        In the event of an emergency such as facility shutdown during process operation, the by-product gas must be urgently discharged to the vent stack to prevent leakage, fire, and explosion. At this time, the explosion drop value of the released by-product gas is calculated using ISO 10156 formula, which is 27.7 vol%. Therefore, it does not correspond to flammable gas because it is less than 13% of the explosion drop value, which is the standard for flammable gas defined by the Occupational Safety and Health Act, and since the explosion drop value is high, it can be seen that the risk of fire explosion is low even if it is discharged urgently with the vent stock. As a result of calculating the range of explosion hazard sites for hydrogen gas discharged to the Bent Stack according to KS C IEC 60079-10-1, 23 meters were calculated. Since hydrogen is lighter than air, electromechanical devices should not be installed within 23 meters of the upper portion of the Bent Stack, and if it is not possible, an explosion-proof electromechanical device suitable for type 1 of dangerous place should be installed. In addition, the height of the stack should be at least 5 meters so that the diffusion of by-product gas is facilitated in case of emergency discharge, and it should be installed so that there are no obstacles around it.

        In the recent business environment, risks related to product safety problems are increasing. These are arising from various factors such as increasing product and production complexity, supply chain diversification, enhanced PL (product liability) law and strengthening regulations of the government. Accordingly, ISO (international organization for standardization) published standards of PSMS (product safety management system) for suppliers such as ISO 10377 and ISO 10393. Meanwhile, the ISO 9001 QMS (quality management system) was revised in 2015, and it has established itself as an effective tool that can consistently meet the various requirements of stakeholders and promote customer satisfaction. This study aims to suggest an integration framework of QMS and PSMS based on the recent ISO international standards. To this end, firstly, the relationship between QMS and PSMS is studied based on the quality and product safety definitions, PDCA (plan-do-check-act) cycle and risk-based thinking. Secondly, the requirements of ISO 10377 and ISO 9001 are compared and classified as the common and ISO 10377 specific requirements. Finally, integration steps of two systems are suggested and guidelines that can systemize the integrated requirements are presented in the aspect of processes and documentation. This study is expected to be used as a guideline that helps companies those have already acquired QMS certification to build an international-level product safety management system early.

        The ISO 9000 Quality Management System(QMS) standard is an effective tool that can consistently meet the various requirements of stakeholders and promote customer satisfaction management. However, in the recent business environment, not only quality issues but also risks in various other areas are increasing. In particular, risks related to product safety problems which are arised from product convergence, diversification of methods of production and globalization of supply chain pose a great threat to the sustainability of companies. Accordingly, ISO published standards of Product Safety Management System(PSMS) for suppliers such as ISO 10377 and ISO 10393. This study aims to suggest an integration framework of QMS and PSMS based on ISO international standards. To this end, the relationship of QMS and PSMS are analyzed and the requirements of the both systems are integrated based on the Plan-Do-Check-Act(PDCA) cycle and risk-based thinking. In addition, guidelines that can systemize the integrated requirements are presented in the aspect of processes and documentation. This study is expected to be used as a guideline that helps companies that have already acquired QMS certification to build an international level product safety management system early.

        미국 정부는 2011년 식품안전현대화법(FSMA, Food Safety Modernization Act)을 제정하였으며 단계적으로 실시 및 실시예정에 있다. 이중 농산물안전(Produce Safety) 최종규칙은 농산물 재배, 수확, 포장 및 보관과 관련된 생물학적 위해요소에 초점을 맞추고 있는데, 영농규모 등에 따라 2017년 1월부터 단계적으로 시행되고 있다. FSMA 의 농산물안전 규칙 중 현장에서 준수해야 하는 조항을 55개 선별하여 한국 GAP기준과 비교한 결과, 비교 대상 인 두 개의 기준이 조항별 관리사항에 대해 1:1로 단순비교하기에는 어려운 점이 있으나 상당수의 한국 GAP기준이 대응이 가능하다. 다만 한국 GAP기준은 포괄적 기준으로 평가자에 따라 다른 판단을 할 여지가 많으므로 기준의 세부 사항의 보강이 필요하다. 조항별로 보면, 작업자 안전위생(FSMA Subpart D)에 대하여 한국 GAP기준은 가장 높게 대응이 되며, 그 다음으로는 가축 및 야생 동물(FSMA Subpart I), 건물·장비·도구(FSMA Subpart L), 재배·수확 등의 활동(FSMA Subpart K) 순으로 대응이 되고 있다. 그러나, 농업용수 관리(FSMA Subpart E)와 관리자의 자격 및 교육(FSMA Subpart C)에 대해서는 다소 미 흡한 실정이며, 가축분뇨기반 퇴비 관리(FSMA Subpart F) 에 대해서는 대응이 취약한 편이다. FSMA 규칙은 인증 기준은 아니나, 세계적으로 식품안전의 표준을 선도하는 미국이 제시한 규칙인 만큼 파급력이 상당할 것으로 예상 된다. 따라서 국내 농산물 기준 중 FSMA 규칙에서 강조 하는 미생물적 안전성에 대응하는 기준이 GAP기준이므로 한국 GAP기준의 재검토를 통해 우리 농산물의 품질 향상 및 수출확대에 도움이 되기를 바란다.

