        Risk Assessment to list possible safety disasters and their probability and severity is the starting point for effective safety management on construction project site. However, the safety managers in owners, construction supervisors, contractors, and sub-contractors still have difficulties in judging the priorities of safety activities and preparing responses to each potential safety disasters. Therefore, this study aimed to suggest a systematic method in assessing safety risk prior to commencement with the agreement of stakeholders. FMECA(failure mode effects and criticality analysis) was selected as a main assessment tool and it was modified according to the characteristics of construction projects and trades. Each risk is, firstly, evaluated with occurrence probability, possible loss and impacts to projects, and detections, and then risk priority number(RPN) is calculated. Subsequently, the managers of each stakeholder discuss the types, timing, and responsibilities of responses as a group decision-making process.

        Recently, carelessness on safety management in construction sites has caused a sharper upward trend in accidents and disasters, compared to the past. Therefore, this study analyzes the causes of accidents that occurred on construction sites in the year of 2007, and proposes preventive measures. The construction industry had a heavy death rate with 279 out of 418 deaths from falls in all industrial sites, accounting for 66.7%. And the causation analysis found a particularly high incidence of temporary structure-related accidents, with falling off scaffolding as the most common cause of accidents. According to the causation analysis of fall-down accident cases, accidents induced by protrusion on construction sites are a big contributor resulting in the deaths of 312, accounting for 74.8%, which is deemed to be due to site disorderliness. And to remove floor protrusions and to secure workers' traffic line and safety, neat and thorough site arrangement is necessary. Against collision, efforts must be made to prevent equipment-pedestrian crashes on site, which necessarily requires emergency lamps, alarm bells, and safety poles and blocks to be installed, lighting systems to be improved, obstacles to be removed, site supervisors to be assigned to construction equipment works, and workers to be more intensely trained and supervised.

        Korea enacted the occupational safety and health law in order to prevent industrial accidents in 1981. Led by ministry of labor, occupational safety and health support services policy has been built through government-affiliated organizations, research institutions and academic research. Korea's accident rate has remained at 0.7% for last 10 years despite continuous efforts over the last 30 years. These results means that the occupational safety and health support services policy conducted by the government have reached their limits. Therefore, the necessity of assessment about occupational safety and health support services policy is proposed. The main objective of this study, through the IPA analysis, is to grasp the point of worker's needs about occupational safety and health support services policy and to help formulate the efficient policy.

        Establishing a framework, to explain the path to safety accidents considering major safety management factors such as physical conditions including on-site activities and workplace, as well as human factors as to labor, supervisors, or managers, would be effective as the basis to control project's risks by preventing disasters. Therefore, this study aimed to clarify the mechanism in safety management and disaster occurrence. In order to accomplish the purpose, it identified and classified the factors related to accidents, reviewed the causal relationships among them, and suggested the influence diagram. The results of this research are expected to contribute to reinforcing the preventive management, and facilitating the development of integrated site control system based on safety risks.

        In terms of deregulation requests from business, incidents at construction sites are rapidly increasing after reducing the regular safety training hours. Especially, to prevent incidents through safety trainings for construction site workers, who have lots of hazardous tasks than general manufacturing, is not only to protect property of both the companies and the country but also to increase their profits. That is why there are loud voices regarding that the safety training is a core mandatory to prevent industrial incidents. But, most companies, as soon as the deregulation for safety training is implemented, mitigated conducting safety trainings to prevent incidents. With this, the incidents are currently to be increased and caught in a vicious circle of many incidents at the smaller companies because of their absentmindedness regarding safety training due to their poorness as subcontractors of major companies, comparing to major companies. This study explains that the difference between managers and workers are existing about safety awareness and knowledge. And, we confirmed that the educational factor led by deficiency of safety awareness and knowledge was the major factor.

