        2024년은 한국 정치사의 거인 김대중이 탄생한 지 100년이 되는 해다. 그는 수많은 업적을 남겼지만 특히 사회복지 발전에 큰 족적을 남겼다. 그의 집권기 한국 복지국가는 일대 전환을 맞았고 적지 않은 진화 를 이루었다. 한국 복지국가의 ‘변환(transformation)’이라고 평해도 손색이 없을 것이다. 김대중이 대통령 재임시절 구축해 놓은 복지체계가 여전하다는 점에서 우리에게 김대중의 복지정책은 현재이고 현실이다. 하지만 한국사회가 김대중 정부 때와는 다른 다양한 사회적 도전에 직면해 있다는 점에서 그의 복지정책은 이제 극복의 대상이기도 하다. 그래서 이 논문에서는 김대중 정부의 복지정책을 비판적으로 성찰하고자 한 다. 특히 담론제도주의적 관점에서 김대중 정부의 생산적 복지의 정치적 동학과 메커니즘을 분석하고자 한 다. 이 논문이 한국 복지국가의 오늘을 진단하고 내일을 예견하는 데 작은 보탬이 되길 앙망한다.

        Over the past decades, particle physics has made significant progress in characterizing neutrinos even if neutrinos have extremely small cross-section (~10-44 cm2), allowing them to penetrate any object. More recently, neutrino detection and analysis have indeed become valuable tools in various aspects of nuclear science and technology. Neutrinos are detected using various methods, including Inverse Beta Decay (IBD), Neutrino-electron scattering, and Coherent Neutrino-Nucleus Scattering (CNNS). For the detection of anti-neutrinos from nuclear reactor, the Inverse Beta Decay (IBD) is commonly considered with scintillators. Notable experiments in Korea, such as RENO and NEOS, have been conducted using the IBD method at the Hanbit Nuclear Power Plant since 2006. Additionally, the NEON experiment, which employs CNNS, which has a significantly larger reaction cross-section than IBD but its low-energy signal detection difficulty, has been ongoing since 2021. Based on the results of NEOS (2015-2020) the signal to noise is ~30 and IBD detection rate is ~2000 counts per day. The IBD event in nuclear power plants provides valuable information about reactor behavior. IBD count rates are in good agreement with the thermal power of the reactor. Furthermore, the neutrino energy spectrum can be used to estimate the fission isotope ratio of the reactor core, showing promise for obtaining reactor core information from antineutrino detection techniques. Neutrino detection in nuclear facilities provides valuable information about reactor behavior. However, as a surveillance technology neutrino detection faces challenges due to the very low cross-section, requiring efforts to overcome limitations related to detector size and signal acquisition time. In 2008, the International Atomic Energy Agency (IAEA) included neutrino detection in its Research and Development (R&D) program for reactor safeguards. In January 2023, the IAEA organized a “Technical Meeting on Nuclear Data Needs for Antineutrino Spectra Applications” to discuss the latest developments and research results in this field. In summary, the use of neutrino detection in the nuclear field, particularly for reactor monitoring and safeguarding, has advanced significantly. Ongoing research and collaboration are expected to enhance our understanding of neutrinos and their applications in nuclear science and technology.

        코로나19 팬데믹이 촉발한 대규모 실업으로 소득급감과 소득단절이 일어나고 있고, 이는 다시 재난의 불평등―이른바 ‘팬데믹 카스트 제도(pandemic caste system)’의 출현―을 야기 하고 있다. 방역에 성공했다고 평가받는 한국도 예외는 아니어서 코로나19발 고용충격으로 심한 몸살을 앓고 있다. 이에 문재인 정부는 2020년 12월 고용안전망 개혁을 단행하여 ‘전국 민고용보험’과 ‘국민취업지원제도’의 시행에 들어갔다. 기존에 유일한 고용안전망이었던 고용보험제도는 사각지대가 넓어서 코로나19발 고용충격을 제대로 흡수하지 못했기 때문이다. 특히, 임시·일용직, 간접고용노동자, 특수고용노동자, 영세자영업자 등 불안정 노동자들이 실업급여의 혜택을 전혀 보지 못하는 것이 큰 문제가 됐다. 코로나19 때문이기는 하나 전국민고용보험과 국민취업지원제도의 시행은 한국 복지정책사에 결코 작지 않은 의미를 지닌다. 이들 제도의 시행을 통해 비로소 한국이 ‘중층적 고용안전망’―1차 고용안전망(사회보험인 고 용보험)과 2차 고용안전망(공공부조인 실업부조)을 모두 완비한―을 가진 나라가 됐기 때문 이다. 따라서 이 논문에서는 코로나19를 계기로 단행된 한국 고용안전망 개혁의 현황과 특성에 대해서 다루고자 한다. 구체적으로, 코로나19 이전에 유일한 고용안전망이었던 고용보험 제도의 특성과 한계에 대해서 살펴본 다음, 코로나19 이후 새로 시행된 전국민고용보험과 국민취업지원제도를 검토하여 한국 고용안전망의 개혁 현황과 특성에 대해서 살펴보고자 한다.

