        In modern society, the delivery service market has grown explosively due to rapid changes in social structure and the recent COVID-19 pandemic. Therefore, various problems such as injury to workers and an increase in human accidents are occurring due to the loading and unloading of parcels. In order to solve this problem, domestic company n is developing a “robot-based cargo loading and unloading system”. In developing a new technology system, quantitative reliability targets should be set for efficient operation and development. In this paper, reliability analysis was conducted through field data for the pneumatic gripper of the “robot-based cargo loading system”. The reliability of the failure data was analyzed to estimate the distribution parameters and MTTF. Random data was derived for the probability of occurrence of a failure with the estimated value. By repeating the simulation to predict the number and year of failures according to the estimated parameters of the probability distribution, it was proposed as a method that reflects realistic probabilities rather than calculating with simple arithmetic using the average MTTF previously used in the field.

        This study tried to analyze the keywords of the papers published in the Korea Safety Management Science by using the social network analysis. In order to extract the keywords, information on journal articles published from 2018 to 2021 was extracted from the SCIENCE ON. Among the keywords extracted from a total of 129 papers, the keywords with similar meanings were standardized. The keywords used in the same paper were visualized by connecting them through a network. Four centrality indicators of the social network analysis were used to analyze the effect of the keyword. Safety, Safety management, Apartment, Fire hose, SMEs, Virtual reality, Machine learning, Waterproof time, R&D capability, and Job crafting were selected as the keywords analyzed with high influence in the four centrality indicators.

        This paper is the result of a comparative analysis of crew members' workloads using the EMG and OWAS methods according to the fishing process before and after the improvement of the operating system of the experimental vessel, with the aim of improving operational efficiency and safety work of coastal improved stow net fishing vessels. The target crew members were three people with at least five years of experience on board the same fishing vessel as the experimental vessel. After improving the operating system, such as installing a power block crane and two capstans, change the location of the ball-roller, the time required for setting and hauling work decreased (p < .01), and the evaluation results by OWAS showed that the overall workload for setting and hauling net work decreased. The results of muscle activity analysis showed a decrease in lashing anchor work (p < .01) in the case of hauling net and in anchor dropping work in the case of setting net (p < .001). It is judged that the use of ball rollers in net handling has been reduced; consequently, work safety has been improved.

        국제해상충돌예방규칙은 선박이 다른 선박이나 해저 등 어떠한 물체에도 충돌하지 아니하도록 제정된 국제협약이다. 선박의 충돌예방을 위한 규칙은 19세기 중반부터 성문화되고 다듬어져 현재에 이르고 있다. 따라서 COLREGs에서 사용된 용어와 문장 또한 뚜렷 한 학문적, 법률적 의미를 갖고 있다. 그러나 COLREGs를 국내법으로 반영한 해사안전법에서는 ‘충돌의 위험성’과 ‘충돌의 위험’을 구분하 지 않은 채 혼용하고 있다. 이에 ‘위험성’의 정의에 대하여 국제연합 산하의 권위 있는 국제기구인 국제해사기구 및 널리 알려진 비정부 간 기구인 국제표준화기구에서 정의한 내용을 살펴봄으로써 ‘위험’과 ‘위험성’의 차이를 분석하였으며, COLREGs에서 관련 문장을 살펴봄 으로써 이를 구분해야할 근거를 제시하였다. 안전한 항해라는 측면에서 볼 때 향후 해사안전법에 ‘위험’과 ‘위험성’의 구분이 명확해 짐으 로써 이를 준수해야 하는 해기사들의 해상충돌예방을 위한 노력이 한층 체계화되기를 기대하였다.

