        This study investigated the comprehension of the occupational safety policy direction by job characteristics of the safety managers at 211 workplace selected under the Occupational Safety and Health Act. As for the characteristics of the subjects' firms, there was difference in their perception on the occupational safety policy direction by their region, type, scale, and the existence of labor union. Regarding the job characteristics of the subjects, there was difference in the comprehension of the occupational safety policy direction by their age, experience and department. This study suggests that the government policy as well as the awareness about safety by management and safety managers need to be changed by analyzing the comprehension of occupational safety policy direction by the job characteristics of corporate occupational safety managers.

        고용노동부 산업재해분석 자료에 의하면 최근 5년간 (2006년~2010년)의 총 재해자 수(사망자수) 472,329명(11,662명), 경제적 직접손실액 16,814,806백만원, 경제적 손실 추 정액(직·간접) 84,074, 030백만원으로 인적·물적 손실이 크다는 것을 알 수 있다. 본 연구에는 산업안전보건법상의 안전관리자 선임된 사업장 211개소 대상으로 안전 관리자의 직무특성에 따른 산업안전정책방향 이해도에 관한 조사를 하였다. 연구대상 자의 기업체의 특성을 보면 지역별, 업종별, 규모별, 노조설립 여부에 따라 산업안전정 책방향에 대한 인식도 차이가 있는 것으로 나타났으며, 연구대상자의 직무특성을 보면 연령, 경력, 근무부서에 따라서도 산업안전정책방향에 대한 이해도 차이가 있다는 것 을 알 수 있었다. 본 연구에서는 기업체 산업안전관라자 직무특성에 따른 산업안전정책방향 이해도 분석을 통해 정부의 정책변화, 경영자·안전관리자의 안전의식 변화가 필요할 것으로 사료된다.

        생명공학기술의 발전과 더불어 개발된 유전자변형생물체(Living Modified Organisms, LMO)는 인류가 직면하고 있는 각종 문제점을 해결하기 위한 대안으로 떠오르고 있으며 점점 다양하게 연구개발 되는 LMO의 수출입 안전관리를 위하여 「유전자변형생물체의국가간이동등에관한법률(LMO법)」이 제정되었다. 동 법에 따라 교육과학기술부는 시험・연구용 LMO수출입 안전관리업무를 담당하고 있다. 시험・연구용 LMO란 시험・연구용으로 사용하기 위하여 연구시설에서 이용되는 유전자변형생물체를 말하며 “연구시설”이라 함은 유전자변형생물체 개발과 실험을 위하여 유전자변형생물체가 인체 및 외부환경에 미칠 수 있는 영향을 효과적으로 제어・조절할 수 있도록 마련된 시설, 장치 또는 여타 물리적 구조물을 말한다. LMO법에 따라 유전자변형생물체를 개발하거나 이를 이용하는 실험을 실시하는 연구자는 1,2등급 연구시설의 경우 교육과학기술부장관에게 시설신고를 해야 하며 개발・실험하는 유전자변형생물체의 위해성 및 개발・실험의 위험성을 펑가하여 연구시설의 안전관리 등급별 설치・운영 기준을 준수하여야 한다. 또한 시험・연구용으로 사용하기 위하여 유전자변형생물체를 수입하는 경우에도 교육과학기술부 장관에게 수입신고를 하여야 한다. 그러나 국내 생명공학 관련 연구가 유전자변형 및 재조합을 기본적으로 한다 해도 과언이 아니지만 아직도 많은 연구자들이 법 발효와 시설 및 수입신고, 연구시설 운영 기준 준수 등에 대한 인식이 부족한 실정이다. 본 발표에서는 유전자변형생물체 연구자들이 준수해야할 법적인 사항을 소개하고 1,2등급 LMO연구시설의 설치・운영 등 시험・연구용 유전자변형생물체 안전 관리 현황을 소개하고자 한다.

        Plant safety management that is enforcing introducing more than 95% in domestic manufacturing industry is using total plant efficiency by the evaluation index, and as a result, can see a lot of examples that plant productivity, economy and safety is increased. The efficient safety estimation for a business should analyze an accident data by considering every possible and potential factor. This study's purpose centers plant safety management activities that is management system for plant production and safety efficiency's maximization, plant evaluation system that plant safety management activities factor(reliability, maitainability, safety, service quality) that is enforcing in manufacturing industry can develop evaluation model that can evaluate qualitative activities by quantitative activities in process that maximize plant safety management wishes to do design.