        The purpose of this paper is to analyze the contribution of the local government’s policy experiments to the development of community welfare, focusing on the political efficacy of local governments: When attempting innovative policy experiments, the cost of failure is small while the ripple effect is large. In particular, from the perspective of ‘cost-efficient innovation’, this paper analyzes the mechanism of local government’s welfare politics (i.e. policy experiments of local governments → improving efficiency and effectiveness of community welfare → local social innovation → enhancing citizens’ quality of life). Through these analyses, this paper argues that the welfare politics of Local Autonomous Entity, including local governments, should be activated in order to continuously develop South Korea’s community welfare. This is because it is politics that can change a series of systems and culture that surround us. This paper is divided into three parts. First, a review on the basics needed to politically understand South Korea’s community welfare. Second, an exploration on how the local government’s ‘innovative policy experiments’ are developing community welfare. Third, an emphasis on the significance of politics in the development of community welfare, and some suggestions for vitalizing the welfare politics of local governments in South Korea.

        In South Korea, low fertility rate has become a big social issue, making the term ‘ultra low fertility rate’ common. Currently, South Korea, like many other leading industrialized countries, is coping with the problem of low fertility with a focus on the work-life balance policy. Unfortunately, South Korea’s work-life balance policy has been criticized as not so successful. Especially, it has been pointed out that the policy effects are being compromised because ‘it is not because there is no system, but the existing system does not work properly.’ This means that work-life balance policy in South Korea has a structural and fundamental problem. In this regard, it is necessary to reflect on policy discourses and instruments that determine the goals, directions and content of the policy. The result of the analysis in this paper reveals that South Korea’s work-life balance policy consists of the discourse of ‘raising the fertility rate’ and its policy instruments. It mobilizes citizens for the national goals of social reproduction and sustainable growth. It could be said that this reversal of purpose and means was because the policy makers and executives were buried in developmentalist thinking―in pursuit of materialistic social development. In this respect, in order for South Korea’s work-life balance policy to be on its way, it is urgently required that it should shift its policy paradigm to change practices and cultures. This paper argues that such a paradigm shift should be based on a ‘Social Quality Approach’. Only when we pursue humanistic social development in the planning and implementation of policies and continue to monitor and supplement related systems under this stance, can we achieve a stable and effective work-life balance policy.

        This article aims to critically examine gender inequality in the domestic labor which is the biggest obstacle to building a gender equal society in the 21st century. Gender inequality in the domestic labor is basically attributable to gender division of labor. Gender division of labor neglects the socioeconomic value of domestic labor, and takes the unpaid domestic labor of women for granted. However, it is unavoidable that this trend cannot continue in an aging and low fertility society. This is because it contradicts to not only the various social systems but also to the basic directions of social policies in an aging and low fertility society.         Since the end of the World War II, welfare states had enjoyed golden age for about 30 years before facing stagnation and crises during the 1980s and 1990s. Seeing this, many proponents for convergence including advocates for globalization went wild as if welfare states were facing their end, but in reality they were not. This is because welfare states were empirically proven to be still strong as the 2000s started. As a result, arguments saying welfare states are not declining but are restructuring started to gain credence. In addition, new theories about welfare states supporting these arguments began to draw attention. These theories criticized ‘convergence statement’ saying neo-liberal globalization would bring about reduction of welfare states worldwide, and at the same time, highlighted that in each country there existed various factors preventing reduction of welfare states. That is, this signaled the emergence of welfare states theories that could be categorized as proponents of divergence. Among them, partisan politics approach, institutionalist approach (new institutionalism), the VoC (Varieties of Capitalism) approach are representative theories that support ‘divergence in welfare states.’ Focusing on these three theories, this study will look at the trend in the latest welfare state theories and, through this, will see where the theoretical horizon of study on welfare states has reached. Given that welfare states are ever changing social organisms, it is necessary to see in what conditions these welfare states currently are and what changes in them are expected in the future.