        This paper proposes a method to evaluate the structural safety of a large wide-width greenhouse structure against wind load caused by a typhoon through a fluid structure interaction analysis technique. The conventional method consisted of roughly estimating the wind load based on the relevant laws and regulations, and determining safety through structural analysis. However, since the wind load changes nonlinearly according to the wind speed distribution and wind direction around the greenhouse and the external shape of the structure, there are many uncertainties in the existing structural safety evaluation method, and it is difficult to accurately determine the design margin. In this study, a systematic method was developed to accurately calculate the wind load acting on a greenhouse structure and evaluate structural safety by considering the characteristics of wind through a fluid structure interaction analysis using coupled computational fluid dynamics and computational structural mechanics. Using the proposed method, it is possible to significantly reduce the manufacturing cost because it is possible to obtain an optimal design that reduces the over-conservative design margin while securing the structural strength of the greenhouse.

        To improve the safety of tap water, a study was conducted on the introduction of sanitation safety certification system for water treatment plants(WTPs). In order to produce and supply safe tap, the inflow of pollutants should be blocked as much as possible during the tap water production process, and contaminated materials should be removed or inactivated to a safe level in the WTPs. In order to block the inflow of pollutants in WTPs, it is necessary to strengthen the sanitation management such as installation of facilities for preventing inflow and habitat of larvae, and to remove or inactivate pollutants in the tap water production process, strengthening the safety management such as enhanced turbidity management is needed. Sanitation and safety management in the WTPs can be significantly improved by introducing certification system of WTPs. This will induce continuous improvement in water purification plants with insufficient sanitation and safety management, and provide incentives for WTPs with good sanitation and safety management. In addition, when the WTPs sanitation and safety certification system is established, it is desirable to expand the proposed system from WTPs to the entire process of tap water production and supply.

        The International Atomic Energy Agency (IAEA) entails independent decision-making for the safety supervision of civil nuclear facilities. To evaluate and review the safety of nuclear facilities, the national regulatory body usually consults independent institutions or external committees. Technical Support Organizations (TSOs) include national laboratories, research institutions, and consulting organizations. Support from professional organizations in other countries may also be required occasionally. Most of the world’s major nuclear power countries adopt an independent nuclear safety supervision model. Accordingly, China has continuously improved upon the construction of such a system by establishing the National Nuclear Safety Administration (NNSA) as the decision-making department for nuclear and radiation safety supervision, six regional safety supervision stations, the Nuclear and Radiation Safety Center (NSC), a nuclear safety expert committee, and the National Nuclear and Radiation Safety Supervision Technology R&D Base, which serves as the test, verification, and R&D platform for providing consultation and technical support. An R&D system, however, remains to be formed. Future endeavors must focus on improving the technical support capacity of these systems. As an enhancement from institutional independence to capability independence is necessary for ensuring the independence of China’s nuclear safety regulatory institution, its regulatory capacity must be improved in the future.

        In this paper, we propose a analysis of domestic and foreign standards on protecting human body from EMF(Electromagnetic filed) and effect of the human body through EMF analysis of military electronic equipment in operation. We measured the EMF intensity of the side lobe and back lobe main beam on Radar Equipment at an accessible position. As a result, it was confirmed that the measured EMF intensity of three types of radar equipment did not exceed the standard on domestic protecting human body from EMF.

        In the automobile manufacturing industry, lightweight design is one of the essential challenges to be solved fundamentally. The vehicle wheels are classified as safety related components as the main substructure of the vehicle. In this study, we illustrate a technique for selecting the appropriate number of spokes. Based on the basic model of the selected number of spokes, we propose a method to maintain stiffness and design lightweight using topology optimization software. Based on the basic model of the selected number of spokes, it was redesigned to be lightweight while maintaining stiffness by utilizing topology optimization software. By comparing and reviewing the structural analysis results of the basic model and the redesigned model, a design technique that can maintain structural safety and reduce wheel mass was proposed.