        As shown in the accident analysis from 2007, it has been found that causes of accidents on large-scale projects are different from those found in general construction projects. A 300-question survey regarding systematic and practical aspects of safety problems at construction sites was distributed to ten (10) different companies. Participants were to respond subjectively, so that the results could be used to assemble the first formal questionnaire survey. They were collected and compiled by an advisory committee for this study. The resulting surveys were then sent to the division chiefs of the top 100 construction companies in Korea, in order to improve the response rate. The Department of Safety & Health Direction, and the :Ministry of Labor, ROK sent the same sheets to medium and small construction companies that placed within 101-200th of all Korea construction companies. The above safety engineers were classified into four (4) levels, from 1st to 4th, followed by the project dollar amount and risk level. Formulae were developed to assign safety engineers to construction sites by engineer level, the project dollar amount, and the project risk level. Conclusions are summarized as follows: 1) Reviewing the assignment system of experienced safety engineers to large scaled projects - The more experienced the engineers assigned to a project, the higher the level of accident prevention. 2) Enforcing the assignment of advanced level safety engineers to large-scaled sites - At least one advanced-level safety engineer should be assigned to construction sites with projects valued at 15million USD (15,000,000,000). 3) For assigning safety engineers by risk level - Twenty models have been developed to calculate the number of safety engineers to be assigned by risk level. In the future, risk level for each job should be established by the government (as is now the practice in Germany).

        Safety training for foreign workers should be thoroughly done. But it has not been done well even if field safety manager understand that the training has not been well provided. 72% of responders (Safety Managers) at field thinks that safety training has not been well provided at a site. It is shown that there are not any additional measures to correct this problem. Eventually, the reasons of that the training is not well provided, and foreign workers do not understand safe condition at site, well lead to an accident at construction site.

        The tower cranes are widely used in very useful construction machine the sites of constructing high-structure and have a structural sensitiveness. Therefore, the accidents have often happened due to the deficiency of laborer's understanding and lack of safety of structure. Till now, as we have research and studied above, we can properly protect accidents by construction equipments particularly crane as well as most disasters which occur frequently in construction site. The goal of this study is the safety inspection model of the tower crane a construction site, which preventible the collapse accident of tower crane which is constructed by using the correcting frame. In order to accomplish the goal of this study, the field survey, the reference investigation and the structure analysis were performed for the collapse accident of tower crane using the correcting data. This study will be proposed a build-up solutions about operating and release of safety constructions and researched about software safety estimation. Also, preventing safety problems of Tower Crane Construction site as applying safety estimation program and laws and regulations. As a result, The real time control of tower crane inspection system is implemented by to illustrate the application of the adopted optimal design model.

        Critical incident can be happened at any time, any places without any pre-notification. For minimizing the loss of the life safety, financial and so on caused by the risk, most of company needs a system what can activate the critical incident management plan to prevent, plan for and respond to events that become critical incident. But a lot of company still don't have such a detailed system in our country and almost company has no effective training way for to boot. This paper shows the way to activate the risk management system to work efficiently the plan. The training way, proposed by this paper, is a incident command simulator based on virtual reality and scenario generation software.

        As there are more accidents which are more serious in construction site than other industries, it needs the safety management system to be SLIM on the same time, There are still lots of difficulties to prevent those accidents exactly, so it also needs a safety supervision team to prevent the accident, unsafe operation and condition before happening, which is also called as a Man-to-Man safety management method. The range of the job site in one personnel's management is very big and large, so it needs the personnel to keep watch the safety operation and prevent any unsafe/fire accidents. Also the personnel also should find out the unsafe points in the job site, and carefully supervise the dead angle site, then support the totally safety management POINT and realize the ZERO accident.

        This research has been conducted in order to assess the effects on quality management factor of the construction sites. 30 companies abiding by the 'construction industry law' and 32 companies abiding by the 'housing construction promotion law' have been researched in areas of quality-management environment, quality-management understanding, quality-management education on construction field, quality-system and quality-improvement. This construction quality factors are to realized the anticipated results not only quality level's increasing, but also company's confidence, competitiveness. We were able to obtain participations of 62 questionnaire, and derived statistics by means of SPSS/PC version 10.0. In this study, we find the bottleneck factor for promotion and upgrade quality management factor of the construction sites and suggest a way out of difficulties.