        This study aims to analyze the characteristics, causes, and context of youth unemployment.This study will focus, in particular, on why youth unemployment needs more attentionthan in any other age group. The young are relatively disadvantaged compared to the middle-aged who enjoy first mover advantage. This is why the segmentation accordingto age group in labor markets is considered a primary issue in social policies, includinglabor market policy. Based on these arguments, this study discusses two major issues. First,based on theoretical discussions regarding labor markets and unemployment, this study will look at some general ideas and particulars that the young unemployed have. Youth unemployment has both ‘general characteristics’, as a sub category to unemployment and‘demographical particularities’ as unemployment issues particular to certain age groups. Second, this study will examine where unemployment among the young in South Koreastands by looking at the current status and structure of the youth labor market in SouthKorea. By doing so, this study will discuss what youth unemployment policies should bepursued both politically and economically, in order to address these issues.

        Metal foam has many excellent properties, such as light weight, incombustibility, good thermal insulation, sound absorption, energy absorption, and environmental friendliness. It has two types of macrostructure, a closed-cell foam with sealed pores and an open-cell foam with open pores. The open-cell foam has a complex macrostructure consisting of an interconnected network. It can be exploited as a degradable biomaterial and a heat exchanger material. In this paper, open cell Mg alloy foams have been produced by infiltrating molten Mg alloy into porous pre-forms, where granules facilitate porous material. The granules have suitable strength and excellent thermal stability. They are also inexpensive and easily move out from open-cell foamed Mg-Al alloy materials. When the melt casting process used an inert gas, the molten magnesium igniting is resolved easily. The effects of the preheating temperature of the filler particle mould, negative pressure, and granule size on the fluidity of the open cell Mg alloy foam were investigated. With the increased infiltration pressure, preheat temperature and granule sizes during casting process, the molten AZ31 alloy was high fluidity. The optimum casting temperature, preheating temperature of the filler particle mould, and negative pressure were 750˚C, 400-500˚C, and 5000-6000 Pa, respectively, At these conditions the AZ31 alloy had good fluidity and castability with the longest infiltration length, fewer defects, and a uniform pore structure.

        Melt foaming method is one of cost-effective methods to make metal foam and it has been successfully applied to fabricate Mg foams. In this research, AZ31 Mg alloy ingot was used as a metal matrix, using AlCa granular as thickening agent and CaCO3 powder as foaming agent, AZ31 Mg alloy foams were fabricated by melt-foaming method at different foaming temperatures. The porosity was above 41.2%~73.3%, pore size was between 0.38~1.52 mm, and homogenous pore structures were obtained. Microstructure and mechanical properties of the AZ31 Mg alloy foams were investigated by optical microscopy, SEM and UTM. The results showed that pore structure and pore distribution were much better than those fabricated at lower temperatures. The compression behavior of the AZ31 Mg alloy foam behaved as typical porous materials. As the foaming temperature increased from 660˚C to 750˚C, the compressed strength also increased. The AZ31 Mg alloy foam with a foaming temperature of 720˚C had the best energy absorption. The energy absorption value of Mg foam was 15.52 MJ/m3 at a densification strain of 52%. Furthermore, the high energy absorption efficiencies of the AZ31 Mg alloy foam kept at about 0.85 in the plastic plateau region, which indicates that composite foam possess a high energy absorption characteristic, and the Vickers hardness of AZ31 Mg alloy foam decreased as the foaming temperature increased.