        로터 블레이드는 조류발전 터빈의 매우 중요한 구성 요소로서, 해수의 높은 밀도로 인해 큰 추력(Trust force)와 하중(Load)의 영 향을 받는다. 따라서 블레이드의 형상 및 구조 설계를 통한 성능과 복합소재를 적용한 블레이드의 구조적 안전성을 반드시 확보해야 한 다. 본 연구에서는 블레이드 설계 기법인 BEM(Blade Element Momentum) 이론을 이용해 1MW급 대형 터빈 블레이드를 설계하였으며, 터빈 블레이드의 재료는 강화섬유 중의 하나인 GFRP(Glass Fiber Reinforced Plastics)를 기본으로 CFRP(Carbon Fiber Reinforced Plastics)를 샌드위치 구조에 적용해 블레이드 단면을 적층(Lay-up)하였다. 또한 유동의 변화에 따른 구조적 안전성을 평가하기 위해 유체-구조 연성해석 (Fluid-Structure Interactive Analysis, FSI) 기법을 이용한 선형적 탄성범위 안의 정적 하중해석을 수행하였으며, 블레이드의 팁 변형량, 변형 률, 파손지수를 분석해 구조적 안전성을 평가하였다. 결과적으로, CFRP가 적용된 Model-B의 경우 팁 변형량과 블레이드의 중량을 감소시 켰으며, 파손지수 IRF(Inverse Reserce Factor)가 Model-A의 3.0*Vr를 제외한 모든 하중 영역에서 1.0 이하를 지시해 안전성을 확보할 수 있었 다. 향후 블레이드의 재료변경과 적층 패턴의 재설계뿐 아니라 다양한 파손이론을 적용해 구조건전성을 평가할 예정이다.

        이 연구의 목적은 해양안전을 위해 해양수산부와 KCG 등에 분산되어 있는 해양안전 집행업무를 효율적으로 운영하는 방안을 살펴보는 것이다. 일반적으로 해양사고는 세월호 사고, 서해훼리호 사고, 태안 허베이 스피리트 오염사고 등에서 알 수 있듯이 인명, 재 산, 해양환경 등에 막대한 피해는 물론 재난으로 확대되는 경향이 있어 사고를 예방하는 근본적인 대책이 필요하다. 그런데 우리나라는 대형사고가 발생하면 단편적인 땜질식 처방만 해 왔으며, 세월호 사고 이후에도 관계자 처벌을 위한 후속조치에만 치중하고, 주요 해양선 진국에서는 당연시 되고 있는 ‘해양안전 집행업무 일원화’ 같은 근본적인 대책은 거론조차 제대로 되지 않고 있다. 이에 크고 작은 후진 성 사고는 끊이지 않고 있으며, 선박의 대형화·고속화·노후화, 선원의 자질저하, 선박통항량의 증가, 해양레저의 발달, 해양안전업무의 이 원화로 인한 비효율성 등으로 대형 해양사고, 후진성 사고의 개연성은 더욱 높아지고 있는 것이다. 따라서 해양안전 관련 선행연구 검토, 주요 해양선진국의 사례 및 VTS의 일원화 사례 등을 토대로 해양안전과 직결되는 내항선 안전관리·PSC·항로표지관리 등의 해양안전 집 행업무의 효율적인 운영방안을 제시한다.

        선박 충돌사고는 지속적으로 발생하고 있다. 충돌사고의 대부분은 연안에서 운항하는 중소형 크기 선박들과 관련된다. 충돌사 고는 해양사고의 9%이지만, 충돌로 인한 인명피해는 전체의 34.4%를 차지한다. 근래 충돌사고에 대한 해양안전심판원 심판과정에서 해양 사고 관련자들이 사고 당시 청명한 날씨였음에도 상대 선박의 항해등이 미약하거나 제대로 보이지 않았다는 주장을 자주 한다. 특히 연 안이나 항만 내에서 발생한 충돌의 경우 더욱 그러하다. 이에 따라 항해등에 대한 현황과 안전성 분석이 필요하다. 이를 위하여 항해등 관련 국내외 규칙과 전문도서 내용을 살펴보고, 다른 교통수단 즉, 항공기와 열차 및 자동차 등화를 분석하며 항해등과 차이점을 비교한 다. 또한, 현재 해상교통환경을 살펴보고 최근 5년간 발생한 충돌사고를 분석하며, 선박 운항자와 선박 안전업무 종사자를 대상으로 항해 등에 관한 설문조사를 실시한다. 최종적으로 현재 항해등에 관한 개선방안을 제시한다.

