        This paper aims to compare tax systems related to shipping companies among German, Norway, the Netherlands, UK and Korea and to identify which country has the most competitive edge in terms of tax burdens. The previous studies of international comparison of shipping competitiveness have been simply concerned with the international comparison of nominal tax rates of some foreign countries with Korea. One of their shortcomings have not fully considered tax systems inherent in the shipping industry, which may produce different conclusions. Having home it in mind, this study has tried to calculate effective tax rates among countries concerned, taking fully into account tax systems of the countries.

        Major factors that are considered to determine lease charges of container terminals are, among others, construction cost of berth, discount rate, financing cost, and size of annual equivalent recovery. This paper aims to calculate construction costs at PECT and GCT and their annual equivalent recovery on the basis of historical data, and to identify whether or not the relationship of the above result and current lease charges at the two terminals are justifiable.

        Capital cost of ships for advanced maritime countries is generally regarded as an international cost, which is, or can be, irrelevant with respect to the nationality of shipowners. However, Korean shipowners have been not only forced by national laws and regulations to build their ships at Korean shipyards, but also restricted to access to foreign financial markets. Having said that, as far as Korean shipowners are concerned, the capital cost has become a national cost. Consequently, it causes them to lower International competitiveness. This paper aims to identify the causes deteriorating international competitiveness of Korean shipping with reference to capital costs and suggest constructive proposals.

        This paper aims, first to analyse the profitability of coastal passenger ships deployed on both subsidized and non-subsidized routes, ie competitive routes, in Korea, second to evaluate them by route, by ship type, and by ship size, and finally to identify whether the ships deployed on subsidized routes are justifiable to receive subsidy from the government. They are followed by the analyses on the profitability of all ships on the coastal routes and their dependence rate of subsidy. The research covers the period of 1995-1997. The research results say that 35% of the total subsidized routes has more than 90% of subsidy dependence rate and that some monopolized routes among subsidized ones with moderate rate of profitability need to be crossed out from the list of subsidy beneficiary. In addition, some ships deployed are not appropriate type in terms of characteristics of route and traffic. One of implications drawn from this study is that the government has to set up a watchdog to monitor subsidized routes, which enables to make them competitive and save the budget.

        Vessels chartering has contributed to developing Korean shipping industry over the past three decades. Vessels chartered by shipping companies have been employed in cross trades as well as in the Korean foreign trade to achieve their business strategy. Meanwhile, some problems such as speculation, sales-oriented expansion with poor margin, poor forecasting capacity, over excessive competition in cross trades among Korean owners, and lack of speciality in decision-making, have played adverse roles in promoting chartering business in Korea. There(ore, this paper aims to discuss motives for vessel chartering business and its significance in the Korean shipping industry and to identify problems in the business.

        From the beginning of 1990s , also in the shipping industry, especially liner shipping industry competition has been more intensive and difference of the service quality among shipping companies has been learned . On the other hand, a shipping company has some limitations to do its international mission for itself just by broadening service area. For this reason, the necessity for the global strategi alliance among the shipping companies, which is orginally aimed at sharing of facilities and organixation, has been developed. Through strategic alliance, liner shipping companies do not need to input the additional capitals to increase the material assets such as vessel capacity and spread the risk by the enlargement of the market. Also, they can secure the competitive edge through efficient utilizaton of assets. The purpose of strategic alliance of Hanjin Shipping Ltd., can be summarized as follows ; broadening of service area, cost reduction through vessel sharing, realization of rationalized shipping service by terminal and equipment or facilities sharing. Liner strategic alliances are agreement among liner companies to pol their equipment , andterminals for joint operations and services in which each alliance partner continues to serve its market using jointly operated or used inland feeders,inland terminals, port terminals, and mainline fleets of ship as well as joint pools of containers and equipment. Strategic alliances are generally more formal agreements than consortia and impose longer term and far reaching obligation on their members. It also acts as one in developing and advancing the strategic aims of the alliance members. The most important objective for liner strategic alliances is cost reduction and improvement in capital asset utilization. Main aims of strategic alliance drawn in this paper, can be enumerated follows : 1. improvements in service frequency and quality : 2. improvements in vessel and equipment utilization and thereby reductions in fixed and variable cost ; 3. improvements in market shares and high value cargo booking ; 4. reductions in intermodal storage and port terminal throughput costs ; 5. improvements in negotiating powers with ports and feeder transport providers ; 6. reduction in financial and other fixed costs such as insurance; 7. coordination and integration of MIS and EDI systems and service for greater efficiency and market penetration ; and, 8. improvements in logistic chain management and economic of scale by equipment depot, terminal, and vessel sharing.