        Steel industry in Korea is a key national industry that has led economic growth for a long time. And accidents occurred from a variety of causes has endlessly made as much as remarkable achievements of steel industry. It is a fact that research achievements of disaster prevention in steel industry has not been significantly, compared to production technique achievements. And the level of interest on safety management in the steel industry is conspicuously low. Although support activity for a various safety management are provided reasonably to prevent disasters occurring with subcontractors. A method capable of quantitative evaluation, applied to subcontractors in most business places are relatively rare except parent firms-leading places. This study is to make and show safety management activities to purcue in advance in conjunction with a parent firm through development of a more systematic and quantitative evaluation model for disaster prevention with steel industry subcontractors, and to contribute to disaster prevention in domestic steel industry through advanced safety management method, by applying a proposed evaluation model of safety management activities as subcontractors in steel industry.

        Especially because of the distinctiveness that new experiments and research provoke coexistence of various risk factors, the researchers in university laboratory are being exposed to incidents that are difficult to predict. Due to the fact that the numbers of accidents that occur at the university laboratory are increasing, the necessity for laboratory safety management is on the rise. Most laboratory accidents are caused by the ability that can detect risk factors such as unsafe behavior or unsafe condition but is not working perfectly. In order to prevent researchers in advance from unsafe behavior or unsafe condition, effective safety education, systematic safety management, safe research environment, continuous safety check and proper measures after accident are the most important factors. In this study, survey was conducted in university laboratory to identify the factors that affect on safety management and to measure the safety management level. As a result, effective measures are proposed for the improvement of the safety management level.

        미세 조직은 SEM, FT-IR 스펙트라, 인장특성, 그리고 [NCO]/[OH]의 mole %, 입도분석에 의해 측정하였다. 친환경적인 NATM에 관한 관심이 고조됨에 따라 스테인레스같은 금속코팅에 더욱더 중요한 열경화 무용제 수지를 합성 하였다. 이 수지는 일반적 도료와 비교하여 매우 강도가 강하고 내구성이 매우 좋다. 폴리우레탄 수지는 폴리올, IPDI, 실리콘 계면활성제, 촉매, 충전제로 구성된다. 폴리우레탄 화합물은 가교제가 첨가된 수지가 가교제가 첨가되지 않은 수지보다 물성이 우수함을 나타냈다. 견고한 폴리우레탄 도료의 기계적 특성은 [NCO]/[OH]와 가교제가 증가함에 따라 강도가 증가하였다. 합성한 도료의 물성 향상은 스테인레스 산업뿐만 아니라 다양한 산업에서 폴리우레탄 고분자 수지가 강구조물의 보수보강에 많은 응용이 기대된다.

        Persistent accidents related to food safety and expanded international trades have urged the world to be aware of the gravity of the accidents. Accordingly many countries have tried to come up with various laws, regulations, measures, support networks and educational programs for the agenda, particularly focusing on harmonizing food safety technologies among nations and fostering professionals. Also, APEC newly organized Food Safety Cooperation Forum (FSCF) in 2007 to exert multi-dimensional efforts to improve food safety for Asia Pacific nations. Up to now, 35 activities have been promoted since 2007 and additional 20 activities are waiting for their turns for action on the list of APEC project agenda. FSCF has the objective that it helps the stakeholders in food supply chain develop their own competence in that area, thus increase international trade among nations and maintain the globe healthy by applying the highest standards and best practices for the management of food safety ranging from production to consumption. To achieve this strategic objective, APEC subsequently formed Partnership Training Institute Network (PTIN) to build up the multilateral networks of specialists from governmental agencies engaging in food safety management, industries, academia and international organizations in Asia-Pacific region. This attempt made it possible for the world to exchange their scientific and technological information concerning food safety and strengthen related education and training. Today, international cooperation is essential for food safety management. Therefore, we need to participate actively in the activities of APEC FSCF to contribute to improving food safety technologies for the member countries of APEC. We also need to connect the domestic support programs with theirs.

        As contemporary building construction type is getting higher and deeper, construction equipment usage is getting more, and related fatal accidents are on an increasing trend. Because of this, a method was drawn which could grasp the present state of construction equipment management and manage safety of the equipment more easily for accident prevention by choosing 2 kinds of Construction equipment which cause safety accident frequently among the equipment mainly used in construction site. This study suggested a method about construction equipment safety management using "smart phone" base which could be used in safety management for construction equipment by whomever in construction site. After attachment of QR code included safety checklist, It became possible that site managers could check more efficiently by scanning with their smart phone when they inspect equipment. Moreover, by the construction interested who didn't know what and how they have to inspect could point out unsafe condition in the early stage of equipment entering or take unsafe one out of the site by using new smart phone safety checking system is installed, it became possible that critical accident caused by construction equipment was prevented in advance.