        고속철도 교량은 열차 하중에 의한 공진으로 인한 동적응답 증폭의 위험이 존재하므로 설계기준에 따른 동적해석을 통한 주행안전 성 및 승차감 검토를 반드시 수행하여야 한다. 그러나 주행안전성 및 승차감 산정 절차는 열차의 종류별로 임계속도를 포함하여 설계 속도의 110km/h까지 10km/h 간격으로 동적해석을 일일이 수행해야 하므로 많은 시간과 경비가 소요된다. 이 연구에서는 딥러닝 알 고리즘을 활용하여 별도의 동적해석 없이 주행안전성 및 승차감을 사전에 예측할 수 있는 딥러닝 기반 예측 시스템 개발하였다. 제안 된 시스템은 철도교량의 열차별, 속도별 동적해석 결과를 학습한 후 학습 완료된 신경망을 기반으로 한 예측 시스템이며, 열차속도, 교량 특성 등의 입력파라미터에 따른 주행안전성 및 승차감 산정 결과를 사전에 예측할 수 있다. 제안된 시스템의 성능을 확인하기 위 하여 단경간 직선 단순보 교량을 대상으로 한 주행안전성 및 승차감 예측을 수행하였고, 주행안전성 및 승차감 산정을 위한 상판 연직 변위 및 상판 연직가속도를 높은 정확도로 예측할 수 있음을 확인하였다.

        In school safety education, it was difficult to apply how to link the safety education according to grades year, and student’s interest was reduced due to the repetition of existing safety education contents and the absence of new teaching methods and tools. In this study, as a new type of safety education, a performance forms fire safety education program was developed. This program aims to increase students’ interest and satisfaction in safety education, and to this end, it was connect with korean elementary science curriculum and combined various engineering teaching materials or tools and methods. Developed program was applied to 2,231 students, 25 schools in 10 regions of Gyeonggi-do and surveyed 476 fifth and sixth grade students program satisfaction and 3 factors of interest in fire safety education who could respond to the survey. As a result of applying the program, more than 90% of students responded more than 'satisfied' in all areas. and statistical test(independent t-test and non-parametric test) indicates over-all satisfaction and interest factors in the program are high regardless of gender and grade, so the effectiveness can be guessed indirectly and there is a universal applicability also. Moreover, examining the influence of student interest level in the satisfaction of the fire safety program, it was found that in order to increase the satisfaction of fire safety education, students should have more fun with the content and feel interest in the teacher's teaching method or explanation.

        This study attempted to explore how the perception of the necessity of safety education for adolescents affects fire safety consciousness and whether personality factors control the relationship. To this end, a survey was conducted at a high school in region C, and data of 1,049 people who agreed to the survey and responded faithfully were used for analysis. Hayes’ macro was used to analyze the moderating effect, and as a result of the analysis, adolescents’ awareness of the need for safety education increased, and their relationship was significantly regulated by extroversion, openness, and conscientiousness among the five personality factors. A simple regression line analysis was conducted to find out the specific direction, and it was found that the higher the need for safety education in both the group with high extroversion, openness, and conscientiousness, the higher the awareness of safety education. These results suggest that changes in educational methods and contents are needed to raise awareness of the necessity of education in fire safety education and to improve educational motivation, and that it may be helpful to actively utilize students’ personality strengths in education.

        This study is to investigate the degree of field awareness of how each provision of the Serious Disaster Punishment Act will affect accident prevention. As a result of conducting a survey of construction site workers, it was analyzed that construction site workers had a low sense of safety and did not voluntarily engage in safety activities. And it can be seen that they are taking a very passive position that it is efficient to implement safety under the supervision of the supervisor. Workers who need voluntary construction site safety activities are most aware of the situation at the site, but the problem was pointed out as “lack of procedures for listening to opinions and preparing improvement measures” for these problems. Future research is needed to see if this is a problem for individual workers or for those in charge of safety and health who do not correct it even though active opinions have been submitted.