        본 연구에서는 크레인 작업시 발생하는 재해발생 사례를 토대로 호이스트의 중량물 이탈 방지에 대한 연구를 수행하였으며, 안전고리의 결합으로 구성된 종래의 체결방식을 벗어나 구조물의 무게에 의한 자동 체결 및 결합 방식의 후크 및 특수목적을 가진 X-jog를 설계 및 제작하여 현장에 적용하고자 하였다. 주요 기구부의 3차원 상세설계와 구조해석을 통해 Safety Hook와 X-jog의 미소변형과 허용응력 이하의 구조안정성을 확인하였으며, 안전율은 일반적인 구조설계시 고려되는 안전율 1.2를 상회하는 평균 1.5를 나타냄을 확인하였다. 따라서, 본 연구에서의 Safety Hook와 X-jog는 구조물이 호이스트와 크레인에 부착되어 운용되어질시 구조적 안정성은 충분할 것으로 판단된다.

        기계가공으로 인한 사고는 작업자에게 치명적인 경우가 많다. 이러한 사고는 완벽한 가공지그을 통해 대부분 예방이 가능하지만 제품설계초기 후가공과 양산 공정은 고려되지 않고 설계되어 기계가공 시 재해로 연결되는 경우가 빈번히 발생하고 있다. 사형 주조법은 수작업으로 손쉽게 제품을 생산하는 장점을 가지는 반면 치수오차가 다른 양산공정 보다 크다는 단점을 가진다. 이런 사형 주조품을 기계 가공할 때 제품의 치수편차로 인해 불안전한 고정및 과다한 절삭, 제품이탈, 공구파손, 장비와 공구의 빠른 수명감소 등의 다양한 문제가 발생 하지만 사형주조의 특성상 개선하기 어려운 문제로 인식되고 있다. 본 연구에서는 원형의 용기형태의 제품을 사형주조 후 기계가공 하는 것을 금형으로 대체하기 위한 셸몰드법을 제시하고 셸몰드로 만든 셸주형으로 주조함으로서 표면조도 평균 Ra9.94㎛의 기계가공에 준하는 표면을 구현하였다. 외형의 정밀한 제품을 대량 생산하여 가공공정의 간소화 및 평균 두께 편차를 줄임으로서 제품파손 및 제작 시 발생할 수 있는 안전사고예방에 긍정적인 영향을 주었다. 기계가공전 제품의 치수정밀도를 높여 안전성, 생산성향상, 가공 공정단축, 환경개선 등을 이 가능함을 확인하였다.

        Recently, the using of prefabricated temporary equipments is increasing in the industrial field because it can reduce the installation and dismantling period. The various types of prefabricated temporary equipments are manufacturing with various materials in domestic and overseas countries. However, those equipments should win the safety certificate according to the "Governmental Notification about Safety Certification" which regulate the member-based safety certification. It tends to cause over performance of temporary equipments because it couldn't consider structural benefit of the prefabricated products. As the result of this study, it is concluded that the establishment of new safety certification standard for the prefabricated temporary equipments is resonable and the movable scaffold is appropriate for those prefabricated temporary equipment. The movable scaffolds are using as single structure and cannot be expands horizontally. Other types of temporary equipments are using as complex structure which can freely expand horizontally according to the main structure. From the results of the study, the standard of vertical compression performance of prefabricated movable scaffolds should be more than double the performance of single main frame. Other test items of safety certification standard should be fixed when the Notification is amended. The prefabricated temporary equipments which are adopted for the safety standard on assembled structure should be used, moved and kept in assembled state and not separated discretionally. The establishment of new standard for the assembled structure based on this study leads to the development of various types of temporary equipments using structural efficiency of prefabricated structure.