        Chinese seafarers have begun to be employed by foreign shipowners since 14979. Recognizing the benefits of overseas seafarers employment , Chinese goverment has implemented policy for seafarers' education and supply. Over the past two decades, the goverment has expanded and improved seafarer training facilities. As a result a number of seafarers have been educated, who are now available for employment on Chinese and foreign flag vessels. In 1995, about 20,000 Chinese seafarers served on foregin shipowner's vessels and the total foreign currency they earned was approximately US 300 million. This paper aims to describe the education system for Chinese seafarers and the mechanism of Chinese overseas seafarers employment and to highlight main problems occurred in the mechanism of their overseas employment. It takes the fact-finding research method with literature survey and interview.

        A major change occuring in the workplace is the willingness of union leaders, managers, and workers to experiment with various work schedules and to work toward the improvement in the QWL(quality of work life). In this study, the writer measures the level of QWL, embodies components of QWL, testifies the difference of QWL according to the demographical traits, and develops some scales to measure QWL in merchant ships. To achieve objectives of the paper, 11 hypotheses were established and a questionnaire was used, 894 proper data was obtained from 2, 910 Korean seamen working in merchant ships. Results of analyses are as follows : 1) The components of QWL in merchant ships are job, employee satisfaction, wage, welfare, working condition, supervise, colleague relations, initiative, and organization management. 2) Seamen of merchant ships are satisfied with job, supervise, colleague relations, and organization management. They are dissatisfied employee satisfaction, wage, welfare, and working condition. 3) According to demographical traits, the number of the factors significant difference(P<0.05) among components of QWL are 9 for type of ships, 8 ages of seamen, 7 for married or single, nationality of ships, and education level respectively, 5 for seamen career, for 4 rank on board and trading route of ships respectively, 2 for whether union or not and whether union involvement or not respectively, and 1 for department on board. 4) Results which tested hypotheses are as follows : For the components of QWL, married men are more satisfactory than an unmarried men, officers are more dissatisfactory than ratings, old men are more satisfactory than young men, men in high education level are more dissatisfactory than men in low education level, those who are much careers as a seaman are more satisfactory than those who are little careers as a seaman. There are significant differences in the components of QWL according to nationality and type of ships. There are insignificant differences in the components of QWL according to the shipboard department, whether union is or not, whether union involvement is or not, and trading route of ships.

        Subject : The Practical Use of UN Standard Message for cargo flow EDI Writer : Park, Nam Kyu and Lee, Tae Woo It's necessary to prepare standard message which is agreed on among trading partners for EDI in container transport industry. Now KMPA is carrying out the EDI Project for establishing Korea Logistics Network. It is important to make standard message of documents using in transport industry to succesfully accomodate EDI. The objective of this study is to find out the method of UN standard message utility in Korea. For this study, the UN message guideline is primarily reviewed, and the process that Shipping Request being used in Hanjin Shipping Co. Ltd. is applied to UNSMs as case study. Generally the data format of EDIFACT is so complex and broad for inter-industry standard that the abstract of data format is usually used. Therefore, it is necessary to make the subset of standard message for Shipping Request in ocean industry. In the result of this study, that the ocean industry can use the subset of IFTMBF for Shipping Request is proved, and the subset is suggested. This thesis will contribute toward showing the practical way of standardrization of 350 documents using in trade, customs and transport sectors.

        This paper aims to investigated the origins and characteristics of flags of convenience(FOC) with International Ship Register(ISR), which was recently adopted by a few Western Europe countries(for example, Norway, U.K., France) and to compare FOC with ISR in terms of shipping policy, ship management, and expenses, and tax policy.
