent definitions on riverfront areas and its spatial range are required across the laws. Also, recreational activities and facilities in riverfront should be categorized and listed for possible development and maintenance. Second, it is necessary to develop an objective and unified riverfront assessment system. Also, guidelines for surveying and evaluating the conditions and potentials of riverfront should be developed. Third, efforts should be made to revise related laws and guidelines to enable comprehensive and systematic approach in design, planning, implementation, maintenance of riverfront. Improving the related legislations and streamlining an riverfront assessment process can help create environmentally-friendly riverfront spaces and mange them efficiently
To develop various usable water from coal seam gas (CSG) water that needs to be pumped out from coal seams for methane gas production, a feasibility study was carried out, evaluating and analysing a recent report (Coal Seam Gas Water Management Policy 2012) from Queensland State Government in Australia to suggest potential CSG water treatment options for fit-for-purpose usable water production. As CSG water contains intrinsically high salinity-driven total dissolved solid (TDS), bicarbonate, aliphatic carbon, Ca+2, Mg+2 and so on, it was found that appropriate treatment technologies are required to reduce the hardness below 60 mg/L as CaCO3 by setting the reduction rates of Ca+2, Mg+2 and Na+ concentrations, as well as TDS reduction. Also, Along with fiber filtration and membrane separation, an oxidation degradation process was found to be required. Along with salinity reduction, as CSG water contains organic compounds (TOC: 248 mg/L, C6 -C9: <20 mg/L and C10 - C36: <60 mg/L), compounds with relatively high molecular weights (C10 - C36) need to be treated first. Therefore, this study suggests a combined system design with filtration (Reverse osmosis) and oxidation reduction (electrolysis) technologies, offering proper operating conditions to produce fit-for-purpose usable water from CSG water.
제방, 댐, 교량, 도로 등 주요 시설물은 일상적인 사회·산업적 활동을 지원하기 위한 수단으로서 뿐만 아니라, 재난발생 시 인적·물적 자산을 보호해 준다는 점에서 매우 중요한 의미를 가진다. 그러나 시설물의 중요성에도 불구하고 이들을 적극적으로 활용하고 있는 재난관리시스템이 아직 개발되어 있지 않으며, 정작 재난이 발생할 때는 시설물 보호 및 활용을 배제한 대응이 이루어져 2차·3차적인 피해를 발생시키고 있다. 더욱이, 2014년 한국에서 발생한 세월호 유람선 침몰사건에서 제기된 여러 가지 이슈들, 예를 들어, 재난 발생 시 적절한 대응방안 제시 및 이와 관련된 즉각적인(Golden time) 의사결정, 신속한 현장 파악 및 보고, 구조·복구를 위한 자원(Resources) 관리 및 동원, 통합적 콘트롤 기능 등의 이슈들이 SOC시설물 재난관리 상황에서도 제기될 수 있는 바, 이를 적절히 해결하기 위한 방안이 필요하다.
따라서 본 논문에서는 홍수 등 재난 영향흐름(Impact Flow)에 기반을 둔 SOC시설물 위험도 평가체계를 제안하여 상기 이슈들에 대한 해결방안을 논의하고자 한다. 이를 위해 Hazus-MH, DIMSuS 등 최근 주요선진국들의 관련 기술 및 연구에 대한 포괄적인 문헌분석을 실시하였으며, System Dynamics 시뮬레이션 모델 구축을 통해 알고리즘 검증 및 TB 적용성을 검토하였다.
본 연구를 통해 제공될 SOC시설물에 대한 통합적 위험도 관리 기능은 SOC시설물의 안전 및 재해예방 관련 정책결정자와 관리자들에게 합리적인 의사결정수단을 제공하고 궁극적으로 대상 SOC시설물의 안전도를 향상시키는데 기여할 수 있을 것으로 판단된다.
This study suggests and examines the ways of asset valuation on maintenance scenario for bridge facilities. In order to evaluate each scenario on the basis of the same time, the concepts of the condition assessment data are introduced and applied. The main purpose of this study is to suggest asset valuation method, which is practical in conformity with domestic situations, through researches on asset valuation method of bridge facilities. As a consequence, the management and maintenance system of existing highway facilities needed an innovation involving the concept of asset management. This study discusses the new facility management system suitable to local highway agencies. The developed system improves the current methods of establishing the bridge maintenance strategy and can be utilized as an efficient tool to provide the optimum bridge maintenance scenario and corresponding to the various constraints and requirements of bridge agency.