        This study compared data regarding industrial accidents and awareness level for beauty product safety for four main parts of beauty industry such as hair-care, nail-care, skin-care, and make-up. Major risk factors in beauty industry are dust, musculoskeletal disorders, and organic solvent of beauty product in order of percentage. The specific types of industrial accidents in beauty industry are mainly associated with musculoskeletal system such as cuts, sprain, and varicose vein. They are mainly compensated by personal budget. The awareness levels of chemical and heavy metal containment for beauty product by beauty industry employee were 77.2% and 59.1% respectively. Most employee confirmed only important items of labelling requirement of beauty product. Also, most employee did not understand MSDS(Materila Safety Data) for chemicals used in beauty industry. Only 38.1% of beauty industry employee has had safety education while most employee (73.6%) realized that they needed safety education. Also, safety education supervised by KOSHA(Korea Occupational Safety and Health Agency) was the most preferred. This study would be good basis for safe and healthy working environment of beauty industry employee.

        본 연구는 미용업 분야를 헤어, 네일, 피부, 메이크업으로 나누어 사고재해 실태와 사용 제품에 대한 안전 인식도를 비교하기 위하여 수행되었다. 그 결과 근무하는 사업장의 작업 시 발생하는 유해요인으로는 분진, 근골격계, 화학 물질 함유 제품의 유기용제 순으로 높게 나타났으며, 지난 1년 동안의 사고 및 재해는 26.3%가 경험한 것으로 파악되었다. 사고나 재해의 종류로는 베임, 인대 늘어남, 하지 정맥류 등의 근골격계 이상이 가장 많았다. 미용업에서 사용되고 있는 제품의 화학물질 함유에 대한 인지도는 77.2%, 중금속 함 유에 대하여 인지도는 59.1%로 나타났으며, 미용업 관련 제품의 표시사항(성분, 주의 사항 등)에 대한 확인 여부는 ‘중요한 내용만 확인’한다는 응답이 가장 많았다. 화학물질에 대한 물질안전보건자료(MSDS)의 인지여부는 88.8%가 알지 못하는 것으 로 나타났으며, 물질안전보건자료(MSDS)에 대한 인식도 및 사업장의 비치 여부가 낮 은 것으로 파악되었다. 안전교육의 필요성은 73.6%로 높게 나타나 안전 교육에 대한 대책 마련이 요구되었다. 본 연구는 미용업 전반에 대한 사고재해 실태 및 안전의식에 관한 포괄적인 연구가 수행되어 미용업 근로자의 안전의식 고취와 정책적 안전관리 방안, 근로자 건강관리의 기초 자료로 활용되기를 기대한다.

        This paper dealt with developing conceptual model for making public policy on consumer product safety. The matters of consumer safety, public health and environmental protection are essential parts of making policy for consumer products. Moreover, policy authority should consider all measures based on consumer safety. In the process making regulations, policy authority has to have some methods to prevent errors on treating eligible persons as persons disqualified under uncertainty decision making of public policy. To recognize and ensure fairness on public policy, policy authority needs to establish basic policy making and fundamental concepts. Therefore, we developed conceptual model for consumer products safety, CPSPcon in this paper. The conceptual model is one part of SSM(Soft System Methodology) and can support specific policy target. The CPSPcon model can assist in evaluation of responses to an adapting or considering model.

        The purpose of this study is to analyse injuries of consumer product and to propose an alternative standardization for the product safety based on results of the analysis related with consumer injury.         What is the most important in articles of food is hygienic safety. Because food Is the most common thing in our everyday life, however, the importance of its hygienic safety and other many problems caused by food may be easily neglected. What is more, food is can be dangerous as much as it is directly related to human life and accidents from the same cause may have different effects on the victims according to physical and environmental differences of individuals. Thus PL action for food requires more thorough prevention and measure. Korea has been enforcing 'the Product Liability Act' since the 1<SUP>1st</SUP> of July 2002. Product Liability (PL) is liability of the manufacturer or the seller of a product to compensate for the death or injury of consumers or the loss of properties caused by the defect of the product. This study surveyed consumers' response to and the effects of the enforcement of the Product Liability Act, investigated how consumers perceived the importance of food safety and the risk of defective food based on PL standards and their experience in damage by food through a questionnaire survey, and analyzed collected data through empirical analyses (reliability analysis, factorial analysis, regression analysis and ANOVA t-test) using SPSS 10.0. Based on the results of analysis, the researcher proposed strategies for coping with the Product Liability Act in the food industry