        염수 침지 여부를 고려한 장담금법에 따른 저염 된장의 품질특성 변화를 조사하기 위하여 염 농도를 달리하여 6개 월 동안 발효시킨 후 품질특성 변화를 살펴보았다. 수분 함량에서는 염수 침지한 12% 메주 된장에서 55% 수준으로 가장 낮았으며, 나머지 된장 시료들은 대략 60% 수분 함량을 나타냈다. pH는 장 담금 초기부터 메주 된장이 메줏가루 된장에 비해 높았으며, 특히 발효기간 내 8% 메주 된장의 경우 감소폭이 적었고 이는 산도 변화에서도 담금 직후부터 발효 6개월까지 메주 된장이 메줏가루 된장보다 낮은 경향을 나타내어 상관성을 보여주었다. 환원당 함량은 1-2개월 내에 최대값을 나타내고 이후 감소하는 경향을 나타냈으나, 발효기간 내 8% 메줏가루 된장이 가장 높아, 염도 및 장 담금법 간에 상관성은 낮았다. 아미노태 질소 변화는 담금 직후에는 염 농도가 낮을 수록 높은 값을 나타냈으며, 메주 된장에서 메줏가루 된장보다 높은 값을 보였다. 암모니아태 질소 함량은 발효초기에는 12% 메줏가루 된장에서 가장 높은 값을 나타냈으며, 메줏가루 된장이 메주 된장보다 높은 값을 보였지만, 이후 급격히 감소하여 시료 간 차이를 보이지 않았다. α-Amylase 효소 활성은 모든 시료가 발효 초기에는 0.91-0.94 Unit/g 수준이었다가 이후 일정하게 감소하여 0.01-0.06 Unit/g 값을 나타내었는데, 특히 8% 메주 된장에서는 완만한 감소를 보였다. Protease 효소 활성은 발효 2주차에 메주 된장이 메줏가루 된장에 비해 높은 활성을 나타냈으나 이후 감소하여 비슷한 수준을 나타내었다. 총 균수는 발효초기부터 메주 된장에서 메줏 가루 된장보다 높은 값을 나타내었고, 발효 6개월째 메주 된장이 7.8-8.0 log CFU/g로 메줏가루 된장(7.2-7.5 log CFU/g)보다 통계적으로 유의하게 높은 값을 보였다. 맛 센서를 통한 맛 분석결과, 비록 12% 시판 된장에 비해 제조 한 된장이 높은 짠맛과 쓴맛, 낮은 풍미를 나타내었지만, 8% 메주 된장이 시판 된장과 전반적으로 유사한 맛 패턴을 보였다. 유리 아미노산 함량은 숙성기간 동안 장가르기 여부에 따라 메줏가루 된장에서 증가폭은 컸으나 메주 된장의 함량이 높았으며, 염도 8% 된장에서 12% 된장보다 높은 값을 보였다. 결론적으로 염수 침지 여부에 따른 된장의 품질 특성을 비교한 결과, 장담금 과정을 거친 저염 된장이 품질 특성뿐만 아니라 맛 분석결과에서 좋은 평가를 나타내 었고, 아울러 메줏가루를 이용한 간편 저염 장류 제품 개발 을 위한 기초 자료로 활용될 수 있을 것으로 기대된다.

        Leaf mold disease in tomato (Solanum lycopersicum) is caused by Cladosporium fulvum, a fungal leaf pathogen. One of effective ways to control leaf mold is to breed disease-resistant tomato cultivars. Cf-4 and Cf-9 resistance (R) genes encode proteins that carry a leucine rich repeat domain and are located in plasma membrane. They trigger hypersensitive response following recognition of corresponding Avr4 and Avr9 proteins of C. fulvum, respectively. Cf-4 and Cf-9 genes are originated from wild tomato species S. habrochaites and S. pimpinellifolium and have been introgressed into commercial tomato cultivars. These two highly homologous orthologs exist as a cluster with four highly homologous paralogs. Due to this reason, development of genetic markers to distinguish these two functional R genes from their orthologs and paralogs is difficult. In this study, we tried to develop single-nucleotide polymorphism (SNP) markers to select tomato cultivars carrying resistant Cf-9 genotype. The genomic sequences of resistant Cf-4 and Cf-9 alleles, susceptible cf-9 alleles, and their paralogs were obtained from the GenBank database, and two functional SNPs causing non-synonymous substitution were found among them. Based on two SNPs, the Cf-9_2-SNP-F/R primer set for high resolution melting (HRM) analysis was developed. HRM analysis with this primer set could successfully distinguish tomato cultivars carrying resistant Cf-9 allele among 30 commercial tomato cultivars, which were characterized with the gene-based marker. These indicate that the SNP marker developed in this study is useful to trace Cf-9 genotype efficiently in marker-assisted selection in tomato.
